सं. 6 -प्रेज/2010 -- राष्ट्रपति, स्वतंत्रता दिवस 2006 के अवसर पर कमांडेंट ( जे.जी. ) सतीश कुमार ( 0308 - एक्स ) को शौर्य प्रदर्शन के लिए तटरक्षक पदक प्रदान करती हैं ।

प्रशस्ति उल्लेख

कमांडेंट ( जे.जी. ) सतीश कुमार ( 0308 - एक्स ) ने 12 जनवरी 1992 को भारतीय तटरक्षक में सेवा आरम्भ की तथा 18 मार्च 2005 को चेन्नई आधारित 848 स्क्वाड्रन ( भा.त.र. ) हेलिकॉप्टर, स्क्वाड्रन में रिपोर्ट की । अफसर को घंटों की उड़ान का अनुभव है तथा चेतक जैसे एयरक्राफ्ट के लिए इन्हें उच्चतम दर्जे के मास्टर ग्रीन ' ए ' पुरस्कार प्रदान किया गया । अफसर अपने कार्य के प्रति जागरूक रहा है तथा आरम्भ से ही इनको सौंपे गये सभी कार्यों में इन्होंने सकारात्मक दृष्टिकोण को प्रदर्शित किया है ।

2. 03 दिसम्बर 2005 को 12:30 बजे कमांडेंट ( जे.जी. ) सतीश कुमार को पल्लावरम के नजदीक तीरूनीरमलाय में अदयार नदी के भंवरदार जल में , पाँच व्यक्तियों के फंसने का एक संदेश प्राप्त हुआ । कोई क्षण गंवाये बिना कमांडेंट ( जे.जी. ) सतीश कुमार स्क्वाड्रन की ओर दौड़ पड़े तथा एक वायु गोताखोर कर्मी सहित हेलिकॉप्टर तटरक्षक -811 में, एकाकी उड़ान, वायुवाहित हो गये ।

3. क्षेत्र में पहुंचने पर अफसर ने सैलाब द्वारा हुई तबाही का नजारा लिया । तीरूनीरमलाय के नजदीक पुल डूब चुका था । पानी का स्तर तेजी से बढ़ रहा था तथा उसका प्रवाह प्रबल था । सारा क्षेत्र जलमग्न हो गया था । सैन्य कुटीर, निवास, संबंधित कार्मिक तथा वाहन असहाय थे । अफसर ने तुरन्त कार्रवाई शुरू की तथा खोज की एक रूपरेखा तैयार की । खोज का सफल परिणाम यह निकला कि कमांडेंट ( जे.जी. ) सतीश कुमार ने साड़ से चिपके एक उत्तरजीवी को ढूंढ निकाला । विंच को शीघ्र लटकाया गया तथा उत्तरजीवी का बचाव किया गया ।

4. चिकित्सा सहायता के लिए उत्तरजीवी को तुरन्त तटरक्षक वायु स्टेशन ( चेन्नई ) ले जाया गया तथा अन्य उत्तरजीवितों की खोज करने के लिए तटरक्षक हेलिकॉप्टर 811 पुनः वायुवाहित हो गया । क्षेत्र में पहुंचने पर अदगार नदी के पास एक पराधीन रूप से असहाय लॉरी दिखाई दी जिसमें चार व्यक्ति विक्षिप्त अवस्था में मदद के लिए पुकार रहे थे । चारों उत्तरजीवितों को एक- एक करके उठाया गया तथा नजदीकी उच्च स्थान पर सुरक्षित स्थानांतरित कर दिया गया । नीची उड़ान तथा प्रतिकूल उड़ान परिस्थितियों में कमांडेंट (जे.जी. ) सतीश कुमार ( 0308 - एक्स ) द्वारा किए गये इस दुस्साहसी कार्य के परिणामस्वरूप पाँच जीवन बचाये गये । भारतीय तटरक्षक के इस बचाव कार्य से उसे बहुत ख्याति मिली तथा जिसे अखबारों तथा सभी समाचार के चैनलों पर भी विस्तृत रूप से दर्शाया गया ।

5. एक अफसर तथा वायुकर्मी के रूप में कमांडेंट ( जे.जी. ) सतीश कुमार ( 0308 - एक्स ) ने अनुकरणीय उत्साह, कर्त्तव्यनिष्ठा, सर्वोच्च समन्वय, निर्णायकता, क्रमबद्धता तथा उड़ान कौशल का प्रदर्शन किया जिसके परिणामस्वरूप अदयार नदी से पाँच लोगों की जान बचायी गयी । इन्होंने सेवा की उच्च परंपराओं और इसके आदर्श वाक्य " वयं रक्षाम " को बनाये [भाग I-खण्ड 1 भारत का राजपत्र, मार्च13 , 2010 (फाल्गुन 22, 1931)

रखा तथा सेवा को प्रशंसा मिली । कमांडेंट ( जे.जी. ) सतीश कुमार (0308 - एक्स) को तटरक्षक पदक ( शौर्य ) प्रदान किया जाता है ।

6. तटरक्षक पदक प्रदान करने से संबद्ध नियम 11 ( i ) के तहत् तटरक्षक पदक प्रदान किया जाता है तथा बाद में तटरक्षक पदक ( शौर्य ) प्राप्त करने वाले तटरक्षक कार्मिकों को नियम 13 के अंतर्गत विशेष भत्ता भी देय है ।

बरूण मित्रा संयुक्त सचिव सं. 7 -प्रेज/2010-- राष्ट्रपति, स्वतंत्रता दिवस 2006 के अवसर पर कमांडेंट ( जे.जी. ) प्रवीण गौड़ ( 0379 - एल ) को शौर्य प्रदर्शन के लिए तटरक्षक पदक प्रदान करती हैं ।

प्रशस्ति उल्लेख

कमांडेंट ( जे.जी. ) प्रवीण गौड़ ( 0379 - एल ) ने 02 जनवरी 1994 को भारतीय तटरक्षक में सेवा शुरू की। अफसर, चेतक हेलिकॉप्टर पायलट है तथा 20 जून 1998 को इनको विंग्स प्रदान किए गए । अफसर को 2060 घंटों की उड़ान का गहन अनुभव है। अफसर ने 02 अप्रैल 2005 को पोर्टब्लेयर चेतक फ्लाइट में फ्लाइट कमांडर के रूप में कार्यभार संभाला तथा तभी से बहुत से मिशन सकारात्मक दृष्टिकोण के साथ निष्पादित किए हैं, जोकि उनकी दूरदर्शिता, नेतृत्व तथा परिपक्वता को दर्शाते हैं ।

