सं. 2/13/2006 - आई.सी. राष्ट्रपति पूर्ववर्ती समसंख्यक अधिसूचना दिनांक 9 अगस्त, 2007 को अधिक्रांत करते हुए एशियाई विकास बैंक द्वारा सहायता प्राप्त उत्तर - पूर्वी राज्य सड़क परियोजना के कार्यान्वयन के लिए राष्ट्रीय स्तर की संचालन समिति गठित करते हैं । इस समिति का गठन तत्काल प्रभाव से और अगले आदेशों तक किया जाता है, इसका संघटन निम्न प्रकार होगा : --

सं.10/6/2009-इंफ्रा--वित्त मंत्री के अनुमोदन से वित्त मंत्रालय में अवसंरचना वित्त पर स्थायी समिति गठित करने का निर्णय लिया गया है जिसमें निम्नलिखित पदाधिकारी होंगे : --

- सदस्य (आवर्तन आधार पर) 2. क्रम संख्या 9 से 12 पर दर्शाए गए सदस्यों की नियुक्ति आवर्तन आधार पर की जाएगी और एक समय में एक वर्ष के लिए अवसंरचना विकासकर्ताओं और बैंकों / वित्तीय संस्थाओं में से दो- दो सदस्य होंगे । तदनुसार, क्रम संख्या 9 से 12 तक के सदस्य इस आदेश की तारीख से एक वर्ष के लिए सदस्यता ग्रहण करेंगे ।
3. स्थायी समिति यदि उपयुक्त समझे तो अपनी बैंकों के लिए अन्य सदस्यों को सहयोजित कर सकती है या अन्य व्यक्तियों को आमंत्रित कर सकती है । समिति प्रत्येक तीन महीने में एक बार अथवा आवश्यकता पड़ने पर इससे अधिक बैठकें करेगी ।
4. स्थायी समिति के विचारार्थ विषय निम्नानुसार होंगे :
(क) अवसंरचना वित्तपोषण पर सिफारिशों का निरीक्षण करना; और
(ख) वित्त मंत्री के बजट भाषण 2009-10 के पैरा 20 में की गई घोषणाओं के कार्यान्वयन के लिए समन्वयनकारी तंत्र के रूप में कार्य करना ।
5. आर्थिक कार्य विभाग में निदेशक (अवसंरचना वित्त) उक्त समिति को सचिवालयीय सेवा मुहैया कराएंगे ।

