सं. 5/17/2007- चमड़ा चमड़ा क्षेत्र अपने भारी समग्र उत्पादन, निर्यात आय और रोजगार संभाव्यता की दृष्टि से भारतीय अर्थव्यवस्था में एक महत्वपूर्ण भूमिका निभाता है । चमड़ा क्षेत्र में 2.5 मिलियन लोग नियोजित हैं जिनमें से अधिकांश समाज के कमजोर वर्गों से तथा लगभग 30 प्रतिशत महिलाएं हैं । इस क्षेत्र का ग्रामीण अर्थव्यवस्था में तथा सामाजिक समानता पर कार्य सृजन के लिए बहुत सशक्त प्रभाव/संबंध है । इस क्षेत्र में लघु और, मध्यम उपक्रमों का बाहुल्य है ।
2. कच्चे माल का आधार बढ़ाने; क्षमता में वृद्धि करने; पर्यावरण संबंधी चिंताओं का पता लगाने ; मानव संसाधन विकास; निवेश को आकर्षित करने तथा भारतीय चमड़े के वैश्विक विपणन के उद्देश्य से केंद्र सरकार ने 11वीं पंचवर्षीय योजना में भारतीय चमड़ा विकास कार्यक्रम ( आईएलडीपी ) केअन्तर्गत विभिन्न उप स्कीमों को क्रियान्वित करने के लिएं 937.52 करोड़ रुपये के परिव्यय को अनुमोदित किया है, जिसके घटक निम्न प्रकार हैं: -- घटक

3. आईएलडीपी के अन्तर्गत उप स्कीमों को प्रभावी क्रियान्वयन सुनिश्चित करनेके लिए एक संचालन समिति गठित करने का निर्णय लिया गया है । संचालित समिति के विचारार्थ विषय निम्न प्रकार होंगे:
(i ) भारतीय चमड़े का एकीकृत विकास ( आईडीएलएस ) उप स्कीम के तहत प्रभावी मूल्यांकन सुनिश्चित करना , प्रक्रियाओं का निर्धारण , आधुनिकीकरण कार्यक्रम के लिए अपेक्षित मानक संयंत्र तथा मशीनरी के लिए मानक मूल्यों का निर्णय करना , सरकार से वित्तीय सहायता की स्वीकृति प्राप्त करना, तथा सरकार से प्राप्त वित्तीय सहायता का औद्योगिक इकाइयों को वितरण एवं मानीटर करने के लिए अनुवर्ती कार्रवाई करना ।
(ii ) भारतीय चमड़ा विकास कार्यक्रम की उप- स्कीमों के तहत 15 करोड़ रुपये से अधिक के प्रस्तावों का अनुमोदन करना । (iii) भारतीय चमड़ा विकास कार्यक्रम के अन्तर्गत संचालन समिति द्वारा स्वीकृत परियोजनाओं के कार्यान्वयन को मानीटर करना । 4. संचालन समिति की संरचना निम्न प्रकार होगी :--

आदेश किया जाता है कि संकल्प की एक- एक प्रति अंतर्मन्त्रालयी समिति के चेयरमैन , सदस्य, विशेष आमंत्रितों तथा संयोजक को प्रेषित की जाए ।

