सं. एफ. 9-28/2000- यू. 3- जबकि " राष्ट्रीय संस्कृत संस्थान ", नई दिल्ली मानव संसाधन विकास मंत्रालय का स्वायत्त संगठन है, और जिसके लखनऊ , इलाहाबाद, जयपुर, श्रृंगेरी , त्रिचूर, पुरी , जम्मूऔर गर्ली ( कांगड़ा, हिमाचल प्रदेश ) स्थित आठ परिसर हैं , को इस मंत्रालय की दिनांक 7 मई , 2002 कीसमसंख्यक अधिसूचना के ज़रिए विश्वविद्यालय अनुदान आयोग ( यू.जी.सी. ) अधिनियम , 1956 की धारा 3 के तहत् पांच वर्षों के बाद समीक्षा किए जाने की शर्त के अधीन सम- विश्वविद्यालय संस्था घोषित किया गया था;
2. और जबकि विश्वविद्यालय अनुदान आयोग द्वारा इस उद्देश्यार्थ गठित की गई विशेषज्ञ समिति के माध्यम से राष्ट्रीय संस्कृत संस्थान और इसके संघटक परिसरों के कार्यकरण की समीक्षा के आधार पर और विश्वविद्यालय अनुदान आयोग की इससे संबंधित सिफारिशों के आधार पर केन्द्र सरकार ने इस मंत्रालय की दिनांक । जनवरी, 2009 की सम- संख्यक अधिसूचना के ज़रिए उपर्युक्त अधिनियम के उद्देश्यार्थ राष्ट्रीय संस्कृत संस्थान , नई दिल्ली की सम-विश्वविद्यालय संस्था के रूप में पांच वर्ष की और अवधि के लिए जारी रखने का अनुमोदन प्रदान किया है ।
3. और जबकि राष्ट्रीय संस्कृत संस्थान के अनुरोध पर विचार करने के बाद विश्वविद्यालय अनुदान आयोग ने अपने दिनांक 18.12.2008 के पत्र सं. एफ. 6-3/2001 ( सीपीपी- I ) के ज़रिए इस मंत्रालय को राष्ट्रीय संस्कृत संस्थान , नई दिल्ली के भोपाल और मुंबई स्थित परिसरों को उक्त पत्र के तहत् तीन वर्षों के लिए तथा उसके बाद पांच वर्षों के लिए वार्षिक समीक्षा किए जाने की शर्त के अधीन शामिल करने की सिफारिश की है;
4. इसलिए अब विश्वविद्यालय अनुदान आयोग अधिनियम , 1956 की धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्र सरकार विश्वविद्यालय अनुदान आयोग की उपर्युक्त सिफारिश के आधार पर एतद्वारा राष्ट्रीय संस्कृत संस्थान, नई दिल्ली के निम्नलिखित परिसर बाह्य केन्द्रों जिन्हें सरकार के संस्थान की 9वीं योजनावधि में स्थापित करने की अनुमति प्रदान की थी और जिन्होंने मई, 2002 से कार्य करना शुरू कर लिया था, को इस संस्थान की संघटक शिक्षण इकाइयों के रूप में विश्वविद्यालय अनुदान आयोग अधिनियम, 1956 के उद्देश्यार्थ प्रारंभ में तीन वर्षों के लिए वार्षिक समीक्षा तथा इसके बाद पांच वर्ष बाद समीक्षा किए जाने की शर्त के अधीन सम विश्वविद्यालय घोषित करती है ;
(i) केन्द्रीय संस्कृत विद्यापीठ, ई-7/62 , अरेरा कालोनी , साईन बोर्ड के पास , भोपाल , मध्य प्रदेश; और
( ii) के. जे. सौम्य केन्द्रीय संस्कृत विद्यापीठ, द्वितीय तल , एस.आई.एम.एस.आर. भवन, विद्या विहार , मुंबई, महाराष्ट्र
5. उपर्युक्त पैरा 4 में की गई घोषणा के अनुसार प्रदान की गई मान्यता का पैरा 4 में उल्लिखित परिसरों में पहले ही शुरू किए गए अकादमिक पाठ्यक्रमों को शामिल करने के लिए विस्तार किया जाएगा ताकि भोपाल परिसर के मामले में अकादमिक सत्र 2002-2003 से और महाराष्ट्र परिसर के मामले में अकादमिक सत्र 2003-2004 से तथा इसके बाद संस्थान द्वारा इन पाठ्यक्रमों में दाखिल किए गए विद्यार्थियों के दाखिले को नियमित किया जा सके;
6. उपर्युक्त पैरा 4 में की गई घोषणा इस अधिसूचना के पृष्ठांकन संख्या 4 पर उल्लिखित शर्तों को भी पूरा करने के अधीन है ।

New Delhi - 1 , the 30th June 2009
No. F.9-28 / 2000 -U.3- Whereas " Rashtriya Sanskrit Sansthan' , New Delhi , an autonomous organisation of the Ministry ofHuman Resource Development, comprising its eight multi-campuses located at Lucknow, Allahabad, Jaipur, Srineri, Trichur, Puri, Jammu and Garli (Kangra , Himachal Pradesh ) , was declared as an ' Institution Deemed- to-be- University' , under Section 3 of the University Grants Commission ( UGC) Act, 1956, vide this Ministry's notification of even number dated the 7th May, 2002, subject to a review after five years ;
2.And whereas , on the basis of a review of the functioning of Rashtriya Sanskrit Sansthan and its constituent campuses as carried out by the UGC through an Expert Committee constituted for this purpose and of the recommendations made by the Commission thereof, the Central Government accorded approval to the continuance of " Rashtriya Sanskrit Sansthan " , New Delhi, as an 'Institution Deemed- to-be -University' , for the purpose of the aforesaid Act, for a further period of five years, vide this Ministry's notification of even number dated 1st January, 2009;
3. And whereas , upon consideration of a request received from Rashtriya Sanskrit Sansthan, the UGC vide its communication bearing No. F. 6-3 /2001 ( CPP - I ) dated 08.12.2008 has recommended to this Ministry to include the campuses of Rashtriya Sanskrit Sansthan at Bhopal and Mumbai under the ambit of the latter subject to annual review for three years and subsequently after five years ;
4.Now, therefore , in exercise of the powers conferred by Section 3 of the UGC Act , 1956 , the Central Government, on the aforesaid recommendations of the UGC ,do hereby declare the following off- campus centres of Rashtriya Sanskrit Sansthan, Deemed- to-be -University, New Delhi , which were permitted by the Central Government to be established by the Sansthan in the 9th Plan period and which became functional since May, 2002 , as the constituent teaching units of the Sansthan, for the purposes of the UGC Act , 1956 , subject to annual reviews for three years initially and subsequent review after five years;
(i) Kendriya Sanskrit Vidyapeetha, E- 7/ 62 Arera Colony, Near Sign Board, Bhopal , Madhya Pradesh; and (ii) K. J. Somaiya Kendriya Sanskrit Vidyapeetha , II Floor , S.I.M.S.R. Building , Vidya Vihar , Mumbai , Maharashtra.
5. The recognition accorded as per the declaration made in Para 4 above shall extend to cover the academic courses already started at the campuses mentioned in Para 4 above , so as to regularize the admission of students made by the Sansthan to these courses from the academic session 2002-2003 onwards in the case of the Bhopal campus and from the academic session 2003-2004 onwards in the case of the Bhopal campus ;
6. The declaration as made in Para 4 above is further subject to fulfillment of the conditions mentioned at Sr. No. 4 of the endorsement to this notification .
