लेखापरीक्षकों की रिपोर्ट
हमने वास्तुकला परिषद्, इंडिया हैबिटेट सेंटर को 6 ए प्रथम तल, लोदी रोड, नई दिल्ली-110003 के 31 मार्च, 2009 के संलग्न तुलन- पत्र तथा 31 मार्च, 2009 को समाप्त वर्ष के आय- व्यय लेखा एवं प्राप्ति तथा अदायगी लेखा ( इसमें परिषद् के कार्यालयों के सभी लेखे शामिल हैं ) की परीक्षा कर ली है । ये वित्तीय विवरण परिषद् के प्रबंधन की ज़िम्मेदारी है और लेखापरीक्षा पर आधारित इन वित्तीय विवरणों के बारे में राय व्यक्त करना हमारी ज़िम्मेदारी है ।
हमने भारत में सामान्यतः स्वीकृत किए गए लेखापरीक्षा मानकों के अनुसार लेखापरीक्षा की है । इन मानकों के अनुसार यह अपेक्षित है कि हम लेखा परीक्षा की योजना एवं निष्पादन ऐसा उचित आश्वासन प्राप्त करने के लिए करते हैं कि क्या वित्तीय विवरण किसी विशेष गलत विवरण से मुक्त है। लेखा परीक्षा में नमूना के आधार पर जांच करना और वित्तीय विवरणों में राशि एवं प्रकटनों का पोषक साक्ष्य शामिल होता है । लेखा परीक्षा में प्रयुक्त लेखाकरण सिद्धांतों का निर्धारण तथा प्रबंधन द्वारा लगाए गए महत्वपूर्ण अनुमान और समूचे वित्तीय विवरण की प्रस्तुति का मूल्यांकन करना भी शामिल होता है । हमें विश्वास है कि अनुलग्नक सं.14-लेखाओं के भाग के रूप में महत्वपूर्ण लेखाकरण नीतियों नोट सं . 10 और 11 के अध्यधीन हमारे द्वारा की गई लेखा परीक्षा हमारी राय के लिए उचित आधार प्रस्तुत करती है । हम रिपोर्ट देते हैं कि : --
1. हमनें वे सभी सूचनाएं एवं स्पष्टीकरण प्राप्त कर लिए है जो हमारी जानकारी और विश्वास के अनुसार लेखापरीक्षा के लिए आवश्यक थे;
2. हमने लेखा- बहियों की जो जांच की है उससे यह प्रकट होता है कि परिषद् ने उचित लेखा- बहियां रखी हुई हैं;
3. तुलन- पत्र तथा आय- व्यय और प्राप्ति एवं अदायगी लेखा, बहियों से मेल खाते हैं ;
4. हमारी राय में और जहां तक हमारी जानकारी है और हमें जो स्पष्टीकरण दिए गए हैं उनके अनुसार संलग्न अनुसूचियों सहित और लेखाकरण नीतियों के भाग के रूप में टिप्पणियों के साथ पठित उक्त लेखा विवरण में : --
(i) 31 मार्च, 2009 को परिषद् की कार्यस्थिति से संबंधित तुलन- पत्र;
(ii) उसी तारीख को समाप्त वर्ष के अधिशेष आय - व्यय लेखे; और
( iii ) उसी तारीख को समाप्त वर्ष के प्राप्ति तथा अदायगी लेखे का सही एवं वास्तविक चित्र प्रस्तुत किया गया है ।

वास्तुकला परिषद् वास्तुविद् अधिनियम , 1972 के अधीन गठित किया गया एक सांविधिक निकाय है । परिषद् 31.03.2009 को समाप्त वर्ष के लिए परीक्षित लेखा- विवरण सहित अपनी वार्षिक रिपोर्ट प्रस्तुत करती है ।
संगठनात्मक संरचनाः
वास्तुकला परिषद् का अध्यक्ष संगठन का प्रमुख होता है जिसके पूर्ण कार्यभार के अधीन परिषद् काम करती है । सम्प्रति, प्रोफेसर विजय श्रीकृष्ण सोहोनी परिषद् के अध्यक्ष हैं ।