2. 10 जून 2005 को अण्डमान एवं निकोबार की पुलिस ने भारतीय तटरक्षक को, 08 जून 2005 से हैवलॉक द्वीप से पोर्टब्लेयर को रवाना एक नौका के रास्ते में गुम हो जाने की सूचना दी । समुद्री बचाव समन्वय केन्द्र, पोर्टब्लेयर ने मिशन अपने हाथ में लिया तथा लापता नौका की खोज एवं बचाव के लिए तटरक्षक हेलिकॉप्टर को कार्यभार सौंपा गया। 3. भारी वर्षा तथा खराब दृश्यता के कारण उड़ान के लिए विपरीत परिस्थितियां थी । चूंकि परिस्थितियां अनुभवयुक्त तथा कौशलपूर्ण उड़ान की मांग कर रही थी, इसलिए कमांडेंट ( जे.जी. ) प्रवीण गौड़ ( 0379 - एल ) ने चुनौती स्वीकार करते हुए खुद ही मिशन को निष्पादित करने का निर्णय लिया । कमांडेंट ( क.श्रे. ) प्रवीण गौड़ ( 0379 - एल ) अत्यधिक मूसलाधार वर्षा के बीच हैवलॉक की ओर बढ़े । प्रतिकूल परिस्थिति में अफसर ने पोर्टब्लेयर से लगभग 20 समुद्री मील से हैवलॉक द्वीप दक्षिण- पश्चिम में नौका को ढूंढ निकाला । शीघ्र उन्होंने मदद के लिए पुकारते दो आदमियों को ढूंढ लिया दोनों व्यक्ति घायल तथा थके हुए थे । शक्तिशाली सतही हवाओं तथा समुद्र की स्थिति ने विचिंग अभियान को मुश्किल बना दिया था किन्तु कमांडेंट (जे.जी. ) प्रवीण गौड़ ( 0379 - एल ) ने पायलट के रूप में अपने कौशल तथा अनुभव का प्रयोग करते हुए स्थिति को संभाला तथा सभी सुरक्षा उपायों को अपनाते हुए दोनों उत्तरजीवितों को विमान में चढ़ा लिया । खराब मौसम के बावजूद कमांडेंट ( जे.जी. ) प्रवीण गौड़ ( 0379 - एल ) ने दोनो लोगों का सफलतापूर्वक बचाव कर भारतीय तटरक्षक के लिए प्रशंसा अर्जित की ।

4. 27 जनवरी 2006 को स्थानीय पुलिस तथा बैनदूर मछुवारा समुदाय ने भारतीय तटरक्षक प्राधिकारियों को 26 जनवरी 2006 से दो मछुआरों के साथ लापता नौका की सूचना दी । तुरन्त ही लापता कर्मियों की खोज एवं बचाव करने के लिए एयरक्राफ्ट सी जी-803 ने उड़ान भरी। उत्तरी सैन्टीनल द्वीप के आस- पास सर्वेक्षण करने के उपरांत कमांडेंट (जे. जी. ) प्रवीण गौड़ ( 0379 - एल ) ने अंततः वैसे ही हुलिये से मेल खाती एक नौका को द्वीप के उत्तरी - पूर्वी सिरे के पास ढूंढ लिया । नौका पहचान करना एक मुश्किल कार्य था क्योंकि सैन्टीनली आदिवासियों द्वारा नौका को चारों तरफ से घेरा हुआ था । उत्तरी सैन्टीनल द्वीप के आदिवासी किसी बाहरी व्यक्ति के प्रति अपनी हेकड़ी तथा शत्रुता के लिए प्रसिद्ध हैं । जैसे ही हेलिकॉप्टर नजदीक आया उन्होंने अपने तीरों तथा भालों से लक्ष्य साध लिया । कमांडेंट ( जे.जी. ) प्रवीण गौड़ (0379- एल) ने आदिवासियों का ध्यान बांटने के लिए युक्ति का प्रयोग करते हुए विमान को द्वीप के दूसरी ओर ले गया । एयरक्राफ्ट उधर उतरेगा यह सोचकर सभी आदिवासी उसके पीछे दौड़ पड़े । कमांडेंट ( क.श्रे. ) प्रवीण गौड़ (0379- एल ) ने तब तुरन्त विमान मोड़ा तथा तेजी से उस ओर अग्रसर हुए जहां पर नौका भूग्रस्त थी । नजदीक जाने पर नौका के आगे 453 भाग I-खण्ड 1 ]

रेत के दो ढेर दिखाई दिए, जिनसे ऐसा लग रहा था कि इन आदिवासियों ने मछुआरों को दफना दिया है । तदुपरांत, एक परिकलित जोखिम लेते हुए कमांडेंट ( क.श्रे. ) प्रवीण गौड़ ( 0379- एल ) ने रेत के ढेरों के पास हेलिकॉप्टर का युक्तिचालन किया। उसी दौरान उत्तरी सैन्टीनल द्वीप के आदिवासी नौका के पास वापस लौट आये । कमांडेंट ( क.श्रे. ) प्रवीण गौड़ (0379 - एल ) ने महत्वपूर्ण सूचना लेकर उनके तीरों की मार से दूर युक्तिपूर्वक उड़ान भरते हुए हेलिकॉप्टर से निकल पड़े । यह सूचना बहुत महत्पपूर्ण थी, क्योंकि अभी तक इन शत्रु आदिवासियों के साथ कोई सामना नहीं हुआ था । एयरक्राफ्ट वापस पोर्टब्लेयर सुरक्षित रूप से लौट आया ।

5. कमांडेंट ( क.श्रे. ) प्रवीण गौड़ ( 0379 - एल ) ने अनुकरणीय बहादुरी , कर्तव्यनिष्ठा तथा परिपक्व परिदृश्य को प्रदर्शित किया जिसके फलस्वरूप समुद्र में दो बहुमूल्य प्राणों की रक्षा की। अफसर ने भारतीय तटरक्षक की उच्च परंपराओं तथा इसके आदर्श वाक्य ' वयं रक्षाम ' को बनाए रखा। डयूटी के लिए समर्पण, बेमिसाल उत्साह, सेवा के प्रति आत्म - अभिवृति को देखते हुए, कमांडेंट ( क. श्रे ) प्रवीण गौड़ ( 0379 - एल ) को तटरक्षक पदक ( शौर्य ) प्रदान किया जाता है । 6. तटरक्षक पदक प्रदान करने से संबद्ध नियम 11 ( i ) के तहत् तटरक्षक पदक प्रदान किया जाता है तथा बाद में तटरक्षक पदक ( शौर्य ) प्राप्त करने वाले तटरक्षक कार्मिकों को नियम 13 के अंतर्गत विशेष भत्ता भी देय है ।

