संकल्प
सं. के-12012/ 5/ 16/2006- पी एण्ड आर - 360- अखिल भारतीय हस्तशिल्प बोर्ड का दिनांक 8 सितम्बर , 2006 के समसंख्यक संकल्प द्वारा दो वर्ष की अवधि के लिए पुर्नगठन किया गया था । भारत सरकार ने श्री सुधीर त्यागी, एच-14 , देव विहार, सिविल लाइन्स, मुरादाबाद-244001 (यू०पी० ) को अखिल भारतीय हस्तशिल्प बोर्ड के नए गैर- सरकारी सदस्य तथा उपाध्यक्ष के रुप में शामिल करने का निर्णय लिया है । जबकि दिनांक 8 सितम्बर , 2006 (क्रमांक 1 , 3,5 एवं 7 को छोड़कर) 23 अक्तूबर, 2006, 22 एवं 27 नवम्बर, 2006 , 5, 21 दिसम्बर, 2006 , (क्रमांक 2 को छोड़कर) और 22 दिसम्बर, 2006 (क्रमांक 5 को छोड़कर) 5 एवं 10 जनवरी, 2007 , 1 फरवरी, 2007 (क्रमांक 1 को छोड़कर) और 14 फरवरी, 2007 (क्रमांक 2,3,4,7,8,9 और 10 को छोड़कर) 2, मार्च, 2007 (क्रमांक 2 को छोड़कर) 7, 9 मार्च, 2007, 8 मई, 2007, (क्रमांक 2 को छोड़कर) 16 मई, 2007, 25 जुलाई, 2007, 3 और 29 अगस्त, 2007, 11 सितम्बर, 2007 , 24 सितम्बर, 15 अक्तूबर, 2007, 2 नवम्बर, 2007 और 11 एवं 12 मार्च, 2008. 25 मार्च, 2008 एवं 8 मई, 2008, 17, 23 जून, 2008, 3 जुलाई, 2008 एवं 15 जुलाई, 2008 के संकल्प के द्वारा गठित मौजूदा अखिल भारतीय हस्तशिल्प बोर्ड के सभी सरकारी एवं गैर- सरकारी सदस्य यथावत्त बने रहेंगे ।
पुर्नगठित अखिल भारतीय हस्तशिल्प बोर्ड में अध्यक्ष, सदस्य सचिव सहित 24 सरकारी सदस्यों तथा 59 गैर सरकारी सदस्यों को शामिल करते हुए बोर्ड की वर्तमान संख्या 84 सदस्य हो जाएगी ।
तथापि, दिनांक 8 सितम्बर , 2006 के संकल्प में दर्ज अन्य सभी निबंधन एवं शर्तें वही रहेंगी तथा उनमें कोई परिवर्तन नहीं होगा ।
आदेश
आदेश दिया जाता है कि इस संकल्प की एक प्रति सभी संबंधितों को प्रेषित की जाए तथा इसे भारत के. राजपत्र में प्रकाशित किया जाए ।

संकल्प
सं. VI- डी. एण्ड पी./222/07-08/टी.डी.टी.--
समाज के क्रय शक्ति विहीन गरीब वर्गों में व्याप्त क्षय रोग , मलेरिया , काला अजार, फाइलेरिया आदि जैसी उपेक्षित बीमारियों का सामना करने के लिए औषधि विकास के महत्व को समझते हुए भारत सरकार ने इन लोगों को किफायती दाम पर औषधि की उपलब्धता सुनिश्चित करने के लिए चिकित्सीय परीक्षण- चरण । ॥ और ।।। से संबंधित अनुसंधान और विकास परियोजनाओं के लिए नई एवं छोटी कम्पनियों सहित भारतीय भेषज उद्योग हेतु सहायता अनुदान प्रदान करने के माध्यम से विज्ञान और प्रौद्योगिकी विभाग के मौजूदा औषधि एवं भेषज अनुसंधान कार्यक्रम (डीपीआरपी) के क्षेत्र को और व्यापक करने का निर्णय लिया है । डीपीआरपी के अन्तर्गत इस उद्देश्य के लिए फार्मा उद्योग को सहायता हेतु 11 वीं पंचवर्षीय योजना के दौरान 45.0 करोड़ रू. की राशि का प्रावधान किया गया है । इस कार्यक्रम के आगे विस्तारित होने पर इस राशि को बढ़ाया जा सकता है ।
आदेशः आदेश दिया जाता है कि इस संकल्प की प्रति भारत सरकार के सभी मंत्रालयों /विभागों सभी राज्य सरकारों देश के सभी विश्वविद्यालयों एवं वैज्ञानिक संस्थानों को परिचालित की जाए ( सीएसआईआर/ आईसीएआर/ आईसीएमआर/ यू.जी.सी./डीआर्डीओ आदि) यह भी आदेश दिया जाता है कि सार्वजनिक सूचना हेतु इस संकल्प को भारत के राजपत्र में प्रकाशित किया जाए ।

