संकल्प

सं. 6/6/2009 -ई एंड एमडीए सरकार के दिनांक 7 मार्च, 2006 के संकल्प सं. 6/5 /2003 - ई एंड एमडीए के क्रम में तथा राष्ट्रीय निर्यात बीमा लेखा ( एनईआईए ) स्कीम के अंतर्गत अल्पावधिक बीमा प्रदान करने और वित्त वर्ष 2008-09 एवं 2009-10 हेतु 350 करोड़ रु. तक एनईआईए निधियों के प्रयोग के मद्देनजर सरकार ने निर्यातकों को निम्नलिखित लाभ देकर राष्ट्रीय निर्यात बीमा लेखा के उद्देश्यों का दायरा बढ़ाने का निर्णय लिया है: ---

( i ) एमएसएमई के लिए ईसीजीसी कवर बढ़कर 95 % कर दिया जाए;

सं. के -12012/5 / 16/2008 -पीएण्डआर/ 1482--पुर्नगठित अखिल भारतीय हस्तशिल्प बोर्ड की अवधि को संकल्प सं. के-12012/5 /16/ 2006-पीएण्डआर, दिनांक 06 अक्तूबर 2008 द्वारा अगले 2 वर्षों के लिए अथवा आगामी आदेशों तक, जो भी पहले हो, बढ़ाया गया था । भारत सरकार ने अब श्रीमती अनिता मिश्रा, ए-47, दूसरी मंजिल, गुलमोहर पार्क, नई दिल्ली को अखिल भारतीय हस्तशिल्प बोर्ड के गैर सरकारी सदस्य के रूप में शामिल करने का निर्णय लिया है जबकि संकल्प दिनांक 6 अक्तूबर, 2008 संकल्प दिनांक 7 अक्तूबर , 2008, 22 अक्तूबर, 2008 , 24 अक्तूबर, 2008, 29 अक्तूबर, 2008 , 6 नवम्बर, 2008 , 12 नवम्बर, 2008, 26 नवम्बर, 2008 , 18 दिसम्बर , 2008, 29 दिसम्बर , 2008 , 13 जनवरी, 2009, 3 फरवरी , 2009 एवं 9 फरवरी 2009 के द्वारा वर्धित समयावधि में मौजूदा अखिल भारतीय हस्तशिल्प बोर्ड के सभी सरकारी एवं गैर- सरकारी सदस्य यथावत बने रहेंगे ।

( ii ) एमएसएमई के लिए बाजारों से संबंधित क्षेत्रों पर कोई प्रतिबंध नहीं होगा जबकि गैर- एमएसएमई के लिए सहायता वस्त्र ( हस्तशिल्प एवं हथकरघा सहित ) , रत्न एवं आभूषण, चर्म, इंजीनियरी उत्पादों, कालीनों, परियोजना सामानों, ऑटो संघटकों और रसायनों तक सीमित होगी ।

अखिल भारतीय हस्तशिल्प बोर्ड के गैर सरकारी सदस्य के रूप में श्रीमती अनिता मिश्रा को शामिल करते हुए पुर्नगठित अखिल भारतीय हस्तशिल्प बोर्ड में अध्यक्ष , सदस्य सचिव सहित 24 सरकारी सदस्यों तथा 78 गैर सरकारी सदस्यों को शामिल करते हुए बोर्ड की वर्तमान संख्या 103 सदस्य हो जाएगी ।

( iii ) यह स्कीम दिनांक 30.06.2009 तक उपलब्ध होगी और तत्पश्चात इसकी समीक्षा की जाएगी । दिनांक 30.06.2009 तक स्वीकृत सभी पॉलिसियों के लिए दावों पर कार्यवाही वर्ष 2009-10 और 2010-2011 में की जा सकती है ।

तथापि, 8 सितम्बर, 2006 के संकल्प में दर्ज अन्य सभी निबंधन एवं शर्तें वही रहेंगी तथा उनके कोई परिवर्तन नहीं होगा ।

आदेश

( iv ) बैंकों के लिए बीमा जोखिम कवर में 75% से 85% की वृद्धि केवल एमएसएमई निर्यातकों तक ही सीमित होगी ।

आदेश दिया जाता है कि इस संकल्प की एक प्रति सभी संबंधितों को प्रेषित की जाए तथा इसे भारत के राजपत्र में प्रकाशित किया जाए ।

