सं. एफ 9-3/2002- यू-3-- जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग की सलाह पर विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के तहत किसी उच्चतर शिक्षा संस्था को " सम विश्वविद्यालय " घोषित करने की शक्ति प्राप्त है ।
2. और जबकि विश्वविद्यालय अनुदान आयोग की सलाह पर सविता इंस्टीट्यूट ऑफ मेडिकल एंड टेक्नीकल साईंसेज, चैन्नई, तमिलनाडु जिसमें ( i ) सविता डेंटल कालेज एंड हास्पिटल, चैन्नई, ( ii ) सविता कालेज ऑफ नर्सिंग , चैन्नई तथा ( iii ) सविता कालेज ऑफ फिजियोथैरेपी , चैन्नई को इस मंत्रालय के दिनांक 18 मार्च, 2005 की समसंख्यक अधिसूचना के तहत उक्त अधिनियम के प्रयोजनार्थ ' सम विश्वविद्यालय संस्था ' घोषित किया जाता है ।
3. और जबकि सविता इंस्टीट्यूट ऑफ मेडिकल एण्ड टेक्नीकल साईंसेज ट्रस्ट, चैन्नई नामक सम- विश्वविद्यालय संस्था की प्रायोजक ट्रस्ट ने भारतीय चिकित्सा परिषद् के अनुमोदन तथा स्वास्थ्य एवं परिवार कल्याण मंत्रालय , भारत सरकार के दिनांक 23.6.2008 के पत्र संख्या एफ संख्या 12012/ 497/2007 - एमई ( पी- II ) के तहत् चैन्नई में थंडालम में एक नए मेडिकल कालेज (सविता मेडिकल कालेज ) की स्थापना की है ।
4. और जबकि सम- विश्वविद्यालय संस्था ने सविता मेडिकल कालेज , थंडालम को मौजूदा सम - विश्वविद्यालय संस्था की आनुषंगिक ईकाई के रूप में शामिल करने के लिए प्रस्ताव भेजा है ।
5. और जबकि उक्त सम - विश्वविद्यालय संस्था से एम.बी.ए. और एम.सी.ए. के नए विभाग शुरू करने के लिए पृथक प्रस्ताव भी प्राप्त हुआ है । [भाग I-खण्ड 1

6. और जबकि विश्वविद्यालय अनुदान आयोग ने दिनांक 24 अक्तूबर , 2008 के अपने पत्र संख्या एफ 6-15/2004 (सीपीपी ) के तहत ( 1 ) सचिता मेडिकल कालेज, चैन्नई , ( ii ) चैन्नई स्कूल आफ मॅनेजमेंट तथा ( iii ) सविता स्कूल आफ कम्प्यूटर एप्लीकेशन , चैन्नई को सविता इंस्टीट्यूट आफ मेडिकल एंड टेक्नीकल साईसेज , चैन्नई के तत्वावधान में लाने के लिए मानव संसाधन विकास मंत्रालय से सिफारिश की है तथा विश्वविद्यालय अनुदान आयोग ने दिनांक 17 दिसम्बर , 2008 के अपने पत्र संख्या एफ 6-15 /2004 (सीपीपी ) के तहत यह सलाह दी है कि सविता मेडिकल कालेज , चैन्नई को सविता इंस्टीट्यूट आफ मेडिकल एंड टेक्नीकल साईसेज के तत्वावधान में चालू शैक्षिक वर्ष 2008-09 से शामिल करने के लिए कार्योत्तर अनुमोदन प्रदान किया जाएगा ।
7. अतएव विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए सरकार , विश्वविद्यालय अनुदान आयोग की सलाह पर सविता मेडिकल कालेज , चैन्नई को सविता इंस्टीट्यूट आफ मेडिकल एण्ड टेक्नीकल साईसेज ' सम विश्वविद्यालय' , चैन्नई के तत्वावधान में स्वास्थ्य एवं परिवार कल्याण मंत्रालय (स्वास्थ्य एवं परिवार कल्याण विभाग ), नई दिल्ली द्वारा प्रदत्त स्वीकृति तथा उससे सम्बद्ध शर्तों के अनुसार शैक्षिक पाठ्यक्रम /कार्यक्रम शुरू करने के लिए उक्त अधिनियम के प्रयोजनों के लिए सांविधिक शिक्षण यूनिट (बाह्य परिसर केन्द्र के रूप में ) घोषित करती है।
8. सविता इंस्टीट्यूट आफ मेडिकल एंड टेक्नीकल साईसेज द्वारा अपने नए विभागों के रूप में एम.बी.ए. तथा एम.सी.ए. पाठ्यक्रम शुरू करने संबंधी प्रस्ताव पर विश्वविद्यालय अनुदान आयोग द्वारा विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के तहत किसी संस्था को सम-विश्वविद्यालय घोषित करने के लिए प्रस्तावों पर विचार करने हेतु आयोग द्वारा निर्धारित दिशानिर्देशों के पैरा संख्या 15 ( ii ) के प्रावधानों के अनुसरण में विचार किया जाएगा ।
9. उक्त पैरा 7 में की गई घोषणा इस अधिसूचना के पृष्ठांकन की कम संख्या 5 में उल्लिखित शर्तों को पूरा करने पर आधारित हैं ।
10. न तो भारत सरकार और न ही विश्वविद्यालय अनुदान आयोग , सविता मेडिकल एण्ड टेक्नीकल सांईसेज , चैन्नई को अथवा अपनी किसी सांविधिक शिक्षण यूनिट को योजनागत अथवा योजनेतर अनुदान सहायता प्रदान नहीं करेगा ।

जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग की सलाह पर विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम , 1956 की धारा 3 के तहत किसी उच्चतर शिक्षा संस्था को 'समविश्वविद्यालय ' घोषित करने की शक्ति प्राप्त है ।
2. स्थित और जबकि, भारतीय अंतर्राष्ट्रीय सद्भाव परिषद , जयपुर से जयपुर में अंतर्राष्ट्रीय बालिका कॉलेज (स्वायत्तशासी) को "आईआईएस विश्वविद्यालय " के नाम और तौर तरीकों के तहत विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के तहत ' समविश्वविद्यालय' घोषित करने का प्रस्ताव प्राप्त हुआ है;
3. और जबकि, विश्वविद्यालय अनुदान आयोग ने उक्त प्रस्ताव की जांच की है तथा दिनांक 24.10.2008 के अपने पत्र संख्या एफ. 38-1 /2008 (सीपीपी । ) द्वारा पाँच वर्षों के बाद समीक्षा के विषयाधीन " आईआईएस विश्वविद्यालय" को ' समविश्वविद्यालय' का दर्जा प्रदान करने की सिफारिश की है;
4. इसलिए अब केन्द्र सरकार विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , विश्वविद्यालय अनुदान आयोग की सलाह से निम्नलिखित शर्तों के अधीन अनन्तिम रूप से पाँच वर्षों की अवधि के लिए उपर्युक्त अधिनियम के उद्देश्यार्थ अंतर्राष्ट्रीय बालिका कॉलेज , गुरुकुल मार्ग , मानसरोवर, जयपुर, राजस्थान को " आईआईएस विश्वविद्यालय " के नाम से एतद् द्वारा ' समविश्वविद्यालय संस्था' घोषित करती हैः (i) अंतर्राष्ट्रीय बालिका कॉलेज, जयपुर " आईआईएस विश्वविद्यालय " के नाम से उसी दिनांक से 'समविश्वविद्यालय ' होगा जिस दिनांक से यह अपने संबंद्धन विश्वविद्यालय अर्थात राजस्थान विश्वविद्यालय , जयपुर से संबद्धन समाप्त कर लेता है;
(ii) " आईआईएस विश्वविद्यालय " को प्रदान किए गए समविश्वविद्यालय दर्जे की समीक्षा पाँच वर्षों के बाद विश्वविद्यालय अनुदान द्वारा एक विशेषज्ञ समिति के माध्यम से की जाएगी;
(iii) उपर्युक्त की गई घोषणा में केवल गुरुकुल मार्ग , मानसरोवर, जयपुर स्थित अंतर्राष्ट्रीय बालिका कॉलेज तथा राजस्थान विश्वविद्यालय से संबद्धन के तहत उक्त कॉलेज द्वारा आयोजित किए जा रहे अकादमिक पाठ्यक्रमों तथा उन पाठ्यक्रमों को शामिल किया जाएगा जिन्हें भविष्य में विश्वविद्यालय अनुदान आयोग तथा प्रासंगिक संबंधित सांविधिक परिषद के मानदंडों के अनुसार शुरू किया जाएगा;
5. "आईआईएस विश्वविद्यालय " को प्रदान किए गए दर्जे की पाँच वर्षों की अवधि के बाद विश्वविद्यालय अनुदान आयोग द्वारा विशेषज्ञ समिति के माध्यम से की गई समीक्षा और इस संबंध में विश्वविद्यालय अनुदान आयोग की सिफारिशों के आधार पर पुष्टि की जाएगी;

[भाग खण्ड । 6 . उपर्युक्त पैरा 4 में की गई घोषणा इस अधिसूचना के पृष्ठांकन की कम संख्या 4 में उल्लिखित अन्य शर्तों को पूरा करने/उनका अनुपालन करने की शर्त के भी अधीन है ;
7. न तो भारत सरकार और न ही विश्वविद्यालय अनुदान आयोग आईआईएस विश्वविद्यालय को कोई योजनागत अथवा योजनेतर सहायता अनुदान प्रदान करेगें ।

जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग की सलाह पर किसी उच्चतर अध्ययन संस्था को विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के तहत " समविश्वविद्यालय " के रूप में घोषित करने का अधिकार प्राप्त है ।
2. और जबकि, विश्वविद्यालय अनुदान आयोग की सलाह पर इस मंत्रालय की अधिसूचना संख्या 9-53/2005 - यू.3 दिनांक 4 अगस्त , 2008 के तहत उपर्युक्त अधिनियम के उद्देश्यार्थ अस्थायी तौर पर पांच वर्षों की अवधि के लिये नई श्रेणी के तहत श्रीबालाजी विद्यापीठ, पुडुचेरी जिसमें महात्मा गांधी मेडिकल कॉलेज एवं अनुसंधान संस्थान , पुडुचेरी भी शामिल है , को प्रत्येक वर्ष की समाप्ति पर समीक्षा के विषयाधीन एक सम विश्वविद्यालय संस्था घोषित किया गया था;
3. और जबकि, सम-विश्वविद्यालय संस्थान ने अपने परिधि क्षेत्र में श्री सत्य साई मेडिकल कॉलेज एवं अनुसंधान संस्थान के नाम से नेलीकुप्पम गांव , चेंगालपत्तु तालुक , कांचीपुरम जिला , तमिलनाडु में एक परिसर बाह्य केन्द्र स्थापित करने की अनुमति प्राप्त करने हेतु अगस्त , 2008 में एक प्रस्ताव प्रस्तुत किया है;
4. और जबकि, श्रीबालाजी शैक्षिक एवं धर्मार्थ सार्वजनिक न्यास , पुडुचेरी के नाम से प्रायोजक सम-विश्वविद्यालय न्यास ने स्वास्थ्य एवं परिवार कल्याण मंत्रालय (स्वास्थ्य एवं परिवार कल्याण विभाग) , भारत सरकार से पत्र संख्या एफ सं. यू. 12012/ 498 / 2007 - एमई (पी-11 ) दिनांक 17.9.2008 के अनुमोदन के माध्यम से 150 विद्यार्थियों की दाखिला क्षमता के साथ अकादमिक वर्ष 2008-09 से जेलीकुप्पम गांव में एक जये मेडिकल कॉलेज (श्री सत्य साई मेडिकल कॉलेज एवं अनुसंधान संस्थान के नाम से ) की स्थापना की है ,
5. और जबकि, विश्वविद्यालय अनुदान आयोग ने पत्र सं. एफ. 36-1/ 2008 (सीपीपी- ।) दिनांक 7 जनवरी , 2009 के माध्यम से मानव संसाधन विकास मंत्रालय को श्रीबालाजी विद्यापीठ, 571 भारत का राजपत्र, जून 6, 2009 ( ज्येष्ठ 16, 1931 )

सम-विश्वविद्यालय संस्थान , पुडुचेरी को श्री सत्य साई मेडिकल कॉलेज एवं अनुसंधान संस्थान, नेलीकुप्पम गांव में वर्तमान अकादमिक वर्ष से शुरू करने की अनुमति प्रदान करने की सिफारिश की है । परंतु यह 3 वर्षों के लिये प्रत्येक वर्ष तथा उसके बाद 5 वर्षों के बाद समीक्षा के विषयाधीन होगा ।
6. अब विश्वविद्यालय अनुदान आयोग की सलाह पर केन्द्र सरकार विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए एतदद्वारा घोषणा करती है कि "श्री सत्य साई मेडिकल कॉलेज एवं अनुसंधान संस्थान " , नेलीकुप्पम गांव , चेंगालपत्तु तालुक , कांचीपुरम जिला , तमिलनाडु श्रीबालाजी विद्यापीठ, सभ-विश्वविद्यालय संस्थान , पुडुचेरी के परिधि क्षेत्र में स्वास्थ्य एवं परिवार कल्याण मंत्रालय (स्वास्थ्य एवं परिवार कल्याण विभाग ) , नई दिल्ली द्वारा प्रदान की गई अनुमति के अनुसार अकादमिक पाठ्यक्रमों /कार्यकमों को आयोजित करने हेतु उपर्युक्त अधिनियम के उद्देश्यार्थ इसका एक परिसर बाह्य केन्द्र होगा , और इसलिए वर्तमान अकादमिक वर्ष से इस शर्त के विषयाधीन कि उपर्युक्त मेडिकल संस्थान की कार्य प्रणाली और निष्पादन का प्रथम 3 वर्षों के लिये प्रत्येक वर्ष तथा उसके बाद 5 वर्षों के बाद समीक्षा की जाएगी;

जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग की सलाह पर किसी उच्चतर अध्ययन संस्था को विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के तहत " समविश्वविद्यालय" के रूप में घोषित करने का अधिकार प्राप्त है ।
2. और जबकि विश्वविद्यालय अनुदान आयोग , अधिनियम 1956 की धारा 3 के अंतर्गत जुलाई, 2006 में कोनेरू लक्ष्मैय्या इंजीनियरी कॉलेज , ग्रीन फील्ड , जिला मंटूर, आंध्र प्रदेश से "समविश्वविद्यालय " का दर्जा प्राप्त करने के लिए एक प्रस्ताव प्राप्त हुआ था और इसके अतिरिक्त 'कोनेरू लक्ष्मैय्या एजुकेशन फाउंडेशन' , गवर्नरपेट, विजयवाड़ा, आंध्र प्रदेश के नाम से जो कोनेरू लक्ष्मैय्या इंजीनियरी कॉलेज चला रहा , को ' समविश्वविद्यालय' दर्जा प्रदान करने के संबंध में एक संशोधित आवेदन पत्र प्राप्त हुआ था ।
3. और जबकि विश्वविद्यालय अनुदान आयोग ने उपर्युक्त प्रस्ताव की जांच की है तथा पत्र सं . एफ. 10-2/2007 (सीपीपी ) दिनांक 09.01.2009 के माध्यम से कोनेरू लक्ष्मैय्या एजुकेशन फाउंडेशन , ग्रीन फील्ड , वद्देस्वरम को इस शर्त के आधार पर सम-विश्वविद्यालय घोषित करने की सिफारिश की है कि यह दर्जा प्रदान करने के बाद पांच वर्ष की अवधि में इसके निष्पादन की समीक्षा की जाएगी ।
4. इसलिए अब केन्द्र सरकार विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , विश्वविद्यालय अनुदान आयोग की सलाह से निम्नलिखित शर्तों के अधीन "कोनेरू लक्ष्मैय्या एजुकेशन फाउंडेशन" विजयवाड़ा , आंध्र प्रदेश को एतद्वारा " समविश्वविद्यालय संस्था" घोषित करती है :
( i ) कोनेरू लक्ष्मैय्या एजुकेशन फाउंडेशन अपने संगठित शिक्षण एकक के रूप में " कोनेरू लक्ष्मैय्या इंजीनियरी कॉलेज " , ग्रीन फील्ड , कंचनपल्ली पोस्ट, वद्देस्वरम , जिला गंदूर , आंध्र प्रदेश को शामिल करेमा;
( ii) कोनेरू लक्ष्मैय्या एजुकेशन फाउंडेशन अपने संबंधन विश्वविद्यालय अर्थात आचार्य नागार्जुन विश्वविद्यालय , नागार्जुन नगर, जिला गंटूर , आंध्र प्रदेश संबंधन समाप्त होने की तारीख से कोनेरू लक्ष्मैय्या इंजीनियरी कॉलेज की नाम पद्धति से " समविश्वविद्यालय संस्था" होगा।
(iii ) उपर्युक्त घोषणा में केवल उन्हीं अकादमिक पाठ्यक्रमों को शामिल करेगा जो इस समय आचार्य नागार्जुन विश्वविद्यालय के संबंधन के अंतर्गत उपर्युक्त कोनेरू लक्ष्मैय्या इंजीनियरी कॉलेज द्वारा संचालित किए जाते हैं और भविष्य में केवल उन पाठ्यक्रमों को शुरू करेगा जो अपेक्षित संबंधित सांविधिक परिषदों (जैसे अखिल भारतीय तकनीकी शिक्षा परिषद) और विश्वविद्यालय अनुदान आयोग के भानदंडों के अनुरूप हो । 573 भारत का राजपत्र, जून 6, 2009 (ज्येष्ठ 16 , 1931 )

(i ) कोनेरू लक्ष्मैय्या शिक्षा प्रतिष्ठान अपने अधिकार क्षेत्र के तहत कोनेरू लक्ष्मैय्या इंजीनियरी कॉलेज के अनुमोदित अकादमिक पाठ्यक्रमों /कार्यक्रमों में केवल अमले अकादमिक वर्ष अर्थात 2009-2010 से ही विद्यार्थियों को दाखिला देगा ।
(11) कोनेरू लक्ष्मैय्या शिक्षा प्रतिष्ठान को प्रदान किए गए ' सम - विश्वविद्यालय ' दर्जे की पाँच वर्ष की अवधि के बाद समीक्षा की जाएगी ।
(vi) कोनेरू लक्ष्मैय्या शिक्षा प्रतिष्ठान अखिल भारतीय तकनीकी शिक्षा परिषद और विश्वविद्यालय अनुदान आयोग द्वारा समय - समय पर यथा-विनिर्दिष्ट मानकों और मानदण्डों का अनुरक्षण करेगा।
5. इस उद्घोषणा कि कोनेरू लक्ष्मैय्या शिक्षा प्रतिष्ठान, विजयवाडा ' सम- विश्वविद्यालय' संस्था होगा, के संबंध में विश्वविद्यालय अनुदान आयोग की विशेषज्ञ समिति की उपर्युक्त समीक्षा तथा इसके बारे में विश्वविद्यालय अनुदान आयोग की सिफारिशों के आधार पर पुष्टि की जाएगी ।
6. उपर्युक्त पैरा 4 में की गई उद्घोषणा इस अधिसूचना के पृष्ठांकन के कम संख्या 4 में उल्लिखित अन्य शर्तों को पूरा करने/इनका अनुपालन करने के भी अधीन है।
7. न तो भारत सरकार और न ही विश्वविद्यालय अनुदान आयोग कोनेरू लक्ष्मैय्या शिक्षा प्रतिष्ठान अथवा इसकी संघटक यूनिट यूनिटों को कोई योजनागत अथवा योजनेतर सहायता अनुदान प्रदान करेगी ।

