ऊपर आदेश की नियुक्तियां पूर्णतः तदर्थ आधार पर की गई है और इनसे संबंधित अधिकारी को अनिश्चितकाल तक उस पद पर बने रहने अथवा नियमित नियुक्ति हेतु अनुभाग अधिकारियों की चयन सूची में शामिल किए जाने अथवा केन्द्रीय सचिवालय सेवा के अनुभाग अधिकारी ग्रेड में वरिष्ठता, आदि का दावा करने का अधिकार नहीं होगा । तदर्थ नियुक्ति तब तक जारी रहेगी, जब तक वरिष्ठता कोटा या सीमित विभागीय प्रतियोगितात्मक परीक्षा के जरिये अनुभाग अधिकारी के ग्रेड में नियमित उम्मीदवार उपलब्ध नहीं हो जाते । यदि तदर्थ नियुक्ति वाले अधिकारी इन दोनों श्रेणियों में से किसी में भी नियमित नियुक्ति की योग्यता प्राप्त नहीं करते , तो उन्हें ऐसे नियमित अधिकारी उपलब्ध होने पर उस तारीख से सहायक के ग्रेड में पदावनत कर दिया जाएगा जिस तारीख से नियमित अनुभाग अधिकारी उन्हें कार्मिक और प्रशिक्षण विभाग द्वारा आवंटित संबंधित संवर्ग में कार्य ग्रहण कर लेंगे ।