सं. एफ. 9-48/2006-यू. 3 ( ए) --
जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग की सलाह पर किसी उच्चतर अध्ययन संस्था को विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के तहत समविश्वविद्यालय के रूप में घोषित करने का अधिकार प्राप्त है ।
2 . और जबकि राज्जा मुतैय्या चेट्टियार चैरिटेबल एण्ड एजुकेशनल ट्रस्ट, चेन्नई , तमिलनाडु से एक आवेदन पत्र प्राप्त हुआ था जिसमें विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के अंतर्गत चेट्टीनाद विश्वविद्यालय , पादुर , कांचीपुरम जिला , तमिलनाडु को नए संस्थाव के रूप में समविश्वविद्यालय का दर्जा देने का अनुरोध किया गया है ।
3. और जबकि विश्वविद्यालय अनुदान आयोग ने उक्त प्रस्ताय की जांच की है और अपने दिनांक 1 जनवरी , 2008 के पत्र सं.एफ. 40-1/2007 (सीपीपी ) के द्वारा चेट्टीनाद अनुसंधान एवं शिक्षा अकादमी , पादुर , कांचीपुरम जिला को पांच वर्ष की अवधि के लिए प्रत्येक वर्ष के अंत में समीक्षा करने की शर्त पर , ' सम विश्वविद्यालय ' का दर्जा प्रदान करने की सिफारिश की है । इसके बाद विश्वविद्यालय अनुदान आयोग ने दिनांक 22.02.2008 के अपने पत्र संख्या एफ: 40-1 /2007 (सीपीपी ) के जरिए इस आशय से अपनी सिफारिश में आंशिक रूप से संशोधन किया कि यह दर्जा नई श्रेणी के तहत ही प्रदान किया जाए ।
4. और जबकि विश्वविद्यालय अनुदान आयोग दिनांक 09.06.2008 के अपने पत्र संख्या एफ. संख्या 40-1 / 007 (सीपीपी ) के जरिए यह स्पष्ट किया है कि अन्य बातों के साथ-साथ प्रस्तावित सम-विश्वविद्यालयों ( 1 ) चेट्टिनाद अस्पताल और अनुसंधान संस्थान और ( ii ) चेटिनाद कालेज ऑफ नर्सिंग शामिल होंगे ।
5. अब विश्वविद्यालय अनुदान आयोग की सलाह पर केन्द्र सरकार विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धास 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए एतदद्वारा घोषणा करती है कि " वेद्धिवाद अनुसंधान और शिक्षा अकादमी" , पादुर , केलाग्बक्कम , कांचीपुरम जिला , तमिलनाडु जिसमें (1 ) चेट्टिबाट अस्पताल एवं अनुसंधान संस्थान, पादुर , केलाम्बक्कम और ( ii) चेट्टिनाद कालेज ऑफ नर्सिंग , पादुर कैलाम्यक्कम शामिल है , को उक्त अधिनियम के प्रयोजवार्थ 'नए सिरे की श्रेणी के 1018