सं. एफ- 9-53/2005 - यू.3-- जबकि केन्द्र सरकार को विश्वविद्यालय अनुदान आयोग की सलाह पर विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 के तहत् किसी उच्चतर शिक्षा संस्था को " सम विश्वविद्यालय " घोषित करने का अधिकार प्राप्त है ।
2. और जबकि श्री बालाजी विद्यापीठ, पुदुचेरी से विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 की धारा 3 के तहत 'नई श्रेणी' संस्थाओं के रूप में 'समविश्वविद्यालय' का दर्जा प्राप्त करने के लिए एक प्रस्ताव प्राप्त हुआ था जिसमें निम्नलिखित संस्थाएं शामिल हैं : -
(!) महात्मा गाँधी चिकित्सा कालेज एवं अनुसंधान संस्थान, पुदुचेरी;
( ii ) कस्तूरबा गाँधी नर्सिंग कालेज , पुदुचेरी;
( iii ) इंदिरा गाँधी दंत चिकित्सा विज्ञान संस्थान , पुदुचेरी; और
( 11 /) भरथियार इंजीनियरिंग एवं प्रौद्योगिकी कालेज , कराईकल , पुदुचेरी;
3. इसलिए अब , विश्वविद्यालय अनुदान आयोग की सलाह पर श्री बालाजी विद्यापीठ को समविश्वविद्यालय का दर्जा प्रदान करने के मामले में विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 के तहत यह मंत्रालय बालाजी विद्यापीठ, पुदुचेरी को जिसमें महात्मा गाँधी चिकित्सा कालेज एवं अनुसंधान संस्थान , पुदुचेरी शामिल है, को उपर्युक्त अधिनियम के उद्देश्यार्थ ' नई श्रेणी' वर्ग के तहत दिनांक 4 अगस्त, 2008 के इस मंत्रालय की समसंख्यक अधिसूचना के तहत पाँच वर्षों की अवधि के लिए अस्थायी तौर पर एक ' समविश्वविद्यालय' संस्था घोषित करता है, परंतु यह प्रत्येक वर्ष की समाप्ति पर समीक्षा के विषयाधीन होगा;
4. और जबकि , विश्वविद्यालय अनुदान आयोग की बाद की सलाह पर कुछ शर्तों के विषयाधीन इस मंत्रालय की दिनांक 20 फरवरी , 2009 की अधिसूचना सं . एफ 10-22/ 2008 - यू. ३ (ए) के तहत ' श्री सत्य साई चिकित्सा कालेज एवं अनुसंधान संस्थान' नेलीकुप्पम गांव, चेगंलपत्तु तालुक, कांचीपुरम जिला , तमिलनाडु को श्री बालाजी विद्यापीठ (समविश्वविद्यालय) पुदुचेरी के परिधि क्षेत्र में शामिल कर लिया गया है ;
5. और जबकि, श्री बालाजी विद्यापीठ ने अगस्त , 2008 में ( 1) कस्तूरबा गाँधी नर्सिंग कालेज , पुद्दुचेरी, ( ii) इंदिरा गाँधी दंत चिकित्सा विज्ञान संस्थान , पुदुचेरी और ( iii ) भरथियार इंजीनियरिंग एवं प्रौद्योगिकी कालेज, कराईकल , पुदुचेरी को अपने परिधि क्षेत्र में शामिल करने के लिए प्रस्ताव किया । उक्त प्रस्ताव को भी उचित परीक्षण एवं सिफारिश हेतु विश्वविद्यालय अनुदान आयोग को भेजा गया;
6. और जबकि, विश्वविद्यालय अनुदान आयोग ने उपर्युक्त पैरा 5 में वर्णित प्रस्ताव पर विचार करने के बाँद इस मंत्रालय को ( ⅰ ) कस्तूरबा गाँधी नर्सिंग कालेज और ( ii ) 2-181 G1/ 2009 914

