2. समिति के कार्य

इस समिति का कार्य औद्योगिक नीति और संवर्धन विभाग को सरकारी कामकाज में हिन्दी के प्रगामी प्रयोग से संबंन्धित विषयों तथा गृह मंत्रालय , राजभाषा विभाग द्वारा निर्धारित राजभाषा नीति के कार्यान्वयन के बारे में सलाह देना होगा । 3. समिति का कार्यकाल

समिति का कार्यकाल इसके गठन की तारीख से तीन वर्ष के लिए होगा, परन्तुः--

जो सांसद इस समिति के सदस्य हैं, वे सांसद न रहने पर इस समिति के सदस्य भी नहीं रहेंगे । ( क )

(ख) समितिके पदेन सदस्य उस समय तक सदस्य बने रहेंगे जब तक कि वे अपने उन पदों पर हैं जिनके नाते वे समिति के सदस्य हैं ।

(ग ) यदि किसी सदस्य के त्यागपत्र देने, मृत्यु, आदि के कारण समिति में कोई स्थान रिक्त होता है तो उसके स्थान पर नियुक्त किया गया सदस्य तीन वर्ष के कार्यकाल की शेष अवधि के लिए सदस्य रहेगा ।

समिति का मुख्यालय नई दिल्ल में होगा किन्तु समिति किसी अन्य स्थान पर भी अपनी बैठकें कर सकेंगी । 5. यात्रा भत्ता तथा अन्य भत्ते

(क ) राजभाषा विभाग के दिनांक 03.02.2006 के कार्यालय ज्ञापन सं. 11/ 20034/ 04/2005 - रा.भा. ( नीति -2 ) के तहत समिति में नामित सांसदों को " संसद सदस्य ( वेतन, भत्ता एवं पेंशन ) अधिनियम, 1954 " के प्रावधानों एवं समय - समय पर जारी किए गए संशोधनों तथा उनके अधीन बनाए गए नियमों के अनुसार यात्रा भत्ता तथा दैनिक भत्ता दिया जाएगा ।

( ख ) समिति के अन्य गैर सरकारी सदस्यों को राजभाषा विभाग के दिनांक 22 जनवरी , 1987 के का. ज्ञा. सं. 11/22034/04 /86 -स.भा. ( क -2 ) में निहित दिशा-निर्देशों के अनुरूप और भारत सरकार द्वारा समय - समय पर संशोधित निर्धारित दरों एवं नियमों के अनुसार यात्रा भत्ता तथा दैनिक भत्ता देय होगा ।

आदेश दिया जाता है कि इस संकल्प की प्रति सभी राज्य सरकारों , संघ राज्य क्षेत्र प्रशासनों , प्रधान मंत्री सचिवालय, मंत्रिमंडल सचिवालय , संसदीय कार्य विभाग , लोक सभा सचिवालय, राज्य सभा सचिवालय , योजना आयोग , राष्ट्रपति सचिवालय, भारत के नियंत्रक तथा महालेखा परीक्षक, लेखा नियंत्रक और भारत सरकार के सभी मंत्रालयों तथा विभागों को भेजी जाए । जाए । यह भी आदेश दिया जाता है कि इस संकल्प को जम - साधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया

सं. 5/17/2007-- केन्द्र सरकार ने 912067 करोड़ रुपये के परिव्यय से भारतीय चमड़ा विकास कार्यक्रम ( आईएलडीपी ) नामक स्कीम अनुमोदित की है , जिसे 11 वीं पंचवर्षीय योजना के दौरान कार्यान्वित किया जाएगा। इस स्कीम का लक्ष्म भारतीय चमड़ा क्षेत्र में कच्चे माल के आधार को बढ़ाना, क्षमता में वृद्धि करना, पर्यावरण संबंधी चिंताओं का समाधान करना, मानन्त्र संसाधान करना, मानव संसाधन विकास, निवेश आकर्षित करना तथा भारतीय चमड़े का वैश्विक आधार पर विपणन करना है । 2. दिनांक 29 अगस्त , 2008 के समसंख्यक कार्यालय ज्ञापन के द्वारा जारी किए गए भारतीय चमड़ा विकास कार्यक्रम ( आईएलडीपी ) के तहत घटकों का ब्यौरा अधिसूचना के साथ अनुबंध के रूपमें संलग्न है ।

विषय : भारतीय चमड़ा विकास कार्यक्रम ( आईएलडीपी) 11 वीं पंचवर्षीय योजना के दौरान कार्यान्वयन ।

चमड़ा क्षेत्र भारत का 10 वां सबसे बड़ा विनिर्माण क्षेत्र है और यह अपने भारी समग्र उत्पादन , निर्यात आय एवं रोजगार संभाव्यता के दृष्टिगत भारतीय अर्थव्यवस्था में महत्वपूर्ण भूमिका निभाता है । चमड़ा क्षेत्र में 2.5 मिलियन लोगों को रोजगार मिला हुआ है , जिनमें से अधिकांश समाज के कमजोर वर्गों से तथा 30 प्रतिशत महिलाएं हैं । इस क्षेत्र में लघु और मझौले उपक्रमों का बाहुल्य है । कच्चे माल के आधार में वृद्धि करने; क्षमता बढ़ाने; पर्यावरण संबंधी चिंताओं का समाधान करने; मानव संसाधन विकास; निवेश आकर्षित करने तथा वैश्विक रूप से विपणन की दृष्टि से , केंद्र सरकार ने 11 वीं पंचवर्षीय योजना के लिए भारतीय चमड़ा विकास कार्यक्रम ( आईएलडीपी ) के कार्यान्वयन को अनुमोदित किया है । इस कार्यक्रम के निम्नलिखित घटक हैं : -

(i) चमड़ा क्षेत्र का एकीकृत विकास (आईडीएलएस ) (परिव्यय 253.43 करोड़ रुपये): यह 10 वीं पंचवर्षीय योजना की एक स्कीम है तथा इस को 11 वीं योजना में जारी रखा जा रहा है । नए एककों को शामिल करने के लिए इस स्कीम का कार्य क्षेत्र बढ़ा दिया गया है । यह स्कीम लघु उद्योगों को 30 प्रतिशत की दर से तथा गैर- लघु उद्योगों को 20 प्रतिशत की दर से निवेश अनुदान के रूप में 50 लाख रुपये तक सहायता उपलब्ध कराएगी । 2 करोड़ रुपये की अधिकतम सीमा के भीतर , अनुदान राशि 50 लाख रुपये से अधिक होने पर 20 प्रतिशत की दर से सहायता दी जाएगी । 25 लाख से अधिक वे संवितरण चार बराबर वार्षिक किस्तों में किए जाएंगे । 1158

