2. इस तदर्थ नियुक्ति से श्री जुगल किशोर को संपादक के ग्रेड में नियमित नियुक्ति के लिए किसी प्रकार का कोई दावा करने का अधिकार नहीं मिलेगा और न ही उनके द्वारा तदर्थ आधार पर की गई सेवा को उस ग्रेड मेंज्येष्ठता के प्रयोजनार्थ अथवा अगले उच्चतर ग्रेड में प्रोन्नति के प्रयोजनार्थ गणना में लिया जाएगा ।

3. जबकि नोशनल आधार पर मूल नियम 22 I ( ए) ( i ) के तहत् अवर सचिव ग्रेड में इनके वेतन निर्धारण के लिए अनुमोदित सेवा के उद्देश्यों के लिए पूर्वोक्त चयन सूची में शामिल उपर्युक्त अधिकारी की नियुक्ति 01.07.2003 से प्रभावी की हुई की तरह मानी जाएगी , फिर भी ग्रेड में वेतन निर्धारण के वास्तविक लाभ इन्हें केन्द्रीय सचिवालय सेवा के अवर सचिव ग्रेड में वास्तविक रूप में कार्य करने की तिथि से मिलेंगे ।

4. मूल नियम 22 के प्रावधानों के अनुसार श्री बच्चूलाल मीणा वेतन निर्धारण हेतु विकल्प देने के लाभ के हकदार होंगे । फिर भी , वे अधिकारी जिनकी अपनी चयन सूची वर्ष की पहली जुलाई से पूर्व तर्द्ध अवर सचिव के रूप में प्रोन्नति हुई थी और जिन्होंने खंडित विकल्प का लाभ ले लिया था, वे पुनः विकल्प देने के पात्र नहीं होंगे ।