3. और जबकि , इसके अतिरिक्त समविश्वविद्यालय संस्थान ने अगस्त, 2006 में कर्नाटक राज्य में विभिन्न स्थानों पर स्थित सात संस्थाओं को अपने परिधि क्षेत्र में शामिल करने के लिए एक प्रस्ताव प्रस्तुत किया है;

4. और जबकि, विश्वविद्यालय अनुदान आयोग ने अपने दिनांक 18 मार्च , 2008 के पत्र सं. एफ. 6-44/ 2004 (सीपीपी /डीयू) के माध्यममाध से मानव संसाधन विकास मंत्रालय को निम्नलिखित संस्थाओं को. के.एल.ई. उच्चतर शिक्षा एवं अनुसंधान अकादमी, समविश्वविद्यालय संस्थान , बेलगाम के परिधि क्षेत्र में शामिल करने की सिफारिश की है , परंतु यह अन्य बातों के साथ- साथ इन शर्तों के विषयाधीन होगा कि ( 1) के.एल.ई. दंत चिकित्सा विज्ञान , संस्थान , बंगलौर को शामिल किया जाना डीसीआई ( भारतीय दंत चिकित्सा परिषद) के मानदण्डों के अनुसार संकाय सदस्यों की पूर्ति के विषयाधीन होगा और ( ii ) इन संस्थाओं के सम्पूर्ण निष्पादन का अनुवीक्षण प्रथम तीन वर्षों के लिए वार्षिक तौर पर तथा उसके बाद पाँच वर्षों बाद विश्वविद्यालय अनुदान आयोग द्वारा किया जाएगा :
( i) के.एल.ई. दंत चिकित्सा विज्ञान संस्थान, बंगलौर
(ii) के. एल.ई. फार्मेसी कॉलेज, बंगलौर
(iii) के.एल.ई. फार्मेसी कॉलेज, हुबली
(111) के.एल.ई. फार्मेसी कॉलेज , बेलगाम
(11) के.एल.ई. नर्सिंग विज्ञान संस्थान , बेलगाम ( 1/ⅰ ) के.एल.ई. फिजियोथैरेपी संस्थान, बेलगाम
(vii ) बी.एम. कनकनवाड़ी आयुर्वेद महाविद्यालय , बेलगाम
5. इसलिए अब केन्द्र सरकार विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 द्वारा, प्रदत्त शक्तियों का प्रयोग करते हुए , विश्वविद्यालय अनुदान आयोग की सलाह से, निम्नलिखित छः संस्थाओं को के.एल.ई. उच्चतर शिक्षा एवं अनुसंधान अकादमी , सम-विश्वविद्यालय संस्थान, बेलगाम के परिधि क्षेत्र में इसकी शिक्षण घटक इकाइयों के रूप में उपर्युक्त अधिनियम के उद्देश्यार्थ शामिल करती है, परन्तु यह इन शर्तों के विषयाधीन होगा कि (1 ) इन संस्थाओं को सम -विश्वविद्यालय संस्था की घटक इकाइयों के रूप में घोषणा उसी दिनांक से प्रभावी होगी जिस दिनांक से ये अपने संबंधन विश्वविद्यालय अर्थात राजीव गाँधी स्वास्थ्य विज्ञान विश्वविद्यालय , कर्नाटक , बंगलौर से असंबद्धता प्राप्त कर लेते हैं , ( ii ) के.एल.ई. उच्चतर शिक्षा एवं अनुसंधान अकादमी निम्नलिखित संस्थाओं के अकादमिक पाठ्यक्रमों /कार्यक्रमों में अपने नामांकन के तहत विद्यार्थियों का दाखिला केवल अकादमिक वर्ष 2009-2010 से शुरू करेगा और कि ( iii ) इन संस्थाओं के सम्पूर्ण निष्पादन का अनुवीक्षण एक विशेषज्ञ समीक्षा समिति के माध्यम से शुरूआती तीन वर्षों के लिए वार्षिक तौर पर तथा उसके बाद पाँच वर्षों के बाद किया जाएगा :

के.एल.ई. सोसायटी फार्मेसी कॉलेज , बंगलौर (परिसर- बाह्य केन्द्र)
के.एल.ई. सोसायटी फार्मेसी कॉलेज , हुबली (परिसर बाह्य केन्द्र) ( ii )