भारत सरकार ने अंब श्रीमती मुखतारनिस बेगम, मकान नं. 18, " स्टारविव " बाजार, मैसूर -570021 , कर्नाटक एवं श्री बाबूलाल चौधरी , एडवोकेट " अंजना कुंज " मेन बाजार रानीवार्ड, जिला जालोर, राजस्थान-343040 को अखिल भारतीय हस्तशिल्प बोर्ड के गैर सरकारी सदस्य के रूप में शामिल करने का निर्णय लिया है जबकि संकल्प दिनांक 6 अक्तूबर , 2008 संकल्प दिनांक 7 अक्तूबर, 2008 , 22 अक्तूबर, 2008 , 24 अक्तूबर, 2008, 29 अक्तूबर, 2008 ,6 नवम्बर, 2008 ,12 नवम्बर, 2008, 26 नवम्बर , 2008, 18. दिसम्बर, 2008 , 29 दिसम्बर, 2008 , 13 जनवरी, 2009 , 3 फरवरी , 2009 , 9 फरवरी , 2009 एवं 17 फरवरी 2009 के द्वारा वर्धित समयावधि में मौजूदा अखिल भारतीय हस्तशिल्प बोर्ड के सभी सरकारी एवं गैर- सरकारी सदस्य यथावत बने रहेंगे ।

सं. 5 ( 3 )/2004-डी- I (.) इस्पात मंत्रालय के दिनांक 24.3.2006, 24.8.2007 और 12.9.2008 के समसंख्यक संकल्प के क्रम में इस्पात मंत्रालय के दिनांक 24 मार्च, 2006 के समसंख्यक संकल्प के पैरा 7 के तहत श्री परमजीत सिंह, निवासी कोठी नं. 21 , न्यूगोल्डन एवेन्यू, पंज पीर, अमृतसर, पंजाब को पंजाब से इस्पात मंत्रालय की इस्पात उपभोक्ता परिषद के सदस्य के रूप में एतद्वारा नामित किया जाता है ।

आदेश

अखिल भारतीय हस्तशिल्प बोर्ड के गैर सरकारी सदस्य के रूप में श्रीमती मुखतारनिस बेगम एवं श्री बाबूलाल चौधरी को शामिल करते हुए पुर्नगठित अखिल भारतीय हस्तशिल्प बोर्ड में अध्यक्ष , सदस्य सचिव सहित 24 सरकारी सदस्यों तथा 80 गैर सरकारी सदस्यों को शामिल करते हुए बोर्ड की वर्तमान संख्या 105 सदस्य हो जाएगी।

सं. 5 (3 ) /2004/डी- I ( . ) इस्पात मंत्रालय के दिनांक 24.3.2006, 24.08.2007 और 12.9.2008 के समसंख्यक संकल्प के क्रम में इस्पात मंत्रालय के दिनांक 24 मार्च , 2006 के समसंख्यक संकल्प के पैरा 7 के तहत नीचे कॉलम ( 3 ) में दर्शाए गए सदस्यों के स्थान पर निम्नलिखित व्यक्तियों को इस्पात मंत्रालय की इस्पात उपभोक्ता परिषद में उनके नाम के सामने दर्शाए गए राज्यों का प्रतिनिधित्व करने के लिए सदस्य के रूप में एतद्वारा नामित किया जाता है :--

सं. 12019/7/2005 - एफपीपी यूरिया इकाइयों के लिए नई मूल्य-निर्धारण योजना का प्रशासन और प्रचालन करने के लिए उर्वरक उद्योग समन्वय समिति का रसायन और उर्वरक मंत्रालय के दिनांक 13.3.2003 के संकल्प सं. 12019/5/98- एफपीपी द्वारा पुनर्गठन किया गया था । दिनांक 30.11.2008 को उद्योग सदस्य के रूप में एनएफएल से श्री जी. एस. मांगट की सेवा निवृत्ति से उत्पन्न रिक्ति के परिणामस्वरूप राष्ट्रीय केमिकल्स एंड फर्टिलाइजर्स लिमिटेड ( आरसीएफ ) के अध्यक्ष एवं प्रबंध निदेशक श्री यू. एस. झा को उर्वरक उद्योग समन्वय समिति ( एफआइसीसी ) में सदस्य के रूप में नियुक्त करने का निर्णय लिया गया है ।

क्रम संख्या नामित सदस्यों का नाम तथा पता उन सदस्यों का नाम तथा पता जिनकी सदस्यता समाप्त की गई है ।

