लिखने वाले लेखकों को पुरस्कार प्रदान करने के लिए ग्रामीण विकास साहित्य पुरस्कार नामक एक योजना प्रारम्भ करने का निश्चय किया है । इस योजना की मुख्य बातें निम्नलिखित हैं :--
विषय: -
योजना का नाम
1. योजना का नाम ग्रामीण विकास साहित्य पुरस्कार होगा । परिधान एवं निटवियर निर्यात हकदारी ( कोटा ) नीतियों के अवशिष्ट प्रावधानों के प्रचालन को 01 जनवरी 2010 से बढ़ाया जाना ।

पुरस्कार का स्वरूप
सं. 1/61/2004-निर्यात 1( 1) दिनांक 09 नवम्बर 2004 की अधिसूचना सं. 1/61/2004-निर्यात- I की ओर ध्यान आकृष्ट किया जाता है, जिसके द्वारा सरकार ने परिधान एवं निटवियर निर्यात हकदारी ( कोटा) नीतियों के अवशिष्ट प्रावधानों का प्रचालन आरंभिक तौर पर 01 जनवरी 2005 से एक वर्ष के लिए लागू करने का निर्णय लिया था और बाद में इन प्रावधानों को दिनांक 31 दिसम्बर 2009 तक बढ़ा दिया गया था ।
3. ग्रामीणविकास मंत्रालय से संबंधित निम्नलिखित विषयों पर श्रेष्ठ पुस्तकें मौलिक रूप से हिन्दी में लिखने पर दो वर्षों में एक बार प्रथम पुरस्कार 25,000/ - रुपये , द्वितीय पुरस्कार 20,000/- रुपये तथा तृतीय पुरस्कार 15,000/- रुपये के दिए जाएंगे :--
1. राष्ट्रीय ग्रामीण रोज़गार गारंटी योजना
2. सरकार ने परिधान एवं निटवियर निर्यात हकदारी ( कोय ) नीतियों के अवशिष्ट प्रावधानों का प्रचालन अब 01 जनवरी 2010 से एक साल की अवधिके लिए और आगे बढ़ाने का निर्णय लिया है ।

3. ग्रामीण क्षेत्रों में शहरी सुविधाओं का प्रावधान
3. उपर्युक्त पैरा 1 में उल्लिखित दिनांक 9 नवम्बर 2004 की अधिसूचना कीअन्य सभी शर्तें अपरिवर्तित रहेंगी ।

4. इस योजना का उद्देश्य ग्रामीण विकास मंत्रालय से संबंधित उपर्युक्त विषयों पर हिन्दी में श्रेष्ठ मौलिक पुस्तकें लिखने के लिए भारत के लेखकों को बढ़ावा देना है ।
मूल रूप से हिन्दी में लिखी श्रेष्ठ पुस्तकों पर ही विचार किया जाएगा, चाहे वे प्रकाशित हों, अथवा पांडुलिपि के रूप में उपलब्ध हों ।
प्राधिकार
सं. 1/61/2004- निर्यात-1 ( 2) दिनांक 09 नवम्बर 2004 की अधिसूचना सं. 1/61 /2004-निर्यात 1 की ओर ध्यान आकृष्ट किया जाता है, जिसके द्वारा सरकार ने यार्न, फैब्रिक्स एवं मेड- अप्स निर्यात हकदारी (कोटा ) नीतियों के अवशिष्ट प्रावधानों का प्रचालन आरंभिक तौर पर 01 जनवरी 2005 से एक वर्ष के लिए लागू करने का निर्णय लिया था और बाद में इन प्रावधानों को दिनांक 31 दिसम्बर 2009 तक बढ़ा दिया गया था ।
5. केवल ग्रामीण विकास मंत्रालय को ही पुरस्कारों के लिए लेखकों का चयन करने का अधिकार है और इस संबंध में मंत्रालय का निर्णय अन्तिम एवं बाध्यकारी होगा ।
2. सरकार ने यार्न, फैब्रिक्स एवं मेड- अप्स निर्यात हकदारी ( कोटा ) नीतियों के अवशिष्ट प्रावधानों का प्रचालन अब 01 जनवरी 2010 से एक साल की अवधि के लिए और बागे बढ़ाने का निर्णय लिया है ।
3. उपर्युक्त पैरा 1 में उल्लिखित दिनांक 9 नवम्बर 2004 की अधिसूचना की अन्य सभी शर्तें अपरिवर्तित रहेंगी ।

6. ये पुरस्कार भारतीय लेखकों के लिए हैं, जिनमें एक से अधिक लेखकों द्वारा लिखी गई पुस्तकों के वे सम्पादक भी शामिल हैं, जिन्होंने स्वयं भी उन पुस्तकोंमें पर्याप्त अंशदान किया हो और साथ ही उनमें सम्पादकीय प्राक्कथन भी दिया हो । इन पुरस्कारों के लिए विचारार्थ ऐसी प्रकाशित पुस्तकें तथा पांडुलिपियां भेजी जा सकती हैं, जिन्हें लेखक प्रकाशित करवाने का इरादा रखता हो, बशर्ते कि वे पुस्तकें पांडुलिपियां मौलिक रूप से हिन्दी में लिखी गई हों और उनसे स्वत्वाधिकार ( कापीराईट ) कानूनों का उल्लंघन न होता हो।

आदेश दिया जाता है कि संकल्प की प्रति सभी राज्य सरकारों /संघ शासित क्षेत्रों और भारत सरकार के सभी मंत्रालयों/ विभागों को भेजी जाएं । यह भी आदेश दिया जाता है कि संकल्प को सामान्य सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