( भाग --खण्ड 1 तहत सभविश्वविद्यालय का दर्जा अस्थायी रूप से पांच वर्ष की अवधि के लिए चेद्धिनाद अनुसंधान और शिक्षा अकादमी ट्रस्ट द्वारा निम्नलिखित उल्लिखित शर्तों के अनुपालन और पूरा करने की तारीख से दिया जाएगा :
(i ) चेद्धिनाद अस्पताल और अनुसंधान संस्थान और चेटिनाद कालेज आफ नर्सिंग की सभी चल और अचल परिसम्पत्तियाँ कानूनी रूप से उनके मूल व्यास अर्थात राजा मुतैय्या चेट्टियार चैरिटेबिल एण्ड एजुकेशनल ट्रस्ट और वैट्रिनाद अनुसंधान एवं शिक्षा अकादमी में निहित होगी और छात्रों के भविष्य , संकाय सदस्यों , कर्मचारियों के हित में उच्चतर शिक्षा के मानकों के लिए अनुरक्षण किया गया है ; और
(ii ) उपर्युक्त उल्लिखित दोनों शिक्षण संस्थान उनके सम्बद्धन विश्वविद्यालय अर्थात दि तमिलनाडु डा० एम.जी.आर. मेडिकल गूलिनर्सिटी, चेन्नई तमिलनाडु से स्वयं को असम्वद्ध करेंगे । ( iii ) उपर्युक्त उल्लिखित दोनों संस्थानों में स्नातकोत्तर पाठ्यक्रम तत्काल आरंभ होने चाहिए । 6 . चेट्टिनाद अनुसंधान और शिक्षा अकादमी को प्रदत्त दर्जा विश्वविद्यालय अनुदान आयोग द्वारा एक विशेषज्ञ समिति की मदद से प्रत्येक वर्ष के अंत में सभी संबंधित संस्थाओं की समीक्षा की शर्त पर भी होगा । विश्वविद्यालय अनुदान आयोग की दिशेषज्ञ समिति और उस पर आयोग की सिफारिशों के जरिए प्रति वर्ष आयोजित समीक्षा के आधार पर प्रत्येक पांच वर्ष की अवधि के बाद प्रदत्त दर्जे की पुष्टि की जाएगी । :
7. उपर्युक्त पैरा 5 में की गयी उद्घोषणा उन शर्तों के पूर्ण/ अनुपालन के अधीन है जिनका उल्लेख इस अधिसूचना के पृष्ठांकन 9 में हैं ।
8- म तो भारत सरकार और न ही विश्वविद्यालय अनुदान आयोग चेट्टिनाद अनुसंधान और शिक्षा अकादमी अथवा इसकी किसी अंगीभूत शिक्षण इकाईयों को योजनागत और योजनेतर के रूप में कोई सहायता अनुदान प्रदान नहीं करेंगे ।

संकल्प
विषय: नशामुक्तिऔर पुनर्वास संबंधी राष्ट्रीय परामर्शदात्री समिति का गठन । सं0 7-5/2007-डी.पी.- II भारत में मादक पदार्थों के दुरुपयोग का खतरा उसकी भौगोलिक स्थिति के कारण बहुत अधिक है । यह देश के लिए गंभीर चिंता का विषय है । मादक पदार्थ एवं शराब का दुरुपयोग करने वाले, विशेषतः सुई द्वारा नशीली दवा लेने वाले नशा पीड़ितों में , एचआईवी / एड्स के अधिक खतरे ने समस्था को और भी गंभीर बना दिया है ।
2. संविधान के अनुच्छेद 47 के अनुसार "राज्य, अपने लोगों के पोषाहार स्तर और जीवन स्तर को ऊंचा करने और लोक स्वास्थ्य के सुधार को अपने प्राथमिक कर्तव्यों में मानेगा और राज्य, विशिष्टत्तया , मादक पेयों और स्वास्थ्यके लिए हानिकर औषधियों के , औषधीय प्रयोजनों से भिन्न , उपयोग का प्रतिषेध करने का प्रयास करेगा " ।
स्वापक औषधि और मनः प्रभावी पदार्थ अधिनियम, 1985 को अन्य बातों के साथ-साथ मादक पदार्थों के दुरुपयोग को रोकने के लिए लागू किया गया है ।
3. भारत द्वारा तीनों संयुक्त राष्ट्र अभिसमयों अर्थात् (i) स्वापक औषधि संबंधी अभिसमय, 1961 , (ii) मनःप्रभावी पदार्थ संबंधी अभिसमय, 1971 और ( iii) स्वापक औषधि और मनःप्रभावी पदार्थों का अवैध व्यापार संबंधी अभिसमय , 1988 को हस्ताक्षरित किया गया है । संयुक्त राष्ट्र महासभा के 1998 में अयोजित 20 वें विशेष सत्र में मादक पदार्थों की मांग में कमी को मादक पदार्थ नियंत्रण रणनीति के अपरिहार्य स्तम्भ के रूप में स्वीकार किया है । 1022