[भाग 1-खण्ड 1 इंदिरा गाँधी दंत चिकित्सा विज्ञान संस्थान को श्री बालाजी विद्यापीठ (समविश्वविद्यालय संस्थान) के परिधि क्षेत्र में शामिल करने की सिफारिश की है । विश्वविद्यालय अनुदान आयोग ने भरथियार इंजीनियरिंग एवं प्रौद्योगिकी कालेज , कराईकल को विद्यापीठ के परिधि क्षेत्र में शामिल करने की सिफारिश नहीं की है , अपितु यह सलाह दी है कि विश्वविद्यालय अनुदान आयोग और अखिल भारतीय तकनीकी शिक्षा परिषद, नई दिल्ली, जिन्होंने अक्तूबर, 2007 के दौरान उक्त कालेज का भौतिक निरीक्षण किया था , की विशेषज्ञ समितियों द्वारा बताई गई कमियों को ठीक करने के बाद ' समविश्वविद्यालय' संस्थान एक संशोधित प्रस्ताव प्रस्तुत कर सकता है;
7. इसलिए अब , केन्द्र सरकार उपर्युक्त पैरा 6 में वर्णित विश्वविद्यालय अनुदान आयोग की सलाह पर , विश्वविद्यालय अनुदान आयोग अधिनियम 1956 की धारा 3 के तहत प्रदत्त शक्तियों का प्रयोग करते हुए श्री बालाजी विद्यापीठ , जिसे उपर्युक्त अधिनियम के उद्देश्यार्थ पाँच वर्षों की अवधि के लिए अस्थायी तौर पर 'नई श्रेणी' वर्ग के तहत समविश्वविद्यालय घोषित किया गया था , उसमें ' महात्मा गाँधी चिकित्सा कालेज एवं अनुसंधान संस्थान ' , पुदुचेरी और नेलीकुप्पम गांव , चेगलपत्तु तालुक , कांचीपुरम जिला, तमिलनाडु में स्थित 'श्री सत्य साई चिकित्सा कालेज एवं अनुसंधान संस्थान' के अतिरिक्त ( i ) कस्तूरबा गाँधी नर्सिंग कालेज , पिल्लयारकुप्पम , पुदुचेरी और ( ii ) इंदिरा गाँधी दंत चिकित्सा विज्ञान संस्थान , पिल्लयारकुप्पम , पुदुचेरी के नाम से दो अन्य संस्थाओं को भी इनके संबंधन विश्वविद्यालय अर्थात पांडिचेरी विश्वविद्यालय से असम्बद्धता की दिनांक से इन दो कालेजों को निम्नलिखित शर्तों के विषयाधीन इसकी घटक शिक्षण इकाईयों के रूप में इसके परिधि क्षेत्र में शामिल किया जाता है:-
(i) इस मंत्रालय की दिनांक 4 अगस्त 2008 की समसंख्यक अधिसूचना और दिनांक 20 फरवरी 2009 की अधिसूचना सं. एफ 10-22 /2008 - यू-3 (ए) में निर्धारित सभी शर्ते जो श्री बाला जी विद्यापीठ, पुदुचेरी को प्रदत्त 'सभविश्वविद्यालय ' के दर्जा को अभिशासित करती है , लागू रहेगी और जहां कही भी संगत होगा कस्तूरबा गांधी नर्सिंग कॉलेज , पुदुचेरी और इंदिरा गांधी दंत चिकित्सा विज्ञान संस्थान , पुदुचेरी पर लागू रहेगी ।
(ii) कस्तूरबा गांधी नर्सिंग कॉलेज , पुदुचेरी और इंदिरा गांधी दंत चिकित्सा विज्ञान संस्थान में विश्वविद्यालय अनुदान आयोग द्वारा संचालित की जाने वाली वार्षिक समीक्षाएं और आयोग की सिफारिशें , पांच वर्षों के बाद श्री बाला जी विद्यापीठ, पुदुचेरी को प्रदत्त ' सम विश्वविद्यालय ' के दर्जा की पुष्टि के लिए आधार तैयार करेगी ।
(iii ) उपर्युक्त की गई घोषणा उन शैक्षिक पाठ्यक्रमों को शामिल करेगी जो पांडिचेरी विश्वविद्यालय , पांडिचेरी के संबंधन के अन्तर्गत इस समय ( 1 ) कस्तूरबा गांधी नर्सिंग कॉलेज, पुदुचेरी और इंदिरा गांधी दंत चिकित्सा विज्ञान संस्थान और उन पाठ्यक्रमों को जिसे ' समविश्वविद्यालय संस्था' संबंधित प्रासंगिक सांविधिक परिषदों (जैसे भारतीय नर्सिंग परिषद , भारतीय दंत चिकित्सा परिषद इत्यादि) के मानदंडों के अनुसार उपर्युक्त नर्सिंग कॉलेज और दंत कॉलेज भविष्य में प्रारम्भ कर सकते है ।
(iv) ' समविश्वविद्यालय संस्था' के रूप में श्री बाला जी विद्यापीठ अगले शैक्षिक वर्ष अर्थात 2009-10 से लागू अपने नामांकन के अन्तर्गत कस्तूरबा गांधी नर्सिंग कॉलेज, पुदुचेरी और इंदिरा गांधी दंत चिकित्सा चिकित्सा विज्ञान संस्थान , पुदुचेरी के अनुमोदित शैक्षिक पाठ्क्रमों /कार्यक्रमों में छात्रों का दाखिला करेगें ।