बरूण मित्रा संयुक्त सचिव सं. 8 -प्रेज/2010-- राष्ट्रपति, स्वतंत्रता दिवस 2006 के अवसर पर उपकमांडेंट सुजीत द्विवेदी ( 0448 - क्यू) को शौर्य प्रदर्शन के लिए तटरक्षक पदक प्रदान करती हैं ।

प्रशस्तिउल्लेख

उपकमांडेंट सुजीत द्विवेदी ( 0448 - क्यू) ने 16 जुलाई 1995 को भारतीय तटरक्षक में सेवा शुरू की तथा 27 अप्रैल 2004 को भारतीय तटरक्षक पोत एनीबीसेन्ट में पहरा अफसर के रूप में कार्य आरम्भ किया तथा सौंपी गयी विभिन्न ड्यूटियों को अत्यंत व्यावसायिक तरीकों तथा ईमानदारी से निष्पादित किया ।

2. 28 मई 2006 को उदूपी जिला के प्रशासनिक प्राधिकारी तथा मात्स्यिकी विभाग के तटरक्षक जिला मुख्यालय-3 , न्यू मंगलौर को, सैन्ट मेरी द्वीप समूह के पास , विद्यमान खराब मौसम के कारण असहाय 200 मछुवाही नौकाओं की सूचना दी तथा सहायता करने का अनुरोध किया । खोज एवं बचाव अभियान के लिए न्यू मंगलौर से भारतीय तटरक्षक पोत एनीबीसेन्ट को सामग्री सहित रवाना किया गया । नियमित कमान अफसर के अवकाश पर होने की स्थिति में पोत को तुरन्त उपकमांडेंट सुजीत द्विवेदी ( 0448 - क्यू) की कमान के अंतर्गत रवाना किया गया । अफसर ने पोत के सभी कार्मिकों को विनिर्देशित किया तथा खोज एवं बचाव मिशन के महत्व तथा सिविल प्रशासन और मछुवारा समुदाय की तटरक्षक के प्रति अपेक्षाओं के बारे में समझाया । 29 मई 2006 को पोत अभिहित क्षेत्र में पहुंचा तथा सैन्ट मैरी द्वीप समूह के आस- पास के क्षेत्र की जांच की । इस कार्रवाई में पोत के साथ दो व्यावसायिक पोत जिन्हें इसी उद्देश्य के लिए महानिदेशक पोत परिवहन के आदेश से भेजा गया था, भी शामिल हो गये ।

3. खोज के दौरान माल्पे पत्तन नियंत्रण ने पोत को माल्पे के पास छः मछुवारों सहित लंगरगाही की मछुवाही पोत " अनुपमा " , जोकि इंजन के पूरी तरह खराब हो जाने के कारण पिछले दो दिनों से लंगर डाले हुए था , के बारे में सूचित किया । अफसर ने मछुवाही नौका की ओर पोत के फोक्सल से गोफिया रस्सी से बाँध कर दो रक्षा बोया को पानी में उतारने का निर्णय लिया । पोत के इंजनो को मानवित रूप से संचालित किया गया, ताकि नौका से सुरक्षित दूरी बनी रहे तथा समुद्र के भारी उठाव तथा तेज हवाओं के कारण पोत के नौका से टकराने को भी रोका जा सके । दो मछुवारे तैराकी नहीं जानते थे, इसलिए समुद्र में कूद कर उनके पीछे लगे रहना मुश्किल था । तब अफसर ने गैर - तैराकों को तिराने तथा खींच कर लाने के लिए नौका मछुवाही जाल को इस्तेमाल करने का फैसला किया । दूसरे मछुवारों को कूदकर ठीक प्रकार से रक्षा बोया को पकड़े रखने की सलाह दी गयी । तदुपंरात , उनको एक- एक करके पोत की ओर मानवित रूप से खींचा गया, जहां पर सभी छः मछुवारों को सुरक्षित रूप से पोत पर चढ़ाया गया ।

4. उपकमांडेंट सुजीत द्विवेदी ( 0448 - क्यू) ने अनुकरणीय बहादुरी , कर्तव्यनिष्ठा तथा परिपक्व परिदृश्य को प्रदर्शित किया जिसके परिणामस्वरूप समुद्र में 10 बहुमूल्य जीवनों का बचाव किया गया । अफसर ने भारतीय तटरक्षक की उच्च परंपराओं तथा इसके आदर्श वाक्य ' वयं रक्षाम " ( हम रक्षा करते हैं ) को बनाये रखा है । इनके द्वारा की गई कार्रवाई से भारतीय तटरक्षक को असीम प्रशंसाएं प्राप्त हुई । उपकमांडेंट सुजीत द्विवेदी ( 0448 - क्यू) को तटरक्षक पदक ( शौर्य ) प्रदान किया जाता है ।

5. तटरक्षक पदक प्रदान करने से संबद्ध नियम 11 ( i ) के तहत् तटरक्षक पदक प्रदान किया जाता है तथा बाद में तटरक्षक पदक ( शौर्य ) प्राप्त करने वाले तटरक्षक कार्मिकों को नियम 13 के अंतर्गत विशेष भत्ता भी देय है ।

प्रशस्ति उल्लेख

मन्दीप सिंह, प्रधान नाविक ( वायु कर्मी ) ( 02267 - एच ) ने 03 जनवरी 1991 से भारतीय तटरक्षक में सेवा आरम्भ की तथा पिछले 15 वर्षों के दौरान इन्होंने दोनों प्रकार की, तिरती तथा तटीय यूनिटों में सेवा की। 07 मई 2001 को इन्होंने तटरक्षक वायु स्टेशन , दमन में कार्यारम्भ किया तथा वह एक अर्हता प्राप्त उन्नत मोटर परिवहन चालक है । मन्दीप सिंह, प्रधान नाविक ( वायु कर्मी ) ( 02267 - एच ) को वायु स्टेशन के प्रभारी सुरक्षा सेवाएं तथा वायु यातायात नियंत्रक प्रभारी के कार्य सौंपे गए हैं ।

