संकल्प
सं. 146/3/2007-आई टी सी सी। भारत सरकार ने केन्द्रीय प्रत्यक्ष कर सल्लाहकार समिति, नई दिल्ली के पुनर्गठित करने का निर्णय लिया है । समिति प्रत्यक्ष कर से संबंधित मामलों पर विचार करेगी। इसकी एक रुलाइकार निकार होगी और इसक कार्य निम्नलिखित पर सरकार को सलाह देना होगाः
(i) करदाताओं तथा आयकर विभाग के बीच पारस्परिक सहमति और सहयोग को बढ़ावा देना तथा प्रोत्साहन देना; और
(ii) सामान्य प्रकृति के प्रशासनिक तथा प्रक्रियात्मक अड़चनों को दूर करना:
सनिति न तो वैयक्तिक मामलो पर विचार- विमर्श करेगी तथा न ही सरकार की कराधान नीति संबंधी मामलों पर विचार - विमर्श करेगी ।

सं. 5 (3)/2004 -डी-1 ( .) इस्पात और खान मंत्रालय ने दिनांक 31 जनवरी , 1986 के अपने संकल्प सं. एससी-1 ( 1 )/88 डी- ॥ के तहत इस्पात और खान मत्री की अध्यक्षता में एक ' इस्पात उपभोक्ता परिषद ' का गढ़न किया था जिसमें सरकार , लोहा और इस्पात के उत्पादकों और उपभोक्ताओं, भवन निर्माताओं और संबंधित उद्योगों के प्रतिनिधि शामिल थे । इस मंत्रालय के दिनांक 24 मार्च , 2006, 15 मई , 2006 , 27 जून , 2006 और 6 अक्तूबर , 2006 के संकल्प संख्या-5 (3 /2004- डी-1 के तहत 'इस्पात उपभोक्ता परिषद' का पुनर्गठन किया गया था । 2 . दिनांक 20 नवंबर , 2006 के सकल्प संख्या-5 (3 )/2004- डी। के तहत परिषद के बढ़ाए गए कार्यकाल की अवधि 30 अक्तूबर , 2008 को समाप्त हो रही है । अब परिषद के कार्यकाल की अवधि को अन्य दो वर्ष अर्थात 30 अक्तूबर , 2010 तक बढ़ाने का निर्णय लिया गया है ।
3. परिषद के कार्य अर्थात ' केंद्र सरकार को लोहा और इस्पाल की आपूर्ति, उपलब्धता. गुणवत्ता और इनके बाजार रूख से संबंधित मामलों पर सलाह देना और सहायता करना' अपरिवर्तित रहेंगे ।

आदेश है कि प्रधानमंत्री कार्यालय, मंत्रिमंडल सचिवालय , संसद सचिवालय, योजना आयोग और भारत के नियंत्रक एवं महालेखा परीक्षक और इस्पात उपभोक्ता परिषद के सभी सदस्यों सहित सभी राज्य सरकारों , संघ राज्य क्षेत्रों के प्रशासन, भारत सरकार के सभी मंत्रालयों और विभागों को उपर्युक्त संकल्प की एक प्रति संप्रेषित की जाए । 2 . यह भी आदेश है कि आन जानकारी के लिए इसे भारत के राजयत्र में प्रकाशित किया जाए ।

2. છત્ય સરદાર, નાદાત્ય સંસાઇએ વિઝાસ મંત્રાલય ને 34 પૂર્વ રાષ્ટ્રીય તુરતા संवर्धन परिषद को दोबारा प्रचालित करने का निर्णय लिया है जिसकी संरचना एवं कार्य इस प्रकार होंगेः
3 . परिषद के कार्यः
पुस्तक संवर्धन से संबंधित सभी प्रमुख कार्यकलाप जिनमें अन्य कार्यों के साथ-साथ पुस्तकों का लेखन/ श्वना , उत्पादन , प्रकाशन तथा पुस्तकों की बिक्री मूल्य एवं कॉपीराइटर; पुस्तक पढ़ने की आदतः विभिन्न भारतीय भाषाओं में विभिन्न वर्गों के विभिध्या आयु- समूहों हेतु पुस्तकों की उपलब्धता एवं सुलभता और सामान्य तौर पर भारतीय पुस्तकों की गुणवत्ता एवं विषयवस्तु से संबंधित विचारों के आदान-प्रदान को सुविधाजनक बनाना ।
4. परिषद का मुख्यालय तथा सचिवालय :
इस परिषद का मुख्यालय , नई दिल्ली में स्थित होगा और पुस्तक संवर्धन तथा कॉपीराइट प्रभाग , उच्चतर शिक्षा विभाग, मानव संसाधन विकास मंत्रालय, भारत सरकार इसके सचिवालय की व्यवस्था करेगा

