संकल्प
सं. 1 , सं. 10 ( 02 ) / आई/रक्षा ( पुनर्वास )/2007--
1. भारत सरकार ने भूतपूर्व सैनिक कल्याण विभाग के सृजन की अधिसूचना दी थी जो भारत के राजपत्र , असाधारण , के भाग- II , खंड 3 , उपखंड ( ii) में प्रकाशित की गई थी । भूतपूर्व सैनिक कल्याण विभाग को कार्य आबंटन नियमावली , 1961 के तहत् निम्नलिखित कार्यों का आबंटन किया गया था: --
1. भूतपूर्व सैनिकों तथा उनके आश्रितों के पुनर्वास तथा कल्याण के सभी पहलू जिनमें राज्य सरकारों के साथ सम्पर्क शामिल है ;
2. भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजना;

[भाग -खण्ड 3 3. पुनर्वास महानिदेशालय तथा केन्द्रीय सैनिक बोर्ड से संबंधित मामले;
4. निम्न का प्रशासन : --
(i) सेना पेंशन विनियमावली , 1961 ( भाग I तथा II ) ;
(ii ) वायुसेना पेंशन विनियमावली , 1961 ( भाग I तथा II ) ;
( iii) नौसेना ( पेंशन ) विनियमावली, 1964 तथा
( iv ) सशस्त्र सेना के कार्मिकों के लिए हताहत पेंशन - संबंधी लाभ हेतु पात्रता नियमावली, 1982 2. भारत सरकार के अंतर्गत भूतपूर्व सैनिक कल्याण विभाग के सृजन के बाद अब पुनर्वास महानिदेशालय , केन्द्रीय सैनिक बोर्ड तथा भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजना जैसे संगठनों को इस नये विभाग के अधीन कर दिया गया है । इसके तहत् यह स्पष्ट किया जाता है कि रक्षा मंत्रालय में सरकार का अंग होने के नाते पुनर्वास महानिदेशालय की प्रक्रिया से संबंधित पूर्व के कार्यकारी अनुदेशों को समाप्त माना जाए ।
3. एतद्द्वारा यह संकल्प लिया जाता है कि भारत सरकार ने पुनर्वास महानिदेशालय , केन्द्रीय सैनिक बोर्ड तथा भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजना संगठनों को भूतपूर्व सैनिक कल्याण विभाग के प्रशासनिक नियंत्रण में लेने का निर्णय लिया है तथा इन्हें भूतपूर्व सैनिक कल्याण विभाग के सम्बद्ध कार्यालय नामित किया जाएगा तथा इन तीनों संगठनों के सभी फील्ड कार्यालयों को अधीनस्थ कार्यालय माना जाएगा ।
आदेश
संकल्प को भारत के राजपत्र में प्रकाशित करने का आदेश दिया जाता है ।
संकल्प की एक - एक प्रति को निम्नलिखित को प्रेषित करने का आदेश दिया जाता है : --
1. सेना मुख्यालय
2. नौसेना मुख्यालय
3. वायुसेना मुख्यालय
4. पुनर्वास महानिदेशालय
5. केन्द्रीय सैनिक बोर्ड
6. भूतपूर्व सैनिक अंशदायी स्वास्थ्य योजना
7. भारत सरकार के सभी मंत्रालय/विभाग
8. राज्य सरकार/संघ शासित क्षेत्रों के प्रशासक
9. सभी अन्य संबंधित अधिकारी

RESOLUTION
No. 1 , No. 10(02 )/I/D ( Res .) /2007-
1. The Government of India, notified the creation of the Department ofEx - Servicemen Welfare which was published in Part II , Section 3 , Sub -section ( ii) of the Gazette of India , Extraordinary dated 22nd September, 2004. The Department ofEx- servicemen Welfare was allocated the following functions under the Allocation of Business Rules , 1961 :-
1. All aspects of re-settlement and welfare of ex - servicemen and their dependents , including liaison with State Governments;
2. Ex-Servicemen'sContributory Health Scheme ;
3. Matters relating to the Directorate General of Resettlement and Kendriya Sainik Board;
4. Administration of:
(i) The Pension Regulations of the Army, 1961 (Part I and II) .
(ii) The Pension Regulations for the Air Force , 1961 (Part I and II) ;
( iii) The Navy(Pension) Regulations , 1964 and
( iv) The Entitlement Rules to Casualty PensionaryAwards to theArmed Forces Personnel , 1982.
2.By the creation of Department of Ex- Servicemen Welfare under the Ministry of Defence , the Organisation i.e. Directorate General Resettlement (DGR) , Kendriya Sainik Board (KSB ) and Ex- Servicemen Contributory Health Scheme (ECHS) have now been placed under the new Department. It is thereby stated that the earlier executive instructions regarding the procedure for the DGR as an organ of the Government in the Ministry of Defence stand superseded .
3. It is hereby resolved that the Government of India has decided to place Organizations- Directorate General Resettlement ( DGR ) , Kendriya Sainik Board (KSB ) and Ex -Servicemen Contributory Health Scheme (ECHS) under the administrative control of Department of Ex-Servicemen Welfare and shall be designated as the attached offices of Department of Ex- Servicemen Welfare and all Field Offices ofthe 3 organizations would be treated as Subordinate Offices .