2. 28 फरवरी 2006 को तटरक्षक वायु स्टेशन, दमन को स्थानीय पुलिस ने दूरभाष के माध्यम से दमन के मारूति पेट्रो कैमिकल्स के गोदाम में लगी भीषण आग बुझाने के लिए सहायता उपलब्ध कराने का अनुरोध किया । प्रथम दृष्टया पता चला कि टैंकर भार उतारने के लिए कैमिकल्स गोदाम के नजदीक खड़ा था तथा ड्रमों में औद्योगिक रासायनिक पदार्थ भरा था, जिसके कारण उसे आग लग गई थी ।

3. स्थिति को देखते हुए वायु स्टेशन ने तुरन्त प्रतिक्रिया की तथा मन्दीप सिंह , प्रधान नाविक ( वायु कर्मी ) ( 02267 -एच ) के नेतृत्व के अंतर्गत सहायता उपलब्ध कराने के लिए फायर टेण्डरों को रवाना किया गया । मौके पर पहुंचते ही , इन्होंने स्थिति का मूल्यांकन किया तथा पाया कि यह एक तेल की आग थी । तेल के टैंकर के फटने से गोदाम में आग भड़क गयी थी । अत्यंत ज्वलनशील रसायनों से भरे कंटेनर तेजी से उर्ध्वाधर रूप से फैलने लगे थे तथा जोकि बाद में नजदीकी अन्य औद्योगिक यूनिटों को गंभीर खतरा साबित हो सकता था । दल का नेतृत्व करते हुए प्रधान नाविक ने स्थिति को नियंत्रण में संभाला तथा सिविल फायर टेण्डरों का उपयोग करते हुए अभियान को एक अत्यंत व्यावसायिक तरीके से समन्वित किया । अभियान 4-5 घंटे तक चला तथा टीम लीडर के रूप में स्वयं रक्षा दस्तों के साथ अभिनाल को पकड़े बिना थके आग से जूझते हुए अपनी व्यक्तिगत सुरक्षा की परवाह किए बिना तथा अत्यधिक तापमान में जीवन जोखिम को देखे बिना, आग में घुसकर अनुकरणीय उत्साह तथा अधिनिर्णय कार्य को निष्पादित करने में आत्मसमर्पण की भावना को प्रदर्शित किया । अंत में आग बुझाई गयी । प्रधान नाविक द्वारा किए गए दुस्साहसी कार्य ने कारखानों को जानमाल के असीम नुकसान से बचाया बल्कि भारतीय तटरक्षक संगठन को प्रसिद्धि भी दिलाई है ।

प्रशस्ति उल्लेख

कमांडेंट गन्टी महापात्रा श्रीनिवास, टी एम ( 0205- पी ) , तटरक्षक पदक ने 11 अप्रैल 2006 को भारतीय तटरक्षक वायु स्टेशन दमन के नियंत्रणाधीन , 841 स्क्वाड्रन ( तटरक्षक ) की कमान संभाली । अफसर, चेतक तथा ध्रुव हेलिकॉप्टरों पर 2635 घंटों की दुर्घटना/ घटना रहित उड़ान के साथ एक प्रवीण पायलट हैं तथा तटरक्षक के प्रथम अर्हताप्राप्त उड़ान अनुदेशक हैं । 2. 08 अगस्त 2006 को, निरन्तर बरसात होने तथा ताप्ती नदी के सूरत नगर के ऊपर बहने के कारण सूरत नगर में सैलाब के आने की सूचना प्राप्त हुई । स्थिति का जायजा लेने तथा खोज एवं बचाव अभियानों में सहायता देने के लिए अफसर को वायु स्टेशन दमन से चेतक हेलिकॉप्टर का कार्यभार सौंपा गया । अफसर ने बाढ़ग्रस्त क्षेत्र में सर्वेक्षण के दौरान , निचले घरों की छतों पर कमर तक पानी में डूबे 05 लोगों को ढूंढ निकाला , जोकि बाढ़ में बह जाने के डर से भयंकर तरीके से एक रस्सी को पकड़े हुए थे । अफसर ने स्थिति का तुरन्त मूल्यांकन कर उनको बचाने का निर्णय लिया । एक [भाग -खण्ड 1

वायुकर्मी गोताखोर को उतारा गया तथा सभी 05 लोगों को ऊपर खींच कर सुरक्षित स्थान पर पहुंचाया गया । अभियान के दौरान अफसर ने प्रतिबंधित क्षेत्र में संक्रिया करने के दौरान तेज सतही हवाओं तथा प्रतिकूल मौसम की परिस्थिति में हेलिकॉप्टर पर निपुण नियंत्रण का प्रदर्शन किया । तद्नुपरांत, तीनों सेनाओं द्वारा अतिरिक्त राहत कार्य शुरू किया गया, जिसमें 30 से भी अधिक हेलिकॉप्टरों द्वारा विस्तृत बाढ़ राहत अभियान चलाया गया । इनकी कमान के अंतर्गत तीन तटरक्षक चेतक हेलिकॉप्टरों को छः दिनों के लिए दिन निकलने से दिन छिपने तक बाढ़ राहत अभियानों के लिए तैनात किया गया । 3. 15 अगस्त 2006 तक राहत तथा बचाव कार्य करने के दौरान , स्क्वाड्रन ने सूरत शहर में 100 से अधिक उड़ानें भरी तथा लगभग 11 टन राहत सामग्री गिराई एवं 15 जानें बचाईं । सूरत की असहाय जनता को अत्यावश्यक भोजन, पेयजल तथा चिकित्सा सहायता उपलब्ध कराने के लिए अफसर ने अपनी यूनिट को आगे आकर प्रोत्साहित किया तथा उसका नेतृत्व किया ।

4. 11 अगस्त 2006 को सूरत के बेस संक्रिया केन्द्र ने अफसर को , ताप्ती नदी के मध्य में हाईटेंशन केबल की जाली के सिरे में कुछ लोगों के फंसे होने की सूचना दी । तथापि, अन्य सेवा का कोई हेलिकॉप्टर उनका बचाव करने में सक्षम नहीं था । अफसर ने मस्तूल तथा रोटराग्र ( रोटर टिप ) के मध्य केवल 3 फुट की दूरी रखते हुए तथा हाई टेंशन केबल के सीधे नीचे हेलिकॉप्टर को मस्तूल की जाली के नजदीक संभाले रखा । बचाव के दौरान केबल में हाई वोल्टेज करंट प्रवाहित था । इनके साहसपूर्ण कार्य ने उत्तरजीवियों के बहुमूल्य प्राणों को बचाने में सहायता की । इस साहसिक अभियान में 02 महिलाओं तथा 03 बच्चों सहित कुल 07 लोगों की जान बचायी गयी । बचाये गए लोगों को तुरन्त चिकित्सा सहायता के लिए सूरत एयरफील्ड ले जाया गया ।

