नई दिल्ली-110003 , दिनांक 27 नवम्बर 2009 आईएसओ/आईईसी-14496- ओएफएफ ( मुक्त फोन्ट प्ररूप ) सं. 2 ( 32 ) /2009 - ईजी-II--जबकि सूचना प्रौद्योगिकी विभाग , संचार और सूचना प्रौद्योगिकी मंत्रालय, भारत सरकार राष्ट्रीय ई - शासन योजना (एनईजीपी) का प्रवर्तन कर रहा है जिसका उद्देश्य सही शासन एवं सांस्थानिक तन्त्र तैयार करना तथा केन्द्र एवं राज्य सरकारों के स्तर पर विभिन्न मिशन मोड परियोजनाओं का कार्यान्वयन करना है ; और
जबकि एनईजीपी के अंतर्गत, भारत सरकार किसी प्रकार के प्रौद्योगिकीय अवरोध से बचने के लिए मुक्त मानकों के प्रयोग को बढ़ावा दे रही है ; और जबकि ई - शासन में मानक एक उच्च प्राथमिकता वाला कार्यकलाप है, जिससे सूचना को आपस में बाँटने तथा विभिन्न ई- शासन अनुप्रयोगों में डेटा की अविछिन्न अंतर - प्रचालनीयता का सुनिश्चय होता है । सूचना प्रौद्योगिकी विभाग, भारत सरकार ने ई - शासन के लिए मानक तैयार करने/ अपनाने के उद्देश्य से एनईजीपी के अंतर्गत एक सांस्थानिक तंत्र का गठन किया है; और जबकि स्थानीय भाषाओं में सूचना की उपलब्धता की कमी के कारण सूचना एवं संचार प्रौद्योगिकी ( आईसीटी ) के क्षेत्र में धीमी प्रगति हो रही है और आईसीटी के लाभ सामान्य जनता तक नहीं पहुँच पा रहे हैं । अतः " भाषा प्रौद्योगिकी का स्थानीयकरण " एक महत्वपूर्ण क्षेत्र है जिस पर मानकीकरण के अंतर्गत ध्यान दिया जा रहा है; और
जबकि मानकों से संबंधित सक्षम प्राधिकारी ने आईएसओ/ आईईसी- 14496- ओएफएफ ( मुक्त फोन्ट प्ररूप ) को फोन्ट के मानक के रूप में अनुमोदित कर दिया है जो एक अंतर्राष्ट्रीय मानक पर आधारित है तथा डेय भण्डारण के लिए यूनिकोड का अनुपालन करता है । इससे विभिन्न अनुप्रयोगों तथा प्लेटफॉर्मों पर डेटा को ले जाना सुनिश्चित होता है; और इसलिए, सूचना प्रौद्योगिकी विभाग , भारत सरकार एतद्वारा आईएसओ/ आईईसी - 14496- ओएफएफ ( मुक्त फोन्ट प्ररूप ) को इस अधिसूचना के जारी होने की तिथि से ई- शासन अनुप्रयोगों के मामले में सभी 22 भारतीय भाषाओं के लिए मानक फोन्ट के रूप में अधिसूचित करता है ।

जबकि सक्षम प्राधिकारी ने यूनिकोड 5.1.0 को अक्षर कोडीकरण मानक के रूप में अनुमोदित कर दिया है जिसे बहुभाषी पाठ के प्रस्तुतीकरण के लिए पूरे विश्व में व्यापक स्वीकृति प्राप्त है और जो भारतीय भाषाओं का भी समर्थन करता है और इसके साथ ही साथ यह संविधान द्वारा स्वीकृत सभी भारतीय भाषाओं के लिए अनुप्रयोगों के स्थानीयकरण को सरल बनाएगा; और इसलिए, सूचना प्रौद्योगिकी विभाग, भारत सरकार एतद्वारा यूनिकोड 5.1.0 तथा इसके सभी भावी संस्करणों को इस अधिसूचना के जारी होने की तिथि से ई- शासन अनुप्रयोगों के मामले में मानक के रूप में अधिसूचित करता है ।

No. 2(32)/2009 -EG- II-Whereas Department ofInformation Technology (DIT) , Ministry of Communications and Information Technology, Government of India (Gol ) is driving the Nationale -Governance Plan (NeGP) which seeks to create the right Governance and Institutional Mechanism and implement a number of Mission Mode Projects at the Centre and State Government ; and
Whereas under NeGP, Gol is promoting the usage of Open Standards to avoid any technology lock - ins ; and No. 2(32)/2009 - EG- II-Whereas Department of Information Technology (DIT ) , Ministryof Communications and Information Technology, Government of India (Gol ) is driving theNationale -Governance Plan (NeGP) which seeks to create the right Governance and Institutional Mechanism and implement a number of Mission Mode Projects at the Centre and State Government ; and

Whereas because of the lack of availability of information in local language there has been a slow progress in the Information and Communication Technology ( ICT) sector and the benefits of ICT have not percolated down to the common man . Hence, " Localization and Language Technology " is an important area which is being addressed under Standardization; and

Whereas the Competent Authority on Standards has approved Unicode 5.1.0 as Character Encoding Standard which iswidely recognized all over the world for representation of multilingual text and also supports Indian Languages as well as will ease Localization of applications for all the constitutionally recognized Indian languages ; and
Therefore, Department of Information Technology, Government of India hereby notifies Unicode 5.1.0 and its future versions as the Standard for e - Govemance Applications w.e.f. the date of notification.
Whereas the Competent Authority on Standards has approved ISO/IEC - 14496- OFF (Open Font Format) as the Font Standard which is based on a single International Standard and coinply with UNICODE for data storage . This ensures data portability across various applications and platforms; and
