सा.का.नि. 93.-पासपोर्ट अधिनियम , 1967 ( 1967 का 15 ) की धारा 5 के साथ पठित धारा 24 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार एतद्वारा पासपोर्ट नियमावली , 1980 में और संशोधन करने के लिए निम्नलिखित नियम बनाती है , अर्थात्:-
1. (1) इन नियमों को पासपोर्ट ( द्वितीय संशोधन ) नियम , 2009 कहा जाएगा।
(2) ये सरकारी राजपत्र में इनके प्रकाशन की तारीख से लागूहोंगे।
2. पासपोर्ट नियमावली , 1980 की अनुसूची-III के भाग III में विद्यमान फार्म त-5 के स्थान पर निम्नलिखित फार्म प्रतिस्थापित किया जाएगा, अर्थात्:-

यह प्रमाणपत्र केवल धारक को एक राष्ट्रीय पासपोर्ट के स्थान पर पहचान दस्तावेज प्रदान करने के प्रयोजन से जारी किया गया है । इससे धारक के राष्ट्रीय स्तर पर प्रतिकूल प्रभाव नहीं पड़ेगा और उस पर किसी तरह का प्रभाव नहीं होगा । यदि धारक कोई अन्य यात्रा दस्तावेज प्राप्त करता है तो यह प्रमाणपत्र वैभ नहीं रहेगा और तब निकटतम भारतीय पासपोर्ट जारीकर्ता प्राधिकारी को अनिवार्यः सुपुर्द कर दिया जाना चाहिए ।
यह प्रमाणपत्र सभी देशों की यात्रा के लिए वैध है ।

सावधानी
यह पहचान प्रमाणपत्र भारत सरकार की संपत्ति है । धारक द्वारा पासपोर्ट प्राधिकारी की ओर से इस पहचान प्रमाणपत्र के संबंध में जिसमें इसे अभ्यर्पित किए जाने की मांग भी शामिल है कोई पत्र मिलने पर उसका तत्काल अनुपालन किया जाए।
इस पहचान प्रमाणपत्र को डाक द्वारा किसी देश से बाहर नहीं भेजा जाना चाहिए। इसे दोनों में से या तो धारक द्वारा या धारक द्वारा अधिकृत व्यक्ति द्वारा अपनी अभिरक्षा में रखा जाना चाहिए। इसे किसी तरह बदला या क्षत-विक्षत न किया जाए।
इस पहचान प्रमाणपत्र के गुम होने , चोरी हो जाने या नष्ट हो जाने की सूचना भारत स्थित निकटतम पासपोर्ट प्राधिकारी को तत्काल दी जाए या यदि इसका धारक विदेश में है तो निकटतम भारतीय

G.S.R. 93. In exercise of the powers conferred by section 24, read with Section 5 of the Passports Act, 1967 ( 15 of 1967), the Central Government hereby makes the following rules further to amend the Passports Rules, 1980 , namely :-
1. (1) These rules may be called the Passports (Second Amendment) Rules, 2009 .
(2) They shall come into force on the date oftheir publication in the Official Gazette.
2.In the Passports Rules , 1980, in part III of Schedule III, for the existing Form P-5 , the following Form shall be substituted namely :-

सा.का.नि. 94. राष्ट्रपति , संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारतीय चिकित्सा भेषजसंहिता प्रयोगशाला , गाजियाबाद में लेखाकार-सह -रोकड़िया ( समूह "ग " ) अराजपत्रित के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती है अर्थात्:-
1. संक्षिप्त नाम और प्रारंभः-( 1 ) इन नियमों का संक्षिप्त नाम भारतीय चिकित्सा भेषजसंहिता प्रयोगशाला , गाजियाबाद, (लेखाकार-सह-रोकड़िया ) समूह - ग पद भर्ती नियम, 2009 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या , वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ (4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु-सीमा और अहंताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति,
(क) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या
(ख) जिसने अपने पति या अपनी पत्नी के जीवित होते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके, इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

