2. यह तर्थ नियुक्ति श्रीमती सुवाशी कच्छप को अनुसंधान अधिकारी के ग्रेड में नियमित नियुक्ति हेतु दावा करने का कोई अधिकार प्रदान नहीं करेगी और साथ ही अनुसंधान अधिकारी के ग्रेड में तदर्थ आधार पर उनके द्वारा की गई सेवाओं को न तो अनुसंधान अधिकारी के ग्रेड में वरिष्ठता हेतु और न ही अगले उच्चतर ग्रेड में पदोन्नति हेतु पात्रता के लिए गिना जाएगा ।

2. ऊपर उल्लिखित अधिकारियों की नियुक्ति को अनुमोदित सेवा और साथ सैद्धांतिक आधार पर अवर सचिव के रूप में उनके वेतन निर्धारण के लिए 01.07.2003 से प्रभावी हुआ समझा जाए । ये अधिकारी एफ आर-22 के प्रावधानों के अनुसार अपने वेतन निर्धारण के लिए विकल्प का लाभ उठाने के भी हकदार होंगे । तथापि, ऐसा कोई अधिकारी , जो अपने चयन वर्ष की पहली जुलाई से पूर्व तदर्थ अवर सचिव पदोन्नत हुआ हो और जिसने खंडित विकल्प ( split option ) का लाभ ले लिया है, अपना पुनः विकल्प देने का पात्र नहीं होगा । वास्तविक लाभ अधिकारियों के अवर सचिव के पद पर नियुक्ति की तिथि से ही उपलब्ध होंगे ।
