भारत सरकार के मंत्रालयों ( रक्षा मंत्रालय को छोड़कर ) और केन्द्रीय अधिकारियों ( संघ राज्य क्षेत्र प्रशासनों को छोड़कर ) द्वारा विधि के अंतर्गत बनाए और जारी किए गए साधारण सांविधिक नियम ( जिनमें साधारण प्रकार के आदेश , उप-नियम आदि सम्मिलित हैं )
General Statutory Rules ( Including Orders , Bye- laws etc. of a general character) issued by the Ministries ofthe Government of India ( other than the Ministry ofDefence) and by the Central Authorities (other than the Administrations of Union Territories)
निकोबार द्वीप समूह तथा लक्षद्वीप " शब्दों के स्थान पर " अंडमान व निकोबार द्वीपसमूह अथवा लक्षद्वीप " शब्द प्रतिस्थापित हों ;

( ii ) वरिष्ठ लिपिक के पद से संबंधित , क्रमांक 2 पर दिए गए पद के सामने उल्लिखित ,
(क) कॉलम 5 में दी गई प्रविष्टि के स्थान पर , नामतः निम्नलिखित प्रविष्टि प्रतिस्थापित हों :
सा. का. नि. 129. संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , राष्ट्रपति नागर विमानन मंत्रालय , नागर विमानन सुरक्षा ब्यूरो , समूह ' ग ' पद , भर्ती नियमावली , 2008 में संशोधन करके नामतः निम्नलिखित नियम बनाते हैं :-
" गैर चयन "
1. (i ) इन नियमों को नागर विमानन मंत्रालय , नागर विमानन सुरक्षा ब्यूरो , समूह ' ग ' पद, भर्ती ( संशोधन ) नियमावली , 2009 कहा जाएगा ।
(ख) कॉलम 10 में, दी गई प्रविष्टि के स्थान पर, नामतः निम्नलिखित प्रविष्टि प्रतिस्थापित हों:-
"लागू नहीं"
( ii ) ये नियम सरकारी राजपत्र में उनके प्रकाशन की तिथि से प्रभावी होंगे ।
(iii ) कनिष्ठ लिपिक के पद से संबंधित , नोट में क्रमांक 3 में दिए गए पद के सामने उल्लिखित ,
2. नागर विमानन मंत्रालय , नागर विमानन सुरक्षा ब्यूरो , समूह 'ग ' पद , भर्ती नियमावली , 2008 की संबंधित अनुसूची में :
(i) कॉलम 7 में आशुलिपिक ( समूह -घ ) के पद से संबंधित क्रमांक 1 पर दिए गए पद के सामने उल्लिखित नोट में, " अडंमान व
(क) कॉलम 7 में, संबंधित नोट में, " अंडमान व निकोबार द्वीप -समूह तथा लक्षद्वीप " शब्दों के स्थान पर " अंडमान व निकोबार द्वीपसमूह अथवा लक्षद्वीप " शब्द प्रतिस्थापित हों ;

(ख) कॉलम 10 में , दी गई प्रविष्टि के स्थान पर, नामतः निम्नलिखित प्रविष्टियां प्रतिस्थापित हों :-

(ग ) कॉलम 12 में , दी गई प्रविष्टियों के स्थान पर , नामतः निम्नलिखित प्रविष्टियां प्रतिस्थापित हों :-
"प्रतिनियुक्ति/आमेलन "
(क) भारत सरकार के कार्यालयों में 3050-75-3950-80-4590 रु. के वेतनमान में कार्यरत अवर श्रेणी लिपिक अथवा कनिष्ठ लिपिक में से , तथा
(ख) कॉलम 8 में सीधी भर्तियों के लिए यथा निर्धारित शैक्षिक अहर्ताएं तथा अनुभव प्राप्त कर्मचारी ।
नोट : उसी अथवा अन्य संगठन/विभाग में इस नियुक्ति से तुरन्त पूर्वधारित किसी अन्य संवर्ग - बाह्य पद पर प्रतिनियुक्ति की समयावधि समेत प्रतिनियुक्ति की समयावधि सामान्यतया तीन वर्ष से अधिक नहींहोगी ।