शैक्षिक पाठ्यक्रमों / कार्यक्रमों के संबंध में केवल उन छात्रो को डिग्री प्रदान करेगा जो शैक्षिक वर्ष 2009-2010 से इस संस्थान में दाखिल किए जाएगें ।
(vi) जहां तक कस्तूरबा गांधी नर्सिंग कॉलेज , पुदुचेरी और इंदिरा गांधी दंत चिकित्सा विज्ञान संस्थान , पुदुचेरी में पहले से दाखिल छात्रों का संबंध है वे अपने अकादमिक पाठ्क्रमों/अध्ययन पाठ्यक्रमों को पांडिचेरी विश्वविद्यालय के नामांकन और संबंधन के तहत जारी रखेगें और यह विश्वविद्यालय उनकी परीक्षाएं आयोजित करेगा तथा इस समय उपर्युक्त नर्सिंग कॉलेज और दंत चिकित्सा विज्ञान में जारी पाठ्क्रमों / अध्ययन कार्यक्रमों के सफलता पूर्वक पूरा करने पर डिग्रियां प्रदान करेगा ।
(vii) उपर्युक्त पैरा 7 (vi) में निर्धारित शर्त शैक्षिक 2006-07 के बाद और इस अधिसूचना के तारीख से पूर्व (अर्थात शैक्षिक वर्ष 2007-08 और 2008-09 के छात्रों को) कस्तूरबा गांधी नर्सिंग कॉलेज , और इंदिरा गांधी दंत चिकित्सा विज्ञान संस्थान में पहले से दाखिल छात्रों पर लागू होगी। तद्नुसार इस समय उपर्युक्त नर्सिंग कॉलेज और दंत विज्ञान में पढ़ रहे छात्रों को पाठ्क्रमों के सफलता पूर्वक पूरा करने के बाद पांडिचेरी विश्वविद्यालय द्वारा डिग्रियां प्रदान की जाएगी ।
8. उपर्युक्त पैरा 7 में की गई घोषणा , इस अधिसूचना के पृष्ठांकन के कम सं . 9 सूचना में उल्लिखित अतिरिक्त शर्तों के पूरा होने/ अनुपालन के विषयाधीन होगी ।
9. न तो भारत सरकार और न ही विश्वविद्यालय अनुदान आयोग , श्री बालाजी विद्यापीठ या इसकी किसी घटक इकाई (बाह्य परिसर इकाईयों सहित ) को कोई योजनागत या योजनेत्तर सहायता अनुदान प्रदान करेगा ।

सं. ईआरबी-1/2009/23/21--रेल मंत्रालय ( रेलवे बोर्ड) ने रेलवे स्टेशनों और गाड़ियों में उपलब्ध कराई गई यात्री सुविधाओं की जांच करने के लिए राष्ट्रीय स्तर पर यात्री सुविधा समिति का पुनर्गठन करने का विनिश्चय किया है जिसके अध्यक्ष श्री शुवाप्रसन्ना, " नतुन बारी ", बी. एच. -167 , साल्ट लेक, सेक्टर- II, कोलकाता -700091 , होंगे । 2. इस र्सार्मात अन्य सदस्य नीचे दिए गए अनुसार होंगे: -

(i) सामान्यस्वच्छता और वातावरण संबंधी दशा ।
(ii) पीने के पानी की व्यवस्थाएं ।
( iii ) यात्रियों को सूचना देने हेतु उपलब्ध कराई गई सुविधाएं जैसे पूछताछ कार्यालय , जन उद्घोषणा प्रणाली, प्रदर्शन बोर्ड, आदि।
(iv) लाइटों, पंखों और बिजली की अन्य सुविधाओं की व्यवस्था । भाग I-खण्ड 1 ]

(v) जन सुविधाओं जैसे जन शौचालयों, स्नानागारों, विश्राम कक्षों और प्रतीक्षालयों की व्यवस्था और अनुरक्षण।
(vi ) प्लेटफामों पर बेंचों, व्हील चेयरों, स्ट्रेचर, सामान की ट्रॉलियों आदि जैसी सुविधाओं की व्यवस्था।
( vii ) केरिजों और स्टेशन परिसरों में आरक्षण और बुकिंग ।
( viii ) कैरिजों और स्टेशन परिसरों में यात्रियों की सुरक्षा ।
( ix) अप्राधिकृत यात्रा के कारण रेल राजस्व का रिसाव और,
(x) यात्रियों के प्रति शिष्टाचार का व्यवहार सुनिश्चित करना।
4. समिति का कार्यकाल, इसके गठन की तारीख से दो वर्षों की अवधि के लिए अथवा अगले आदेशों, जो भी पहले हो, तक होगा ।
5. यातायात वाणिज्य निदेशालय , रेलवे बोर्ड समिति के साथ संपर्क बनाए रखने और इसकी विभिन्न सिफारिशों का समय पर कार्यान्वयन करने के लिए नोडल निदेशालय होगा ।

