G.S.R. 111 .-- In exercise of the powers conferred by Section 25 read with Section 128 of the University Grants Commission Act, 1956 (3 of 1956), the Central Government herebymakes the following rules, to amend the University Grants Commission (Fitness of Institutions for Grants) Rules, 1975 , namely :---

1. (1) These Rules may be called the University Grants Commission (Fitness of Institutions for Grants) (Amendment) Rules, 2009 .

(2) They shall come into force on the date oftheir publication in the Official Gazette .
विश्वविद्यालय अनुदान आयोग ( अनुदान हेतु संस्थाओं की पात्रता ) ( संशोधन ) नियमावली , 2009
2. In the University Grants Commission (Fitness of Institutions for Grants) Rules, 1975, in Rule 2 the following provisos shall be inserted at the end, namely :-
सा.का.नि. 111.-विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 ( 1956 का 3 ) की धारा 12ख के साथ पठित धारा 25 द्वारा प्रदत्त शक्तियों का उपयोग करते हुए , केन्द्र सरकार विश्वविद्यालय अनुदान आयोग ( अनुदान हेतु संस्थानों की पात्रता ) विनियम , 1975 में संशोधन करने हेतु निम्नलिखित नियम बनाती है :-
"Provided that the Commission may relax one ormore ofthe conditions specified in this Section in respect of any institution established under an approved scheme in an educationally backward district identified by the Central Government on the basis of low gross enrolment ratio in higher education.
. 1. (1 ) इन नियमों को विश्वविद्यालय अनुदान आयोग (अनुदान हेतु संस्थाओं की पात्रता ) ( संशोधन ) नियमावली , 2009 के नाम से जाना जाए ।
(2) ये नियम सरकारी राजपत्र में इनके प्रकाशन की तारीख से प्रभावी होंगे ।
Provided further that the Commission may also relax one or more of the conditions specified in this Section in respect of any institution recommended by the State Government along with willingness of such State Government to provide the corresponding share determined asthe project cost of any approved scheme so as to make such institution fit to receive such grants .
Explanation :-For the purpose of these provisos , "approved scheme " means any scheme approved by the Central Government or the Commission , as the case may be."
2. विश्वविद्यालय अनुदान आयोग (अनुदान हेतु संस्थाओं की पात्रता) नियमावली , 1975 के नियम 2 के अन्त में निम्नलिखित प्रावधानों को जोड़ा जाए: -

" बशर्ते कि आयोग उच्चतर शिक्षा में निम्न सकल नामांकन अनुपात के आधार पर केन्द्र सरकार द्वारा चिन्हित किए गए शैक्षणिक रूप से पिछड़े जिलों में किसी अनुमोदित योजना के तहत स्थापित किसी संस्था के संबंध में इस धारा में विनिर्दिष्ट शतों में एक या एक से अधिक शर्तों में छूट प्रदान कर सकता है ।

सा.का.नि. 112.-विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 ( 1956 का 3 ) की धारा 12ख के साथ पठित विश्वविद्यालय अनुदान आयोग अधिनियम की धारा 25 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , केन्द्र सरकार विश्वविद्यालय अनुदान आयोग ( अनुदान हेतु कतिपय विश्वविद्यालयों की पात्रता ) नियमावली , 1974 में संशोधन करने हेतु एतद्वारा निम्नलिखित नियम बनाती है :-
इसके अतिरिक्त, आयोग राज्य सरकार द्वारा किसी अनुमोदित योजना की परियोजना लागत के रूप में निर्धारित भाग प्रदान करने की इच्छा के साथ ऐसी राज्य सरकार द्वारा अनुशंसित किसी संस्था को ऐसा अनुदान प्राप्त करने का पात्र बनाने के लिए इस धारा में विनिर्दिष्ट शर्तों में से किसी एक या एक से अधिक शर्तों में छूट प्रदान कर सकता है ।
1. ( 1 ) इन नियमों को विश्वविद्यालय अनुदान आयोग (अनुदान हेतु कतिपय विश्वविद्यालयों की पात्रता ) (संशोधन ) नियमावली , 2009 के नाम से जाना जाए ।
व्याख्या: इन प्रावधानों के उद्देश्यार्थ " अनुमोदित योजना " का अर्थ है केन्द्र सरकार या आयोग जैसा भी मामला हो द्वारा अनुमोदित कोई भी योजना" ।