MINISTRY OF CIVIL AVIATION New Delhi , the 31st August, 2009
G.S.R.129.- In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules to amend the Ministry of Civil Aviation , Bureau of Civil Aviation Security, Group ' C ' Posts , Recruitment Rules , 2008 , namely 1. (1) These rules may be called the Ministry ofCivil Aviation , Bureau of Civil Aviation Security,Group ' C' Posts , Recruitment (Amendment) Rules , 2009.
(ii) their They shall come into force on the date of publication in the Official Gazette.
2. In the Schedule to the Ministry of Civil
Bureau of Civil Aviation Recruitment Aviation, Security, Group ' C'Posts , Rules , 2008 ,-
(i) against the post at serial number 1 , relating to the post of Stenographer (Grade- D) in column 7, in the Note , for the words " Andaman & Nicobar Islands and Lakshadweep " the words "Andaman and Nicobar Islands or Lakshadweep " shall be substituted;
(ii) against the post at serial number 2, relatingto the post of Senior Clerk,-
[PART II-SEC. 3 (1)] (a) in column 5 , for the entry, the following entry shall be substituted, namely:---
"Non Selection"
(b) in column 10, for the entry, the following entry shall be substituted, namely:-
"NotApplicable" ;
(iii) against the post at serial number 3, relating to the post ofJunior Clerk,
(a) in column 7, in the Note for the words "Andaman & Nicobar Islands and Lakshadweep" the words "Andaman and Nicobar Islands or Lakshadweep " shall be substituted;
(b) in column 10 , for the entry , the following entry shall be substituted, namely:--
"Two years for direct recruits" ;
(c) in column 12 , for the entries , the following entry shall be substituted, namely :-
"Deputation/ Absorption" ;
(a) From amongst Lower Division Clerks or Junior Clerks working in Pay Scale ofRs . 3050-75-3950-80- 4590 in the offices of the Government of India; and (b) Possessing the educational qualifications and experience prescribed for direct recruits under column8.
Note:Period ofdeputation including period ofdeputation inanother ex-cadre post held immediately preceding this appointment in the same or other Organization/Department shall ordinarily not exceed three years .

सा. का. नि. 130.राष्ट्रपति संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , एतद्वारा दूरसंचार इंजीनियरिंग सेवा ( समूह ' ख ' पद) भर्ती नियमावली , 1996 में आगे संशोधन करते हुए निम्नलिखित नियम बनाते हैं :-
1. ( i ) इन नियमों को दूरसंचार इंजीनियरिंग सेवा ( समूह ' ख ' पद) भर्ती (संशोधन ) नियमावली , 2009 कहा जाएगा ।
(ii ) ये नियम सरकारी राजपत्र में इनके प्रकाशन की तिथि से प्रवृत्त होंगे । [भाग II- खण्ड 3 ( i) ]
2. दूरसंचार इंजीनियरिंग सेवा ( समूह ' ख ' पद ) भर्ती नियमावली , 1996में,
(क) अनुसूची के कॉलम 4 में शब्द " वेतनमान रु . " के स्थान पर "वेतन बैंड + ग्रेड वेतन " को रखा जाएगा ।
(ख ) और कॉलम 4 के अंतर्गत उल्लिखित 2000-60-2300-द.रो. -75-3200-100-3500 के स्थान पर वेतन बैंड - II , 9300 रू -34800 रू ग्रेड वेतन 4800 रू. रखा जाएगा ।

amend the Telecommunications Engineering Service (Group ' B' Posts) Recruitment Rules , 1996 namely :-
1. (1) These rules may be called the Telecommunications Engineering Service (Group ' B ' Posts) Recruitment (Amendment) Rules, 2009.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. In the Telecommunications Engineering Service (Group ' B ' Posts) Recruitment Rules , 1996,- (a) in column4 of the Schedule , the words 'Scale of Pay Rs . ' shall be substituted as ' Pay Band + Grade Pay'
(b) and 2000-60-2300 - EB - 75-3200-100-3500 mentioned under the Column 4 ofSchedule shall be substituted as PB - II, Rs . 9300-34800 + Grade Pay Rs.4800.