[ भाग-खण्ड 1 ( ii ) नेल्लोर में चमड़ा शोधन परिसर ( परिव्यय 29 करोड रुपये ) इस परियोजना को 10 वीं पंचवर्षीय योजना में कार्यान्वयन हेतु प्रस्तावित किया गया था । लेकिन , आंध्र प्रदेश सरकार द्वारा निर्णय न लेने के कारण इस परियोजना को लागू नहीं किया जा सका । इस परियोजना का लक्ष्य चर्म शोधन क्षेत्र की क्षमता बढ़ाना है । इस परियोजना को 11 वीं पंचवर्षीय योजना के दौरान कार्यान्वित करने का प्रस्ताव है । आंध्र प्रदेश सरकार ने इस परियोजना को कार्यान्वित करने वाली एक संभावित संस्था लीडकैप को आवश्यक भूमि हस्तांतरित कर दी है । चर्मशोधन पार्क की अवसंरचना के विकास हेतु सहायता प्रदान करने के लिए 11 वीं योजना में 29 करोड़ रुपये की राशि अनुमोदित की गई है ।

(iii ) एफडीडीआई ( एनआईएफडीटी) शाखा , फुरसतगंज की स्थापना ( परिव्यय 7.17 करोड़ रुपये ) यह संस्थान फुटवियर डिजाईन एवं विकास संस्थान, नोएडा की एक शाखा के रूप में कार्य करेगा तथा अत्याधुानिक प्रौद्योगिकी के साथ अंतराष्ट्रीय स्तर का प्रशिक्षण प्रदान करने के लिए अत्याधुनिक प्रौद्योगिकीयों पाली सुविधाओं से लैस होगा। इरा परियोजना के लिए इस विभाग द्वारा दी जा रही सहायता राशि 13.53 करोड़ रुपये है, जिसमें से 6.36 करोड़ रुपये की राशि 10 वीं योजना अवधि में जारी की जा चुकी है । 7.17 करोड़ रुपये की शेष राशि भी दिसंबर , 2007 अर्थात 11 वीं योजना अवधि में जारी कर दी गई ।

( iv ) फुटवियर परिसर ( परिव्यय 3 करोड़ रुपये ) यह 10 वीं योजना की एक जारी स्कीम है, जिसका लक्ष्य चेन्नई के नजदीक 153.65 एकड़ में एक फुटवियर परिसर का निर्माण करना तथा बड़े फुटवियर विनिर्माण एककों को स्थापित करने के लिए अवसंरचनात्मक सुविधाएं प्रदान करना है । डिजाईन एवं परीक्षण केंद्रों , प्रदर्शनी केंद्रों , वेयरहाऊसिंग , साझा विद्युत संयंत्र आदि हेतु अवसंरचनात्मक विकास किया जाएगा । राज्य सरकार का एक उपक्रम. स्टेट इंडस्ट्रीज प्रोमोशन कॉरपोरेशन ऑफ तमिलनाडु लिमिटेड ( एसआईपीसीओटी ) . कार्यान्वयन अभिकरण है । केंद्र सरकार ने 10 वीं योजना में 11 करोड़ रुपये की राशि जारी 1159 भाग ।-खण्ड 1 ]

कर दी है तथा 3 करोड़ रुपये की शेष राशि 11 वीं पंचवर्षीय योजना अवधि के दौरान जारी की जाएगी ।

(v) जीनसाजी विकास ( परिव्यय 10 करोड़ रुपये) साज़ और जीनसाज़ी में अनेक उत्पाद शामिल हैं । इस उद्योग ने कुशल जनशक्ति का उन्नयन और विकास , उपकरण उपसाधनों तथा साधनों , कम लागत वाली स्वदेशी मशीनरी का विकास व मानकीकरण और उत्पादन तकनीकों तथा प्रक्रियाओं में सुधार की प्रमुख चिंताजनक क्षेत्रों के रूप में पहचान की है । आईआईटी (कानपुर ) के समग्र दिशानिर्देशन और देखरेख में गठित स्पेशल परपज़ विहिकल , अंतर्राष्ट्रीय जीनसाज़ी प्रौद्योगिकी और निर्यात प्रबंधन संस्थान ( कानपुर ) इस क्षेत्र की आवश्यकताओं को पूरा करने के लिए कुशल मानव संसाधन उपलब्ध कराता रहेगा और इस उद्योग के लिए आर एंड डी आधार के रूप में काम करता रहेगा। उपर्युक्त उद्देश्यों को प्राप्ति की दृष्टि से 11 वीं योजनावधि के लिए 10 करोड़ रुपए का आबंटन किया गया है ।

(vi ) कारीगरों को सहयोग ( परिव्यय 40 करोड़ रुपये ) भारत में परंपरागत फुटवियर तथा चमड़े की अन्य वस्तुएं बनाने वाले अनेक समूह हैं । इस घटक का लक्ष्य इन समूहों को विभिन्न मंचों से प्रोत्साहित करना है, क्योंकि वे भारतीय अर्थव्यवस्था का अभिन्न अंग हैं और उनमें स्थानीय रोजगार के सृजन तथा निर्यात की संभावनाएं हैं । कारीगर समूहों ( शहरी तथा ग्रामीण- दोनों) को बदलते चलन और फैशन के हिसाब से अपने डिजाइनों का दायरा बढ़ाने हेतु मदद देने , जाने बड़ी मात्रा में कच्चा माल खरीदने के लिए आवर्ती कोष का कॉरप्स देने , सहायता अनुदान आधारित जीवनयापन सहयोग , विपणन सहयोग/संपर्क तथा बैंक लिंकेज की सहायता दी जाएगी । इस घटक का वृद्ध उद्देश्य करीगरों को बेहतर व ज्यादा आय सुनिश्चित करना होगा ।

vii) मानव संसाधान विकास ( 60 करोड़ रुपये का परिव्यय ) मानव संसाधन विकास मिशन ग्रामीण क्षेत्रों में गैर - परंपरागत संभावित कार्यशक्ति को लक्ष्य करेगा । यह परियोजना संभावित तौर पर स्थापित होने वाले मध्यम से लेकर बड़े औद्योगिक इकाइयों में ग्रामीण क्षेत्रों 3-231 01/2008 1160