( 1/1 ) श्री बी.एम. कनकनवाड़ी आयुर्वेद महाविद्यालय , बेलगाम (परिसर बाह्य केन्द्र )
ऐसी समीक्षाओं के उपरांत विश्वविद्यालय अनुदान आयोग द्वारा प्रबंधन , अकादमिक विकास एवं सुधार के मामलों में दिए गए दिशा-निर्देश दोनों ' सम विश्वविद्यालय ' एवं इसकी घटक शिक्षण इकाइयों पर लागू होंगे ।
6. के.एल.ई. सोसायटी दंत चिकित्सा विज्ञान संस्थान को इस अधिसूचना के माध्यम से के.एल.ई. उच्चतर शिक्षा एवं अनुसंधान अकादमी, बेलगाम के परिधि क्षेत्र में इसलिए शामिल नहीं किया गया है क्योंकि विश्वविद्यालय अनुदान आयोग की विशेषज्ञ समिति ने इस संस्थान में संकाय सदस्यों (दंत चिकित्सा एवं चिकित्सा शिक्षण कर्मियों ) से संबंधित भारतीय दंत चिकित्सा परिषद (डीसीआई) के मानदण्डों की अनुपालना नहीं करने से संबंधित कुछ कमियों को दर्शाया है ;
7. उपर्युक्त पैरा 5 में की गई घोषणा इस अधिसूचना के पृष्ठांकन के कम सं. 9 में बताई गई अन्य शर्तों की पूर्ति के भी विषयाधीन होगी ;
8. न तो भारत सरकार और न ही विश्वविद्यालय अनुदान आयोग के.एल.ई. उच्चतर शिक्षा एवं अनुसंधान अकादमी या इसकी घटक शिक्षण इकाइयों को किसी तरह की योजनागत या योजनेतर सहायता अनुदान प्रदान करेंगे !

2. And whereas , on the advice of the UGC, Saveetha Institute of Medical and Technical Sciences , Chennai , Tamil Nadu , comprising (i) Saveetha Dental College and Hospital , Chennai , ( ii ) Saveetha College of Nursing , Chennai and (iii ) Saveetha College of Physiotherapy, Chennai , was declared as an ' Institution Deemed- to-be- University' for the purposes of the aforesaid Act, vide this Ministry's notification of even number dated the 18thMarch , 2005;
3. And whereas , the Trust sponsoring the Institution Deemed- to- be - University namely Saveetha Institute of Medical and Technical Sciences Trust, Chennai , has , with the approval of the Medical Council of India and Ministry of Health and Family Welfare, Government of India vide letter No.F.No.12012/497/2007 -ME( PII ) dated 23.06.2008, established a new medical college (Saveetha Medical College ) at Thandalam in Chennai ;
4. And further whereas, the Institution Deemed-to-be- University has submitted a proposal for including Saveetha Medical College , Thandalam , as the Constituent Unit of the existing Institution Deemed -to- be-University;
5. And whereas , a separate proposal has also been received from the said Institution Deemed-to-be- University for starting M.B.A. and M.C.A. courses as its new departments;
6. And whereas , the UGC vide its communication bearing No.F.6-15/2004(CPP - 1 ) dated the 24th October, 2008 has recommended to the Ministry of Human Resource Development for bringing (i ) Saveetha Medical College, Chennai , ( ii ) Saveetha School of Management , Chennai and (iii ) Saveetha School of Computer Application , Chennai , under 576

[PART 1-SEC. 1 the ambit of Saveetha Institute of Medical and Technical Sciences , Chennai , and the UGC vide its communication No.F.6-15 /2004( CPP -I ) dated 17th December , 2008 has further advised that ex post facto approval be granted for inclusion of Saveetha Medical College , Chennai , under the ambit of Saveetha Institute of Medical and Technical Sciences from the current academic year , i.e. 2008-2009;

Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, on the advice of the University Grants Commission (UGC) , do hereby declare that Saveetha Medical College, Chennai , shall be a constituent teaching unit (as an off- campus centre ) under the ambit of Saveetha Institute of Medical and Technical Sciences, ' Institution Deemed-to-be -University' , Chennai , for the purposes of the aforesaid Act for conduct of academic course/programme as per the permission granted by the Ministry of Health and Family Welfare (Department of Health and Family Welfare) , New Delhi , and the conditions attached thereto;
8. The proposal relating to starting of M.B.A. and M.C.A. coursesby Saveetha Institute of Medical and Technical Sciences , as its new departments , shall be considered by the UGC in accordance with the provisions of Para No.15(ii ) of the guidelines prescribed by the Commission for considering proposals for declaring an institution as deemed-to-be- university under Section 3 of the UGC Act , 1956 ;
9. The declaration as made in Para 7 above is further subject to fulfillment of the conditions mentioned at Sr. No.5 of the endorsement to this notification;
10. Neither the Government of India nor the UGC shall provide any Plan or Non-Plan grant -in -aid to Saveetha Institute of Medical and Technical Sciences, Chennai , or any of its constituent teaching unit.