राष्ट्रीय पुस्तक संवर्धन परिषद का गठन इस प्रकार होगाः-

7. बैठकें तथा उप - समितियां
પરિષદ્ધ શાન છે ઃ છે ઃ છછ છછ છછ કઃ । પરિષદ્ર fa શિષ્ય उद्देश्यों हेतु समितियां पिनल गठित कर सकती है जो कि आवश्यकतानुसार बार-बार बैठकें कर सकते है ।
परिषद की बैठकों में सामने आने वाले दृष्टिकोणों तथा सुझावों का प्रलेखन उच्चतर शिक्षा विभाग द्वारा भारत सरकार के मंत्रालयों/ एजेंशियों हेतु उनकी लीलियों तथा कार्यक्रमों को तैयार करने में उपयुक्त स्तर तक सूचना के रूप में किया जाएगा ।

इसलिए , अध , विश्वदिपालय अनुदान आयोग, अधिांम 1956 की शारा 3 के द्वारा प्रदान की शक्तियों का प्रयोग करले केन्द्र ઃ શું अधिनियम के उद्देशक्यं विश्वविद्यालय अनुदान आयोग की रासायनिक प्रौद्योगिकी संस्थान, भातुंगा, मुम्बई को ' सभ विश्वविद्यालय संस्थान के रूप में घोषित करती है , जो इसके मुक्बई विश्वविद्यालय रो अराग्धद्ध होने की दिनांक से प्रभावी होगा ।

3. और जबकि विश्वविद्यालय अनुदान आयोग की सिफारिश पर, स्कूल ऑफ फार्मास्यूटिकल साइंस, भुवनेश्वर को इस मंत्रालय के दिनांक 17 सितम्बर, 2007 की अधिसूचना सं ० 9-33 /2002 यू-3 के जरिए विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 के उद्देश्यों हेतु बाद की अंगीभूल इकाई के रूप में शिक्षा 'ओ' अनुसंधान क्षेत्राधिकार में लाया गया बशर्ते कि अन्य बातों के साथ- साथ दो वर्षों के बाद एस ओ ए और इसकी अन्य पांच अंगीभूत इकाईयों के साथ इसकी समीक्षा की जाए ।
4. और जबकि इंस्टीट्यूट ऑफ मेडिकल साइंस और एस यू एम हॉस्पिटल, कलिंगा नगर , भुवनेश्वर को शिक्षा 'ओ ' अनुसंधान के क्षेत्राधिकार में शामिल करने का एक प्रस्ताव प्राप्त हुआ है ।
5. और जबकि विश्वविद्यालय अनुदान आयोग ने उक्त प्रस्ताव की जांच की और अपने दिनांक 2 जनवरी , 2008 के पत्र सं. एफ. 6-65 / 2004 (सी पी पी ) के जरिए शिक्षा ' ओ' अनुसंधान के क्षेत्राधिकार में ऑफ कैम्पस के रूप में इंस्टीट्यूट ऑफ मेडिकल साइंस और एस यू एम हॉस्पिटल को शामिल करने के लिए इस मंत्रालय को सिफारिश की है, बशर्ते कि निम्नलिखित शर्तें पूरी हों:-
(0) चिकित्सा कॉलेज भारतीय चिकित्सा परिषद् के पूर्वानुमोदन के बिना किसी भी छात्र को दाखिल नहीं करेगा; और
(ii) शिक्षा 'ओ' अनुसंधान समविश्वविद्यालय को समय - समय पर विश्वधिद्यालय अनुदान आयोग और भा.चि.प. द्वारा जारी दिशा-निर्देशों और निर्देशों का पालन करेगा। 6. अतः अब विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार इस संबंध में विश्वविद्यालय अनुदान्न आयोग की सलाह पर एतद् द्वारा यह घोषणा करती है कि इंस्टीट्यूट ऑफ मेडिकल साइंस और एस यू एता हॉस्पिटल , कलिंगा मगर, भुतनेश्वर, उड़ीसा अपन्ने सम्बद्धन विश्वविद्यालय अर्थात् उत्कल विश्वविद्यालय , भुवनेश्वर से इंस्टीट्यूट ऑफ मेडिकल साइंस और एस यू एम हॉस्पिटल ' के सम्बद्धन समाप्त होने की तारीख से विश्वविद्यालय अनुदान आयोग अधिनियम 1956 के उद्देश्यों के लिए शिक्षा 'ओ' अनुसंधान " समतिश्वविद्यालय भुवनेश्वर के क्षेत्राधिकार के अन्तर्गत ऑफ कैम्पस केन्द्र के रूप में होगा बशर्ते कि निम्नलिखित शर्तें पूरी हो: -