भाग । खण्ड के लोगों को काम करने के लिए उपयुक्त बनाने हेतु उन्हें प्रशिक्षित और तैयार करेगी । प्रशिक्षुओं/ पर्यवेक्षकों को प्रशिक्षित करने के अलावा इस क्षेत्र में पहले से ही कार्यरत लोगों की कार्यकुशलता का उन्नयन किया जाएगा । यह योजना विशेष रूप से कडाई एथ सिलाई गें कौशल विकास एवं तकनीकी विकास पर बल देगी । इस योजना के अंतर्गत प्रस्तावित प्रशिक्षण परिणाम से सम्बद्ध होगा जहां प्रशिक्षित किए गए कभ से कम 75 प्रतिशत लोगों को उद्योगों में लगाया जाएगा ।

viii) एफडीडीआई की सुविधाओं का उन्नयन तथा इस प्रकार के अन्य संस्थानों एवं केंद्रों की स्थापना : (300.07 करोड़ रुपये का परिव्यय) वर्तमान में करीब 3800 व्यक्तियों को चमड़ा तथा चमड़ा उत्पाद क्षेत्र में प्रतिवर्ष शिक्षित और प्रशिक्षित किया जाता है । इस आपूर्ति संख्या के प्रति , अगले 5 वर्षों तक उद्योग जगत की जरूरत करीब 1,00,000 कुशल व्यक्ति प्रति वर्ष है । प्रत्येक श्रेणी में छात्रों की रांख्या बढ़ाने और उन्हें नवीनतम प्रौद्योगिकी में प्रशिक्षित करने के लिए , मौजूदा इकाईयों की सुविधाओं का उन्नयन करना बेहद जरूरी हो गया है । फुटवियर डिजाइन एवं विकास संस्थान ( एफडीडीआई) , नोएडा फुटवियर और चमड़ा उद्योग क्षेत्र को प्रशिक्षण एवं परामर्शी सेवाएं देने वाला प्रमुख संस्थान है। अतः यह प्रस्ताव है कि कम -से- कम 3 नए एफडीडीआई परिसर तमिलनाडु , पश्चिम बंगाल , तथा हरियाणा आदि में 11 वीं योजनावधि के दौरान प्रत्येक पर 96.69 करोड़ रुपए की लागत के साथ स्थापित किए जाएं ताकि चमड़ा उद्योग की बढ़ती मांग को पूरा किया जा सके । इसके अतिरिक्त , नोएडा में मौजूदा एफडीडीआई परिसर के उन्नयन के लिए 10 करोड़ रुपए प्रदान किए जाएंगे । सहायता राशि। पूंजीगत परिसंपत्तियों एवं स्थायी अवसंरचना के सृजन हेतु एकमुश्त अनुदान के रूप में होगी तथा कोई आवतीं लागत नहीं उपलब्ध कराई जाएगी ।

( ix) चमड़ा क्षेत्र में पर्यावरण सुरक्षा के लिए ढांचागत सुविधाओं का उन्नयन/ संस्थापन ( 200 करोड़ रुपये का परिव्यय) पूरे विश्व में चमड़ा उद्योग और खास तौर पर चर्मशोधन कार्यकलापों को पर्यावरण चिंताओं के साथ जोड़ा जाता है । इस तथ्य के मद्देनज़र कि पर्यावरणीय मुद्दे धीरे-धीरे अपनी पकड़ बना रहे हैं और इस मामले में कड़े मानकों के साथ तालमेल बिठाने के लिए उद्योग जगत को उपायों की ज़रूरत होगी , इन चिंताओं के निवारण भाग 1-खण्ड 1]

के लिए 11 वीं पंचवर्षीय योजना में 200 करोड़ रुपए का आबंटन किया गया है । पर्यावरण संबंधी चिंताओं को दूर करने वाली परियोजनाओं को केन्द्र सरकार से 50 प्रतिशत अनुदान दिया जाएगा , शेष राशि राज्य सरकार ( 15 प्रतिशत ) एवं उद्योग जगत (35 प्रतिशत ) द्वारा दी जाएगी । संपूर्ण प्रचालन एवं रखरखाव लागत उद्योग जगत द्वारा वहन किया जाएगा ।

(x) मिशन मोड ( 10 करोड़ रुपये का परिव्यय) : यह कार्यक्रम चमड़ा क्षेत्र में अनुसंधान कार्यक्रम सहयोग , सर्वेक्षण और समवर्ती मूल्यांकन आदि के लिए प्रावधानों को शामिल करता है । इसके अलावा 11 वीं पंचवर्षीय योजना में आईएलडीपी के तहत लागू की जा रही विभिन्न परियोजनाओं में सलाहकार एवं परामर्शदायी सेवाओं की लागत का भी प्रावधान किया गया है । 2 . उपर्युक्त संघटकों पर दिशा-निर्देश इस विभाग की वेबसाइट ( http://dipp.nic.in) पर उपलब्ध हैं ।

सं. 415/03 -डी -1 आवश्यक वस्तु अधिनियम 1955 के खंड 3 के अंतर्गत जारी लोहा और इस्पात (नियंत्रण ) आदेश 1956 के खंड 17 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए भारत सरकार ने अपने एस.ओ. 1567 दिनांक 7 अप्रैल , 1971 के तहत एक संयुक्त संयंत्र समिति का गठन उसके स्वरूप व कार्यों का उल्लेख करते हुए किया था । संयुक्त संयंत्र समिति के स्वरूप एवं कार्य को समय- समय पर एस.ओ. 104 दिनांक 22.2.1973 , एस.ओ. 123 दिनांक 3.3.1975, एस.ओ. 721 दिनांक 20.12.1975 , एस.ओ. 744 दिनांक 27.12.1978 , एस.ओ. 571 दिनांक 08.10.1979 , एस.ओ. 734 दिनांक 09.02.1990 , एस.ओ. 1211 दिनांक 04.04.1991 , एस.ओ. 44 (ई) दिनांक 16.01.1992 , एस.ओ. 1616 दिनांक 18.05.1992 और एस.ओ. 318 (ई) दिनांक 21.04.1994 के द्वारा संशोधित किया गया है । आवश्यक वस्तु ( संशोधन) अधिनियम , 2006 (2006 का 54) जिसे उपभोक्ता मामले , खाद्य एवं सार्वजनिक वितरण मंत्रालय ( उपभोक्ता मामले विभाग) की अधिसूचना सं. 26( 1 )/2004- ई सी आर एंड ई ( खंड-III) दिनांक 12.2.2007 के तहत दिनांक 12 फरवरी , 2007 से लागू किया गया था, के द्वारा आवश्यक वस्तु अधिनियम, 1955 से लोहा एवं इस्पात को हटा दिए जाने के उपरांत तथा संयुक्त संयंत्र समिति की परिसंपत्तियां और दायित्वों, को बनाए रखने के लिए केंद्रीय सरकार ने यह निर्णय लिया है कि उक्त संयुक्त संयंत्र समिति अपने वर्तमान स्वरूप में कार्य करना जारी रखेगी । इसका वर्तमान गठन और कार्य निम्नलिखित है: - गठन

