सा. का. नि. 194. संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राष्ट्रपति कार्मिक, लोक शिकायत तथा पेंशन मंत्रालय , कार्मिक और प्रशिक्षण विभाग, लाल बहादुर शास्त्री राष्ट्रीय प्रशासन अकाद‌मी, मसूरी में प्रधान निजी सचिव के पद में भर्ती की पद्धत्ति को विनियमित करते हुए एत‌द्वारा निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्ररंभ ( 1 ) इन नियमों को कार्मिक , लोक शिकायत तथा पेंशन मंत्रालय , कार्मिक और प्रशिक्षण विभाग , लाल बहादुर शास्त्री राष्ट्रीय प्रशासन अकादमी ( प्रधान निजी सचिव ) समूह ' क ' भर्ती नियम, 2008 कहा जाएगा ।

( 2 ) ये शासकीय राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

(कः जिसने किभी ऐसे व्यक्ति, जिसकी था एत जोवित होते हुए, से विवाह किया हो , यः

( ३ ) 'जसने अपनी पत्नी य त जांविन देतेः किसी व्यक्ति से वित्राह किया हो.

उपर्युक्त पदनांक के लिए पात्र नहीं होगा:

3. शिश्रित करने की शक्ति जहां केन्द्र हार की पह भरा हो कि ऐसा करत आवश्यकच मम्हेचीन है , कारयों को लिखित में डाग व्यक्तियों की किसी श्रेणी या प्रावधमें इन नियमों के किसी प्रावधान लेखवद्ध करके और मंद लोक सेवा आयोग के को शिथिल सका है ।

परिवीक्षा की अधि, यदि कोई है

पदोन्नति/ प्रतिनियुक्ति/आमेलन द्वारा भर्ती के मामले में वे ग्रेड जिनसे पदोन्नति/प्रतिनियुक्ति/आमेलन किया जाना है

भर्ती की पद्धति : सीधी भर्ती द्वारा या पदोन्नति द्वारा या प्रतिनियुक्ति/आमेलन द्वारा और विभिन्न पद्धतियों द्वारा भरी जाने वाली रिक्तियों की प्रतिशतता

पदोन्नत के लिए दो वर्ष

पदोन्नति/प्रतिनियुक्ति:

1. केन्द्र सरकार के अधिकारी :

संयुक्त पद्धत्ति द्वारा (पदोन्नति/प्रतिनियुक्ति)

(क) ( i ) जो अपने मूल संवर्ग/विभाग में नियमित आधार पर आशुलिपिक संवर्ग में सदृश पद धारण किए हुए हैं; या

( ii ) जिन्होंने मूल संवर्ग/विभाग में 7.500-12,000 रुपए या समतुल्य वेतनमान में नियमित आधार पर नियुक्ति के बाद वरिष्ठ निजी सचिव के ग्रेड में छः वर्षों की सेवा करे हो; या

( iii ) जिन्होंने मूल संवर्ग/विभाग में 6,500-10,500 रुपए ( निजी सचिव ) या समतुल्य वेतनमान में नियमित आधार पर नियुक्ति के बाद आठ वर्षों की संयुक्त सेवा कीहो;

( ख) 7,500-12,000 रुपए के वेतनमान में विभागीय वरिष्ठ निजी सचिव जिन्होंने उस ग्रेड में छः वर्षों की सेवा की हो, जिसके नहीं होने पर वरिष्ठ निजी सचिव और निजी सचिव( 6,500-10,500 रुपए) के ग्रेडों में आठ वर्षों की संयुक्त नियमित सेषा करने वाले विभागीय वरिष्ठ निजी सचिव पर भी बाहरी व्यक्तियों के साथ विचार किया जाएगा और चदि पद में नियुक्ति के लिए उसे चुन लिया जाता है तो वह पद पदोन्नति द्वारा भरा गया माना जाएगा।

टिप्पणी:-फीडर श्रेणी में विभागीय अधिकारी जो पदोन्नति के सीधे क्रम में हैं , चे प्रतिनियुक्ति पर नियुक्ति के लिए विचारण के लिए मात्र नहीं होंगे । इसी प्रकार प्रतिनियुक्ति पर गए अधिकारी पदोत्रत्ति द्वार । नियुक्ति के लिए विचारण के लिए पात्र नहीं होंगे । 902

G.S.R. 194. In exercise of the passers conferred by the proviso to Aticle 100 of the Constitution , the President hereby takes the following rules regulating the method of recruitment to the post of Principal Private Secretary in Die Ministry of Personnel , Public Cirissances and Pensions , Department of Personnel and Training , E.al Bahadur Shastri National Academy of Administation. Mussoorie, namely:

1. Short title and commencement ... these rules may be called the Ministry of Personnel, Publje Grievances and Pensions , Department of Personnel and Tramonty , Laf Bahadur Shastri Notimal Academy of Administration (Principal Private Secretary ) Group A Rechment Rules , 2008.