सांविधिक तथा अन्य समितियाँ :
वास्तुविद् अधिनियम और उसके अधीन बनाए गए विनियमों के उद्देशों को पूरा करने के लिए परिषद् ने साविधिक समितियाँ गठित की हैं यथा--कार्यकारिणी समिति जो परिषद् के कार्यकारी प्राधिकारी के रूप में काम करती है । अनुशासन समिति जो शिकायतों की जांच -पड़ताल करती है और वास्तुविदों के वृत्तिक कदाचार के संबंध में जांच करती है , सलाहकार समिति ( अपील ) जो उन आवेदकों की अपीलों की सुनवाई करती है जिनके पंजीकरण के मामले परिषद् के रजिस्ट्रार द्वारा अस्वीकार कर दिए जाते हैं ।
परिषद् और उसकी समितियों की बैठकें :
रिपोर्टाधीन वर्ष के दौरान परिषद् की दो बैठकें हुई:- 25 जुलाई , 2008 को 51 वीं बैठक कोडईकनाल , तमिलनाडु में और 23 जनवरी , 2009 को 52वीं बैठक अलेप्पी , केरल में ।
कार्यकारिणी समिति की चार बैठकें हुई अर्थात् नई दिल्ली में 11 अप्रैल , 2008 को 94वीं बैठक; पुणे में 16 जून , 2008 को 95 वीं बैठक; भोपाल में 3 अक्तूबर, 2008 को 96 वीं बैठक और नई दिल्ली में 22 जनवरी , 2009 को 97 वीं बैठक हुई ।
रिपोर्टाधीन वर्ष के दौरान परिषद् द्वारा लिए गए विभिन्न निर्णयों और कार्रवाइयों का सारांश नीचे दिया जा रहा है : -
1.0 वर्ष 2008-2009 के लिए वास्तुकला परिषद् की लेखा - बहियों की परीक्षा करने हेतु लेखापरीक्षकों की नियुक्ति:
परिषद् ने 25.07.2008 को हुई अपनी 51 वीं बैठक में वित्तीय वर्ष 2008-2009 के लिए परिषद् की लेखा- बहियों की परीक्षा करने के लिए लेखापरीक्षक के रूप में मै. शैलेश अग्रवाल एंड एसोशिएट्स, सनदी लेखाकार , बी-91 द्वितीय तल, पंचशील विहार , शेख सराय, फेज । , नई दिल्ली 110017 की नियुक्ति की ।
2.0 वास्तुविद् अधिनियम , 1972 के अधीन परिषद् द्वारा रखे गए वास्तुविद् रजिस्टर में नामों को फिर से चढ़ाना :
परिषद् ने अपनी 51 वीं बैठक में चूककर्ता वास्तुविदों के नामों को वास्तुविद् रजिस्टर में फिर से दर्ज करने का अनुमोदन प्रदान किया । 16.11.2007 से 30.06.2008 तक की अवधि के दौरान अपेक्षित फीस प्राप्त हो जाने के बाद इन वास्तुविदों के नाम वास्तुविद् रजिस्टर में पुनः दर्ज किए थे ।
परिषद् ने अपनी 52 वीं बैठक में 720 चूककर्ता वास्तुविदों के नाम वास्तुविद् रजिस्टर में फिर से दर्ज करने का अनुमोदन प्रदान किया । 01.07.2008 से 22.12.2008 तक की अवधि की अपेक्षित फीस प्राप्त हो जाने के बाद इन वास्तुविदों के नाम वास्तुविद् रजिस्टर में पुनः दर्ज किए गए थे ।
3.0 निवेदन करने पर तथा निधन होने पर वास्तुविद् रजिस्टर से नामों को हटाना :
परिषद् ने अपनी 51 वीं बैठक में निम्नलिखित वास्तुविदों के नाम उनकी मृत्यु होने पर वास्तुविद् रजिस्टर से हटा दिया : - (i) श्री राधेलाल सक्सेना ( सीए /79/5/09 ) ;
(ii) श्री सुधाकर राजाराम येवाले ( सीए /77/4033 ) ;
( iii ) श्री जोसफ मेरी स्टेवेन्स ( सीए /76/2729 ); और
(iv) श्री आर. एन. रायकर ( सीए /77/3874)
इसके अतिरिक्त, परिषद् ने निम्नलिखित वास्तुविदों के नाम भी उनके द्वारा निवेदन करने पर वास्तुविद् रजिस्टर से हटाए: - ( 1 ) श्री एन. जी. गाइकी ( सीए / 75/ 1333 )