4. सामाजिक न्याय और अधिकारिता मंत्रालय 1985-86 से मादक पदार्थों की मांग में कमी के उद्देश्य से मद्यपान और मादक पदार्थ दुरुपयोग निवारण योजना कार्यान्वित कर रहा है । इस योजना के अंतर्गत, इस समय देश में मंत्रालय के वित्तीय सहयोग से 41 परामर्श केन्द्र और 401 नशामुक्ति केन्द्र नशापीड़ितों का पता लगाने , परामर्श देने, उपचार करने और उनका पुनर्वास करने के लिए कार्य कर रहे हैं । मंत्रालय ने परामर्श केन्द्र और नशामुक्ति केन्द्र संचालित करने वाले गैर- सरकारी संगठनों के प्रशिक्षण तथा दक्षता बढ़ाने के लिए राष्ट्रीय समाज रक्षा संस्थान ( एनआईएसडी) में राष्ट्रीय मादक पदार्थ दुरुपयोग निवारण केन्द्र ( एनसीडीएपी) स्थापित किया है । मंत्रालय ने स्थानीय सांस्कृतिक परिदृश्य को ध्यान में रखते हुए विभिन्न नशामुक्ति केन्द्रों में कार्य करने वाले सेवा प्रदानकर्ताओं के प्रशिक्षण एवं मादक पदार्थ दुरुपयोग कार्यक्रमों की वकालत, अनुसंधान और निगरानी के लिए 8 प्रख्यात गैर- सरकारी संगठनों को क्षेत्रीय संसाधन और प्रशिक्षण केन्द्र (आरआरटीसी) के रूप में कार्य करने के लिए नामित किया है । वे मादक पदार्थ दुरुपयोग निवारण के क्षेत्र में कार्यरत गैर- सरकारी संगठनों को तकनीकी सहयोग भी देते हैं ।
5. उपर्युक्त पृष्ठभूमि के मद्देनजर मादक पदार्थों की मांग में कमी विशेषरूप से शिक्षा/जागरूकता सृजन , नशामुक्ति और पुनर्वास से संबंधित मुद्दों पर केन्द्रीय और राज्य सरकारों को परामर्श देने के लिए राष्ट्रीय स्तर पर परामर्शदात्री व्यवस्था की आवश्यकता महसूस की गई है । भारत सरकार ने तद्नुसार नशामुक्ति और पुनर्वास संबंधी राष्ट्रीय परामर्शदात्री समिति गठित करने का निर्णय लिया है जो निम्नानुसार है :-

पांच राज्य सरकारों के प्रतिनिधि प्रत्येक क्षेत्र अर्थात् उत्तर, दक्षिण, पूर्व, पश्चिम और उत्तर-पूर्व तथा दो संघ शासित क्षेत्र प्रशासनों से एक - एक सदस्य अध्यक्ष द्वारा नामित किया जाना है ।
V. केन्द्र सरकार द्वारा नामित किए जाने के लिए निम्नलिखित श्रेणियों के प्रतिनिधि:-
(i) अध्यक्ष, मादक पदार्थ दुरुपयोग निवारण से संबंधित भारतीय गैर- सरकारी संगठन परिसंघ (फिंगोडैप) ।
( ii) बारी - बारी से नामित किए जाने के लिए चार क्षेत्रीय पुनर्वास प्रशिक्षण केन्द्रों के प्रमुख ।
(iii) शेष क्षेत्रीय पुनर्वास प्रशिक्षण केन्द्रों को छोड़कर अन्य गैर- सरकारी संगठनों के छः प्रतिनिधि ।
( iv) सामाजिक कार्य/ सामाजिक शिक्षा/ अन्य संगत क्षेत्रों से जुड़े दो प्रोफेसर । (v) मीडिया के दो प्रतिनिधि ।
(vi) उस क्षेत्र से संबंधित चार विशेषज्ञ / कार्यकर्त्ता/ सामाजिक कार्यकर्त्ता जो नशामुक्तिऔर पुनर्वास संबंधी राष्ट्रीय परामर्शदात्री समिति से संबंधित हैं । 1024