कार्यः

(1 ) समिति इस अधिसूचना में उल्लिखित अपने कार्यों का निर्वहन करने और उत्पादन, संचलन व कीमत समेत किसी भी प्रकार के मामले में एक व्यापक डाटाबेस रखने के लिए लोहा एवं इस्पात के सभी उत्पादकों, संसाधकों, डीलरों और उपभोक्ताओं से ऐसी सूचनाएं और डाटा प्राप्त कर सकता है जैसाकि अपेक्षित हो । यह अपने कार्यों का निर्वहन करने के लिए ऐसी सांख्यिकी और अन्य यूनिटों का गठन कर सकती है जैसाकि आवश्यक हो ।

(ii) समिति को स्वयं द्वारा पहले गठित संगठनों को बनाए रखने का अधिकार है और समिति, सामान्य बाजार स्थिति, स्वतंत्र बाजार कीमतों में उतार- चढ़ाव , उत्पादन की प्रवृत्ति और लोहा व इस्पात की उपलब्धता एवं संचलन की सावधानीपूर्वक समीक्षा करने के लिए उपयुक्त संगठन , विधियाँ व प्रक्रिया भी तैयार कर सकती है तथा इस प्रयोजनार्थ समिति लोहा एवं इस्पात संयंत्रों समेत सभी सबंधितों से प्रभावी ढंग से और समय पर सूचना की व्यवस्था करेगी ।

(iii) समिति पूर्व में जारी किए गए आदेशों या निर्देशों और केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी किए जाने वाले आदेशों या निर्देशों के अनुसार और उक्त लोहा और इस्पात (नियंत्रण ) आदेश , 1956 के तहत इस्पात विकास निधि और अन्य एकत्र निधि और उस पर प्रोद्भूत एवं प्राप्त ब्याज का प्रबंध व प्रचालन करने के लिए जिम्मेवार होगी ।

(iv) समिति इस्पात मंत्रालय को नियमित रूप से व्यापक सूचना प्रस्तुत करेगी ताकि इस्पात मंत्रालय बाद में इस देश के लोहा व इस्पात क्षेत्र की प्रभावी तरीके से समीक्षा कर सके और जब भी मांग की जाए उद्योग को सूचना प्रदान कर सके ।

(v) समिति अन्य सभी कार्य निष्पादित करेगी जो कि इस्पात मंत्रालय द्वारा उसे समय- समय पर सौंपे जा सकते हैं ।

जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग की सलाह पर किसी उच्चतर अध्ययन संस्था को विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 के तहत सविश्वविद्यालय हो रूप में घोषित करने का अधिकार प्राप्त है ।

2. और जबकि ग्राफिक ईरा यूनिवर्सिटी, देहरादून , उत्तराखंड से एक आवेदन पत्र प्राप्त हुआ जिसमें विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के अंतर्गत रातविश्वविद्यालय कर्म दर्जा देने का अनुरोध किया गया है ।

3. और जबकि विश्वविद्यालय अनुदान आयोग ने उक्त प्रस्ताव की जांच की है और अपने दिलांक 8 जुलाई, 2008 के पत्र सं. एफ, 43-2 /2007 ( सीपीपी ) के द्वारा ग्राफिक ईश यूनिवर्सिয় .. देहरादून, उत्तराखंड जिरामें ग्राफिक ईश प्रौद्योगिकी संस्थान शामिल है को नितनलिखित शर्त पर गांव वर्ष की अवधि के लिए ' सम विश्वविद्यालय' का दर्जा प्रदान करने की सिफारिश की है कि दर्जा दिए! जाने के पांच वर्ष की अवधि के बाद इसके निष्पादन की पुनः समीक्षा की जाएगी।

4. अतः अब विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 द्वारा दी गई शक्तियों का उपयोग करते हुए? केन्द्र सरकार विश्वविद्यालय अनुदान आयोग की सलाह पर एतदद्वारा ग्राफिक ईरा प्रौद्योगिकी संस्थान वाली ग्राफिक ई। यूनिर्वार्सटी , देहरादून , उत्तराखंड को इराके समब, विश्वविद्यालय नामतः उत्त्तराखंड तकनीक विश्वविद्यालय और एवं.एन.बी. गढ़वाल विश्वविद्यालय से अराम्ब, व की तारीख से पांच वर्षों के लिए निम्नलिखित भाठ्‌यक्रमों हेतु उपर्युक्त अधिनियम के प्रयोजनार्थ " राम विश्वविद्यालय" के रूप में घोषित करती है, तथापि विश्वविद्यालय अनुदान आयोग विशेषज्ञ समिति की सहायता से पांध वर्ष के अंत में सभीक्षा करेगी ।

5. ग्राफिक ईश यूनिर्वार्सटी , देहरादून, उत्तराखंड को दिये गये दर्जे की पांच वर्षों की अवधि पश्चात विश्वविद्यालय अनुदान आयोग की विशेषज्ञ समिति की उपरोक्त सभीक्षा एवं तदुपरांत आयोग कीसिफारिशों के आधार पर पुष्टि की जाएगी ।

1167 5. अतः अब केंद्र सरकार विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा ३ द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और इस संबंध में विश्वविद्यालय अनुदान आयोग द्वारा उपलब्ध रिपोर्टों के आधार पर ( 1) इन्टर एक्टिव रिसर्च स्कूल फॉर हैल्थ एफेयर (आर.आर.एस.एच.ए.) , पुणे और (11 ) राजीव गांधी सूचना प्रौद्योगिकी और जैव प्रौद्योगिकी (आर.जी. आई. आई. टी. बी.टी ) , पुणे को उक्त अधिनयम के प्रयोजनार्थ 17 अगस्त , 2002 से अर्थात् उस तिथि से जिस दिन से विश्वविद्यालय अनुदान आयोग ने विद्यापीठ का घटक स्वीकार किया था, उस तिथि से स्वतंत्र रूप से कार्य करने की अनुगति दी है बशर्ते कि वह निम्नलिखित शर्तें पूरी करते हों /अनुपालन करते हों ।

(0) आर. जी. आई आई. टी. बी.टी. को केवल गैर व्यावसायिक पाठ्‌यक्रम आयोजित करने की अनुमति दी जाती है ।

(ii) आई.आर.एस.एच.ए. को किसी भी शैक्षिक पाठ्यक्रम/कार्यक्रम को आयोजित करने की अनुमति नहीं है और आई.आर.एस.एच.ए. जो कि मूलतः अनुसंधान केन्द्र हैं, भारती विद्यापीठ के क्षेत्राधिकार के अंतर्गत वैसे ही कार्य करना जारी रखेगा ।