2. एफआईसीसी में उद्योग सदस्य के रूप में श्री यू. एस . झा, अध्यक्ष एवं प्रबंध निदेशक, आरसीएफ की नियुक्ति संकल्प के जारी होने की तारीख से दो वर्ष की अवधि के लिए या अगला आदेश होने तक , जो भी पहले हो , प्रभावी होगी ।

(iv) प्राचीन भाषा और साहित्य , आधुनिक साहित्य से पृथक हो, प्राचीन भाषा और इसके बाद के स्वरूपों या इससे उत्पन्न होने वाली भाषाओं के बीच अंतर भी हो । सं. 2-16/2004-अकादमी- भारत सरकार ने दिनांक 29 अक्तूबर, 2004 की समसंख्यक अधिसूचना के शुद्धि- पत्र के साथ पठित दिनांक 12अक्तूबर, 2004 की अधिसूचना संख्या IV -14014/7/2004-एनआई-II और दिनांक 25 नवम्बर, 2005 की समसंख्यक अधिसूचना के जरिए ' श्रेण्य भाषा ' के रूप में भाषाओं की नई श्रेणी सृजित की है और किसी ' श्रेण्य भाषा ' के रूप में वर्गीकरण के लिए भाषाओं की पात्रता पर विचार किए जाने हेतु निम्नलिखित मानदंड निर्धारित किए हैं : --

2. यह एतद्वारा अधिसूचित किया जाता है कि ' तेलुगु भाषा' और ' कन्नड़ भाषा ' उक्त मानदंडों को पूरा करती हैं और इसलिए इन्हें ' श्रेण्य भाषा ' के रूप में वर्गीकृत किया जाएगा ।

(i) आदि पाठों/अभिलेखित इतिहास का 1500-2000 वर्षों से अधिक प्राचीन होना ।

3. यह अधिसूचना माननीय मद्रास उच्च न्यायालय में 2008 की रिट याचिका सं. 18810 के निर्णय के अध्यधीन है ।

India has now decided to induct Smt . Anita Mishra, A-47 , Second Floor, Gulmohar Park , New Delhi as Non Official Member of the AIHB , while retaining all officials and non official members of the existing AIHB extended term vide Resolutions dated 6th October 2008 , dated 7th October 2008 , 22nd October 2008 , 24th October 2008 , 29th October 2008 , 6thNovember 2008 , 12th November 2008 , 22nd November 2008, 18th December 2008 , 29th December 2008 , 13th January 2009, 3rd February 2009 & 9th February 2009 .

No. 6/6/2009-E& MDA-In continuation of the Government Resolution No. 6 /5 /2003 - E& MDA dated the 7th March , 2006 and with a view to also provide for short term cover under National Export Insurance Account (NEIA) Scheme and use of NEIA funds upto Rs. 350 crores for the financial year 2008-09 and 2009-10 , the Government have decided to expand the objectives of National Export Insurance Account, allowing the following benefits to the exporters :-

With the above inclusion of Smt . Anita Mishra as Non- Official Member of the AIHB , the present strength of the Board shallbe 103 Members , comprising of Chairman , 24 Official Members , including Member Secretary and 78 Non-Official Members , in the reconstituted All India Handicrafts Board.

( i ) The ECGC cover for MSMEs may be enhanced to 95%.

All other terms and conditions recorded in the Resolution dated 8th September, 2006 will, however, remain the same andunchanged.

( ii) For MSMEs there would be no restriction on sectors on markets while for non - MSMEs the support would be limited to textiles ( including handicarafts and handlooms) , gems and jeweller , leather, engineering products , carpets , project goods , auto components and chemicals .

Consequent to vacancy arising from retirement of Shri G. S. Mangat , from NFL as Industry Member on 30-11-2008 it has been decided to appoint Shri U. S. Jha, Chairman and Managing Director, Rashtriya Chemicals & Fertilizers Limited ( RCF) as member in the Fertilizer Industry Coordination Committee ( FICC) .

( i) High antiquity of its early texts/recorded history over a period of 1500-2000 years .

2. It is hereby notified that the 'Telugu Language' and the ' Kannada Language' satisfy the above criteria and will henceforth be classified as ' Classical Languages' .

(iii) The literary tradition be original and not borrowed from another speech community.

3. This Notification is subject to the decision in Writ Petition No. 18810 of 2008 in the High Court of Judicature atMadras.

( iv) The classical language and literature being distrinct from modern, there may also be a discontinuity between the classical language and its later forms or its offshoots .