4.0 अनुशासन समिति की बैठकें :
रिपोर्टाधीन वर्ष के दौरान परिषद् की अनुशासन समिति की तीन बैठकें 29.09.2008 , 30.09.2008 और 17.11.2008 को हुई । इनका उद्देश्य परिषद् द्वारा समिति को भेजी गई उन शिकायतों के बारे में सुनवाई करना था जो वास्तुविदों के विरुद्ध उनके वृत्तिक कदाचार के विषय में की गई थीं । इन शिकायतों तथा प्रतिवादी वास्तुविदों की सुनवाई के बाद समिति ने 14 शिकायतों के बारे में समुचित कार्रवाई के लिए परिषद् को अपनी रिपोर्ट प्रस्तुत की ।
5.0 वास्तुविदों का पंजीकरण :
परिषद् वास्तुविद् अधिनियम की धारा 25 के अधीन वास्तुविद् के रूप में ऐसे व्यक्ति का नाम पंजीकृत करती है जो भारत में रहता हो या वास्तुकला का व्यवसाय करता हो और जो मान्यताप्राप्त वास्तुकलात्मक अर्हता रखता हो ।
अप्रैल 2008 से 31 मार्च, 2009 के दौरान परिषद् ने वास्तुविदों के रूप में 2227 व्यक्तियों का पंजीकरण किया । इस प्रकार 31 मार्च, 2009 तक वास्तुकला परिषद् में वास्तुविदों के रूप में कुल 44432 व्यक्तियों का पंजीकरण किया गया। 6.0 वास्तुविद् बोर्ड , सिंगापुर के साथ पारस्परिक मान्यता करार :
भारत सरकार और सिंगापुर सरकार ने एक व्यापक आर्थिक सहयोग करार ( सीईसीए ) पर हस्ताक्षर किए । इसका उद्देश्य आर्थिक तथा सामाजिक हितों में वृद्धि करना, रहन - सहन के दर्जे में सुधार करना और व्यापार तथा निवेश के विस्तार के माध्यम से अपने-अपने क्षेत्रों में वास्तविक आय में अधिक तथा निरंतर वृद्धि को सुनिश्चित करना और विश्व व्यापार संगठन के विकासशील सदस्य देशों के रूप में तथा अन्य बहुपक्षीय , क्षेत्रीय तथा द्विपक्षीय करारों और व्यवस्थाओं के अधीन अपने अपने अधिकारों , बाध्यताओं और वचनों का पालन करना था । तदनुसार, वाणिज्य तथा उद्योग मंत्रालय , भारत सरकार , वास्तुकला समेत अनेक सेवा क्षेत्रकों में पारस्परिक मान्यता करारों ( एम.आर.ए. ) के निष्पादन का समन्वय कर रहा है । परिषद् के अध्यक्ष ने एक समिति का गठन किया जिसमें संयोजक के रूप में श्री भरत सेठ और सदस्य के रूप में सर्वश्री विनय पारेलकर और अम्बरीश गुप्ता शामिल थे । इसका उद्देश्य परिषद् की ओर से एम.आर.ए. प्रलेख का मसौदा तैयार करना था ताकि भारतीय वास्तुविदों की अर्हता और पंजीकरण को सिंगापुर में और सिंगापुर के वास्तुविदों की अर्हता और पंजीकरण को भारत में मान्यता प्रदान की जा सके । समिति ने अपनी रिपोर्ट प्रस्तुत की और उसे परिषद् की 51 वीं बैठक में प्रस्तुत किया गया । समिति की रिपोर्ट और समिति द्वारा तैयार किए गए एम.आर.ए. प्रलेख के मसौदे को परिषद् की 52 वीं बैठक में पुनः प्रस्तुत किया गया । परिषद् ने एम.आर.ए. प्रलेख के मसौदे का अनुमोदन किया और वास्तुकला परिषद् के प्रेसीडेंट को सिंगापुर के वास्तुविद् बोर्ड के साथ बातचीत शुरू करने के लिए प्राधिकृत किया ताकि अंतिम रूप से तैयार किए गए एम.आर.ए. प्रलेख को संबंधित सरकारों को अगली कार्रवाई के लिए प्रस्तुत किया जा सके ।
7.0 वास्तुविदों के विरुद्ध अनुशासनिक कार्रवाई :
प्रत्येक वास्तुविद् से यह अपेक्षा की जाती है कि वह 2003 में संशोधित वास्तुविद् ( वृत्तिक आचरण ) विनियमावली, 1989 के उपबंधों का पूर्णतः पालन करेगा । वास्तुविद् अधिनियम में यह व्यवस्था की गई है कि यदि किसी वास्तुविद् को जांच- पड़ताल और सुनवाई का अवसर प्रदान किए जाने के बाद वृत्तिक कदाचार का दोषी पाया जाता है तो उसके विरुद्ध कार्रवाई की जाएगी ।
रिपोर्टाधीन वर्ष के दौरान परिषद् ने अपनी 51 वीं बैठक में वास्तुविदों के विरुद्ध वृत्तिक कदाचार के 5 अलग -अलग मामलों में प्रशासन समिति की रिपोटों पर विचार किया । परिषद् ने 9 नई शिकायतों पर भी विचार किया और विस्तृत जांच- पड़ताल और रिपोर्ट प्रस्तुत करने के लिए 5 मामलों को अनुशासन समिति के पास भेजा । 8949. भाग III- खण्ड 4]