5. कमांडेंट जी एम श्रीनिवास, टी एम ( 0205 - पी ) द्वारा प्रदर्शित अनुकरणीय साहस , सर्वोच्च समन्वय तथा प्रशंसनीय उड़ान कौशल के परिणामस्वरूप , सूरत में प्रतिकूल मौसम की परिस्थितियों में सात लोगों की जान बचायी गयी । उन्होंने सेवा की उच्च परंपराओं तथा इसके आदर्श वाक्य " वयं रक्षाम " को बनाए रखा । कमांडेंट जी एम श्रीनिवास, टी एम (0205 -पी) की ध्यानाकर्षी बहादुरी , कर्तव्यनिष्ठा के लिए इन्हें राष्ट्रपति तटरक्षक पदक ( शौर्य ) प्रदान किया जाता है । 6. तटरक्षक पदक प्रदान करने से संबद्ध नियम 4 ( ii ) के तहत् तटरक्षक पदक प्रदान किया जाता है तथा बाद में तटरक्षक पदक ( शौर्य ) प्राप्त करने वाले तटरक्षक कार्मिकों को नियम 5 के अंतर्गत विशेष भत्ता भी देय है ।

राजेश कुमार, प्रधान नाविक ( क्यू ए) वायुकर्मी गोताखोर ( 02413 - पी ) एक अत्यंत अनुभवी वायुकर्मी गोताखोर है जिसके पास 1086 घंटों की मात्रा व प्रमात्रा का विस्तृत उड़ान अनुभव है । वे एक वास्तविक व्यवसायी, जिन्होंने सेवा के दौरान बहुत सी विभिन्न साहसिक अभियानों में भागीदारी की है तथा बहुत से प्राणों की रक्षा की है ।

2. 11 जून 2005 को, पोर्टब्लेयर से हैवलॉक को मार्गस्त, 02 कर्मियों सहित एक छोटी नौका के लापता होने की सूचना मिली । लापता नौका तथा कर्मियों का पता लगाने के लिए तुरन्त खोज एवं बचाव करने के लिए एक एयरक्राफ्ट रवाना किया गया । मिशन के लिए राजेश कुमार, प्रधान/नाविक ( क्यू ए ) को वायुकर्मी गोताखोर एवं विंच चालक का कार्यभार सौंपा गया । भारी वर्षा तथा खराब दृश्यता के कारण खोज अभियान की परिस्थितियां अनुकूल नहीं थी । चुनौतीपूर्ण परिस्थिति में व्यापक खोज के उपरांत, इन्होंने हैवलॉक द्वीप के पश्चिमी ओर नौका को ढूंढ लिया । नौका इस प्रकार से धंसी थी कि किसी व्यक्ति को वहाँ से ऊपर खींचना (विंचिंग ) मुश्किल था। ऐसी चुनौतीपूर्ण परिस्थितियों में वायुकर्मी गोताखोर राजेश कुमार आगे बढ़े तथा पायलट के हेलिकॉप्टर को भाग I-खण्ड 1 ]

उत्तरजीवी के ठीक ऊपर ले जाने का सुझाव दिया । राजेश कुमार ने पहले उत्तरजीवी , जोकि खराब समुद्र की स्थिति के कारण बुरी तरह से डोल रहा था , को ऊपर उठा लिया ।

3. जल्द ही इन्होंने दूसरे उत्तरजीवी, जोकि नजदीक ही घने पत्तों के समूह में धंसा था, को ऊपर खींच लिया, इसके लिए इन्होंने कुशल कर्मी के रूप में पायलट को एयरक्रॉफ्ट को पेड़ों से दूर सुरक्षित दूरी पर रखने को कहा तथा उसी समय उत्तरजीवी जोकि एयरक्रॉफ्ट के सीधे नीचे नहीं था , के ऊपर बचाव रस्सी तक पहुंचने के लिए युक्तिचालन किया । राजेश कुमार की लगन तथा समर्पण से यह मुश्किल अभियान सफल हो सका तथा इनकी प्रतिबद्धता के परिणामस्वरूप दो प्राणों को बचाया जा सका । 4. इसके अतिरिक्त, 30 अप्रैल 2006 को नियमित उड़ान के दौरान वायुयान तटरक्षक 803 के कर्मियों ने म्यांमारी नौका सहित अनाधिकृत मछुवारों को देखा यद्यपि, उस समय हेलिकॉप्टर पर कोई बंदूक नहीं थी तथा शस्त्र विहीन होते हुए भी राजेश कुमार ने एक मछुवारे को गिरफ्तार कर लिया । राजेश कुमार ने अपनी ड्यूटियां दृढ़ निश्चय के साथ निष्पादित कीं तथा विभिन्न खोज एवं बचाव , अवैध मत्स्य शिकार विरोधी अभियानों में अहम भूमिका निभाई ।

प्रशस्तिउल्लेख

राजीव कुमार यादव , उत्तम नाविक ( आर ओ ) , वायु कर्मी गोताखोर ( ए सी डी) , ( 04379 - एच ) को वायुकर्मी गोताखोर कोर्स में अर्हता प्राप्त करने के उपरांत , 841 स्क्वाड्रन ( तटरक्षक ) में नियुक्त किया गया । स्क्वाड्रन में तैनाती से ही इन्होंने स्क्वाड्रन द्वारा निष्पादित किए गये सभी अभियानों में सक्रिय रूप से भागीदारी की तथा उत्कृष्ट कार्य किया ।

