समितिके कार्य
इस समिति का कार्य भारत के संविधान में राजभाषा संबंधी प्रावधानों, राजभाषा अधिनियम और नियम के उपबंधों , केन्द्रीय हिंदी समिति के निर्णयों तथा गृह मंत्रालय (राजभाषा विभाग ) द्वारा जारी निदेशों के कार्यान्वयन और मंत्रालय के कामकाज में हिंदी के प्रगामी प्रयोग को बढ़ाने के बारे में सलाह देना होगा ।
कार्यकाल
1 . समिति का कार्यकाल 19 अप्रैल, 2009 तक होगा !
2. समिति के कार्यकाल के दौरान, यदि किसी व्यक्ति को संमिति का सदस्य नामित किया जाता है , तो वह समिति के कार्यकाल की शेष अवधि के लिए ही सदस्य होगा ।
3. विशेष परिस्थितियों में मंत्रालय द्वारा समिति का कार्यकाल कम या ज्यादा किया जा सकता है ।
4. जो संसद सदस्य समिति के सदस्य हैं , वे संसद सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे ।
5. समितिके पदेन सदस्य अपने पद पर कार्य करते रहने पर समिति के सदस्य होंगे ।
यात्रा भत्ता एवं अन्य भत्ते
समिति की बैठकों में भाग लेने के लिए गैर- सरकारी सदस्यों को राजभाषा विभाग के दिनांक 22 जनवरी , 1987 के कार्यालय ज्ञापन सं ० 11 /20034/4/86- रा.भा. (क -2) में निहित निदेशों के अनुरूप और भारत सरकार द्वारा समय - समय पर यथा संशोधित निर्धारित दरों एवं नियमों के अनुसार यात्रा- भत्ता और दैनिक भत्ता दिया जाएगा ।

आदेश
आदेश दिया जाता है कि संकल्प की प्रति राष्ट्रपति सचिवालय , उप राष्ट्रपति सचिवालय, प्रधानमंत्री कार्यालय , मंत्रिमंडल सचिवालय , लोक सभा सचिवालय , राज्य सभा सचिवालय , योजना आयोग , भारत के नियंत्रक एवं महा लेखा परीक्षक, महा लेखाकार, केन्द्रीय राजस्व और भारत सरकार के सभी मंत्रालयों तथा विभागों , सभी राज्य सरकारों और संघ शासित प्रशासनों आदि को भेजा जाए।
यह भी आदेश दिया जाता है कि संकल्प को सर्वसाधारण की जानकारी के लिए भारत सरकार के राजपत्र में प्रकाशित किया जाए ।

संकल्प
सं. एफ. 7-3/2008यू. 3 ( पी.टी. ) --
अधकि अधिक स्वायत्तता प्रदान करने के लिए दिनांक 01.04.1997 से भारतीय दर्शनशास्त्र अनुसंधान परिषद (आई.सी.पी.आर.) से भारतीय विज्ञान , दर्शनशास्त्र और संस्कृति के इतिहास (पी.एच.आई. एस.पी.सी) की परियोजना को वापस लेने का निर्णय लिया गया था और स्थाई वित्त समिति ( एस.एफ.सी. ) (सस्कार द्वारा वित्त पोषित किसी स्कीम/परियोजना के लिए मूल्यांकन फोरम) की दिनांक 16 दिसम्बर, 1997 को आयोजित की गई बैठक में निम्नलिखित निर्णय लिए गए थे : -
शिक्षा विभाग संबंधित परियोजना की कार्य-योजना के अनुसार सीधे पी.एच.आई.एस.पी.सी. को वित्तीय सहायता प्रदान करेगा जिसे परियोजना के अलग खाते में रखा जाएगा । परियोजना की कुल सहायता 10.00 करोड़ रूपए से अधिक नहीं होगी तथा 9 वीं योजना के अंत में इसकी समीक्षा की जाएगी;
भारत के नियंत्रक और महालेखा परीक्षक लेखा परीक्षा करेंगे। इस संबंध में मानव संसाधन विकास मंत्रालय के माध्यम से वित्त मंत्रालय को अनुरोध किया जाएगा;
बिक्री/राजस्व प्राप्तियों को उसी खाते में जमा किया जाएगा जिसमें सहायता अनुदान जमा किया जाएगा और अनुदान जारी करते समय इन्हें ध्यान में रखा जाएगा;
परियोजना से संबंधित वित्त समिति का गठन किया जाएगा और वित्त सलाहकार (मानव संसाधन विकास) इसमें सरकार का प्रतिनिधित्व करेंगे;
पुस्तकालयों , कार्यालय , कार्यालय-उपस्कर, फर्नीचर इत्यादि जैसी बुनियादी सुविधाओं का दोहराव नहीं किया जाएगा और परियोजना के तहत उन्हीं पुस्तकों/पत्र- पत्रिकाओं को खरीदा जाएगा जिन्हें वरिष्ठ विद्याविद अपनी आयु और वरिष्ठता के कारण परामर्श के लिए पूर्णतः अनिवार्य समझेंगे;
यह परियोजना वित्त वर्ष 2003-04 के दौरान पूरी की जाएगी;
कर्मचारी आवश्यकता को कम से कम स्तर पर रखा जाएगा और वर्ष 2004 में परियोजना पूरी होने के बाद वे सरकार से रोजगार के लिए दावा नहीं करेंगे । " भाग I-खण्ड 1 ]

