निर्देश सं. एनएचबी. एचएफसी . निर्देश.24 /सीएमडी/2008 --राष्ट्रीय आवास बैंक ने सार्वजनिक हित में आवश्यक समझते हुए और संतुष्ट होकर कि देश की आवास वित्त प्रणाली को उसके हित में विनियमित करने के लिए राष्ट्रीय आवास बैंक अधिनियम , 1987 ( 53/1987 ) की धाराओं 30ए और 31 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और इस बारे में कार्रवाई करने के लिए समर्थ करने वाली सभी शक्तियों के अन्तर्गत एतद्वारा निर्देश देता है कि आवास वित्त कंपनी ( रा.आ. बैंक ) निर्देश, 2001 तत्काल प्रभाव से निम्नानुसार संशोधित किया जाता है , अर्थात्--

आवास वित्त कंपनी ( राआबैंक ) निर्देश, 2001 की मद ( घ ) ( i ) के अनुच्छेद 26 में , व्याख्या (3 ) के नीचे निम्नलिखित प्रतिस्थापित किया जाएगा , अर्थात्: --

100 " ( i ) वाणिज्यिक सम्पदा में कोष आधारित और गैर-कोष आधारित निवेश ( कार्यालय भवन , फुटकर स्थान , बहु- उद्देशीय वाणिज्यिक परिसर, बहु- परिवार आवासीय भवन , बहु - किरायेदार वाणिज्यिक परिसर, औद्योगिक या वेयरहाउस , होटल, भूमि अधिग्रहण , विकास और निर्माण , आदि) "

निर्देश सं. एनएचबी. एचएफसी. निर्देश.25/सीएमडी/2008 -- राष्ट्रीय आवास बैंक ने सार्वजनिक हित में आवश्यक समझते हुए राष्ट्रीय आवास बैंक अधिनियम, 1987 ( 53/1987 ) की धाराओं 30ए और 31 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और इस बारे में कार्रवाई करने के लिए समर्थ करने वाली सभी शक्तियों के अन्तर्गत एतद्वारा निर्देश देता है कि आवास वित्त कंपनी ( रा.आ. बैंक ) निर्देश, 2001 तुरंत प्रभाव से निम्नानुसार पुनः संशोधित किया जाता है, अर्थात्--

अनुच्छेद 26 में , व्याख्या ( 1 ) में--

मद (ख ) ( i ) और ( ii ) की उप- व्याख्या ( 3 ) में, निम्नलिखित प्रतिस्थापित किया जाएगा , अर्थात्: --

50 (ख) ( i ) व्यक्तियों को अचल सम्पत्ति बंधक रखने पर 30 लाख रु. तक संस्वीकृत आवास ऋण, जिन्हें मानक आस्ति वर्गीकृत किया गया है जबकि एलटीवी अनुपात या 75 % है।

75 (ख) ( ii ) व्यक्तियों को अचल सम्पत्ति बंधक रखने पर 30 लाख रु. से अधिक संस्वीकृत आवास ऋण, जिन्हें मानक आस्ति वर्गीकृतकिया गया है जबकि एलटीवी अनुपात या < 75% है।

100 (ख ) ( iii ) व्यक्तियों को अचल सम्पत्ति बंधक रखने पर संस्वीकृत आवास ऋण , राशि कुछ भी हो , जिन्हें मानक आस्ति वर्गीकृत किया गया है जबकि एलटीवी अनुपात > 75% है ।