2. समितिकेकार्य
समिति केन्द्रीय हिंदी समिति और राजभाषा विभाग द्वारा समय- समय पर निर्धारित नीतियों के अनुसार रेल मंत्रालय के कामकाज में हिंदी के प्रगामी प्रयोग से संबंधित मामलों में सलाह देगी.
3. कार्यकाल
समितिके सदस्यों का कार्यकाल सामान्यतः समिति के गठन की तारीख से तीन वर्ष होगा बशर्ते कि: -
(क) जो संसद सदस्य समिति के सदस्य हैं , वे संसद सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे.
(ख) जो संसद सदस्य, संसदीय राजभाषा समिति के सदस्य होने की हैसियत से इस समिति के सदस्य हैं, वे संसदीय राजभाषा समिति के सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे .
(ग) समिति के पदेन सदस्य अपने पद पर कार्य करते रहने तक समिति के सदस्य रहेंगे.
(घ) यदि किसी सदस्य की मृत्यु हो जाने के कारण अथवा समिति की सदस्यता से त्याग पत्र देने के कारण स्थान खाली होता है , तो उस स्थान पर नियुक्त सदस्य तीन वर्ष के कार्यकाल की शेष अवधि के लिए ही सदस्य रहेगा .
4. सामान्य
समिति का मुख्यालय नई दिल्ली में होगा, किंतु समिति की बैठकें दिल्ली से बाहर किसी अन्य स्थान पर भी की जा सकती हैं.

No. 5( 3 ) /2006 -DI ( . ) Vide Resolution No. SC - 1 ( 1 ) / 86- DIII dated 31st January , 1986, the Government of India had constituted a 'Steel Consumers ' Council ' under the chairmanship of the Minister of Steel and Mines, consisting of representatives of the Government , producers and consumers of iron and steel , house builders and related industries. The Steel Consumers Council was re-constituted vide this Ministry's Resolutions No. 5( 3 )/2004 -DI dated 24th March , 2006. 15th May, 2006, 27th June ,2006 and 6th October, 2006 and subsequent Resolutions issued by this Ministry in this regard from time to time.
2. The tenure of the Council which was last extended vide Resolution No. 5(3 ) /2004- DI dated 20th November, 2006 is expiring on 30th October, 2008It has now been decided to extend the tenure of the Council by another two years ie . up to 30th October, 2010.
3. The functions of the Council i.e. " to advise and assist the Central Government on matters relating to supply , availability, quality and the market trends of iron and steel " will remain unchanged.

RESOLUTION
Subject : - National Book Promotion Council - Setting up of.

The Ministry of Human Resource Development . Department of Higher Education,Govemment of India , had set up a National Book Development Board in 1967 to lay down guidelines for the development of the book industry in the context of the over-all requirements of the country. The Board was subsequently reconstituted in 1970 and functioned until February 1974. A new body called the National Book Development Council was set up on 15th September 1983 and functioned till 3rd September 1986. Thereafter the Council was reconstituted on 06-11-1990 for a period of 3 years ie . up to 05- 11-1993. The Council was last reconstituted on 18.12.1997 for a period of three years i.e. up to 17-12-2000 .
2 The Government of India . Ministry of Human Resource Development have now decided to revive the erstwhile National Book Promotion Council which will have the following constitution and functions .
3. Functions of the Council
To facilitate exchange of views on all major aspects of book promotion , inter alia , covering writing / authorship of books, production , publication and sale of books; prices and copyright . habit of book reading availability and reach of books fordifferent segments of population for various age groups in different Indian languages and the quality and content of Indian books in general .

6. Tenure of Members
The term of the National Book Promotion Council shall be three years . The tenure of the Chairman and each member of the Council , other than ex- officio members , shall normally be three years , unless a shorter term is indicated; but they will be eligible for re- appointment . Where a Member of the Council becomes a member by reason of the office or appointment he holds , his membership of the Council shall stand terminated when he or she ceases to hold that office or appointment . All casual vacancies among the Members ( other than ex- officio members) shall be filled by the authority or body who nominated the member whose place has falien vacant and the person appointed to a casual vacancy shall be a Member of the Council for the residue of the term for which the person whose place has been filled , would have been a Member 1237 PART I-SEC, 1 ]

7. Meetings and Sub - Committees
The Council shall meet at least once a year The Council may set up Committees / Panels for specific purposes which may meet as frequently as required.
The views and suggestions emerging from the meetings of the Council will be documented by the Department of Higher Education as inputs to be taken note of by concerned Ministries /Agencies of the Government of India , to the extent relevant in formulating their policies and programmes.
For each meeting of the Council , the agenda and notes thereon will be prepared by the Department of Higher Education on the basis of suggestions received from Members of the Council from time to time;

