सा.का.नि. 208.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , सीमा सुरक्षा बल मुख्यालय समूह " क " और समूह " ख " पद अयोधक भर्ती नियम , 2001 का और संशोधन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-
(ख) स्तंभ 13 में, क्रम सं. 3 की प्रविष्टि में " उप सचिव (केंद्रीय पुलिस संगठन ) , गृह मंत्रालय " शब्दों और कोष्ठकों के स्थान परं निम्नलिखित रखा जाएगा , अर्थात्:-

In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules further to amend theBorder Security Force Headquarters Group ' A' and 'B ' posts, non-combatised Recruitment Rules , 2001 , namely.-- 1. (1 ) These rules may be called the Border Security Force Headquarters Group ' A ' and 'B' posts , non- combatised Recruitment (Amendment) Rules , 2008.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Border Security Force Headquarters Group 'A' and 'B ' posts , non - combatised Recruitment Rules , 2001 , in the Schedule , against serial number 1 , relating to the post of Senior Administrative Officer,-
(a) in column 11 , in the heading , for the words "percentage of posts", the words "percentage ofvacancies" shall be substituted;
(b) in column 13 , serial number 3 in the entries for the words and brackets " Deputy Secretary (Central Police Organization) . " , the following shall be substituted, namely:-
"Director /Deputy Secretary, Ministry of Home Affairs".

सा.का.नि. 210.-राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और जल संसाधन मंत्रालय अनुसंधान सहायक ( कार्य अध्ययन ) भर्ती नियम, 2000 को, जहां तक उनका संबंध अनुसंधान सहायक ( कार्य अध्ययन ) के पद से है , उन बातों के सिवाय अधिक्रांत करते हुए, जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है , या करने का लोप किया गया है, जल संसाधन मंत्रालय में अनुसंधान सहायक ( कार्य अध्ययन ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारम्भ (1 ) इन नियमों का संक्षिप्त नाम जल संसाधन मंत्रालय , अनुसंधान सहायक ( कार्य अध्ययन ) समूह [ भाग II-खण्ड 3 ( i) ]

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद-संख्या , वर्गीकरण और वेतनमान-उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ 2 से स्तंभ 4 में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु- सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ 5 से स्तंभ 14 में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति,-
(क) जिसने ऐसे व्यक्ति से, जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा :
परंतु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

प्रतिनियुक्ति: केंद्रीय सरकार के अधीन ऐसे अधिकारी , -
प्रतिनियुक्ति ( सशस्त्र बल कार्मिकों के लिए प्रति- नियुक्ति/पुनर्नियोजन)
(क) ( i ) जिन्होंने मूल काडर/ विभाग में नियमित आधार पर सदृश पद धारण किया हुआ है ; या
(ii ) जिन्होंने मूल काडर/विभाग में 5000-8000 रुपए या समतुल्य के वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में तीन वर्ष सेवा की हो; या
(iii ) जिन्होंने मूल काडर/ विभाग में 4500-7000 रुपए या समतुल्य के वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में आठ वर्ष सेवा की हो; या
(iv ) जिन्होंने मूल काडर/ विभाग में 4000-6000 रुपए या समतुल्य के वेतनमान में नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में दस वर्ष सेवा की हो; और
(ख) ( i ) किसी मान्यताप्राप्त विश्वविद्यालय से उपाधि या समतुल्य; और
(ii ) जिन्होंने सचिवालय प्रशिक्षण संस्थान का बुनियादी प्रबंध सेवा पाठ्यक्रम या किसी अन्य मान्यताप्राप्त संस्थान से समतुल्य प्रशिक्षण सफलतापूर्वक पूरा कर लिया है, या जिनके पास कार्य अध्ययन संगठन और पद्धति विश्लेषण सांख्यिकी संक्रिया अनुसंधान या अन्य प्रबंध अनुसंधान तकनीकों के उपयोजन में एक वर्ष का अनुभव है ।
टिप्पण : यदि कोई अधिकारी , जिसने पहले से उक्त पाठ्यक्रम नहीं किया है , यदि उसका चयन हो जाता है, तो उसे उक्त पाठ्यक्रम यथाशीघ्र करना अपेक्षित होगा और उसका पद पर निरंतर रखा जाना इस शर्त के अधीन होगा कि वह अपनी नियुक्तिकी तारीख से एक वर्ष के भीतर सफलतापूर्वक उक्त पाठ्यक्रम को पूरा कर लेता है ।
भूतपूर्व सैनिकों के लिए: प्रतिनियुक्ति/पुनर्नियोजन
सशस्त्र बल के कनिष्ठ कमीशन प्राप्त अधिकारी या समतुल्य पद के ऐसे कार्मिकों के संबंध में भी विचार किया जाएगा जो एक वर्ष की अवधि के भीतर सेवानिवृत्त होने वाले हैं या रिजर्व में स्थानांतरित किए जाने वाले हैं और जिनके पास अपेक्षित अनुभव और विहित अर्हताएं हैं । यदि ऐसे व्यक्तियों का चयन हो जाता है, तो उन्हें उस तारीख तक प्रतिनियुक्ति के निर्बंधनों पर रखा जाएगा जिस तारीख से उन्हें सशस्त्रबल से निर्मुक्त किया जाना है; तत्पश्चात् उन्हें पुनर्नियोजन पर बने रहने दिया जा सकता है । यदि पद पर वास्तविक चयन किए जाने से पूर्व ऐसे पात्र अधिकारी सेवानिवृत हो जाते हैं या रिजर्व में स्थानांतरित कर दिए गए हैं तो उनकी नियुक्तिप्रतिनियुक्तिके आधार पर की जाएगी ।
पुनर्नियोजन सिविल पदों के संबंध में अधिवर्षिता की आयु तक )
टिप्पण 1 - प्रतिनियुक्ति की अवधि, जिसके अन्तर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पर पर प्रतिनियुक्ति की अवधि है, साधारणतया तीन वर्ष से अधिक नहीं होगी।
टिप्पण 2- प्रतिनियुक्ति पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।
यदि विभागीय प्रोन्नति समिति है, तो उसकी संरचना
भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession ofMinistry of Water Resources Research Assistant ( WS) Recruitment Rules , 2000 , in so far as they relate to the post of Research Assistant (WS ) except as respect things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post of Research Assistant ( WS) in the Ministry of Water Resources , namely :-
1. Short title and commencement.-( 1 ) These rules may be called the Ministry of Water Resources , Research Assistant (Work Study) Group 'B ' Post Recruitment Rules , 2008.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of post, classification and scale of pay. The number of post, its classification and scales of pay attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .
3. Method of recruitment, age- limit, qualifications , etc. The method of recruitment, age - limit , qualification and other matters relating to the said post shall be as specified- in columns 5 to 14 of the said Schedule .
4. Disqualification . No person,- (a) whohas entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living , has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .
5. Power to relax.-Where the Central Government is of the opinion that it is necessary or expedient so to do , it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall effect reservations , relaxation of age -limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes , Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government , from time to time in this regard.