2. And whereas , a proposal was received from Indian Council for International Amity , Jaipur seeking to deciare International College for Giris (Autonomous ) at jaipur as a 'Deemed-to-be- University' in the name and style of " IIS University " , under Section 3 of the UGC Act , 1956;

3. And whereas, the UGC has examined the said proposal and vide its communication bearing No.F.38-1 /2008 (CPP-I ) dated 24.10.2008 has recommended conferment of status of 'deemed to be university' in the name of " IIS University ", subject to review after five years;

Now, therefore, in exercise of the powers conferredby Section 3 of the UGC Act, 1956, the Central Government , on the advice of the UGC , hereby declare the International College for Girls located at Gurukul Marg , Mansarovar , Jaipur , Rajasthan , as an " Institution Deemed-to-be- University" , in the name and style of "IIS University " , for the purposes of the aforesaid Act, provisionally for a period of five years , subject to the following conditions:
(i) International College for Girls , Jaipur, shall become an " Institution Deemed-to -be- University" with the nomenclature of " IIS University " with effect from the date of its disaffiliation from its affiliating university, viz . , University of Rajasthan , Jaipur ,
(ii) The status of ' deemed to be university' conferred on ' IIS University' shall be reviewed by the UGC, through an Expert Committee, after a period of five years;
(iii) The declaration as made above shall cover only the International College for Girls located at Gurukul Marg, Mansarovar , Jaipur and the academic courses conducted hitherto by the said College under affiliation to the University of Rajasthan and those courses that it may start in future as per the norms of the UGC and the relevant Statutory Council (s ) concemed.
5. The status conferred on ' IIS University' shall be confirmed after a period of five years on the basis of review to be conductedby the UGC through an Expert Committee and recommendation of the UGC thereof;
6. The declaration as made in para 4 above is also subject to fulfillment / compliance of the further conditions mentioned at Sr. No.4 of the endorsement to this Notification ;
7. Neither the Government of India nor the UGC shall provide any Plan or Non -Plan grant- in- aid to IIS University .

And further whereas , the Institution " Deemed-to-be - University " has submitted a proposal in August 2008 , seeking permission for establishment of an off-campus centre at Nellikuppam Village in Chengalpattu Taluk, Kancheepuram District , Tamil Nadu in the name and style of "Shri Sathya Sai Medical College and Research Institute" under its ambit ;
4. And whereas, the Trust sponsoring the Institution Deemed- to-be- University namely Sri Balaji Educational and Charitable Public Trust , Puducherry, has , with the approval of the Ministry of Health and Family Welfare ( Department of Health and Family Welfare ) , Government of India vide letter No.F.No.U.12012/498/2007- ME( PII ) dated 17.09.2008 , established a new medical college (in the name of ' Shri Sathya Sai Medical College and Research Institute' ) at Nellikuppam Villagefrom the academic year 2008-2009 with an intake capacity of 150 students;
5. And whereas , the UGC vide its communication bearing No.F.36-1 / 2008 ( CPP- I ) dated the 7th January, 2009 has recommended to the Ministry of Human Resource Development to allow Sri Balaji Vidyapeeth , Institution Deemed-to-be- University , Puducherry, to start ' Shri Sathya Sai Medical College and Research Institute' at Nellikuppam Village from the current academic year subject to annual review for three years and subsequently after five years;

Whereas the Central Government is empowered under Section 3 of the University Grants Commission ( UGC) Act, 1956to declare , on the advice of the UGC , an Institution of Higher Learning as an " Institution Deemed - to-be- University" .
2. And whereas , a proposal was received from Koneru Lakshmaiah College of Engineering , GreenFields , Vaddeswaram , Guntur District, Andhra Pradesh in July, 2006 seeking to be declared as an ' Institution Deemed- to-be - University " under Section 3 of the UGC Act , 1956 and further , a revised application was received in June , 2007 seeking status of 'deemed- to-be- university' in the name of 'Koneru Lakshmaiah Education Foundation ' , Governorpet, Vijayawada, Andhra Pradesh that was running Koneru Lakshmaiah College of Engineering;

And whereas, the University Grants Commission ( UGC) has examined the said proposal and vide its communication bearing F.No.10-2 /2007( CPP- I ) dated the 09.01.2009 , has recommended conferment of status of ' deemed to be university' to Koneru Lakshmaiah Education Foundation , Green Fields , Vaddeswaram , subject to a review after five years ;
4. Now, therefore , in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government , on the advice of the UGC , do hereby declare " Koneru Lakshmaiah Education Foundation " , Vijayawada , Andhra Pradesh , as an " Institution Deemed-to-be-University" , for the purposes of the aforesaid Act , provisionally for a period of five years , subject to the following conditions:
( i) Koneru Lakshmaiah Education Foundation shall comprise " Koneru Lakshmaiah College of Engineering, Greenfields , Kunchanapalli Post, Vaddeswaram , Guntur District , Andhra Pradesh , as its constituent teaching unit;
(ii) Koneru Lakshmaiah Education Foundation shall become an " Institution Deemed-to- be- University" with effect from the date of disaffiliation of Koneru Lakshmaiah College of Engineering from its affiliating university , viz . , Acharya Nagarjuna University, Nagarjuna Nagar, Guntur District , Andhra Pradesh ;
(iii) The declaration as made above shall cover only those academic courses that are conducted hitherto by the said Koneru Lakshmaiah College of Engineering under affiliation to the Acharya Nagarjuna University and those courses that it may start in future as per the norms of the relevant Statutory Council (s ) concerned (such as the AICTE, etc. ) and the UGC;
(iv) Koneru Lakshmaiah Education Foundation shall admit students to the approved academic courses / programmes of Koneru Lakshmaiah College of Engineering , under its ambit , only with effect from the next academic year, i.e. 2009-2010 ;
(v) The status of 'deemed-to - be- university ' conferred on Koneru Lakshmaiah Education Foundation shall be reviewed after a period of five years .