(iii ) आर.जी.आई.आई.टी.बी.टी. और आई.आर.एस.एव.ए. की सभी स्थानान्तरणीय और अस्थानान्तरणीय परिसम्पत्ति/सम्पदा भारती विद्यापीठ (समविश्वविद्यालय ) के पास विधायी रूप से निहित होगी ।

(iv) भारती विद्यापीठ विश्वविद्यालय अनुदान आयोग द्वारा निर्धारित मॉडल संगम ज्ञापन नियमों के अनुसार अपने संगम लापन और नियमायली में संशोधन करेगी, और उन्हें विश्वविद्यालय अनुदान आयोग द्वारा अनुमोदित कराएगीः और

(A) भारती विद्यापीठ विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के अंतर्गत समविश्वविद्यालय के रूप में घोषित संस्थाओं पर लागू समय - समय पर विश्वविद्यालय अनुदान आयोग द्वारा निर्धारित मानदंडों और दिशा-निर्देशों का अनुपालन करेगी ।

6 . उपर्युक्त पैरा 5 में की गई उ‌द्घोषणा शर्तों के आधार पर अनुपालन तभी पूरा किया जाएال जबकि वे इस अधिसूचना की पृष्ठांकन की कम सं. 6 में उल्लिखित शर्तों को पूरा करें।

7. न तो भारत सरकार और न ही विश्वविद्यालय अनुदान आयोग भारती विद्यापीठ ने या उसके किसी भी पटक एककों को कोई भी योजनागते और योजनेतर सहायता अनुदान प्रदान नहीं करेगी।

जबकि विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 के धारा 3 के अन्तर्गत इस मंत्रालय की अधिसूचना संख्या एफ. 9-15 / 95 -यू.3 दिनांक 26 अप्रैल , 1996 के तहत " भारती विद्यापीठ" समविश्वविद्यालय घोषित किया गया।

2. और जबकि विश्वचिद्यालय अनुदान की सिफारिश पर, दो संस्थान जिनके नाम, (i ) भारती विद्यापीठ मेडिकल कॉलेज और हॉस्पीटल, सांगली और ( ii ) भारती वि‌द्यापीठ डेन्टल कॉलेज और हॉस्पीटल, नधी मुम्बई को इस मंत्रालय की दिनांक 19.8.2004 के सभसंख्यक अधिसूचना द्वारा तीन वर्ष पश्वात् और कुछ अन्य कतिपय शर्तों को पूरा करने संबंधी समीक्ष्ण के आधार पर भारती वि‌द्यापीठ , सम विश्ववि‌द्यालय , पुणे के अन्तर्गत शामिल किया गया था।

3 . और जबकि विश्ववि‌द्यालय अनुदान आयोग ने पैरा 2 में उल्लिखित संस्थाओं के विष्पादन की समीक्षा इस प्रयोजनार्थ गठित एक विशेषज्ञ समिति के माध्यम से की ।

4. और जबकि विशेषज्ञ सभित्ति की रिपोर्ट के आधार पर विश्वविद्यालय अनुदान आयोग दिनांक 10.03.2008 के पत्र संख्या एफ, संख्या 3-2 / 90 ( सी.पी.पी. ) के जरिए पैरा 2 में उल्लिखित संस्थाओं को नियमित आधार पर भारती विद्यापीठ समविश्वविद्यालय के क्षेत्राधिकार में लाने पर सहमत हो गया है ।

5 . अतः अब केन्द्र सरकार विश्वविद्यालय अनुदान अधिनियम 1956 की धारा 3 की प्रदत्त शक्तियों का उपयोग करते हुए और इस मामले में विश्वविद्यालय अनुदान आयोग की रालाह पर (1 ) भारती विद्यापीठ मेडिकल कालेज और हॉस्पीटल , सांगली और ( 11) आरती विद्यापीठ डेल्टल कॉलेज और हॉस्पीटल , नवी मुम्बई को उक्त अधिनियम के प्रयोजनार्थ इस मंत्रालय के दिनांक 19.8.2004 की समसंख्यक अधिसूचना का कड़ाई से पालन करते हुए इन्हें निम्नलिखित शर्तों पर जारी रखने का अनुमोदन प्रदान करते हैं कि (1) समविश्वविद्यालय संस्थान विश्वविद्यालय अनुदान आयोग द्वारा निर्धारित आदर्श संगम ज्ञापन नियमावली के अनुसार तत्काल आदर्श संगम ज्ञापन /नियमावली की पुनरीक्षा/सशोधन करेंगे तथा ( ।। ) यह समय - समय पर भारतीय चिकित्सा परिषद् और भारतीय दंत परिषद् जैसी सांवधिक परिषदों और विश्वविद्यालय अनुदान आयोग द्वारा निर्धारित मानदण्डों तथा दिशानिर्देशों का पालन करेंगे जो विश्वविद्यालय अनुदान आयोग अधिनियम 1956 की धारा 3 के तहत घोषित समविश्वविद्यालय संस्थाओं पर लागू है ।

6. उपर्युक्त पैरा 5 में की गयी उद्‌घोषणा शर्तों के आधार का अनुपालन उसे पूरा तभी किया जाएगा जबकि वे इस अधिसूचना की पृष्यंकन की कम सं. 6 में उल्लेखित शर्तों को पूरा करें ।

जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग की सलाह पर किसी उच्चतर अध्ययन सरथा को विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के तहत समविश्वविद्यालय के रूप में घोषित करने का अधिकार प्राप्त है ।

2. और जबकि करपागम अकादमी ऑफ हायर एजूकेशन , कोयम्बटूर, तमिलनाडु से एक आवेदन पन्न प्राप्तं हुआ था जिसमें विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के अंतर्गत समविश्वविद्यालय का दर्जा देने का अनुरोध किया गया है ।