संकल्प
सं. 2-24/93- पॉलिसी नॉर्म्स-शिक्षा के क्षेत्र में केन्द्र और राज्य सरकारों को सलाह देने के लिए उच्चतम सलाहकार संस्था, केन्द्रीय शिक्षा सलाहकार बोर्ड ( केब ) की स्थापना सर्वप्रथम 1920 में की गई थी तथा मितव्ययिता के उपाय के रूप में 1923 में इसे भंग कर दिया गया । 1935 में इसे पुनर्जीवित किया गया तथा 1994 तक यह अस्तित्व में रहा । इस तथ्य के बावजूद कि विगत में केब की सलाह पर महत्वपूर्ण निर्णय लिए गए तथा शैक्षिक एवं सांस्कृतिक विकास से जुड़े मुद्दों पर विस्तृत विचार-विमर्श एवं जांच के लिए इसने एक मंच प्रदान किया, इसके कार्यकाल जो 5 जुलाई, 2007 को पूर्ण हो चुका है की समाप्ति के बाद इसका पुनर्गठन अपेक्षित है । देश में हो रहे महत्वपूर्ण सामाजिक-आर्थिक और सामाजिक-सांस्कृक्तिक विकास के मद्देनजर तथा राष्ट्रीय शिक्षा नीति की समीक्षा को ध्यान में रखते हुए भी वर्तमान समय में केब को विशेषरूप से महत्वपूर्ण भूमिका निभानी है । इसलिए यह महत्वपूर्ण बात है कि केन्द्र एवं राज्य सरकारों, शिक्षाविदों तथा सभी विषय क्षेत्रों का प्रतिनिधित्व करने वाले लोगों को आपसी बातचीत में बढ़ोत्तरी करनी चाहिए तथा शिक्षा संबंधी निर्णय लेने के लिए सहभागितापूर्ण प्रक्रिया विकसित करनी चाहिए जो हमारे शासन तंत्र के संघीय ढांचे का संवर्धन करता है ।
2. तदनुसार भारत सरकार ने अनुबंध के मुताबिक केब को पुनर्गठित करने का निर्णय लिया है ।.
3. केब के कार्य निम्नलिखित होंगे :
(क) समय - समय पर शिक्षा की प्रगति की समीक्षा करना,
(ख) केन्द्र एवं राज्य सरकारों तथा अन्य संबंधित एजेंसियों द्वारा लागू की गई शिक्षा नीति की मात्रा एवं ढंग का मूल्यांकन करना और इस मामले में उपयुक्त सलाह देना, सं. के -12012/5/ 16/2008- पीएण्डआर/1795--पुनर्गठित अखिल भारतीय हस्तशिल्प बोर्ड की अवधिको संकल्प सं. के-12012/5 / 16/2006 - पी एण्ड , आर, दिनांक 6 अक्तूबर, 2008 द्वारा अगले 2 वर्षों के लिए अथवा आगामी आदेशों तक, जो भी पहले ही, बढ़ाया गया था । भारत सरकार ने अब श्री संजय गुप्ता, ए-2 , शास्त्री नगर, मेरठ-250005 , उत्तर प्रदेश को अखिल भारतीय हस्तशिल्प बोर्ड के गैर सरकारी सदस्य के रूप में शामिल करने का निर्णय लिया है जबकि संकल्प दिनांक 6 अक्तूबर, 2008, संकल्प दिनांक 7 अक्तूबर, 2008 , 22 अक्तूबर 2008 , 24 अक्तूबर, 2008, 29 अक्तूबर, 2008 , 6 नवम्बर, 2008, 12 नवम्बर, 2008 एवं 26 नवम्बर, 2008 तथा 18 दिसम्बर, 2008 के द्वारा वर्धित समयावधि में मौजूदा अखिल भारतीय हस्तशिल्प बोर्ड के सभी सरकारी एवं गैर - सरकारी सदस्य यथावत बने रहेंगे।
( ग ) शिक्षा नीति के अनुरूप शैक्षिक विकास के लिए केन्द्र एवं राज्य सरकारों/संघ राज्य क्षेत्र प्रशासनों, राज्य सरकारों एवं गैर सरकारी एजेंसियों के बीच समन्वय के संबंध में सलाह देना, और
अखिल भारतीय हस्तशिल्प बोर्ड के गैर सरकारी सदस्य के रूप में श्री संजय गुप्ता को शामिल करते हुए पुनर्गठित अखिल भारतीय हस्तशिल्प बोर्ड में अध्यक्ष, सदस्य सचिव सहित 24 सरकारी सदस्यों तथा 73 गैर सरकारी सदस्यों को शामिल करते हुए बोर्ड की वर्तमान संख्या 98 सदस्य हो जाएगी ।
(घ ) किसी भी शैक्षिक प्रश्न पर स्वतः या केन्द्र सरकार अथवा किसी राज्य सरकार अथवा संघ राज्य क्षेत्र प्रशासन द्वारा मांगे जाने पर सलाह देना ।
तथापि, दिनांक 8 सितम्बर, 2006 के संकल्प में दर्ज अन्य सभी निबंधन एवं शर्तें वही रहेंगी तथा उनमें कोई परिवर्तन नहीं होगा ।

आदेश दिया जाता है कि इस संकल्प की एक प्रति सभी संबंधितों को प्रेषित की जाए तथा इसे भारत के राजपत्र में प्रकाशित किया जाए ।

4. इन कर्तव्यों के निर्वहन के लिए बोर्ड ( i ) किसी भी सरकारी संस्था, किसी अन्य संगठन या व्यक्ति से सूचना एवं टिप्पणी की मांग कर सकता है; ( ii ) आवश्यकतानुसार अपने सदस्यों और/या अन्यों को शामिल करते हुए समिति या समूह गठित कर सकता है , और ( iii ) सरकार या किसी अन्य एजेंसी के माध्यम से ऐसे किसी भी मुद्दे पर अध्ययन अनुसंधान या रिपोर्ट अधिष्ठापित कर सकता है जिस पर बोर्ड या इसकी समिति अथवा समूह द्वारा ध्यान दिया जाना हो ।

5. ( क) कार्यकाल इस अधिसूचना की तारीख से केब का कार्यकाल तीन वर्ष का होगा ।
आकस्मिक रिक्तियां ( i ) पदेन सदस्यों से भिन्न सदस्यों (ख )
के बीच सभी आकस्मिक रिक्तियों को उस प्राधिकारी या संस्था द्वारा भरा जाएगा जिसने उस सदस्य को मनोनीत किया होगा अथवा चुना होगा जिसका पद रिक्त होगा । ( ii ) आकस्मिकरिक्ति पर मनोनीत या चयनित व्यक्ति बोर्ड का उस शेष अवधि के लिए सदस्य होगा जिस अवधि के लिए वह व्यक्ति सदस्य रहता है , जिसके स्थान पर उसे चुना गया है ।