10. यदि किसी प्रविष्टि को पहले किसी योजना के अंतर्गत पुरस्कार मिल चुका है, तो आवेदन- पत्र में इस बात का स्पष्ट उल्लेख किया जाना चाहिए ।
श्रम और रोज़गार मंत्रालय नई दिल्ली, दिनांक 8 जनवरी 2010 11. लेखक पुरस्कार के लिए जिंतनी चाहें उतनी प्रविष्टियां भेज सकते हैं, लेकिन विचाराधीन दो वर्षों की अवधि में एक लेखक को एक से अधिक पुरस्कार नहीं दिया जाएगा ।
12. यदि पुरस्कार के लिए चयनित पुस्तकों/पांडुलिपियों के एक से अधिक लेखक होते हैं तो पुरस्कार की राशि सह लेखकों में बराबर बांट दी जाएगी ।
सं. क्यू-16012/ 1/2009 - ईएसए( डब्ल्यू. ई. ) जबकि श्रम और रोज़गार मंत्रालय की दिनांक 07 दिसम्बर, 2009 की अधिसूचना संख्या क्यू-16012/ 1/ 2009 - ईएसए( डब्ल्यू.ई. ) के तहत् पुनर्गठित केन्द्रीय श्रमिक शिक्षा बोर्ड के संगठन को आम जनता की सूचना के लिए अधिसूचित करते हुए 5 सदस्योंके नाम अधिसूचित किए गए थे और यह उल्लेख किया गया था कि बोर्ड के अन्य सदस्यों के नाम बाद में अधिसूचित किए जाएंगे । 13. यदि विचारार्थ दो वर्षों की अवधि में किसी भी पुस्तक/पांडुलिपि को पुरस्कार के योग्य नहीं समझा गया, तो उस अवधि के लिए मंत्रालय द्वारा पुरस्कार की घोषणा नहीं की जाएगी ।
2. अतः अब, आम जनता की सूचना के लिए यह अधिसूचित किया जाता है कि बोर्ड की नियमावली तथा विनियमों के नियम 3 के अनुसार निम्नलिखित व्यक्तियों को केन्द्रीय श्रमिक शिक्षा बोर्ड का सदस्य नामित किया जाता है : --

7. Evaluation of the authors will be done on the basis of merit of the original contribution reflected in the books/ manuscripts sent by them .
8.A notice inviting books for the prizes will be published by the Ministry of Rural Development in all leading Hindi and English Newspapers . The Ministry can also include any book(s) for prizes on its own behalf.
No. E - 11015/4/2009- Hindi - II-Govt . of India has decided to introduce a scheme namely "Gramin Vikas Sahitya Puraskar " to be awarded to the authors writing original books in Hindi on subjects falling in the purview of the Ministry of Rural Development . The Salient features of the scheme are as follows :

1. The Name of the scheme will be " Gramin Vikas Sahitya Puraskar"
9.Authors will be required to send five copies of their books/manuscripts along with an application in the prescribed format so as to reach Joint Director (OL), Ministry ofRural Development, Krishi Bhavan, New Delhi by the last prescribed date in the advertisement. Copies of the books/ manuscripts will not be returned to the authors .

10. If an entry has already got any prize/award under any scheme, it should be clearly mentioned in the application.

Nature of the Puraskar
11. Authors can send in as many entries as they desire but in the two years period under consideration one author will not be given more than one prize .
12. If the books/ manuscripts selected for prize happen to be writtenby more than one author, the amount of the prizes will be distributed equitably among the co -authors .
3. First Prize of Rs . 25,000/ - , Second Prize of Rs . 20,000/- and third Prize of Rs . 15,000/- will be given once in two years for writing excellent books originally in Hindi on the following subjects related to the Ministry of Rural Development :-
1. National Rural Employment Guarantee Scheme (NREGA)
13. If in the two years period under consideration no book/manuscript is considered to be worth giving a prize, the Ministry will not announce the prizes for that period.
2. Pradhan Mantri Gram Sadak Yojana (PMGSY)
3. Provision of Urban Amenities in Rural Areas
14. The Ministry of Rural Development will fix a suitable date and time for the distribution of the prizes and the prize winning authors will be informed of this well in advance .
4. Empowerment of Women
5. Drought Prone Areas Programme (DPAP)
15. The prizes will be given on the occasion of an especially organized function or on some other suitable occasion.

16. There will be an Evaluation Committee to select books for prize under this Puraskar Scheme .

4. The Scheme aims at promoting Indian Authors to write excellent books in Hindi on the above subjects related to the Ministry of Rural Development.
17. The copyright of the authors of published books under consideration for prizes will remain intact .
18. Translated books will not be considered for prizes .
Excellent books written originally in Hindi whether available in published form or in manuscript will be considered for the prizes .

19. If an unpublished book is selected for prize , the amount of prize will be given to the author only after he/ she gets that book published without taking any assistance from Central Government/ State Government or any Institution/Organization assisted by Government .
5. Selection of authors for prizes will be the right of the Ministry of Rural Development and Ministry's decision in this regard will be final and binding .
Eligibility
20. These books/ manuscripts on Rural Development and economic aspects of our villages should at least be of a graduate level . The book should have a minimum of 100 or more published pages in 20× 30/16 " size . Stories , dramas , songs and collection of poems related to rural life etc. are not eligible under this scheme .
21. The decision of the Ministry of Rural Development in respect of the issues related to the Puraskar Scheme will be final and no correspondence in this regard will be entertained .
6. The prizes are meant for Indian Authors including the editors who have edited the books written by more than one author/ and who themselves have contributed considerably, besides giving editorial introductions therein . For these prizes , published books and manuscripts which the author intends to get published, can be sent for consideration provided that they are written originaly in Hindi and do not violate the copyright laws .