2. 11 अगस्त 2006 को , संक्रिया बेस सूरत एयर फील्ड द्वारा तटरक्षक हेलिकॉप्टर 806 को ताप्ती नदी में बाढ़ आने के कारण हाई टेंशन बिजली की तारों के नीचे सीमेंट प्लेटफार्म के पास फंसे कुछ संकटग्रस्त लोगों की खोज एवं बचाव करने का कार्यभार सौंपा गया । इन संकटग्रस्त सिविलियनों को ढूंढने पर यह देखा गया कि सीमेंट प्लेटफार्म नदी के बीच में था तथा वहां पानी का बहाव बहुत तेज था । तेज सतही हवाओं, बारिश , पानी के तेज प्रवाह तथा मस्तूल पर तारों में हाई वोल्टेज की बिजली आपूर्ति के कारण हेलिकॉप्टर को नजदीक से चालन करना बहुत मुश्किल था । राजीव कुमार यादव, उत्तम नाविक को नदी के तेज प्रवाही जल में विंच से उतारा गया, जबकि हेलिकॉप्टर चालू बिजली की तारों के पास मंडरा रहा था तथा उसके रोटराग्र ( रोटर डिस्क) मस्तूल से कुछ फुट की दूरी पर थे । उसने संकटग्रस्त सिविलियनों के पास पहुंच कर, सभी को एक- एक करके तीन बच्चों, दो महिलाओं तथा दो आदमियों को ऊपर खींचा । बाद में उन्हें सूरत एयरफील्ड ले जाया गया, जहां उनको आवश्यक चिकित्सा सहायता दी गयी ।

3. राजीव कुमार यादव, उत्तम नाविक ने बाढ़ राहत अभियान में हेलिकॉप्टर से संकटग्रस्त सिविलियनों के घरों की छतों पर छः दिन तक दिन निकलने से दिन छिपने तक, राहत सामग्री गिराने में भी भागीदारी की ।

उप कमांडेंट अमीत सतीश कोरगांवकर ( 0567 - एम ) ने 03 जनवरी 2005 को भारतीय तटरक्षक में सेवा आरम्भ की तथा 30 मार्च, 2000 को भारतीय तटरक्षक पोत वज्र की फ्लाईट का कार्यभार ग्रहण किया । अफसर चेतक एयरक्रॉफ्ट का अर्हक पायलट है तथा इन्होंने संक्रियात्मक उड़ान की 850 घंटों से भी अधिक का संचालन किया है ।

2. 17 मार्च, 2007 को, उप कमांडेंट अमीत सतीश कोरगांवकर को वायुयान तटरक्षक -814 के पायलट- इन- कमान के रूप में नियुक्त किया गया तथा उसे हताहत पुलिस कर्मियों, जोकि पूर्वी गोदावरी जिला, आंध्र प्रदेश के सिंगानाकोटा जंगल के नजदीक गहन जांच अभियान करने के दौरान उग्रवादियों द्वारा बारूदी सुरंग में विस्फोट होने से गंभीर रूप से घायल हो गये थे , की निकासी करने का कार्यभार सौंपा गया । यह गहन जंगल तथा उग्रवादियों की गतिविधियों वाला अप्रीतिकर भू- भाग था । बड़ी मुश्किल से जंगल में आग के पास शरणागत अवस्था में गहन पेड़ों में ढूंढ निकाला गया। क्षेत्र के चारों ओर उग्रवादी थे, जोकि लगातार गोलीबारी कर रहे थे ।

3. उप कमांडेंट अमीत सतीश कोरगांवकर ने वायुयान का उसकी आखिरी सीमा तक संचालन किया । क्षेत्र में उग्रवादियों द्वारा भारी गोलीबारी के बीच हताहत को ऊपर खींचा गया । हताहतों को विशाखापट्टनम ले जाया गया जहां उसे तत्काल चिकित्सा सहायता के लिए पुलिस प्राधिकारियों के हवाले कर दिया गया । भाग -खण्ड 1 ]

भागबन पाढियारी , प्रधान नाविक ( वायु वैधुत ) , 02153 - टी ने 06 जुलाई 1990 में भारतीय तटरक्षक में सेवा शुरू की तथा 12 अक्तूबर 1996 को अपना पोत गोताखोरी पाठय्क्रम पूर्ण किया ।

2. 22 जनवरी 2007 को बंगाल की खाड़ी में भारतीय अंतरिक्ष अनुसंधान संगठन के उपग्रह रिकवरी उपकरण कैप्सूल के लिए इस नाविक ने सर्वप्रथम गोता लगाया था ।

3. भागबन पाढियारी , प्रधान नाविक (वायु वैधुत ) ने अंतरिक्षयान के मिंडकाय पर चार छिद्रों को बंद किया, तत्पश्चात् कैप्सूल का जलाधीन वीडियो लिया । नाविक ( वायु वैधुत ) ने समुद्रजल में अपने शरीर को अनावृत्त करके सभी जोखिम उठाये, जिनमें कैप्सूल से बारूद का संभवतः रिसाव होने के कारण विषाक्तता का जोखिम संलिप्त था । इन्होंने लम्बे समय तक पानी में रहकर अंतरिक्षयान की रूपरेखा को खींचने में कड़ी मेहनत की, जिसकी वीडियो रिकॉर्डिंग को आगामी विश्लेषण के लिए विशेषज्ञों के सुपुर्द कर दिया तथा कैप्सूल बरामद की अगली कार्रवाई शुरू की । भागबन पाढियारी , प्रधान नाविक ( वायु वैधुत) ने पुनः एक बार फिर अपने आपको एस- आई- ई कैप्सूल को खिंचाई के लिए तैयार करने में लिप्त कर लिया ।

4. भागबन पाढियारी, प्रधान नाविक ( वायु वैधुत ) एक कुशल तकनीकी व्यावसायी तथा गोताखोर हैं, जिन्होंने अनुकरणीय उत्साह, कर्तव्यनिष्ठा, उत्कृष्ठ आत्मविश्वास, अप्वादात्मक कौशल तथा साहस का प्रदर्शन किया । नाविक द्वारा एकल रूप से वीडियोग्रॉफी डेटा का संकलन करना भविष्य में भी अंतरिक्ष अभियानों के लिए लाभकर सिद्ध होगा । भागबन पाढियारी, प्रधान नाविक (वायु वैधुत ) , 02153 - टी को एतद्वारा तटरक्षक पदक ( शौर्य ) प्रदान किया जाता है ।