3 . और जबकि विश्वविद्यालय अनुदान आयोग ने उक्त प्रस्ताथ की जांच की है और अपने दिनांक ६ जुलाई , 2006 के पत्र से.एफ. 43-2/ 2007 ( सीपीपी ) के द्वारा करपागम अकादमी ऑफ हायर एजूकेशन, कोयम्बटूर, तमिलनाडु जिसमें ग्राफिक ईरा प्रौद्योगिकी संस्थान शामिल हैं को निम्नलिखित शर्त पर पांच वर्ष की अवधि के लिए 'सम विश्वविद्यालय ' का दर्जा प्रदान करने की सिफारिश की है कि दर्जा दिए जाने के पांच वर्ष की अवधि के बाद इसके निष्पादन की पुनः समीक्षा की जाएगी । 4. अतः अब विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 द्वारा दी गई शक्तियों का उपयोग करते हुए केन्द्र सरकार विश्वविद्यालय अनुदान आयोग की सलाह पर एतदद्वारा ग्राफिक ईरा प्रौद्योगिकी संस्थान वाली करपागम अकादमी ऑफ हायर एजूकेशन , कोयम्बटूर, तमिलनाडु को इसके समयद्यन विश्वविद्यालय नामतः उत्तराखंड तकनीक विश्वविद्यालय और एच.एम.बी. असवाल विश्वविद्यालय से असम्बधन की तारीख से पांच वर्षों के लिए निम्नचित पाठ्‌यक्रमों हेतु उपर्युक्त अधिनियम के प्रयोजनार्थ सस - विश्वविद्यालय " के रूप में घोषित करती है , तथापि विश्वविद्यालय अनुदान आयोग विशेष समिति की सहायता से पांच वर्ष के अंत में समीक्षा करेगी ।

5 करपागम अकादमी ऑफ हायर एजूकेशन , कोयम्बटूर , तमिलनाडु को दिये गये दर्जे की पांच धर्षों की अवधि के पश्चात विश्वविद्यालय अनुदान आयोग की विशेषज्ञ समिति की उपरोक्त समीक्षा एवं तदुपरांत आयोग की सिफारिशों के आधार पर पुष्टि की जाएगी ।

उपर्युक्त पैररा 4 में की गई उ‌द्घोषणा उन शर्तों के पूर्ण अनुपालन के अधीन है जिनका उल्लेख इस अधिसूचना के पृष्टांकन के कम संख्या 4 में है।

7. ज तो भारत सरकार और न ही विश्वविद्यालय अनुदान आयोग करपागम अकादमी ऑफ हाथर एजुकेशन , कोयम्बटूर को किसी भी तरह का योजनागत या योजनेतर सहायता अनुदान प्रदान करेंगे ।

संकल्प

समाज के विभिन्न वर्गों द्वारा यह मांग बार- बार उठाई जाती रही है कि महान स्वतंत्रता सेनानी , एक उत्कृष्ट शिक्षाविद् और पहले संघ शिक्षा मंत्री मौलाना अबुल कलाम आजाद , के जन्मदिन , 11 नवम्बर , को समुचित ढंग से मनाया जाए । कई राज्य सरकारों ने भी इस मांग का समर्थन किया है । तटनुसार केन्द्र सरकार ने यह निर्णय लिया है कि पूरे देश में प्रत्येक वर्ष 11 नवम्बर को छुट्टी नोषित न करक " राष्ट्रीय शिक्षा दिवस " के रूप में मनाया जाए ।

2. मानव संसाधन विकास मंत्रालय ने भारत के इस महाल क्षपूल के जन्मडिवरा को शारत में शिक्षा के लिए उनके योगदान को याद करते हार मनाने का निर्णय लिया है । " राष्ट्रीय शिक्षा दिवस " पर शिक्षा संस्थान सभी स्तरों पर साक्षरता के महत्व और शिक्षा के सभी पहलुओं के प्रति राष्ट्र की प्रतिवद्धता के संबंध में सेमिनार , सिंपोजियम , निबंध लेखन , भाषण प्रतियोगिता , कार्यशालाओं और बैनर , कार्ड तथा नारों के साथ रैलियों का आयोजन करने में शामिल होंगे । " राष्ट्रीय शिक्षा दिवस" में सर्व शिक्षा अभियान के अंतर्गत विभिन्न पहलुओं पर . माध्यमिक शिक्षा में मॉडल स्कूलों की स्थापना उच्चतर माध्यमिक शिक्षा में की गई विभिन्न पहलुओं पर और केन्द्र सरकार द्वारा स्वर्य , और राज्य सरकारों के साथ- साथ सार्वजनिक निजी भागीदारी के माध्यम से व्यावसायिक और उच्चतर शिक्षा क्षेत्रों में विभिन्न कार्यों पर बल दिया जाएगा । इन पहलों को विभिन्न औद्योगिक निकायों की सहायता रो प्रायोजित किया जाएगा । देश में मानव संसाधन के विकास के लिए भी इन निकायों का पूरा सहयोग लिया जाएगा ।

3 . सभी संबद्ध लोगों से अनुरोध है कि वे अपने कार्यक्षेत्र में आने वाली सभी संस्थाओं को इस संकल्प के पैरा 2 में दिए गए कार्यकलापों को कार्यान्वित करना सुनिश्चित करें ।

यह आदेश दिया जाता है कि इस संकल्प की प्रति सामान्य सूचना हेतु भारत के राजपत्र में प्रकाशित की जाए ।

TENURE OF THE COMITTEE

THE TERM OF THE SAMITI WILL Bc three years from the date of its constitution provided that:

(a) a member who is a Member of Parliament shall cease to be the member of the Samiti as soon as he ceases tobe aMember of Parliament ;

(b) ex -officio members ofthe Samiti shall continue as members as long as they hold office by virtue ofwhich they are members ofthe Samiti ;

(c) ifa vacancy arises on the Samiti duc to resignation , death , etc. ofa member, the member appointed in that capacity shall hold office for the residual term ofthree years .

The Headquarters of the Samiti shall be in New Delhi but in may hold its meetings at any other station also.

(5) T.A. AND OTHER ALLOWANCES

(a) The Members ofParliament nominated inthe Samiti will be paid Travelling Allowance and DailyAllowance as per the provisions in the " Members of Parliament (Salary, Allowance & Pension) Act , 1954 " amendments issued from time to time and rules made thereunder vide Department of Official Language, Office Memorandum No. 11 /20034/04/2005-0.1 . ( Policy - 2 ) , dated 03 Februагу, 2000.

( b) TravellingAllowance and Daily Allowance to other non -official members of the samiti will be paid as per the guidelines contained in the Department of Official Language O. M. No. 11 / 22034/ 04/ 86 - OL (A -2 ) Dated 22-1-1987 and in accordance with the prescribed rates and rules as amended from time to time by the Government of India .

Indian Leather Developmem Programme ( 11.DP ) with an outlay of Rs . 912.07 crores to be implemented during the 11th Plan period . The Scheme aims at augmenting raw material base , enhancing capacity, addressing environmental concerns , human resource development , attracting investment and global rmarketing of Indian Leather.

Indian Leather Development Programme ( ILDP ) - implementation during 11th Subject:-

Five Year Plan (2007-12).