5. चयनित सदस्य
(ग) बैठक : बोर्ड की वर्ष में कम से कम एक बार बैठक होगी तथा बोर्ड की दो क्रमिक बैठकों में दो वर्ष से अधिक का अंतर नहीं होगा ।
कार्यसूची : ( i ) कार्यसूची, व्याख्यात्मक ज्ञापन और (i ) लोक सभा से चार संसद सदस्य
( ii ) राज्य सभा से दो संसद सदस्य
6. पदेन सदस्य
(घ )
कार्यवाही/कार्यवृत्त का रिकार्ड मानव संसाधन विकास मंत्रालय ( उच्चतर शिक्षा विभाग ) , भारत सरकार द्वारा तैयार एवं परिचालित किया जाएगा । ( ii ) कार्यसूची एवं व्याख्यात्मक ज्ञापन सामान्यतया सभी सदस्यों को बोर्ड की बैठक से कम से कम 10 दिन पहले परिचालित किए जाएंगे । (ङ) कोरम : बोर्ड की बैठक का कोरम इसकी कुल सदस्यता का 2/3 होगा ।
(च) कार्यविधि: जिन मामलों का ऊपर प्रावधान नहीं है उनके मामले में बोर्ड अपनी स्वयं की कार्यविधि अपनाएगा। (छ) सामान्य : सिर्फ प्रक्रियागत खामी या किसी भी श्रेणी के अंतर्गत पद रिक्ति के कारण बोर्ड की कोई भी कार्यवाही अवैध नहींहोगी ।

No. 5/17/2007 - Leather-Leather Sector plays an important role in Indian economy, in view of its substantial overall output , export earnings and employment potential . The Leather Sector employs 2.5 million people with majority from weaker sections of the society and about 30 % women. The sector has very strong impact/ linkage to job creation in rural economy and on social equity. The sector is dominated by small and medium enterprises .
2. The Central Government has approved an outlay of Rs . 937.52 crores for the 11th Five Year Plan towards implementation of various sub - schemes under Indian Leather Development Programme ( ILDP ) aiming at augmenting raw material base ; enhance capacity; address environmental concerns; human resource development; attract investment and global marketing of Indian Leather. The details of the sub - schemes under ILDP approved by the Central Government are as under :-

3. In order to ensure effective implementation of the sub- schemes under ILDP, it has been decided to constitute a Steering Committee . The Terms of Reference of the Steering Committee will be as under :-
(i) Ensure effective implementation , lay down procedures, decide normative prices for standard plant and machineries required for the modernization programme , accord sanction of financial assistance from Government , and monitor and follow up disbursal of fiancial assistance from Government to the industrial 3-421 G1/ 2008

It is a matter of importance therefore , that the Central and State Governments , and educationists and people representing all. interests , should increase their interaction and evolve a participative process of decision making in education , which enhances the federal structure of our polity.
RESOLUTION
2. The Government of India has accordingly decided to reconstitute CABE as per the annexure .
3. The functions of CABE would be:
(a) to review the progress of education from time to time;
(b) to appraise the extent and manner in which the education policy has been implemented by the Central and State Governments , and other concerned agencies , and to give appropriate advice in the matter;
No. K - 12012 / 5 / 16/2008 -P & R/ 1195- The term of the reconstituted All India Handicrafts Board (AIHB ) was extended for a period of two years , or till further orders , whichever is earlier , vide Resolution No. K- 12012/ 5/ 16/ 2006- P&R dated 6th October, 2008. The Government of India has now decided to induct Shri Sanjay Gupta, A- 2, Shastri Nagar , Meerut- 250 005 , Uttar Pradesh as Non Official Member of the AIHB , while retaining all officials and non official members of the existing AIHB extended term vide Resolution dated 6th October 2008 , Resolutions dated 7th October 2008, 22nd October 2008 , 24th October 2008 , 29th October 2008 , 6thNovember 2008 , 12th November 2008 , 26th November 2008 & 18th December 2008 .
(c) to advise regarding coordination between the Central and State Governments / UT Adminstrations , State Governments and non -governmental agencies for educational development in accordance with the education policy ; and
With the above inclusion of Shri Sanjay Gupta as Non Official Member of the AIHB , the present strength of the Board shall be 98 Members , comprising of Chairman , 24 Official members , including Member Secretary and 73 Non- Official members , in the reconstituted All India Handicrafts Board.
(d) to advise ; suo- moto , or on a reference made to it by the Central Government or any State Government or a union Territory Adminstration on any educational question .
All other terms and conditions recorded in the Resolution dated 08th September 2006 will , however, remain same and unchanged.

Since important decisions had been taken on the advice of CABE and it had provided a forum for widespread consultation and examination of issues relating to educational and cultural development , it requires to be reconstituted after the expiry of its tenure which had ended on 5th July, 2007.