और जबकि व्यय वित्त समिति ( ई.एफ.सी. ) ( सरकार द्वारा वित्त पोषित किसी स्कीम/परियोजना के लिए मूल्यांकन फोरम ) ने दिनांक 10 जुलाई , 2001 को आयोजित की गई अपनी बैठक में भारतीय विज्ञान , दर्शनशात्र और संस्कृति के इतिहास ( पी.एच.आई.एस.पी.सी. ) की परियोजना की अवधि को निम्नलिखित शर्तों के आधार पर 22.75 करोड़ रुपये के संशोधित अनुमान से अनुमोदित किया था:---
(i) पी.एच.आई.एस.पी.सी. अपने सभी प्रकाशनों में उपयुक्त रूप से केन्द्र सरकार की सहायता का ब्यौरा देगी। परियोजना पूरी होने पर पी.एच.आई.एस.पी.सी. द्वाङ्गा प्रकाशित मिश्र कए प्रकाशनों का कापीराइट भारतीय दर्शनशास्त्र अनुसंधान परिषद के मामे अले जाएगा/अंतरित किया जाएगा ताकि विधिक रूप से उनके भावी पुनः मुद्रण तथा परिचालन को सुनिश्चित किया जा सके ।
(ii) पी.एच.आई.एस.पी.सी. इस परियोजना की समग्र कार्य योजना को मंत्रालय को उपलब्ध कराएगी जिसमें मदवार लागत प्रक्षेपण सहित वार्षिक रूप से उपलब्धि के लिए संबंधित मांग का ब्यौरा प्रदान करेगी ।
(iii) भानव संसाधन विकास मंत्रालय द्वारा गठित वित्त समिति एक तिमाही में कम से कम एक बैठक आयोजित करेगी और पी.एच.आई.एस.पी.सी. मानव संसाधन विकास मंत्रालय को भौतिक प्रगति के साथ व्यय का तिमाही विवरण प्रस्तुत करेगी ।
(iv) इस परियोजना से संबंधित कोई नया पद सृजित नहीं किया जाएगा ।
(v) व्यय वित्त समिति द्वारा गुणवत्ता सुनिश्चय और व्यय प्रबंधन इत्यादि के संबंध में दिए गए सुझावों पर पी.एच.आई.एस.पी.सी. उपयुक्त रूप से विचार करे और इन्हें कार्यान्वित करे;
और जबकि विशेष लेखा परीक्षा दल ने पी.एच.आई.एस.पी.सी. की विशेष लेखा परीक्षा की थी और उसे परियोजना के अकादमिक निष्पादन से संबंधित निम्नलिखित कमियों के साथ- साथ विभिन्न अनियमितताओं का पता चला था:
(क) उपयुक्त औचित्य के बिना निर्धारित अवधि के बाद फैलो एडीटर्स को अवधि विस्तार देना (ख ) अपने क्षेत्रों-दर्शनशास्त्र , विज्ञान अथवा संस्कृति से बाहर अपने खण्डों के लिए विषय आवंटित करना
(ग) व्यय वित्त समिति के 80 खण्डों के अनुमोदन के बावजूद 90 खण्डों को प्रक्षेपित करना जिससे परियोजना को पूरी करने की अवधि को बढ़ाया गया
इसलिए अब पी.एच.आई.एस.पी.सी. की उपर्युक्त सिफारिशों और विशेष लेखा परीक्षा टिप्पणियों के मद्देनजर भारत सरकार ने सेन्टर फोर स्टडीज इन सिविलाइजेशन द्वारा भारतीय विज्ञान , दर्शनशास्त्र और संस्कृति अकादामिक/अनुसंधान लेखा परीक्षा करने के लिए एक सदस्यीय समिति गठित की है । 304