(क) खानपान/वेंडिंग स्टॉलों ट्रॉलियों और अन्य सभी स्टॉलों जैसे बुक स्टॉलों और अन्य विविध स्टॉलों, पीसीओ/आईएसडी/ एसटीडी बूथों के आकार, डिजाइन और स्थल की पुनरीक्षा करना और डिजाइन, आकार तथा स्थल के मानकीकरण के लिए उपायों की सिफारिश करना ताकि यह सुनिश्चित किया जा सके कि वे न केवल स्टेशन के सौंदर्याकरण के अनुरूप हों बल्कि न्यूनतम स्थान घेरें और यात्रियों के चलने- फिरने में बाधा उत्पन्न न करें । वे इस प्रकार की सेवाओं के बढ़ने और उनके अव्यवस्थित तरीके से स्थापित होने के कारण महत्वपूर्ण स्टेशनों और प्लेटफार्मों पर भीड़- भाड़ को कम करने के लिए उपायों की विशिष्ट रूप से सिफारिश करेंगे । भाग 1-खण्ड 1 ]

919 (ख) समिति स्टेशनों पर और गाड़ियों में अप्राधिकृत फेरी वालों/ वेंडिंग की समस्याओं का अध्ययन करेगी, अति संवेदनशील स्थलों, सेक्शनों और गाड़ियों की पहचान करेगी और इस समस्या को दूर करने हेतु ठोस उपायों की सिफारिश करेगी।
( ग) समिति उन वस्तुओं की भी पुनरीक्षा करेगी जिन्हें इस समय इन विभिन्न स्टॉलों पर बेचे जाने की अनुर्मात है और उनका मानकीकरण सुझायेगी । वे ऐसी वस्तुओं की सिफारिश करेगी जो स्वास्थ्य और स्वच्छता पर बिना कोई प्रतिकूल प्रभाव डाले और किसी भी तरह से जनता की पसंद और संवेदनशीलता को ठेस पहुंचाए जनता को बेचे जाने हेतु शामिल की जाएंगी ।
(घ) समिति परिवहन के अन्य साधनों, शहर के नक्शों आदि की उपलब्धता के संबंध में यात्रा कर रही जनता के मार्गनिर्देश के लिए पर्यटक सूचना बूथों और कीऑस्कों की स्थापना की आवश्यकता की जांच और सिफारिश करेगी।
(ड.) समिति क्षेत्रीय और प्रादेशिक आवश्यकताओं पर आधारित पुस्तकों और प्रकाशनों की बिक्री और साथ ही राष्ट्रीय अखंडता, सामाजिक न्याय , साम्प्रदायिक सामंजस्य , ग्रामीण विकास आदि विषयों वाले साहित्य की बिक्री के संबंध में जांच और सिफारिश करेगी। समिति गाड़ियों में, रेलवे स्टेशनों पर बजाए जाने वाले संगीत और साथ ही स्टेशनों आदि पर दृश्य माध्यम जैसे क्लोज्ड सर्किट टेलीविजनों (सीसीटीवी) के जरिए दिए जाने वाले संदेशों की भी जांच करेगी।
6. समिति का कार्यकाल दो वर्ष की अवधि अथवा अगले आदेशों, जो भी पहले हो , तक होगा।
7. पर्यटन एवं खानपान निदेशालय समिति के साथ संपर्क बनाए रखने और इसकी सिफारिशों का समय पर कार्यान्वयन करने के लिए नोडल निदेशालय होगा।

No. F -9-53 /2005 -U.3- Whereas the Central Government is empowered under Section 3 ofthe University Grants Commission (UGC) Act, 1956 to declare , on the advice of the UGC, an Institution of Higher Learning as a "Deemed-to - be- University. "
2. And whereas , a proposal was received from Sri Balaji Vidyapeeth , Puducherry seeking status of ' deemed-to- be - university' , as a ' De Novo' Institution , under Section 3 of the UGC Act , 1956, comprising the following institutions:
(i) Mahatma Gandhi Medical College & Research Institute , Puducherry ,
Kasturba Gandhi Nursing College, Puducherry
(ii)
(iii) Indira Gandhi Institute of Dental Sciences , Puducherry, and
Bharathiyar College of Engineering & Technology , Karaikal , Puducherry ;
(iv)