समिति ने अपनी 52 वीं बैठक में वास्तुविदों के वृत्तिक कदाचार के विरुद्ध 6 नई शिकायतों पर विचार किया और 3 मामलों को विस्तृत जांच- पड़ताल और रिपोर्ट प्रस्तुत करने के लिए अनुशासन समिति के पास भेजा । परिषद् ने उन 14 शिकायतों के संबंध में अनुशासन समिति की रिपोर्ट पर विचार किया जिन्हें जांच- पड़ताल और रिपोर्ट प्रस्तुत करने के लिए अनुशासन समिति के पास भेजा गया था । परिषद् ने 5 वास्तुविदों को उनके कदाचार के विरुद्ध कोई आदेश देने से पहले व्यक्तिगत रूप से अपने समक्ष उपस्थित होने के लिए बुलाया ।
8.0 कार्यालय स्वचालन तथा ऑनलाइन पेमेंट गेटवे :
अपने कार्य का पूर्णतः कंप्यूटरीकरण करने के लिए परिषद् ने वास्तुविदों के पंजीकरण हेतु ऑनलाइन आवेदन नवीकरण, निरीक्षण रिपोर्ट , प्रेषण आदि प्राप्त करने और उनका उचित डाटाबेस रखने के लिए नया सॉफ्टवेयर तैयार करने का काम सौंपा है । परिषद् की वेबसाइट भी तैयार की जा रही है और उसे नए रूप में विकसित किया जा रहा है । पुरानी वेबसाइट के स्थान पर शीघ्र ही नई वेबसाइट चालू हो जाएगी ।
इसके अतिरिक्त , परिषद् वास्तुविद् के रूप में पंजीकरण , पंजीकरण के नवीकरण के लिए ऑनलाइन भुगतान प्राप्त करने तथा अन्य भुगतानों के लिए ' ऑन लाइन पेमेंट गेटवे ' प्राप्त करने जा रही है जिसके परिणामस्वरूप तत्काल भुगतान करने में सुविधा होगी तथा बैंक ड्राफ्ट बनाने तथा डाक द्वारा भेजने आदि कार्यों में समय और पैसे की बचत होगी ।
9.0 शिक्षा सत्र 2008-2009 में नई संस्थाओं का अनुमोदन :
रिपोर्टाधीन वर्ष के दौरान बैचलर ऑफ आर्कीटेक्चर पाठ्यक्रम प्रदान करने के लिए 7 नई संस्थाओं को अनुमोदन प्रदान किया गया । पहले से विद्यमान संस्थाओं में 2 नए बी. आर्की. डिग्री पाठ्यक्रमों , 6 नए एम. आर्की. डिग्री पाठ्यक्रमों तथा वास्तुकला में 2 नए पीएच डी पाठ्यक्रमों को अनुमोदन प्रदान किया गया । इस प्रकार वास्तुकला में मान्यताप्राप्त पाठ्यक्रम प्रदान करने वाली संस्थाओं की कुल संख्या बढ़कर 2008-2009 में 133 हो गई । छात्रों की वार्षिक प्रवेश संख्या अनुमानतः पूर्वस्नातक ( यूजी) स्तर पर 6359 , स्नातकोत्तर ( पीजी ) स्तर पर 940 और पीएच डी स्तर पर 20 है ।
10.0 शिक्षा-सत्र 2008-2009 से आगे अनुमोदन की अवधि बढ़ाना :
परिषद् ने शिक्षा- सत्र 2008-2009 के लिए 82 संस्थाओं के वास्ते अनुमोदन की अवधि निम्नलिखित ढंग से बढ़ाई :
( i ) वे संस्थाएं जिनमें 2008-2009 से आगे वर्तमान या अधिक दाखिले सहित बी. आर्की . पाठ्यक्रम के लिए अनुमोदन की अवधि बढ़ाई गई : 68
( ii ) वे संस्थाएं जिनमें 2008-2009 से आगे के लिए वर्तमान या अधिक दाखिले सहित एम. आर्की. पाठ्यक्रम के लिए अनुमोदन की अवधि बढ़ाई गई : 27
( iii ) वो संस्थाएं जिनमें वर्ष 2008-2009 के लिए कोई " प्रवेश नहीं " है : 1
(iv) वे संस्थाएं जिनकी 2008-2009 से ' मान्यता वापस ' ले ली जाएगी : 1
परिषद् ने शिक्षा-सत्र 2009-2010 के लिए उन संस्थाओं का निरीक्षण करने की प्रक्रिया भी शुरू कर दी है जिनका निरीक्षण किया जाना है ।
11.0 वास्तुकला परिषद् ( वास्तुकला- शिक्षा ) संशोधित न्यूनतम मानक 2008 :
परिषद् तथा कार्यकारिणी समिति जैसाकि वास्तुविद् अधिनियम, 1972 की धारा 21 के अधीन उन्हें सशक्त किया गया है , वास्तुकला कालेजों / संस्थाओं द्वारा देश में मान्यताप्राप्त वास्तुकलात्मक अर्हताएं प्रदान करने के लिए समय - समय पर वास्तुकला शिक्षा के लिए न्यूनतम मानक निर्धारित करती रही हैं । 1983 की विनियमावली के तैयार किए जाने के समय से परिषद् ने वास्तुकला- शिक्षा के न्यूनतम मानकों के अनुरक्षण के लिए वास्तुकला संस्थाओं के वास्ते अनेक मानक एवं अपेक्षाएं निर्धारित की हैं ।
परिषद् द्वारा निर्धारित सभी न्यूनतम मानकों का समेकन करने के लिए " वास्तुकला परिषद् वास्तुकला शिक्षा के न्यूनतम मानक ( 2008 में समेकित ) " नामक एक प्रलेख तैयार किया गया और उसे 16 जून 2008 को हुई कार्यकारिणी समिति की 95 वीं बैठक के समक्ष प्रस्तुत किया गया ।
समिति ने इस बात का विशेष ध्यान रखा कि चूंकि वास्तुकला शिक्षा तथा वास्तुकला व्यवसाय की वर्तमान अपेक्षाएं बदल गई हैं अतः शिक्षा की अंद्यतन अपेक्षाओं को पूरा करने के लिए एक प्रलेख तैयार किया । इस प्रकार इन न्यूनतम मानकों में प्रौद्योगिकीय उन्नति तथा सूचना प्रौद्योगिकी साधनों के आधार पर पाठ्यविवरण , शिक्षकों की अपेक्षाओं, भूमि तथा आधार- संरचना के संबंध में परिवर्तन किए गए हैं ।

|भाग III-खण्ड 4 इस प्रलेख में केवल बी. आर्की. पाठ्यक्रमों के न्यूनतम मानक ही नहीं शामिल किए गए हैं बल्कि इसमें प्रवेश संबंधी दिशा-निर्देश तथा मान्यताप्राप्त वास्तुकला संस्थाओं में शिक्षकों के लिए अपेक्षित अर्हताओं और अनुभव का भी उल्लेख किया गया है । परिषद् या कार्यकारिणी समिति ने अपनी पिछली बैठकों में पहले ही इन सबका अनुमोदन कर दिया है ।
कार्यकारिणी समिति ने देश की वास्तुकला संस्थाओं द्वारा इन मानकों के कार्यान्वयन एवं अंगीकरण का अनुमोदन किया ।
12.0 राष्ट्रीय वास्तुकला उच्च अध्ययन संस्थान ( निआसा):
राष्ट्रीय वास्तुकला उच्च अध्ययन संस्थान ( निआसा ) वास्तुकला परिषद् का एक अकादमिक यूनिट है और वह विकास अध्ययन तथा गतिविधि केंद्र ( सीडीएसए ) के परिसर में काम कर रहा है ।
1 अप्रैल 2008 से 31 मार्च 2009 के दौरान ' निआसा ' द्वारा संचालित किए गए कार्यक्रम इस प्रकार हैं : -