तदनुसार भारत सरकार ने भारतीय दर्शनशास्त्र अनुसंधान परिषद की पूर्व चेयरपर्सन , भारतीय उच्च अध्ययन संस्थान शिमला की पूर्व निदेशक और पूर्वोत्तर पर्वतीय परिषद की पूर्व कुलपति मृणाल मिरी को उपर्युक्त परियोजना की अकादमिक/अनुसंधान लेखा परीक्षा करने के लिए नियुक्त किया है ।
2. प्रोफेसर मृणाल मिरी इस अधिसूचना के जारी होने की तारीख से छह माह की अवधि के भीतर एक सदस्यीय समिति की रिपोर्ट भारत सरकार को प्रस्तुत करेगा । समीक्षा के विचारार्थ विषय इस प्रकार होंगे : -
i. परियोजना के अकादमिक मामले की समीक्षा और लेखा परीक्षा करना;
ii. परियोजना के अनुसंधान मामले की समीक्षा और लेखा परीक्षा करना;
परियोजना के प्रशासन और वित्तीय कार्यकरण की समीक्षा;
iv. खण्डो/पुस्तकों को प्रकाशित न करने /प्रकाशन को रोकने की जांच करवा;
V. उन . शिकायतों/मुद्दों जो परियोजना के कार्यकरण के बारे में लम्बित है, की जांच करना;
vi . यदि आवश्यकता हो तो समीक्षाधीन किसी मामले पर विख्यात दार्शनिकों से परामर्श करना; और
vii. ऐसे उपचारात्मक उपायों जो शेष अवधि (दिनांक 31.3.2019 तक) में इस परियोजना के कार्यकरण में सुधार करने के लिए आवश्यक है , के संबंध में सुझाव देना तथा सिफारिश करना ।
3. आईसीपीआर प्रो ० . मृणाल मिरी को टीए /डीएं सहित आईसीपीआर के अध्यक्ष के लिए लागू सभी सुविधाएं तथा रसद सहायता तब तक प्रदान करेगा जब तक कि वह अपने कार्यों को पूरा करते हैं ।
4. पीएचआईएसपीसी के अध्यक्ष तथा सभी अधिकारी समिति को आवश्यक रिकार्ड , दस्तावेज तथा सूचनाएं प्रदान करेंगे तथा लेखा परीक्षण एवं रिपोर्ट तैयार करते समय इसका पूर्ण सहयोग करेंगे ।

FUNCTIONS OF THE SAMITI
The Functions of the Samiti will be to render advice in regard to the implementation of the provisions relating to Official Language as contained in the Constitution of India, Official Languages Act and Rules and policy decisions of the Kendriya Hindi Samiti and direcives issued by the Ministry of Home Affairs (Department of Official Language) relatingto Official Language and also to advice this Ministry on the progressive use of Hindi .
TENURE
1 ) The term of the Members of the Samiti will be upto 19th April , 2009.
2) If during the tenure of the Samiti , any member is nominated , his tenure will be the remaining tenure of the Committee.
3) In special circumstances , the tenure of the Samiti can be curtailed or extended.
4) Members of Parliament , who are Members of this Samiti will cease to be the Members as soon as they cease to be Member of Parliament.
5) Ex- officio Members of the Samiti shall continue as Members only so long as they hold the office by virtue of which they are Members of the Samiti .
TRAVELLING AND OTHER ALLOWANCES
The Non- official Members will be paid travelling and daily allowances for attending the meetings of the Samiti as per the directives given in the Department of Official Language O.M. No. 11 /20034/4/86 -OL( A - 11 ) dated 22nd January , 1987 and as per the rules and rates fixed by the Govt . of India duly amended from time to time:

RESOLUTION
Whereas it was decided to delink the Project of History of Indian Science , Philosophy and Culture (PHISPC ) from the Indian Council of Philosophical Research ( ICPR) w.e.f. 1.4.1997 to provide it greater autonomy and in the Standing Finance Committee (SFC) (the appraisal forum for any scheme / project funded by the Government ) meeting held on December16 , 1997 , the following decisions were taken:
Department of Education would provide financial assistance according to the work planof the project direct to PHISPC , which would be kept in separate Account of the Project . Total assistance to the Project . would not exceed Rs.10.00 crore and would be reviewed at the end of the 9th Plan;
Auditwouldbe conducted by the Comptroller & Auditor General of India . For this request would be made to Ministry of Finance through Ministry of Human Resource Development;
Thesale/revenue proceeds would be credited to the same Account in which Grant- in-aid would be credited and would be taken into account at time of release of grant;
Finance Committee would be constituted in the Project and the FA ( HRD) would represent the Government;
There would be no duplication of infrastructure like libraries , office , office- equipment , furniture etc. and the Project would purchase books/joumals which wereconsidered absolutely essential for consultation by the senior academics due to their age and seniority;
The Project would be completed during the financial year 2003-04;
The staff requirement would be kept to the minimum and they would have no claim for employment by the Government on the completion of the Project in 2004.
And whereas the Expenditure Finance Committee ( EFC) ( the appraisal forum for arıy scheme / project fundedby the Government) , in its meeting held on 10th July 2001 , had approved the revised cost estimates of Rs.22.75 crores and expansion of Project of History of Indian Science , Philosophy & Culture ( PHISPC ) upto 31st March 2010 , subject to following conditions:

(i ) PHISPC will acknowledge Central Government assistance in all its publications in appropriate manner . The copyright of the publications brought out by PHISPC on completion of the Project would be transferred to/deposited with ICPR so that their future reprint and circulation could be officially ensured .
( ii ) PHISPC would make available an overall plan of action of the Project for approval of the Ministry giving therein details of what would be sought to be achieved annually along with itemized cost projections .
(iii ) The Finance Committee as constituted by Ministry of Human Resource Development would meet at least once a quarter and PHISPC would make available a quarterly statement of expenditure along with physical progress to Ministry of Human Resource Development .
(iv) No new posts will be created in the Project.
(v) The suggestions made for quality controls and expenditure management etc. by EFC may be duly considered and implementedby PHISPC;
And whereas a Special Audit Team conducted a Special Audit of PHISPC and found various irregularities , including the following relating to the academic performance of the Project:
(a) granting extension to Fellow editors beyond the stipulated period without proper justification
(b) allotting subjects for its volumes beyond its area - Philosophy, Science or Culture (c) projecting 90 volumes despite approval of the EFC for 80 volumes thereby stretching the available timeframe for completion of the project;
Now therefore in the light of the above SFC & EFC recommendations and the observations of the Special Audit , the Government of India has now constituted a One Man Committee for conducting an 'Academic / Research Audit' of the implementation of the Project of History of Indian Science , Philosophy & Culture by the Center for Studies in Civilizations .
Accordingly , Government of India hereby appoints Professor Mrinal Miri , former Chairperson , Indian Council of Philosophical Research ( ICPR) , former Director, Indian Institute of Advanced Study, Shimla and former Vice Chancellor, North East Hill University ( NEHU ) , to conduct an 'Academic / Research Audit ' of the said project .
2. Professor Mrinal Miri will submit the report of the One Man Committee to the Government of India within a period of six months from the date of the issue of this notification . The terms of reference of the Review will be as under:
1. Review and audit the Academic matter of the project;
II . Review and audit the Research matter of the project;
III . Review the administrative and financial functioning of the project ;
IV. Probe into non - publication /stoppage of volumes/ books;
V. Probe into complaints /issues which are pending about the functioning of the Project ;
VI . Consult eminent philosophers on any matter under review, if need be; and
VII . Makerecommendations and suggest remedial measures as are necessary to improve the functioning of the Project in the remaining period (till 31.3.2010) .

[PART I-SEC. 1 3. ICPR shall provide all the logistic support and the same facilities , including TA/DA , to Prof. Mrinal Miri , as are admissible to Chairperson, ICPR, till he completes the assignment.

Further to Ministry of Railways ( Railway Board) ' s Resolutions of even number dated 28-02-2007 & 12-03-2007 reconstituting the Passenger Secrvices Committee under the Chairmanship of Shri Parmeshwari Prasad Nirala , Ex- M.L.A . , Bihar , Ministry of Railways ( Railway Board ) have decided that the tenure of the aforesaid Committee should be extended for a further period of 2 years beyond 27-02-2009 or till further orders whichever is earlier, on the existing terms and conditions as contained in Board's Order of even number dated 28-02-2007.
2. Ministry of Railways ( Railway Board) have also decided to nominate Shri Harendra Singh , S/ o Late Shri Tipan Singh , Village & Post Office Kothian , District Saran , Bihar as Member in the existing composition of the Passenger Services Committee in place of Shri Rameshwar Prasad Gupta , earlier nominated as Member of the Committee .