(2) ये नियम सरकारी राजपत्र में इनके प्रकाशन की तारीख से प्रभावी होंगे ।

व्याख्या: इन प्रावधानों के उद्देश्यार्थ " अनुमोदित योजना का अर्थ हैं केन्द्र सरकार या आयोग जैसा भी मामला हो द्वारा अनुमोदित कोई भी योजना" ।

G.S.R.112 .-In exercise of the powers conferred by section 25 of the University Grants Commission Act, 1956 read with section 12B of University Grants Commission Act, 1956 (3 of 1956) , the Central Government hereby makes the following rules , to amend the University Grants Commission (Fitness of Certain Universities for Grants) Rules , 1974 , namely:-
1. (1) These Rules maybe called the University Grants Commission (Fitness of Certain Universities for Grants (Amendment) , Rules , 2009.
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the University Grants Commission (Fitness of Certain Universities for Grants) Rules , 1974, in Rule 2 the following proviso shall be inserted at the end, namely:-
"Provided that the Commission may relax one or more of the conditions above in respect of any University established by the State Government or the Central Government under any approved scheme .
Explanation : For the purpose of this proviso , " approved scheme" means " any scheme approved by the Central Government or the Commission , as the case may be."

सा. का. नि. 113. राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , केन्द्रीय कामगार शिक्षा बोर्ड ( निदेशक ) भर्ती नियमावली , 2009 में संशोधन करने हेतु , एतद्वारा , निम्नलिखित नियम बनाते हैं , अर्थात्
1. इस नियमावली को केन्द्रीय कामगार शिक्षा बोर्ड ( निदेशक ) (संशोधन ) भर्ती नियमावली , 2009 कहा जाएगा ।
2. यह सरकारी राजपत्र में इसके प्रकाशन की तारीख से प्रभावी होगी ।
[PART II-SEC. 3 (1 ) ] 2. केन्द्रीय कामगार शिक्षा बोर्ड (निदेशक ) भर्ती नियमावली , 2009में, अनुसूची में, -
(i). कॉलम (4) में, प्रविष्टि हेतु , निम्नलिखित प्रविष्टि प्रतिस्थापित की जाएगी , अर्थात्:-
" 37,400-67,000 रुपये 10,000 रुपये ग्रेड पे";
(ii) कॉलम ( 12 ) में , " क. प्रतिनियुक्त व्यक्ति " शीर्ष के अंतर्गत मद ( क) ( ii ) एवं ( iii ) की प्रविष्टियों के प्रति क्रमशः निम्नलिखित प्रविष्टियां प्रतिस्थापित की जाएंगी , अर्थात्:-
" ( ii) 37,400-67,000 रुपये + 10,000 रुपये ग्रेड पे के वेतनमान वाले पद पर दो वर्ष की नियमित सेवा सहित; अथवा ( iii) 37400-67000 रुपये + 8900 रुपये ग्रेड पे के वेतनमान वाले पद पर तीन वर्ष की नियमित सेवा सहित; और " [फा. सं. ए-12018/6/2005 - ईएसए ( डब्ल्यूई ] प्रदीप गौड़ , अवर सचिव टिप्पणी: मुख्य नियमावली भारत के राजपत्र के भाग II , खण्ड-3 , उप-खण्ड ( i ) में दिनांक 22 जनवरी , 2009 की अधिसूचना संख्या सा.का.नि. 11 द्वारा प्रकाशित की गई थी ।

G.S.R. 113.-In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Central Board for Workers' Education (Director) Recruitment Rules , 2009, namely:-
1. These rules may be called the Central Board for Workers' Education (Director) (Amendment) Recruitment Rules, 2009 .
2. They shall come into force on the date of their publication in the Official Gazette.
2. In the Central Board for Workers Education (Director) Recruitment Rules, 2009 , in the Schedule,-
(i). in column (4) , for the entry , the following entry shall be substituted, namely :--- "Rs . 37,400-67,000 + Rs . 10,000 Grade Pay" ;
(ii) . in column ( 12 ) , under the heading " A. Deputationist" , for the entries against item (a) (ii ) and ( iii ) , the following entries shall respectively be substituted, namely :-
"(ii) with two years regular service in the posts in the pay scale of Rs . 37,400-67,000 + Rs . 10,000 GradePay; or
( iii) with three years regular service in the posts in the pay scale of Rs . 37400-67000 + Rs . 8900 Grade Pay; and" .