6. नशामुक्ति और पुनर्वास संबंधी राष्ट्रीय परामर्शदात्री समिति का कार्य , केन्द्र और राज्य सरकारों को निम्नलिखित के विशेष संदर्भ में निवारण, नशामुक्ति, पुनर्वास और हानि में कमी से संबंधित मुद्दों के पूर्ण परिपेक्ष्य पर सलाह देना होगा: -
(1) मद्यपान और मादक पदार्थ दुरुपयोग से प्रभावित और/ अथवा ऐसे व्यक्तियों जिनमें नशा पीड़ित होने की प्रबल संभावना है, के लिए नीतियां, कार्यक्रम और विधायी उपाय ।
(ii) शिक्षा, जागरूकता सृजन और सामुदायिक भागीदारी ।
(iii) मादक पदार्थ और शराब के दुरुपयोग के पीड़ितों के व्यक्तिगत और सामाजिक पुनर्वास को प्रोत्साहित करने के उपाय ।
( iv) मादक पदार्थ और शराब की मांग में कमी हेतु राष्ट्रीय कार्यक्रम के कार्यान्वयन और उसे और प्रभावी बनाने के तरीकों के बारे में लाभार्थियों की राय प्राप्ति ।
7. श्रेणी IV और V के अंतर्गत नामित सदस्यों का कार्यकाल तीन वर्षों का होगा किन्तु वे अपने स्थान पर नए सदस्यों के नामित होने तक सदस्य बने रह सकते हैं । 8. नशामुक्ति और पुनर्वास संबंधी राष्ट्रीय परामर्शदात्री समिति की बैठक एक वर्ष में कम से कम दो बार होगी ।
9. गैर- सरकारी सदस्यों को भारत सरकार के संगत नियमों/अनुदेशों के अनुसार यात्रा भत्ता/ दैनिक भत्ता देय होगा ।
10. नशामुक्ति और पुनर्वास संबंधी राष्ट्रीय परामर्शदात्री समिति की बैठकों पर होने वाला व्यय मंत्रालय के गैर-योजनागत बजट में से पूरा किया जाएगा ।

The Government of India recognizing the importance of developing drugs to fight neglected diseases like Tuberculosis , Malaria , Kala - Azar , Filariasis etc. prevalent among poorer sections of society lacking purchasing power have decided to enlarge the scope of the existing Drugs and Pharmaceuticals Research Programme (DPRP ) of Department of Science and Technology by way of extending grants - in - aid to Indian pharmaceuticals industry including new and small companies for R& D projects involving clinical trials Phase - I , II and III to ensure providing medicines to them at an affordable price. An amount of Rs . 45.0 crores has been assigned during the 11th Five Year Plan to help pharma industry for this purpose under DPRP . This amount can be enlarged as the programme develops further.

Whereas the Central Government is empowered under Section 3 of the University Grants Commission ( UGC) Act, 1956 to declare, on the advice of the UGC , an Institution of Higher Learning as a " Deemed - to - be - University" .
2. And whereas , applications were received from Rajah Muthiah Chettiar Charitable & Educational Trust, Chennai , Tamil Nadu seeking status of ' deemed- to-be -university' to Chettinad University , Padur, Kancheepuram District , Tami Nadu, as a 'De Novo ' Institution , under Section 3 of the UGC Act , 1956:

And whereas , the UGC has examined the said applications and vide its communication bearing F.No.40-1 /2007 ( CPP -I ) dated 01.01.2008 has recommended for conferment of status of ' Deemed - to - be- University' to Chettinad Academy of Research and Education , Padur , Kancheepuram District for a period three years subject to review at the end of each year . Later, the UGC vide its communication F.No.40-1 /2007 (CPP - I ) dated 22.02.2008 has partially modified its recommendations to the effect that the status recommended be awarded under De Novo category;
4. And whereas , the UGC vide its letter F.No.40-1 /2007 (CPP -I ) dated 09.06.2008 has inter alia clarified that the proposed 'Deemed - to - be - University Institution will consist of ( i ) Chettinad Hospital and Research Institute and (ii ) Chettinad College of Nursing;
5. Now, therefore , in exercise of the powers conferredby Section 3 of the UGC Act , 1956 , the Central Government , on the advice of the UGC , hereby declare that " Chettinad Academy of Research and Education ( CARE ) " , Padur , Kelambakkam , Kancheepuram District , Tamil Nadu , comprising ( i ) Chettinad Hospital and Research Institute , Padur, Kelambakkam and ( ii ) Chettinad College ofNursing, Padur, Kelambakkam , shall be a " Deemed- to-be- University" , under 'De Novo' category, for the purposes of the aforesaid Act , provisionally for a period of five years with effect from the date the CARE Trust complies and fulfils with the below -mentioned conditions:

(1) All the movable and immovable assets / properties of the Chettinad Hospital and Research Institute and Chettinad College of Nursing shall be legally transferred from their parent Trust , viz. , Rajah Muthiah Chettiar Charitable and Educational Trust and vested with the Chettinad Academy of Research and Education ( CARE ) Trust and registered so in the interest of future of stúdents , members of faculty . employees and for maintaining the standards ofhigher education ; and
(if ) Both the aforementioned teaching institutions shall be disaffiliated from their affiliating university , namely , The Tamilnadu Dr. M.G.R. Medical University, Chennai , Tamil Nadu .
(iii) Postgraduate courses should be commenced at both the aforesaid institutions immediately.
6 . The status conferred on Chettinad Academy of Research and Education is also subjectto a review of all the institutions concerned at the end of each year by the UGC with the help of an Expert Committee . The status conferred shall be confirmed after a period of five years only on the basis of the reviews to be conducted annually through an Expert Committee of the UGC and recommendations of the Commission thereof;
7. The declaration as made in para 5 above is also subject to fulfillment / compliance of further conditions mentioned at Sr. No.9 of the endorsement to this Notification;
8. Neither the Government of India nor the UGC shall provide any Plan or Non -Plan grant -in -aid to Chettinad Academy of Research and Education or any of its constituent teaching units .

RESOLUTION
Subject: - Setting up of a National Consultative Committee on De- addiction and Rehabilitation (NCCDR) .
No. 7-5/2007 -DP -Ⅱ-
India is situated in a region which is highly vulnerable to the problem of drug abuse , and drug and alcohol abuse is an area of serious concern for the country . The high risk of HIV/AIDS among the drug users , especially, injecting drug users has further aggravated the problem.
2. Article 47 of the Constitution provides that " the State shall regard the raising of the level of nutrition and the standard of living of its people and the improvement of public health as among its primary duties and, in particular , the State shall endeavor to bring about prohibition of the consumption except for medicinal purposes of intoxicating drinks and of drugs which are injurious to health. "
The Narcotic Drugs and Psychotropic Substances Act, 1985 was enacted to, inter alia, curb substance abuse.
3. India is also a signatory to three United Nations Conventions, namely : ( i) Convention on Narcotic Drugs , 1961 ; ( ii ) Convention on Psychotropic Substances , 1971 ; and ( iii) Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances , 1988. The United Nations General Assembly, in its 20th Special Session in 1998, has accepted demand reduction as an indispensable pillar of drug control strategies.
4. For the purpose of drug demand reduction , the Ministry of Social Justice & Empowerment has been implementing the Scheme for Prevention of Alcoholism and Substance (Drugs ) Abuse since 1985-86. Under the Scheme, 41 counseling centres and 401 drug de- addiction centres are functioning in the country with financial assistance of this Ministry for 1032

identification, counseling , treatment and rehabilitation of drug addicts . The Ministry has set up a National Centre for Drug Abuse Prevention (NCDAP) in the National Institute of Social Defence (NISD ) for capacity building and training of Non -Governmental Organisations (NGOs ) running Counseling and De- addiction Centres . The Ministry has also nominated eight reputed NGOs working in the field of drug abuse prevention as Regional Resource and Training Centres ( RRTCs ) for imparting training in local cultural setting to service providers working in various De - addiction Centres and for undertaking advocacy , research and monitoring of drug abuse programmes . They also give technical support to the NGOs working in the field of drug abuse prevention.
5. Against the above background , a need has been felt for a consultative mechanism at the national level to advise Central and State Governments on issues connected with drug demand reduction, especially education/ awareness building , de - addiction and rehabilitation. The Government of India has accordingly decided to constitute a National Consultative Committee on De- addiction and Rehabilitation ( NCCDR) as follows: -

(iv) Two Professors in the field of Social Work/ Social Education/other relevant areas ,
(v) Two representatives of the Media .
(vi) Four Experts/Activists/Social Workers belonging to the area with which NCCDR is concerned.
VI . Member Secretary , Ex - Officio- Joint Secretary dealing with the subject in the M/ o of Social Justice & Empowerment .

[PART I-SEC. 1 6. The functions of NCCDR would be to advise Central and State Govemments on the entire gamut of issues related to prevention, de- addiction , rehabilitation and harm reduction , with special reference to the following: -
( i) Policies , programmes and legislation measures for persons affected by and/or vulnerable to alcoholism and drug abuse .
( ii) Education , awareness building and community mobilization .
( iii) Measures to facilitate physical and social rehabilitation of drug and alcohol abuse .
(iv) Feed back on implementation of the national programme on drug and alcohol demand reduction, and ways to improve their effectiveness .
7. Members nominated under categories IV and V shall have a tenure of three years but will continue till nomination of their successors .
8. The NCCDR will meet at least twice a year.
9. relevant rules/instructions of the Government of India. T.A./D.A . etc. to non - official members will be admissible as per 10. Expenditure on meetings of the NCCDR shall be met from the non- plan budget of the Ministry.