Koneru Lakshmaiah Education Foundation shall maintain the standards and norms as are specified by the All India Council for Technical Education (AICTE) and the UGC from time to time .
5. The declaration that Koneru Lakshmaiah Education Foundation , Vijayawada is an Institution ' Deemed-to-be- University ' shall be confirmed after a period of five years on the basis of the aforesaid reviewby an Expert Committee of the UGC and recommendations of the UGC thereof;
6. The declaration as made in para 4 above is further subject to fulfillment / compliance of the conditions mentioned at Sr. No.4 of the endorsement to this Notification;
7. Neither the Government of India nor the UGC shall provide any Plan or Non - Plan grant- in- aid to Koneru Lakshmaiah Education Foundation or its constituent unit/ units .

2. And whereas , on the advice of the UGC, K.L.E. Academy of Higher Education and Research, Belgaum , Karnataka, comprising ( i ) K.L.E. Society's Jawaharlal Nehru Medical : College, Belgaum and (ii ) K.L.E. Society's Institute of Dental Sciences , Belgaum , as an ' Institution Deemed- to-be- University' , for the purposes of the aforesaid Act , provisionally for a period of five years , vide this Ministry's notification No.9-19/2000 -U.3 (A) dated the 13th April , 2006 , subject inter alia to a reviewby the UGC;
3. And further whereas , the Institution " Deemed - to-be - University " had submitted a proposal in August 2006, for inclusion of seven institutions located in different places in the State of Kamataka , under its ambit ;
4. Andwhereas , the UGC vide its communication bearing No.F.6-44/2004( CPP -I /DU ) dated the 18th March, 2008 has recommended to the Ministry of Human Resource Development that the following institutions may be included under the ambit of K.L.E. Academy of Higher Education and Research , Institution Deemed-to-be- University , Belgaum , subject inter alia to the conditions that (i ) the inclusion of K.L.E.'s Institute of Dental Sciences , Bangalore will be subject to fulfillment of requirement of faculty as per DCI ( Dental Council of India ) norms and (ii ) the overall performance of these institutions shall be monitored annually, initially for three years , and subsequently after every five years by the UGC:

(i ) K.L.E.'s Institute of Dental Sciences , Bangalore
(ii) K.L.E.'s College of Pharmacy , Bangalore

(v) K.L.E.'s Institute of Nursing Science , Belgaum
(vi ) K.L.E.'s Institute of Physiotherapy, Belgaum
(vii) B.M. Kankanwadi Ayurved Mahavidyalaya , Belgaum;

Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act , 1956 , the Central Government , on the advice of the UGC ,do hereby include the under- mentioned six institutions under the ambit of K.L.E. Academyof Higher Education and Research , Institution Deemed-to-be-University , Belgaum , as the latter's constituent teaching units , for the purposes of the aforesaid Act , subject to the conditions that ( i ) the declaration of these institutions as the constituent units of the Institution Deemed-to-be - University shall take effect from the date of their disaffiliation from their affiliating university, namely, Rajiv Gandhi University of Health Sciences, Karnataka , Bangalore , ( ii ) K.L.E. Academy of Higher Education and Research shall admit students to the academic courses / programmes of the following institutions , under its enrolment, only with effect from the academic year 2009-2010; and that ( ii ) the overall performance of these institutions shall be monitored by the UGC , annually, through an Expert Review Committee, initially for three years , and subsequently after every five years:
(i ) K.L.E. Society " s College of Pharmacy , Bangalore ( Off- campus centre)
(ii ) K.L.E. Society " s College of Pharmacy , Hubli (Off- campus centre )
(iii ) K.L.E. Society's College of Pharmacy, Belgaum
(iv). K.L.E. Society's Institute of Nursing Science, Belgaum
(v) K.L.E.Society's Institute of Physiotherapy, Belgaum
(vi ) Shri B.M. Kankanwadi Ayurved Mahavidyalaya , Belgaum (Off- campus centre) ;
The directions that shall be given by the UGC upon such ' reviews' in the matter of management , academic development and improvement shall be binding on both the ' Institution Deemed-to-be-University' and its constituent teaching units .
6. The K.L.E. Society's Institute of Dental Sciences , Bangalore , is not included under the ambit of K.L.E. Academy of Higher Education and Research , Belgaum , through this notification , due to the deficiencies reported by the Expert Committee of the UGC including that of non- compliance of the norms of the Dental Council of India (DCI ) pertainingto faculty position at this institute ( dental as well as medical teaching staff) ;
7. The declaration as made in Para 5 above is further subject to fulfillment of the conditions mentioned at Sr. No.9 of the endorsement to this notification;
8. Neither the Government of India nor the UGC shall provide any Plan or Non - Plan grant-in- aidto K.L.E. Academy of Higher Education and Research or any of its constituent teaching units .