' निआसा ' ने गतवर्ष के दौरान शिक्षकों और पेशेवर वास्तुविदों के लिए 14 प्रशिक्षण कार्यक्रम संचालित किए । इन कार्यक्रमों में 162 व्यक्तियों ने भाग लिया जिनमें देश के 45 वास्तुकला विद्यालयों और 10 व्यावसायिक कार्यालयों और संस्थाओं के प्रतिनिधि शामिल थे ।

ग. राष्ट्रीय वास्तुकला अभिक्षमता परीक्षा ( नाटा):
उन प्रत्याशित उम्मीदवारों के लिए जो वास्तुकला को कैरियर के रूप में अपनाने की आशा कर रहे थे , वास्तुकला में राष्ट्रीय अभिक्षमता परीक्षा । मार्च 2008 से 31 अक्तूबर 2008 तक आयोजित करने का प्रस्ताव किया गया । ' नाटा' परीक्षा पूरे भारत में फैले 94 केंद्रों पर संचालित की गई और नाटा 2008 के लिए 12875 परीक्षाएं संचालित की गई ।
प्रोफेसर पुष्कर कनविंडे ने नवम्बर 2008 में ' निआसा ' में ' नाटा ' संचालन समिति की एक बैठक का आयोजन किया । ' नाटा' संचालन समिति के सदस्यों द्वारा व्यक्त किए गए मतों पर विचार करते हुए एक समिति का गठन किया गया जिसमें तीन सदस्य अर्थात् श्री अभय पुरोहित ( संयोजक) , श्री नीलकंठ छाया तथा श्री ओ. पी. बवाने शामिल थे । इसका उद्देश्य ड्रांइग परीक्षा के लिए प्रश्नों का पता लगाना, उनमें परिवर्तन करने का सुझाव देना तथा उनका विकल्प देना था ।
समिति की सिफारिशों को ' नाटा ' 2009 में शामिल किया गया ।

राष्ट्रीय शोध- प्रबंध अवार्ड्स कार्यक्रमः
वास्तुकला परिषद् ने युवा प्रतिभाशाली उम्मीदवारों को प्रोत्साहित करने के लिए पूर्व- स्नातक थीसिस परियोजनाओं हेतु एक राष्ट्रीय शोध- प्रबंध अवार्ड्स कार्यक्रम शुरू किया ।
2008 के लिए अवार्ड्स कार्यक्रम 15 अगस्त 2008 से 4 अक्तूबर, 2008 तक दो चरणों में आयोजित किया गया ।

परिषद् वास्तुकलात्मक डिजाइन प्रतियोगिताओं के आयोजन के लिए अपने द्वारा निर्धारित किए गए वास्तुकलात्मक प्रतियोगिता दिशा-निर्देशों का अनुपालन करते हुए अनेक प्रवर्तकों यथा भारतीय विमान पत्तन प्राधिकरण , चेन्नई पत्तन न्यास आदि की सहायता करती रही है । प्रवर्तकों और प्रतियोगियों ने प्रतियोगिताओं का संचालन करने में जब भी परिषद् से दिशा-निर्देशों और निविष्टियों की मांग की उन्हें परिषद् द्वारा तुरंत उपलब्ध कराया गया ।
14.0 वास्तुविद् की पदवी और शैली का दुरुपयोग करने से संबंधित शिकायतें :
परिषद् उन व्यक्तियों के विरुद्ध पटियाला हाउस कोर्ट , नई दिल्ली में दर्ज की गई शिकायतों का तेजी से अनुसरण कर रही है जिन्होंने वास्तुकला अधिनियम , 1972 के उपबंधों का उल्लंघन किया है या वास्तुकला की पदवी और शैली का दुरुपयोग किया है ।

वास्तुकला परिषद् द्वारा प्रत्येक महीने " आर्कीटेक्चर टाइम स्पेस एंड पीपल " नामक पत्रिका निकाली जा रही है । यह पत्रिका पंजीकृत वास्तुविदों को निःशुल्क भेजी जाती रही है । इस पत्रिका में परिषद् की गतिविधियाँ, वास्तुकला व्यवसाय से संबंधित मुद्दों और प्रौद्योगिकी की अद्यतन प्रगतियों एवं अनुप्रयुक्त नवाचारों की उपयोगी सूचना दी जाती है । परिषद् इस पत्रिका मुद्रण एवं प्रकाशन मै . लाइफ स्टाइल मीडिया , नई दिल्ली की सहायता से किया जा रहा है । परिषद् ने डाइरेक्टरी आफ आर्कीटेक्ट्स तथा हैंडबुक आफ प्रोफेशनल डाकुमेंट्स 2009 को भी प्रकाशित करने की प्रक्रिया शुरू कर दी है । 16.0 मानव संसाधन विकास में केंद्रीय सरकार के अनुमोदन के लिए लंबित परिषद् के प्रस्तावः
वास्तुविद् अधिनियम , 1972 के उपबंधों के अधीन परिषद् के लिए कुछ मामलों को केंद्रीय सरकार के अनुमोदन के लिए भेजना आवश्यक होता है । तदनुसार , वास्तुविदों के पंजीकरण तथा पंजीकरण के नवीयन के लिए फीस संरचना और वास्तुकला परिषद् ( वास्तुकलात्मक शिक्षा के न्यूनतम मानक ) विनियमावली 1983 में संशोधन करने तथा उन विभिन्न वास्तुकला विद्यालयों की अर्हताओं की मान्यता समाप्त करने जो परिषद् के न्यूनतम मानकों के अनुसार शिक्षा प्रदान नहीं कर रहे थे , से संबंधित प्रस्तावों को मानव संसाधन विकास मंत्रालय , भारत सरकार के पास भेजा । ये प्रस्ताव केंद्रीय सरकार का अनुमोदन प्राप्त करने के लिए काफी अर्से से लम्बित हैं । परिषद् ने 21.12.2007 को हुई अपनी 50 वीं बैठक में लिए गए निर्णय के अनुसार इस मामले की जानकारी माननीय मंत्री महोदय, मानव संसाधन विकास मंत्रालय को भी दी । लेकिन आज भी मामले में कार्रवाई किए जाने की प्रतीक्षा की जा रही है ।