प्रशस्तिउल्लेख

कमांडेंट ( क.श्रे. ) नरेन्द्र सिंह ( 0404 - क्यू) ने 28 मई 2007 को उड़ान कमांडर के तौर पर तटरक्षक पोत ' वीर ' में सेवा आरंभ की । कमांडेंट ( क. श्रे ) नरेन्द्र सिंह ने गहरे समुद्र में प्रतिकूल मौसमी स्थिति में 13 मछुवारों को डूबने से बचाया है । 2. 05 सितम्बर 2007 को तटरक्षक जिला मुख्यालय -4 ने भारतीय तटरक्षक पोत ' वीर ' को निर्देशित किया कि असहाय मछुवारों की खोज एवं बचाव के लिए हेलिकॉप्टर तैनात करें । ये मछुवारे गत रात खराब समुद्री मौसम में फसने के कारण अलीपी तट पर जीवन के लिए संघर्ष कर रहे थे । वहां पर लगातार बारिश हो रही थी तथा चक्रवाती हवाओं के कारण दूर - दूर तक कुछ दिखाई नहीं दे रहा था, कमांडेंट ( क.श्रे. ) नरेन्द्र सिंह ने वायुयान के कैप्टन की हैसियत से मुश्किल तथा असहाय मौसमी स्थितियों के बावजूद अभियान शुरू किया । 30 मिनट की खोज के बाद, 30 समुद्री मील की गति से चल रही समुद्री हवाओं के बीच उन्होंने मछुवारों को ढूंढ कर एक - एक करके बचा लिया ।

3. अफसर ने एक बार फिर खराब मौसम में ही तुरन्त ईंधन भरने के बाद दो और मछुवारों को ऊपर उठा कर तट पर सुरक्षित कर दिया। खोज का काम फिर शुरू किया गया और पाँच और मछुवारों को ढूंढ लिया गया तथा उन्हें नजदीकी ट्रॉलर में चढ़ा लिया गया ।

4. कमांडेंट ( क.श्रे. ) नरेन्द्र सिंह ने ऐसी प्रतिकूल मौसमी हालातों में अनुकरणीय साहस दिखाया तथा 13 मछुवारों को मौत के मुंह से बचा लिया। कमांडेंट ( क.श्रे . ) नरेन्द्र सिंह को तटरक्षक पदक ( बहादुरी ) प्रदान किया जाता है । भाग I-खण्ड 1 ]

प्रशस्तिउल्लेख

सहायक कमांडेंट सिद्धार्थ भंडारी ( 0610 - एल ) ने 11 जनवरी 2003 को भारतीय तटरक्षक में सेवा आरंभ की । वर्तमान में, अफसर तटरक्षक वायु स्टेशन दमन में तैनात है ।

2. 22 सितम्बर 2007 को स्क्वाड्रन को अंतर्राष्ट्रीय समुद्री सीमा के साथ पश्चिमी समुद्री तट पर 05 घंटों की समुद्री हवाई टोह का कार्य सौंपा गया । पिछले कई दिनों से मौसम खराब चल रहा था, इसलिए लगभग 20 सार्टीज रद्द करनी पड़ी । पायलट को 40 कि.मी. /प्रति घंटा की प्रबल समुद्री हवाओं के साथ भारी बारिश का सामना करना पड़ा तथा वापसी में हवाई पट्टी पर कुछ भी नजर नहीं आ रहा था ।

3. अंततः, आपातकालीन स्थिति में उतरनें के दौरान वायुयान का वातरक्षी पोंछा (वाइपर ) काम नहीं कर रहा था । वायुयान का दायां इंजन भी खराब हो गया था । ऐसी स्थिति में पायलट को हवाई पट्टी का दिखना उसके अनुमान पर ही आधारित था । अचानक ही वायुयान तुंगता की असामान्य क्षति के साथ दाईं ओर मार्गच्युत हो गया । दो सेकंड में ही वायुयान क्षतिग्रस्त हो सकता था । अफसर ने अपने ऊपर धैर्य बनाए रखा और वायुयान के आगे के हिस्से को सीध में रखते हुए नियंत्रित स्थिति में उतारा । जैसे ही वायुयान जमीन पर उतरा, वायुयान दांहिनी ओर खिंचने लगा । अफसर ने बड़ी निपुणता से वायुयान को भीगी हवाई पट्टी तथा तेज हवाओं के बीच सुरक्षित रुकने की स्थिति में किया । वायुयान को बायें ईंजन से उतार कर आगे बढ़ाना तथा दाएं इंजन का पीछे धकेलना रोमांचक तथा कभी- कभार ही होता है और वैमानिकी के इतिहास में कभी नहीं सुना गया था ।

4. सहायक कमांडेंट सिद्धार्थ भंडारी ( 0610 - एल ) ने अपनी जान पर खेल कर आकस्मिक स्थितियों में वायुयान को बचाया है, फलस्वरूप उन्हें तटरक्षक पदक ( बहादुरी ) प्रदान किया जाता है ।

प्रशस्ति उल्लेख

रोशन सिंह पाल , उत्तम अधिकारी ( रडार प्लोटर ) ( 00782 - एच ) ने 03 जनवरी 1986 को तटरक्षक में सेवा शुरू की थी और वर्तमान समय में मण्डपम में अंतरोधी क्राफ्ट के स्किपर के तौर पर कार्यरत हैं ।

2. 02 मार्च 2008 को स्टेशन को आसूचना मिली कि श्रीलंका के लिए निषिद्ध माल/बारूद की तस्करी होने की संभावना है । रोशन सिंह पाल , अधीनस्थ अफसर को आपरेशन चलाने का निदेश दिया गया ।

3. उन्होंने , समुद्र में भयावह अंधेरी रात में 05 घंटे तक गहन खोज की और अंततः लौटते हुए एक संदिग्ध नौका को देखा । तटरक्षक की मौजूदगी का अहसास होते ही संदिग्ध नौका, जिसमें हथियार/ विस्फोटक लदा था, ने अपना रुख बदलते हुए उथले पानी की ओर भागना शुरू किया । उन्होंने मछुवाही नौका को मन्नार की खाड़ी में मुसालतिवू के तटों की ओर जाने को मजबूर किया । अधीनस्थ अफसर को अपनी नौका की सुरक्षा की जानकारी थी, इसलिए वे आगे नहीं बढ़े । उन्होंने और बलं आने तक नौका पर नजर बनाए रखी । तटरक्षक होवरक्राफ्ट -183 ( एच -183 ) सहायता के लिए पहुंचा । इस नौका को 67 पैकेटों, जिनमें कि 50,000 से अधिक ड्राई सेल थे, के साथ छोड़ दिया गया था, जिसे बाद में पकड़ लिया गया। रोशन सिंह पाल, उत्तम अधिकारी ( रडार प्लोटर ) ( 00782 - एच ) की सूचना के आधार पर मुख्य अभियुक्त को किलाकराई से राज्य आसूचना ब्यूरो द्वारा गिरफ्तार कर राष्ट्रीय सुरक्षा अधिनियम के तहत् मामला दर्ज कर लिया गया। बाद में यह पता चला कि ड्राई सेलों की खेप एलटीटीई को सौंपी जानी थी ।