And whereas , on the advice of the University Grants Commission (UGC ) in the matter of conferment of status of ' deemed-to-be- university ' to Sri Balaji Vidyapeeth under Section 3 of the UGC Act , 1956, this Ministry haddeclared Sri Balaji Vidyapeeth, Puducherry, comprising Mahatma Gandhi Medical College & Research Institute , Puducherry, as an ' Institution Deemed -to- be-University' , under De Novo category, for the purposes of the aforesaid act , provisionally for a period of five years , vide this Ministry's notification of even number dated the 4th August , 2008 , subject to a review at the end of each year;
4. And whereas , on a subsequent advice of the UGC , ' Sri Sathya Sai Medical College and Research Institute' located at Nellikuppam Village in Chengalpattu Taluk , Kancheepuram District, Tamil Nadu , had been brought under the ambit of Sri Balaji Vidyapeeth ( Institution Deemed-to-be- University) , Puducherry, vide this Ministry's notification No.F.10-22/2008 - U.3 (A ) dated 20th February, 2009 , subject to certain conditions;
5. And whereas , Sri Balaji Vidyapeeth had represented to this Ministry in August , 2008 for including ( i ) Kasturba Gandhi Nursing College , Puducherry, ( ii ) indira Gandhi Institute of Dental PARTI- SEC. 1 ]

923 Sciences, Puducherry and (iii ) Bharathiyar College of Engineering & Technology , Karaikal , Puducherry, under its ambit . The said representation was also sent to the UGC for appropriate examination and recommendation;
6. And whereas , the UGC, upon consideration of the representation referred to in Para 5 cive , has recommended to this Ministry to include (i ) Kasturba Gandhi Nursing College and ( ii ) Indira Gandhi Institute of Dental Sciences under the ambit of Sri Balaji Vidyapeeth (Institution Deemed-to-be- University) . The UGC has not recommended inclusion of Bharathiyar College of Engineering & Technology , Karaikal , under the ambit of the Vidyapeeth , but has instead advised that the ' Institution Deemed-to-be - University' may submit a revised proposal after rectifying the deficiencies pointed out by the Expert Committees of both the UGC and the All India Council for Technical Education , New Delhi , which physically inspected the said colleges during October , 2007;
7. Now, therefore, in exercise of the powers conferred by Section 3 of the UGC Act, 1956, the Central Government, on the advice of the UGC referred to in Para 6 above , hereby declare that Sri Balaji Vidyapeeth , Puducherry, which was declared as an ' Institution Deemed -to-be- University' , under De Novo category , for the purposes of the aforesaid Act, provisionally for a period of five years , shall comprise in addition to ' Mahatma Gandhi Medical College & Research Institute , Puducherry ' and 'Sri Sathya Sai Medical College and Research Institute ' located at Nellikuppam Village in Chengalpattu Taluk , Kancheepuram District, Tamil Nadu , two more institutions , namely, ( i ) Kasturba Gandhi Nursing College, Pillaiyarkuppam , Puducherry and (ii ) Indira Gandhi Institute of Dental Sciences , Pillaiyarkuppam , Puducherry , as constituent teaching units , under its ambit, with effect from the date of disaffiliation of these two colleges from their affiliating university, viz . , Pondicherry University, subject to the following conditions :
(i ) All the conditions stipulated in this Ministry's notification of even number dated the 4th August , 2008 and those stipulated in notification No.F.10-22/2008 - U.3 (A) dated 20th February, 2009 that govern the status of ' deemed -to- be - university' conferred on Sri Balaji Vidyapeeth , Puducherry , shall continue to be in force, and shall also be applicable to Kasturba Gandhi Nursing College, Puducherry and Indira Gandhi Institute of Dental Sciences , Puducherry , wherever relevant;
(ii) The annual reviews to be conducted by the UGC at Kasturba Gandhi Nursing College , Puducherry and Indira Gandhi Institute of Dental Sciences, Puducherry and recommendations of the Commission thereof, shall also form the basis for confirmation of the status of ' deemed-to - be - university' conferred on Sri Balaji Vidyapeeth , Puducherry , after five years;
() The declaration as made above shall cover those academic courses that are conducted presently by ( i ) Kasturba Gandhi Nursing College, Puducherry and indira Gandhi Institute of Dental Sciences , Puducherry , under affiliation to the Pondicherry University , Puducherry, and those courses that the ' Institution Deemed- to -be- University' concerned may start in future at the said Nursing College and the Dental [PART 1- SEC. 1 924