Leather Sector is the 10th largest manufacturing sector in India and it plays an important role in Indian economy in view of its substantial overall output, export earnings and employment potential . The Leather Sector employs 2.5 million people with majority from weaker sections of the society and about 30 % women . The Sector is dominated by small and mediurn enterprises In order to augment raw material base; enhance capacity: address environmental concerns ; human resource development ; attract investment and global marketing of Indian Leather , the Central Government has approved implementation of the Indian Leather Development Programme ( ILDP) for the 11th Five Year Plan comprising of the following components: -

1) INTEGRATED DEVELOPMENT OF LEATHER SECTOR ( IDLS) ( Outlay Rs .

253.43 crores) : This is a 10th plan scheme and is being continued in the 11th plan . The scope of the scheme is enhanced to include new units The scheme would provide assistance in the form of Investment grant @ 30% to SSI and 20 % to Non - SSI upto grant ofRs . 50 lakh . Assistance will be provided @ 20% if the grant amount is above Rs . 50 lakh within the ceiling of Rs . 2 crores. The disbursement above Rs . 25 lakh would be made in four equal annual installments.

ii) . LEATHER TANNING COMPLEX AT NELLORE ( Outlay Rs . 29 crores): This project was proposed to be implemented during the 10th Five Year Plan . However, the project could not take off for want of decision from the Government of Andhra Pradesh. This project aims to increase the capacity of the tanning sector . This project is proposed to be implemented during the 11th Plan , Government of Andhra Pradesh has transferred the required land to LIDCAP , an institution expected to implement the project . [PART I -SU Rs.29 crores is approved during 11th Plan as assistance to develop the infrastructure of the tanning park.

ESTABLISHMENT OF BRANCH OF FDDI ( NIFDT ) AT FURSATGANJ ( Outlay Rs . 7.17 crores) : The Institute would be a branch of the Footwear Design and Development Institute , Noida and would be equipped with facilities of latest technologies to provide training of international standards with latest technology. The assistance from this Department to the project is Rs . 13.53 crores out of which Rs . 6.36 crores has been released during the 10th Plan Period . The balance of Rs . 7.17 crores has also been released in December 2007 i.e. , during the 11th Plan Period.

iv) FOOTWEAR COMPLEX ( Outlay Rs . 3 crores) : This is an ongoing scheme of the 10th Plan and aims to build a Footwear Complex near Chennai in 153.65 acres and provide infrastructure facilities for housing large footwear manufacturing units . Infrastructure development towards design and testing centers , display centre , warehousing , common power plant etc. would be provided . State Industries Promotion Corporation of Tamil Nadu Limited ( SIPCOT) , a State Government undertaking is the implementing agency . The Central Government has released Rs . 11 crores during the 10th Plan and the balance of Rs. 3 crores would be released during the 11th Five Year Plan period .

v) SADDLERY DEVELOPMENT ( Outlay Rs . 10 crores ) ; Harness and Saddlery comprise a wide range of products . The industry had identified upgradation and development of skilled manpower , standardization & development of components accessories and tools , development of low cost indigenous machinery, and improvement in production techniques and processes as major areas of concern . International Institute of Saddlery Technology and Export Management ( Kanpur ) , a Special Purpose Vehicle constituted under the overall guidance and superintendence of IIT ( Kanpur) would continue to provide skilled human resources to meet the need of the sector and function as an R & D base for the industry. In order to achieve the above stated objectives an allocation of Rs . 10 crores has been approved for the XI Plan period .

vi) SUPPORT TO ARTISAN ( Outlay Rs . 40 crores ) : There are various clusters in the India making traditional footwear and other leather goods . The aim of the component is to 1185 PART SEC. 1]

promote the clusters at various forums as they are an integral part of rural Indian economy and have potential for generating local employment and export . The artisan clusters (both urban and rural ) would be supported for enhancing their designs as per the changing trends and fashion , corpus of revolving funds for obtaining bulk raw material , grant based livelihood support , marketing support/ linkages and also bank linkages . The broad objective ofthis component would be to ensure better and higher returns to the artisans, vii ) . HUMAN RESOURCE DEVELOPMENT ( Outlay Rs . 60 crores ) : HRD mission would target non- traditional potential work force in the rural areas . This project would train and prepare individuals in the rural areas to be fit to work in medium to large industrial units that are likely to be set up . Up gradation of skills of persons already employed in the sector besides training for trainers /supervisors would alsobe undertaken. The scheme would lay stress on skill development and technical development especially in cutting and stitching . The training proposed under the scheme wouldbe output linked where atleast 75% of those trained would be placed in the industry.

CLE 2008 viii) . UP -GRADATION OF FACILITIES OF FDDI AND ESTABLISHMENT OF OTHER SUCH INSTITUTES AND CENTRES : ( Outlay Rs. 300.07 crores) : As of now about 3,800 people are trained every year in leather and leather product sector Against this supply, the demand of the industry is around 1,00,000 skilled persons every year for the next five years . In order to increase the uptake of the student in each category and to train them in the latest technology, up gradation of the facilities in the existing units has become absolutely essential .

Footwear Design and Development Institute ( FDDI ) , Noida , is a premier Institute providing training , consultancy services in the footwear and leather industry. It is therefore proposed that at least three new FDDI campuses each at Tamil Nadu , West Bengal and Haryana.

would be established at a cost of Rs . 96.69 crores each during the 11th Plan period to meet the growing demand of the leather Industry . Besides , Rs . 10 crores would be provided for up gradation of existing FDDI campus at Noida . Assistance would be in the form of one time grant for creation of capital assets and permanent infrastructure and no recurring cost would be provided.

UPGRADATION / INSTALLATION OF INFRASTRUCTURE FOR ENVIRONMENT PROTECTION IN LEATHER SECTOR ( Outlay Rs . 200 crores ) : Leather industry and tanning activity in particular, all over the World is linked to environmental concerns . In view of the fact that environmental issues are slowly gaining ground and measures would need to be put in place for industries to cope with the stringent norms , an allocation of Rs. 200 crores has been made in the 11th Five Year Plan to address these concerns . Projects for meeting environmental concerns would be funded with 50 % grants from Central Government , with the remaining fund coming from State Government ( 15% ) and from the Industry (35 % ) . The entire Operation and Maintenance costs would be borne by the industry.

x). MISSION MODE ( Outlay Rs. 10 crores ) : This programme envisages attracting investment in to the sector and includes provision for research , programme support , survey , and concurrent evaluation etc in the field of leather . Besides , provision has also been made for cost on account of advisory and consultancy services in respect of various projects under ILDP being implemented in the 11th Five Year Plan .