( 2 ) They shall come into force on the date of their publication in the Olicial Gazette.

2. Number of posts , classification and scale of pay. The number of posis , its classification and the scale of pay attached thereto shall be as specified in columus 2 to 4 of the Schedule annexed to these rules .

3. Method of recruitment, age limit , qualifications , cre . The method of recruitment , age limit , qualifications and other waters relating thereto shall be as specified in columps 5 to 14 of the said Schedule.

4. Disqualification. No person

( 2 ) who has entered into or contracted a marriage with a person having a spouse living , or ( b ) who having a spouse living . has entered into or contracted a marriage with any person .

shall he eligible for appointment to the said post:

Provides that the Central Government may , if satisfied that such marriage is permissible under the personal taw applicable to such person and other party in the marriage and that there are other grounds for so doing , exempt any person front the operation of this rule .

5. Puwer to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category ofpersons .

6. Saving . Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required tobe provided for the Scheduled Castes , the Scheduled Tribes , the Ex - Service men and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा. का. नि. 195.- संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, अखिल भारतीय मृदा और भूमि उपयोग सर्वेक्षण संगठन ( कनिष्ठ और वरिष्ठ नक्शानवीस सहायक ) भर्ती नियमावली, 1977 , जहां तक कि वे कनिष्ठ नक्शानवोस सहायक और अखिल भारतीय मृदा और भूमि उपयोग सर्वेक्षण संगठन ( ड्राफ्टसमैन ) भर्ती नियमावली, 1977 से संबंधित हैं, इस प्रकार के अतिक्रमण से पूर्व किए गए कार्य अथवा लोप किए जाने वाले कार्यों को छोड़कर, राष्ट्रपति एतद्‌द्वारा निम्नलिखित नियम बनाते हैं, अर्थात्:-

1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों को भारतीय मृदा एवं भूमि उपयोग सर्वेक्षण कनिष्ठ नवंशानवीस सहायक और ड्राफ्ट्समैन भर्ती नियम, 2008 कहा जाएगा ।

(2 ) ये राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।

2. पदों की संख्या, उनका वर्गीकरण और वेतनमान: उक्त पदों की संख्या, उनका वर्गीकरण और वेतनमान जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से 4 तक में विनिर्दिष्ट हैं, होंगे ।

3. भर्ती की पद्धति , आयु सीमा और अन्य अर्हताएं आदि उक्त पदों पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य मामले जो उक्त अनुसूची के स्तंभ 5 से 14 तक में विनिर्दिष्ट हैं, होंगे ।

4. निरर्हता : वह व्यक्ति-

(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या

(ख) जिसने अपने पत्ति या अपनी पत्नी के जीवित होते हुए किसी व्यक्ति से विवाह किया है,

उक्त पदों में से किसी पद पर नियुक्ति का पात्र नहीं होगा :

बशर्ते किकेन्द्र सरकार, यदि इससे संतुष्ट हो जाए कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू वयैक्तिक विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्भ आधार मौजूद हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति: जिस मामले में केन्द्र सरकार को यह राय हो कि ऐसा करना अवश्यक या सामयिक है वहां, वह, उसके लिए जो कारण हैं उन्हें लेखबद्ध करके इन नियमों के किसी उपबंध को, किसी चर्ग या प्रवर्ग के व्यक्तियों के लिए आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति: इन नियमों में ऐसा कोई प्रावधान नहीं होगा जो आरक्षणों, आयु- सीमा को छूट और अन्य रियायतों जो अनुसूचित जातियों. जनजातियों, अन्य पिछड़ा वर्गों, भूतपूर्व सैनिकों अथवा अन्य विशेष श्रेणी के व्यक्तियों के लिए प्रदान किया जाना अपेक्षित हो, इस संबंध में केन्द्र सरकार द्वारा समय - समय पर जारी आदेशों के अनुसार दुष्प्रभावित नहीं करेंगे ।

Senior Cartographic Assistant ) Recruitment Rules , 1977, it so far as they related post of Junior Cartographic Assistant and the All India Soil and Land Use Survey Organisation ( Draftsmanj Rataitment Rules , 1977 , except as respects things done or omitted to be done belove sinh: super session, the Preskient hwhy makes the following rules namely :

Short title and commencement . These rules may be called the land Land Use Survey of haadia (Junior Cartography Assistant and Draftsman: Recruitment Rules , 2008 ,

Master degree in Geography from a recognised University. Desirable :