वास्तुकला परिषद् अपने मूल स्टाफ के साथ अखिल भारतीय स्तर पर दक्षतापूर्वक काम कर रही है । परिषद् सभी वास्तुकला विद्यालयों और राज्य सरकारों को वास्तुविद् अधिनियम , 1972 के कार्यान्वयन में उनके द्वारा प्रदत्त सहयोग के लिए उनका धन्यवाद और प्रशंसा करती है । परिषद् अपने पदाधिकारियों और वास्तुकला परिषद् के सदस्यों, विशेषज्ञों , अन्य व्यावसायिक निकायों, प्रैक्टिस कर रहे वास्तुविदों, शिक्षाविदों और विज्ञापकों के प्रति वास्तुविद् अधिनियम, 1972 के उद्देश्यों का बढ़ावा देने में उनके द्वारा प्रदत्त सहयोग , मार्ग - दर्शन तथा सलाह के लिए आभार व्यक्त करती है ।

We have audited the attached Balance Sheet of " COUNCIL OF ARCHITECTURE" , India Habitat Centre , Core 6 -A, 1st Floor, Lodhi Road, New Delhi - 110003 , as at 31 March, 2009, the Income & Expenditure Account and the Receipts & Payment Account for the year ended on 31 March , 2009 , incorporating the accounts of all the Council Offices . These financial statements are the responsibility of the management of the Council . Our responsibility is to express an opinion on these financial statements based on our audit .
We have conducted the audit in accordance with the Auditing Standards generally accepted in India . These standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free from material misstatements . An audit includes examining , on a test basis , evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by the management , as well as evaluating the overall financial statements presentation . We believe that our audit provides a reasonable basis for our opinion subject to note nos . 09 & 10 of Annexture No. 14- Significant Accounting Policies & Notes forming part ofAccounts .
We further report that:
1. We have obtained all the information and explanation, which to the best of our knowledge and beliefwere necessary for the purpose ofthe audit;
2. In our opinion, proper books of accounts as required by Architects Act, 1972 have been kept by the Council in so far as appears from our examination of such books;
3. The Balance Sheet, Income & Expenditure Account and Receipts & Payments Account dealt with thereport are in agreement with the books of account; and

The Council of Architecture , a statutory body constituted under the Architects Act , 1972 , deems it a pleasure to present the Annual Report and Audited Statement of Accounts for the financial year ended on 31.03.2009 .
Organisational Structure:
President, Council of Architecture is head of the organization under whose overall charge the Council functions . Presently Prof. Vijay Shrikrishna Sohoni is the President of the Council of Architecture .
Statutory and Other Committees:
In order to carry out the objectives of the Act and Regulations framed thereunder , the Council constituted the statutory committees , namely , the Executive Committee , which functions as an Executive Authority of the Council , Disciplinary Committee, which investigates the complaints and holds enquiries relating to professional misconduct of architects , Advisory Committee (Appeals ) , which hears the appeals of the applicants whose applications for registration are rejected.
Meetings of the Council and its Committees:
During the year under report, the Council met twice i.e. 51st Meeting was held on 25th July, 2008 at Kodaikanal , Tamilnadu and 52nd Meeting was held on 23rd January, 2009 at Alleppey, Kerala .
The Executive Committee met four times i.e. 94th Meeting on 11th April , 2008 at New Delhi , 95th Meeting on 16th June , 2008 at Pune , 96th Meeting on 3rd October , 2008 at Bhopal , and 97th Meeting on 22nd January, 2009, at New Delhi .
The various decisions and actions taken by the Council during the year under report are summarized as under:
1.0 APPOINTMENT OF AUDITORS FOR AUDITING BOOKS OF ACCOUNTS OF THE COUNCIL OF ARCHITECTURE FOR THE YEAR 2008-2009 :
The Council at its 51st Meeting held on 25.07.2008 , approved the appointment of M/ s . Shailesh Aggarwal & Associates , Chartered Accountants , B - 91 , IInd Floor , Panchsheel Vihar, Sheikh Sarai Phase- I, New Delhi - 110017 , as an auditor for auditing books of accounts of the Council for the financial year 2008-2009.
2.0 RESTORATION OF NAMES TO THE REGISTER OF ARCHITECTS MAIN - TAINED BY THE COUNCIL UNDER THE ARCHITECTS ACT, 1972 :
The Council at its 51 " meeting approved the restoration of names of 875 defaulting architects , whose name were restored to the Register of Architects on receipt of requisite fee , during the period from 16.11.2007 to 30.06.2008 .
The Council at its 52nd Meeting approved the restoration of names of 720 defaulting architects , whose name were restored to the Register of Architects on receipt of requisite fee , during the period from 01.07.2008 to 22.12.2008 .