संयुक्त सचिव ( परीक्षा ) के नई दिल्ली स्थित कार्यालय से 25/ - रुपये प्रति आवेदन पत्र भुगतान करने पर मिल सकता है । आवेदन पत्र इंस्टीट्यूट के रीजनल और ब्रांचों के कार्यालयों में भी उपलब्ध है और नकद भुगतान करने पर 12 नवम्बर, 2008 से प्राप्त किये जा सकते हैं । आवेदन पत्र इंस्टीट्यूट की वेबसाईट डबल्यू डबल्यू डबल्यू. आईसीएआई. ओआरजी से प्रिन्ट करके परीक्षा शुल्क 1025/- रुपये के साथ भी भेजा जा सकता है । आवेदन पत्र प्राप्त करने की अन्तिम तिथि 2 दिसम्बर , 2008 है । आवेदन पत्र निर्धारित परीक्षा शुल्क के साथ स्पीड पोस्ट/ रजिस्टर्ड डाक द्वारा वरिष्ठ संयुक्त सचिव ( परीक्षा ) , नई दिल्ली को भेजा जाना है । परीक्षा शुल्क की राशि का भुगतान केवल डिमांड ड्राफ्ट द्वारा होगा जो किसी भी शेड्यूल बैंक का होना चाहिये । डिमांड ड्राफ्ट' सचिव ' दि इंस्टीट्यूट ऑफ चार्टर्ड एकाउन्टेट ऑफ इंडिया के पक्ष में होना चाहिये और उसकी अदायगी नई दिल्ली पर हो । आवेदन पत्र उपयुक्त शुल्क के साथ इस प्रकार भेजा जाना चाहिए कि वह वरिष्ठ संयुक्त सचिव ( परीक्षा ) के कार्यालय में दिनांक 2 दिसम्बर, 2008 तक पहुंच जायें । दिनांक 2 दिसम्बर, 2008 के पश्चात्आवेदन पत्र किसी भी परिस्थिति में स्वीकार नहीं किये जायेंगे ।

15. संबंधित विद्यापीठों के निदेशक निम्नलिखित शब्दों में उम्मीदवारों को उपाधियों/डिप्लोमा के लिए पेश करेंगे:--

" महोदय, मैं उम्मीदवारों को मुख्यालय में और ....... को क्षेत्रीय केंद्रों में तथा उम्मीदवारों को उनकी अनुपस्थिति में प्रस्तुत करता हूँ, जिनके नाम सूची में दिए गए हैं और जिन्होंने कार्यक्रमों को सफलतापूर्वक पूरा कर लिया है और उन्हें में उपाधि/डिप्लोमा प्रदान करने के योग्य पाया गया है, डिग्री/डिप्लोमा प्रदान करने का अनुरोध कर रहा हूँ । अनुरोध है कि इन्हें उपाधि/डिप्लोमा प्रदान किए जाएँ ।

NATIONAL HOUSING BANK HOUSING FINANCE COMPANIES (NHB ) DIRECTIONS , 2001

New Delhi , the 2nd December 2008 Directions No. NHB.HFC.DIR.24/ CMD/2008- The National Housing Bank having considered it necessary in the public interest and being satisfied that, for the purpose of enabling the National Housing Bank to regulate the housing finance system in the country to its advantage, it is necessary so to do, hereby in exercise of the powers conferred on it by sections 30A and 31 of the National Housing Bank Act, 1987 (53 of 1987 ) and all the powers enabling it in this behalf, directs that the Housing Finance Companies ( NHB) Directions , 2001 shall with immediate effect , be further emended in the following manner, namely:--

In paragraph 26 , under explanation ( 3 ), of the Housing Finance Companies (NHB ) Directions , 2001 for item ( d) ( i) , the following shall be substituted , viz .

"( i) Fund based and non - fund based exposures to commercial real estate (office buildings , retail space , multi -purpose commercial premises , multi- family residential buildings , multi - tenanted commercial premises , industrial or warehouse 100 space, hotels , land acquisition , development and construction , etc. ) . "

... at "Sir , 1 present to you candidates of Degree/ Diploma in.............at the Headquarters and Regional Centres including ..... candidates in absentia, whose names are given in the list , who have successfully completed the programme and have been found qualified for the award of the Degree/ Diploma in ............. I request that Degree/Diploma be awarded to them . "

The candidates receiving the Degrees /Diplomas shall stand while they are being presented and remain standing until the Director completes the presentation pertaining to the School . This procedure will continue for all the Schools .

16. When the presentations from all the Schools are ever, all the candidates will stand up and the Vice- Chancellor will admit the candidates to the Degrees/ Diplomas in the following words..............