College as per the norms of the relevant Statutory Council (s) concerned ( such as the Indian Council of Nursing . Dental Council of India, etc. ) ;
(iv) Sri Balaji Vidyapeeth , as an ' Institution Deemed-to - be - University', shall admit students to the approved acadernic courses / programmes of Kasturba Gandhi Nursing College, Puducherry and Indira Gandhi Institute of Dental Sciences , Puducherry , under its enrolment , only with effect from the next academic year , i.e. 2009-2010;
(v) Sri Balaji Vidyapeeth , as an ' Institution Deemed- to- be - University, shall , accordingly , award degrees in respect of the academic courses / programmes of Kasturba Gandhi Nursing College, Puducherry and Indira Gandhi Institute of Dental Sciences , Puducherry , only to those students who shall be admitted to this Institute from the academic year 2009-2010 onwards;
(vi ) As for the students who were already admitted to Kasturba Gandhi Nursing College , Puducherry, and Indira Gandhi Institute of Dental Sciences, Puducherry , they shail continue to pursue their academic courses/ programmes of study under the enrolment and affiliation to Pondicherry University, which shall conduct examinations to them and award degrees to their respective enrolled students upon successful completion of the courses/ programmes of study they are pursuing at the said Nursing College and the Dental College presently .
(vii ) The condition stipulated as at sub Para 7 ( vi ) above shall also cover those students who were already admitted to the Kasturba Gandhi Nursing College and Indira Gandhi Institute of Dental Sciences subsequent to the academic session 2006-2007 and prior to the date of this notification ( i.e. batches of students belonging to the academic years 2007-2008 and 2008-2009) . These students shall accordingly be awarded degrees only by the Pondicherry University upon successful completion of the courses they are pursuing at the said Nursing College and the Dental College presently.
8. The declaration as made in Para 7 above is also subject to fulfillment / compliance of further conditions mentioned at Sr. No.9 of the endorsement to this Notification ;
9. Neither the Government of India nor the UGC shall provide any Plan or Non - Plan grant- in- aid to Sri Balaji Vidyapeeth or any of its constituent units (including off- campus units) .

2. The other members of the Committee will be as under : -

(ii) Drinking water arrangements .
(iii) Facilities provided for dissemination of information to the passengers , like enquiry offices , public address system , indicator boards etc.
( iv) Provision of lights , fans and other electrical amenities .
(v) Provision and maintenance of public conveniences like public lavatories, bathrooms , retiring rooms and waiting halls .

( ix) Leakage of Railway Revenues due to unauthorized travel and (x) Ensuring courtesy to passengers .
4. The tenure of the Committee will be for a period of two years from the date of its constitution or till further orders , whichever is earlier .
5. The Traffic Commercial Directorate , Railway Board will be the nodal Directorate interacting with the Committee and processing its various recommendations for timely implementation .
6. Director Traffic/Commercial ( G ) -II , Railway Board will be the Secretary of the Committee.

5. The Terms of reference of the Committee are as under: -
a) To review the size , design and location of catering /vending stalis /trolleys and all other stalls like book stalls and other miscellaneous stalls , PCO/ISD / STD booths and recommend measures for standardization of the design , size as well as the location so as to ensure that they not only match with the aesthetics of the station , but also take up minimum space and do not create hindrance to movement and circulation of passengers . They would specifically recommend steps to reduce congestion at important stations and platforms caused due to proliferation of such services and their installation in a haphazard manner .
b) The committee would study the problems of unauthorized hawking /vending at stations and in trains , identify vulnerable locations , sections and trains , and recommend concrete measures to eliminate this menace .

[PART 1- SEC. 1 c) The Committee would also review the items, which are presently permitici to be sold at these various stalls and suggest their standardization . They would recommend items , which would be included for sale to public without any risk to health and hygiene and in no way offend public taste and sensitivity.
d) The Committee would examine and recommend on the requirement for setting up of tourist information booths as well as kiosks for guiding traveling public regarding availability of other modes of transport, city maps etc. e) The Committee would examine and recommend regarding sale of books and publications depending on the regional and territorial requirements as also sale of literature for permitting themes of national integration , social justice, communal harmony, rural development etc. The Committee would also examine the kind of musicto be played in trains at railway stations as also the messages given through the visual media like Closed Circuit Televisions (CCTVs ) at stations etc.
6. The tenure of the Committee will be for a period of two years or till further orders , whichever is ealier.