G.S.R. 94. In exercise of the powers conferred by the proviso to Article 309 ofthe Constitution, the President herebymakes the following rules regulating the method of recruitment to the post of Accountant-cum -Cashier (Group ' C' ) Non-Gazetted in the Pharmacopoeial Laboratory for Indian Medicine, Ghaziabad namely:-
1. Short title and commencement.-( 1 ) These rules may be called the Pharmacopoeial Laboratory for Indian Medicine, Ghaziabad Accountant-cum-Cashier ( Group ' C ' ) Post Recruitment Rules, 2009.
(2) They shall come into force on the date of their publication in the Official Gazette.
2.Number of posts, classification and scale of pay. The number of post, its classification and the scale of pay attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules .
3. Method of recruitment, age- limit , qualifications,etc. The method of recruitment, age- limit , qualifications and other matters relating to the said post shall be as specified in columns (5) to (14) of the said Schedule .
4. Disqualification. No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule .
5. Power to relax.---Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order, for reasons to be recorded in writing , relax any ofthe provisions of these rules with respect to any class or category of persons.
6. Saving. Nothing in these rules shall effect reservation, relaxation of age - limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes , the Scheduled Tribes , other Backward Classes, Ex- serviceman and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. संक्षिप्त नाम और प्रारंभः ( 1 ) इन नियमों का संक्षिप्त नाम भारतीय चिकित्सा भेषजसंहिता प्रयोगशाला , गाजियाबाद कनिष्ठ आशुलिपिक भर्ती नियम, 2009 है।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे।
2. पद संख्या, वर्गीकरण और वेतनमान उक्त पद की संख्या, उसका वर्गीकरण और उसका वेतनमान वह होगा, जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ (2 ) से ( 4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तंभ ( 5 ) से ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता.-वह व्यक्ति,-
(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है ; या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं , तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति -जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी । 6. व्यावृत्ति. इन नियमों की कोई बात, ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

[PART II-SEC. 3 (i) ] नोट: -मूल नियम को सा.का. नि. 331 , दिनांक 22 सितम्बर , 2004 के माध्यम से भारत के राजपत्र के भाग- II , धारा -3 , उप - धारा ( i ) में प्रकाशित किया गया जिसे बाद में दिनांक 7 अप्रैल , 2008 के सा.का. नि. 59 के माध्यम से संशोधित किया गया ।
2. फोरा परिवहन, सड़क परिवहन और राजमार्ग मंत्रालय , सड़क परिवहन और राजमार्ग विभाग ( समूह ' ग ' और समूह ' घ ' पद) भर्ती नियम, 2007 की अनुसूची में स्तंभ 12 के अधीन , प्रविष्टि केस्थान पर निम्नलिखित प्रविष्टि रखी जाएगी , अर्थात्:-
" प्रतिनियुक्ति / आमेलन"

(क) ( i ) जो नियमित आधार पर सदृश पद धारण किए हुए हैं ; या
G.S.R. 96. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Directorate of Adult Education ( Hindi Officer ) Recruitment Rules , 2004, namely :
(ii ) जिन्होंने अवर श्रेणी लिपिंक या समतुल्य की श्रेणी में आठ वर्ष निचनित सेवा की है ।
1.( 1) These rules may be called the Directorate of Adult Education ( Hindi Officer ) Recruitment (Amendment) Rules , 2009.
टिव्यण 1 : प्रतिनियुक्ति की अवधि, जिसके अंतर्गत उसी या किसी अन्य संगठन/ विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाहय पद पर प्रतिनियुक्ति की अवधि है , साधारणतया 3 वर्ष से अधिक नहीं होगी ।
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Schedule for the Directorate of Adult Education (Hindi Officer) Recruitment Rules , 2004, in column 12, after the entries , the following entry shall be inserted, namely:-
टिव्यन 2 : ऐसे विभागीय अधिकारी जो प्रोन्नति की सीधी पंक्ति में हैं , प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।

डी. आर. शर्मा, अवर सचिव " The Departmental Officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation . Similarly deputationist shall not be eligible for consideration for appointment by promotion . "

G.S.R. 97. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the Presidenthereby makes the following rules to amend the Ministry of Shipping , Road Transport and Highways, Department ofRoad Transport and Highways (Group C andDPosts) Recruitment Rules , 2007, namely,- सा.का.नि. 97. -राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए पोत परिवहन , सड़क परिवहन और राजमार्ग मंत्रालय , सड़क परिवहन और राजमार्ग विभाग (समूह ' ग ' और समूह ' घ ' पद ) भर्ती निग्रम, 2007 का संशोधन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्:-
(1) These rules maybe called the Ministry of Shipping, Road Transport and Highways , Department of Rond Transport and Highways (Group C and D Posts) Recruitment (Amendment) Rules, 2009.
(2) They shall come into force on the date of their publication in the Official Gazette.
1. इन नियमों का संक्षिप्त नाम पोत परिवहन , सड़क परिवहन और राजमार्ग मंत्रालय , सड़क परिवहन और राजमार्ग विभाग , (समूह ' ग' और समूह ' घ ' पद ) भर्ती ( संशोधन ) नियम , 2009 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत होंगे ।

immediately preceding this appointment in the same or some other organization shall not ordinarily exceed three years. :
andHighways (Group C and D Posts) Recruitment Rules , 2007, under column ( 12) , for the enrty, the following entry shall be substituted namely :-
"Deputation/absorption :
From amongst official of the Central Government, Public Sector Undertakings or Autonomous Bodies ,-
Note 2: Departmental candidates who are in direct line ofpromotion, shall not be considered for deputation . Similarly, the deputationists shall not be eligible for consideration for appointment by promotion . " (a) (i ) holding analogous post on regular basis; or