During the year under report , the Disciplinary Committee of the Council met thrice on 29.09.2008 , 30.09.2008 & 17.11.2008 to hear the complaints filed against architects for alleged professional misconduct as referred to it by the Council & upon hearing the complainants as well as the respondent architect submitted its report to the Council in respect of the 14 complaints , for appropriate action.
5.0 REGISTRATION OF ARCHITECTS :
The Council registers a person as an architect under Section 25 of the Act, who resides or carries on the profession of architecture in India and holds a recognized architectural qualification.
During the year ( 1st April , 2008 to 31st March, 2009) , the Council has registered 2227 persons as architects and with this as on 31st March , 2009 , a total of 44432 persons have been registered as architects with Council of Architecture .
6.0 MUTUAL RECOGNITION AGREEMENT WITH BOARD OF ARCHITECTS SINGAPORE :
The Government of India and Government of Singapore had signed a Comprehensive Economic Cooperation Agreement ( CECA) with the aims and objects of enhancing economic and social benefits , improve living standards and ensure high and steady growth in real incomes in their 6-339 GI/2009 8962

respective territories through the expansion of trade and investment flows and making their respective rights , obligations and undertakings as developing country members of the World Trade Organization, and under other multilateral , regional and bilateral agreements and arrangements . Accordingly, the Ministry of Commerce & Industry is coordinating the task of forging Mutual Recognition Agreements ( MRA ) in various service sectors including Architecture .
The President, Council of Architecture constituted a committee comprising of Shri Bharat Seth , as Convenor with Shri Vinay Parelkar and Shri Ambrish Gupta as members , for preparation of a draft MRA document on behalf of Council so that qualification and registration Indian Architects are recognized in Singapore and vice versa. The committee submitted its report and the same was placed in the 51 " meeting of the Council . The report of the Committee and the draft MRA document as prepared by the Committee was again place before the Council at its 52nd. The Council approved the Draft M.R.A. document and authorized the President , COA, to undertake negotiations with the Board of Architects Singapore for forging a final MRA document , which could be then be submitted to respective governments for further action in the matter .
DISCIPLINARY ACTION ON ARCHITECTS : 7.0
Each and every architect is required to observe and abide by the provisions of the Architects (Professional Conduct ) Regulations , 1989 , as amended in 2003. The Act provides for taking action against an architect who is found guilty of professional misconduct upon investigation and after providing opportunity of being heard to the architect.
During the year under report, the Council at its 51 " meeting considered Reports of Disciplinary Committee in respective 5 cases of professional misconduct against architects . Council also considered 9 fresh complaints and referred 5 cases to the Disciplinary Committee for detailed investigation and submitting its report .
The Council at its 52nd Meeting considered 6 fresh complaints for professional misconduct against architects and referred 3 cases to Disciplinary Committee for detailed investigation and submitting its report. The Council considered report of the Disciplinary Committee in respect of 14 complaint cases which were referred to it for investigation and submission of report. The Council also summoned 5 Architects to appear before it for personal hearing before making any order regarding their misconduct .
8.0 OFFICE AUTOMATION & ONLINE PAYMENT GATEWAY.
In order to make its working fully computerized, the Council has awarded the work of developing new software for receiving online applications for registration of Architects , renewal , inspections reports , dispatch, etc. and maintaining proper database of the same . The website of the Council is also being designed and developed afresh and the new website will replace the existing one very soon .

Further, the Council is in the process of acquiring online payment gateway for receiving payments online for registration as an architect , renewal of registration , and other payments , which facilitate instant payment of fees and reduce the wastage of time and money obtaining bank drafts & postal delivery, etc.
9.0 APPROVAL OF NEW INSTITUTIONS IN THE ACADEMIC SESSION 2008-2009 :
During the year under report 7 New institutions were granted approval to impart Bachelor of Architecture Courses . In the already existing institutions , 2 new B.Arch . degree courses , 6 new M.Arch . degree courses & 2 new Ph.D. in Architecture , were granted approval . number of institutions imparting recognized courses in architecture has risen to 133 in 2008-2009. The annual intake of students ( approx. ) Undergraduate (UG ) level is 6359, Postgraduate (PG ) level is 940 and at Ph.D is 20 .
10.0 EXTENSION OF APPROVAL FOR THE ACADEMIC SESSION 2008-2009 ONWARDS :
Council of Architecture granted extension of approval or otherwise to 82 institutions for the academic session 2008-2009 as under :
i ) Institutions granted extension of approval for B.Arch. Course for 2008-2009 onwards with existing or higher intake:68.
ii) Institutions granted extension of approval for M.Arch . Course for 2008-2009 onwards with existing or higher intake: 27.
iii ) Institutions put on ' No Admission ' for 2008-2009 : 1 .
iv) Institutions put on ' Withdrawal of recognition ' for 2008-2009: 1 .
The Council has also initiated the process of inspection for the academic session 2009-20010 of institutions, which are due for inspections .
11.0 COUNCIL OF ARCHITECTURE ( ARCHITECTURAL EDUCATION) REVISED MINIMUM STANDARDS, 2008 .
The Council as well as its Executive Committee has been prescribing the minimum standards of architectural education from time to time as empowered under Section 21 of the Architects Act, 1972, for imparting recognized architectural qualifications in the country by architectural colleges/ institutions . Since the framing of 1983 Regulations, the Council has prescribed various standards and requirements for architectural institutions for maintenance of minimum standards of architectural education.
In order to make all the minimum standards prescribed by the Council into one consolidated form a document titled as Council of Architecture Minimum Standards of Architectural Education (Consolidated in 2008 ) was prepared and placed before the Executive Committee at its 95th meeting held on 16th June , 2008.
The Committee upon taking note of the fact that in the present scenario the requirements of architectural education and profession have changed and therefore a document meeting the latest requirements of education should be in place . Therefore , in these minimum standards there have been changes relating to syllabus , requirement of teachers , land and infrastructure based on technological advancement and information technology tools .
This document not only includes the minimum standards of B.Arch . Courses but also includes admission guidelines and qualification and experience required of teachers in recognized Architectural institutions and all these have already been approved by the Council or Executive Committee at its earlier meetings .
The Executive Committee approved the same for implementation and adoption by the Architectural Institutions in the country .
12.0 NATIONAL INSTITUTE OF ADVANCED STUDIES IN ARCHITECTURE ( NIASA) :
National Institute of Advanced Studies in Architecture , serving as the academic unit of Council of Architecture has been operating from the campus of CDSA ( Centre for Development Studies and Activities).