(ii) with three years ' service in the grade rendered after appointment thereto on a regular basis in the scale of pay of Rs . 5000-8000 or equivalent in the parent cadre/department; or
(iii) with eight years ' service in the grade rendered after appointment thereto on a regular basis in the scale of pay of Rs . 4500-7000 or equivalent in the parent cadre /Department; or
(iv) with ten years ' service in the grade rendered after appointment threto on a regular basis in the scale of pay of Rs . 4000-6000 /- or equivalent in the parent cadre /department ; and
(b) (i ) possessing Degree of a recognised University or equivalent and
(ii) completed successfully, the Basic Management Service Course of the Institute of Secretariat Training or equivalent Training from any other recognised Institution or have at least one year experience in the application ofwork study organisation and methods analytical statistical Operations Research or other Management research techniques ;
Note: Ifan officer who has not already undergone the said course , if selected, he shall be required to undergo the said course at the earliest and his continued retention in the post shall be subject to the condition that he completes the said course successfully within one year of the date of his appointment .
For Armed Forces Personnel :
Deputation/ re- employment:
The Armed Forces Personnel of the Rank of the Junior Commissioned Officer or equivalent due to retire or to be transferred to reserved within a period of one year and having the requisite experience and qualifications prescribed shall also be considered. If selected, such persons will be given deputation term upto the date on which they are due for release from the Armed Forces and thereafter they may be continued on re -employment basis. In case such eligible officers have retired or have been transferred to reserve before the actual selection to the post is made, their appointment will be on re - employment basis .
(Re-employment upto the age of superannuation with reference to civil
post).
Note 1 : The period of deputation including the period of deputation in another ex - cadre post held immediately preceeding this appointment in the same or some other organisation/department of the Central Government shall ordinarily not exceed three years .
Note 2 : The maximum age limit for appointment by deputation shall be , not exceeding 56 years as on the closing date ofreceipt of applications) .

सा.का.नि. 211. राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारतीय खान ब्यूरो (चेनमैन) , समूह ' घ ' पद भर्ती नियम , 2007 का संशोधन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-
1. ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय खान ब्यूरो ( चेनमैन ) , समूह ' घ ' पद भर्ती ( संशोधन ) नियम, 2008 है (2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. भारतीय खान ब्यूरो ( चेनमैन ) , समूह ' घ ' पद भर्ती नियम , 2007 ( जिसे इसके पश्चात् मूल नियम कहा गया है ) के नियम 1 के उपनियम ( 1 ) के हिंदी पाठ में परिवर्तन की आवश्कता नहीं है ।
3. मूल नियम की अनुसूची में,-
( 1 ) स्तंभ 1 के हिंदी पाठ में परिवर्तन की आवश्यकता नहीं है;
(2) स्तंभ 13 में, मद 3 के स्थान पर, निम्नलिखित मद रखी जाएगी, अर्थात्:-
" 3. केंद्रीय सरकार के किसी अन्य कार्यालय से समूह ' क' अधिकारी-- सदस्य" ।

G.S.R.211 .- In exercise of the powers conferred by the proviso to article 309 of the Constitution the President hereby makes the following rules to amend the Indian Bureau of Mines ( Chainman) , Group ' D ' Post , Recruitment Rules, 2007, namely:-
1. (1) These rules may be called the Indian Bureau of Mines (Chainman), Group ' D' Post, Recruitment (Amendment) Rules, 2008 .
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Indian Bureau ofMines (Chairman), Group 'D ' Post, Recruitment Rules , 2007 (hereafter referred to as the principal rules), in rule 1, sub-rule (1 ), for the brackets and word "(Chairman)" , the brackets and word "(Chainman) " shall be substituted .
3. In the Schedule to the principal rules ,-
(i) in column 1 , or the existing entry, the following entry shall be substituted , namely :--- "Chainman";
(ii) in column 13 , for the entry against item 3 , the following entry shall be substituted, namely :-- "3. Group ' A' Officer from any other Central Government Office-Member "