The composition and functions of the Joint Plant Committee have been modified from time to time vide S.0.104 dated 22.2.1973, S.O.123 dated 3.3.1975, S.0.721 dated 20.12. 1975 , S.O.744 dated 27.12.1978 , S.0.571 dated 08.10.1979, S.O. 734 dated 09.02.1990, S 0.1211 dated 04.04.1991 , S.0.44 ( E) dated 16.01.1992, S.O. 1616 dated 18.05.1992 and SO. 318 ( E) dated 21.04.1994.

Consequent upon removal of Iron & Steel from the Essential Commodities Act , 1955 vide the Essential Commodities ( Amendment ) Act , 2006 (No.54 of 2006) which hasbeen brought into force w.e.f. 12th February , 2007 vide Ministry of Consumer Affairs , Food and Public Distribution (Departmentof Consumer Affairs) Notification No. 26( 1 )/2004- ECR &E ( Vol.III ) dated 12.2.2007 and in order to maintain the assets and liabilities of the Joint Plant Committee, the Central Government has decided that the said Joint Plant Committee shall continue to function in its present form along with its present composition and functions specified hereunder:-

(1) The Committee may obtain from all Producers , Processors , Dealers and Consumers of Iron & Steel such information and data as it may require in discharging its functions specified in this Notification as well as for maintaining a comprehensive database in respect of any matter including production, movement and prices. It may also form such statistical and other units as may be necessary for discharge of its functions.

(ii) The Committee shall have the power to maintain the organizations already formed by it and may also evolve suitable organization , methods and procedures to review carefully the general market situation , fluctuations in free market prices , the trends of production , availability and movement of Iron & Steel and, for this purpose, the Committee shall arrange for effective and timely flow of information from all concerned including the Iron & Steel Plants.

(iii) The Committee shall continue to be responsible for the management and operation of the Steel Development Fund and other Funds accumulated under the said Iron & Steel (Control ) Order , 1956 and interest accrued and received thereon , in accordance with and subject to such orders or directions as have been issued earlier and those as may be issued by the Central Government in this behalf from time to time.

(iv) The Committee shall submit comprehensive information to the Ministry of Steel regularly to enable the latter to effectively review the situation of the Iron & Steel sector of this country and may furnish information to the industry , when requisitioned.

(v) The Committee shall perform such other functions as may be entrusted to it by the Ministry of Steel from time to time.

And whereas , the University Grants Commission has examined the said proposal and vide its communication bearing No. 43-2 / 2007 ( CPP - 1 ) dated the 8th July , 2008 has recommended conferment of status of ' deemed - to - be - university ' to Graphic Era University , Dehradun , Uttarakhand comprising of Graphic Era Institute of Technology with a condition that performance will be reviewed after a period of five years of conferment of status .

4. Now , therefore , in exercise of the powers conferred by Section 3 of the UGC Act , 1956 , the Central Government , on the advice of the University Grants Commission ( UGC ) , hereby declare that Graphic Era University , Dehradun , Uttarakhand comprising of Graphic Era Institute of Technology shall be a " deemed- to -be- university " for the purposes of the aforesaid Act , for a period of five years , with effect from the date of its disaffiliation from its affiliating universities , viz . , Uttarakhand Technical University and HNB Garhwal University subject to a review at the end of five years by the UGC with the help of an Expert Committee .

5. The status conferred on Graphic Era University , Dehradun , Uttarakhand shall be confirmed after a period of five years only on the basis of the aforesaid reviews by an Expert Committee of the UGC and recommendations of the Commission thereof;

6. The declaration as made in para 4 above is subject to fulfillment / compliance of further conditions mentioned at Sr. No.4 of the endorsement to this Notification ;

7. Neither the Government of India nor the UGC shall provide any Plan or Non- Plan grant - in - aid to the Graphic Era University.

2. And whereas "Bharati Vidyapeeth , Pune was declared deemed to be a university under Section 3 of the University Grants Commission ( UGC ) Act. 1956 vide this Ministry's notification No.F.9-15/95-U.3 dated the 26th April , 1996 ;

And whereas, the Bharati Vidyapeeth , in April , 2002 , requested the UGC for giving a status of independent constituerit unit to ( i ) Interactive Research School for Health Affairs ( IRSHA ) , Pune and ( ii ) Rajiv Gandhi Institute of Information Technology and Biotechnology ( RGIITBT ) , Pune , under its ambit . The UGC agreed to bring the said institutions under the ambit of Bharatı Vidyapeeth subject to few conditions and later approved this decision in the meeting of the Commission neid on 25.09.2002:

And whereas , at the mstance of this Ministry the UCC has conducici inspection of the institutions mentioned at para 3 above thiough its Expert Commmittee and upon considering the inspection report of the Expert Committee the Commission vide its communication F.No.3-2 /90 ( CPP -l ) dated 19.05.2008 has approved the recommandations of the Expert Committee to bring IRSHA and RGIITBT under the ambit of Bharati Vidyapeeth Deemed University . Pune for the conduct of non- professional courses with effect from 17th August, 2002 , the date on which the UGC permitted themto be part of the Deemed-to-be- University;

5. Now, therefore , the Central Government , in exercise of the powers conferred by Section 3 of the UGC Act , 1956 , and on the basis of the reports made available by the UGC in the matter , do hereby grant permission to ( i ) Interactive Research School for Health Affairs ( IRSHA ) , Pune and ( ii ) Rajiv Gandhi Institute of Information Technology and Biotechnology ( RGIITBT) , Pune to function as independent constituent units of the Bharati Vidyapeeth , Deemed-to-be - University , Pune. for the purpose of the aforesaid Act with offect from the 17th August . 2002. the date on which the UGC had permitted them to be part of the Vidyapeeth subject to fulfillment/ compliance of the following conditions that .

(iii ) all the moveable and immovable assets/properties of the RGIITBT and the IRSHA shall be legally transferred and vested with the Bharati Vidyapeeth (Deemed-to -be- University) ;

( iv) the Bharati Vidyapeeth shall revise/amend its 'Memorandum of Association (MOA) & Rules immediately as per the model MoA/Rules prescribed by the UGC and get them approved by the UGC; and

(iv) the Bharati Vidyapeeth will adhere to the norms and guidelines prescribedby the UGC from time to time , as are applicable to the institutions declared as deemed - to -be - universities under Section 3 of the UGC Act , 1956;

6. The declaration made in para 5 above shall be subject to compliance/fulfillment of the further conditions that are mentioned at Sl . No. 6 of the endorsement of this notification .

7. Neither the Government of India nor the UGC shall provide any Plan and Non- Plan grant - in -aid to Bharati Vidyapeeth or any of its constituent units.

various industry bodies , whose fullest cooperation also would be sought in the development of human resources in the country .