C. National Aptitude Test in Architecture
National Aptitude Test in Architecture was offered from 1st March 2008 till 31st October 2008 to prospective candidates looking forward to take up Architecture as career . The test was conducted through 94 centers spread across India and 12875 tests were conducted for NATA 2008 .
A meeting of the NATA Steering Committee was convened by Prof. Pushkar Kanvinde at NIASA in November 2008. Considering the opinions expressed by the members of NATA Steering Committee, a committee consisting of three members viz. Ar. Abhay Purohit ( Convenor) , Ar. Neelkanth Chayya and Ar . O.P. Bawane was constituted to identify and suggest changes and alternative type of questions for drawing test .
The recommendations of the committee have been incorporated in NATA 2009 .
D. National Thesis Awards Program .
Council of Architecture through NIASA initiated the third National Thesis Awards Program for Undergraduate thesis projects to encourage the young talent .
The Awards program for 2008 was conducted in two phases from 15th August 2008to 4th October 2008 .

E. Other:
Shri Pushkar Kanvinde, was relieved from the duties of the post of Director , NIASA , w.e.f.10th October 2008 upon his request . He has handed over the charge of the office of the Director , NIASA, to Mrs. Jayashree Deshpande , Assistant Director , NIASA , Pune .
13.0 ARCHITECTURAL COMPETITIONS :
The Council is assisting a number of promoters for the conduct of the architectural design competitions , namely, Airports Authority of India, Chennai Port Trust, etc. for their projects in compliance with the architectural competitions guidelines prescribed by it. The guidelines and inputs required by the promoters and competitors from the Council in the conduct of the competitions were also made available as and when requests were received.
14.0 COMPLAINTS FOR MISUSE OF TITLE AND STYLE OF ARCHITECT:
The Council is vigorously pursuing the complaint cases filed in the Patiala House Court , New Delhi , against persons who have violated the provisions of the Architects Act, 1972 and misrepresented or misused the title and style of architect .
15.0 PUBLICATIONS :
The Council has been publishing a magazine titled " architecture time space & people " . This magazine is being sent free of cost, to the registered architects . It provides useful information about the activities of the Council and issues concerning architectural profession and latest technological advancements and innovations applied. The Council is printing and publishing this magazine with assistance of M/ s. Lifestyle Media , New Delhi . The Council has also started the process of publishing its Directory of Architects and Handbook of Professional Documents 2009.
16.0 COUNCIL'S PROPOSALS PENDING WITH MINISTRY OF HUMAN RESOURCE DEVELOPMENT, GOVERNMENT OF INDIA FOR APPROVAL OF CENTRAL GOVERNEMNT:
The Council is required under the provisions of the Architects Act , 1972 ,to refer certain matters for approval of the Central Government . Accordingly, the proposals for Revision in Fees Structure for Registration & Renewal of Registration of Architects , Amendments to Council of Architecture (Minimum Standards of Architectural Education) Regulations , 1983 , De - recognition of qualifications of various schools of architecture who are not imparting education as per the minimum standards of the Council were sent to the Ministry of Human Resource Development, Govt . of India . These have been pending for approval of the Central Government for a considerable time . The Council as per the decision taken in its 50th Meeting held on 21.12.2007 , also brought the matter to the notice of the Hon'ble Minister for Ministry of Human Resource Development , however , suitable action on the same are still awaited .
17.0 ACKNOWLEDGEMENTS :
The Council of Architecture is functioning with skeleton staff strength and catering efficiently on all India bases . The Council would like to place on record its appreciation and thanks to all Schools of Architecture and State Governments for extending their cooperation to Council in implementation of the Architects Act, 1972. The Council also expresses its gratitude to the office bearers and members of the Council of Architecture, Experts , other professional bodies , practising architects , academicians and all advertisers for their cooperation, guidance , advice and support for furthering the objectives of the Architects Act , 1972 .