2. And whereas Siksha O Anusandhan ( SOA ) . Bhubaneswar . Orissa comprising the following five constituent institutions , was declared ' deemed -to -be- a- university , under Section 3 of the UGC Act , 1956. vide this Ministry's notification No.F 9-33/2002 -U.3 dated the 17th July , 2007. with effect from the date of disaffiliation of the following institutions from their respective affiliating universities . namely . Biju Patnaik University of Technology . Rourkela and Utkal University. Bhubaneswar . subject to a review after two years - by an Expert Committee of the UGC

Bhubaneswar was brought in the ambit of Siksha O Anusandhan , as the latter's constituent unit . for the purposes of the UGC Act . 1956, vide this Ministry's Notification No.F.9-33 /2002 -U 3 dated the 17 September, 2007 subject to inter alia its review along with the SOA and its other five constituent units after two years:
4. And whereas , a proposal was received from the Siksha O' Anusandhan for inclusion of Institute of Medical Sciences & SUM Hospital . Kalinga Nagar. Bhubaneswar in its ambit
5. And whereas . the UGC has examined the said communication No.F.6-65/2004 ( CPP - I ) dated the 2 proposal and vide its January. 2008 has 1239 SEC. 1 ]

recommended to this Ministry for inclusion of the institute of Medical Sciences & SUM Hospital as an off- campus centre in the ambit of Siksha ' O ' Anusandhan subject to the following conditions:
( i ) The Medical College shall not admit any student without obtaining prior approval of the Medical Council of India ( MCI ) ; and
( ii ) The Siksha 'O ' Anusandhan shall adhere to the guidelines and instructions issued by the UGC and the MCI from time to time to Deemed to be Universities .
6. Now , therefore , in exercise of the powers conferred by Section 3 of the University Grants Commission ( UGC ) Act, 1956 , the Central Government, on the advice of the UGC in the matter , hereby declares that the Institute of Medical Sciences & SUM Hospital , Kalinga Nagar, Bhubaneswar, Orissa shall be an off- campus centre under the ambit of Siksha 'O ' Anusandhan , " Deemed-to-be- University" , Bhubaneswar , for the purposes of the UGC Act, 1956 , with effect from the date of disaffiliation of the institute of Medical Sciences & SUM Hospital from its affiliating university , i.e. Utkal University , Bhubaneswar , subject to the following conditions:-
(i ) The Institute of Medical Sciences & SUM Hospital shall not admit any student without obtaining prior approval of the Medical Council of india (MCI) ;
(ii) The Siksha 'O ' Anusandhan shall admit studerits to the academic course of the Institute of Medical Sciences & SUM Hospital under its enrolment only with effect from the academic session 2009-2010 onwards.
( iii ) The institute will be reviewed along with the Siksha ' O ' Anusandhan and its other six constituent units after two years .
(iv) The University shall adhere to the guidelines and instructions issued by the UGC and the MCI from time to time to Deemed to be Universities .
7. The declaration made in the para 6 above will be governed by the conditions mentioned at Sr. No.7 of the endorsement of this Ministry's notification of even number dated the 17th July , 2007 in addition to those mentioned at Sr. No.5 of the endorsement to this notification .
8. The Ministry of Human Resource Development or the University Grants Commission will not provide any Pian and Non - Plan grants either to the Siksha 'O' Anusandhan or any of its constituent units .

II Functions
The functions of the Samiti will be to advise Ministry of Railways on matters relating to progressive use of Ilindi for official purpose in accordance with the policy laid down from time to time by the Central Hindi Committee and Department of Official Language.
ΠΙ Tenure
The term of the Samiti will normally be three years from the date of its reconstitution provided that: -
(a) A member, who is a Member of Parliament. will cease to be a Viember of the Samiti as soon as he ceases to be the Member of Parliament.

Language, will cease to be the members of the Samiti as soon as they cease to be the members of Committee of Parliament on Official Language.

(d) If a vacancy arises in the Samiti due to resignation, death etc. of a member, the member so appointed in that vacancy, shall hold office for the residual term of three years .

The headquarters of the Samiti will be at New Delhi but it may hold its meetings at any other place also.
V Travelling and other allowances
The non- official members will be given Daily Allowance for attending the meetings of the Samiti as per the guidelines in O.M. No. II/20034/4/ 86 -OL ( Policy 2) dated 22.01.1987 of the Department of Official Language , Ministry of Home Affairs . For rail journeys connected with authorised work and meetings of the Committee , First Class/ Second AC Railway Passes will be issued.