4. रोशन सिंह पाल, उत्तम अधिकारी ( रडार प्लोटर ) ( 00782 - एच ) ने अपने अमूल्य योगदान से विश्वास हासिल किया है, इसलिए उन्हें तटरक्षक पदक ( बहादुरी ) प्रदान किया जाता है ।

प्रशस्तिउल्लेख

कमांडेंट ( क. श्रे. ) अशोक कुमार यादव ( 0333 - ई ) ने 12 जुलाई 1992 को भारतीय तटरक्षक में सेवा आरंभ की । 2. 09 अप्रैल 2008 को कमांडेंट ( क.श्रे. ) अशोक कुमार यादव को मालवाहक पोत एम वी एक्सप्लोर से एक विदेशी नागरिक की चिकित्सा निकासी करने का उत्तरदायित्व सौंपा गया । निकासी किए जाने वाले व्यक्ति की उम्र 57 वर्ष थी, जो तीक्ष्ण प्रमस्तिष्क आघात से पीड़ित तथा आपात स्थिति में स्ट्रेचर पर पड़ा था । पोत पर कोई हेलिपैड अथवा उपयुक्त अवतरण स्थान न होने के कारण स्थिति और खराब हो चुकी थी । व्यावसायिक पोत मुंबई तट से 15 समुद्री मील की स्थिति में लंगर डाले हुए था , जहां एक इंजन वाले हेलिकॉप्टर को तेज चक्रवाती हवाओं में उड़ाना जोखिमपूर्ण था । पोत आड़े रस्से के साथ कंटेनरों से पूर्णतः लदा हुआ था तथा बहिर्लम्ब लोहे की ब्लॉकों से केवल हेलिकॉप्टर के आकार का ही रिक्त स्थान बचा था । मस्तूल से बंधी रस्सी के कारण आधी घूर्णन पंख की भी जगह नहीं मिल पा रही थी । इस प्लेटफार्म पर अवतरण के लिए हेलिकॉप्टर को बहिर्लम्ब लोहे के ब्लॉकों के बीच खाली जगह में हेलिकॉप्टर के पहियों को टिकाया जाना था । इस प्लेटफार्म पर हेलिकॉप्टर उतारना लगभग असंभव था ।

3. कमांडेंट यादव ने हेलिकॉप्टर को उतारने के लिए दो अथवा तीन प्रयास किए । अन्ततः चौथे प्रयास में अफसर हेलिकॉप्टर को बायीं ओर किनारे पर ले गया तत्पश्चात् इन्होंने समय नष्ट किए बिना एक पल में हेलिकॉप्टर को नीचे उतार दिया । विमान के गोताखोरों ने पोत के कर्मियों को स्ट्रेचर में लाने के लिए निर्देशित किया । रोगी को विमान में चढ़ा कर हेलिकॉप्टर ने उड़ान भरी ।

4. कमांडेंट ( क.श्रे. ) ए. के. यादव ने ( 0333 - ई ) ने स्वयं की व्यावसायिक कुशलता को बखूबी प्रमाणित किया है, इसलिए इन्हें तटरक्षक पदक ( शौर्य ) प्रदान किया जाता है ।

प्रशस्ति उल्लेख

प्रदीप कुमार, उत्तम नाविक (ई एम पी )/ ( 04893 - डब्ल्यू) ने 16 मार्च 2007 को तटरक्षक पोत विवेक में कार्यभार ग्रहण किया ।

2. अगस्त 2008 को, पोत को कृषि मंत्रालय के पोत एम वी स्कीपर- III को गोताखोरी सहायता देने का कार्यभार सौंपा गया । खराब मौसम के कारण पोत के अनियंत्रित सैलाब से ग्रस्त होने से उसके सभी 17 कर्मियों ने पोत को त्याग [भाग I-खण्ड 1 भारत का राजपत्र, मार्च13 , 2010 ( फाल्गुन 22, 1931)

दिया था, तटरक्षक पोत विवेक के उस क्षेत्र में पहुंचने पर खराब मौसम के कारण तथा श्रेष्ठ प्रयासों के बावजूद बोर्डिंग को रद्द करना पड़ा । अगले दिन 06:20 बजे दूसरा प्रयास किया गया । उफानी समुद्र तथा सशक्त हवाओं की स्थिति में पोत की नौका को उतारा गया । पी. कुमार, अपनी वैयक्तिक सुरक्षा की परवाह किए बिना और यह भली - भांति जानते हुए कि वह किसी भी समय डूब सकता है, पोत पर चढ़ गया । कुशल नाविक कला का उपयोग करते हुए पी. कुमार ने रस्सी को जोड़ा । बोर्डिंग पार्टी को दूसरी बार भेजा गया तथा पी. कुमार, उ. नाविक ने बहादुरी का प्रदर्शन किया और पुनः खिंचाव शुरू किया गया । दुर्भाग्यवश, श्रेष्ठ प्रयासों के बावजूद भी पोत डूब गया । उप निदेशक केंद्रीय मात्स्यिकी संस्थान, समुद्री एवं इंजीनियरिंग प्रशिक्षण यूनिट, विशाखापट्टनम ( कृषि मंत्रालय ) , पोत का स्वामित्व वाले संगठन, ने अपने एक विशेष पत्र के जरिए तटरक्षक के शौर्यपूर्ण प्रयासों की प्रशंसा की है ।

3. प्रदीप कुमार, उत्तम नाविक ( ई एम पी ) /( 04893 - डब्ल्यू) ने स्वयं के बखूबी प्रत्यायित किया है, इसलिए इन्हें तटरक्षक पदक ( शौर्य ) प्रदान किया जाता है ।

4. तटरक्षक पदक प्रदान करने से संबद्ध नियम 11 ( i ) के तहत् तटरक्षक पदक प्रदान किया जाता है तथा बाद में तटरक्षक पदक ( शौर्य ) प्राप्त करने वाले तटरक्षक कार्मिकों को नियम 13 के अंतर्गत विशेष भत्ता भी देय है ।

सं. 1 ( 17 ) / एसआईसीडीपी /क्लस्टर/ टीएम /2006-- केन्द्र सरकार ने सूक्ष्म एवं लघु उद्यम क्लस्टर विकास कार्यक्रम (एमएसई - सीडीपी ) के दिशा- निर्देशों में संशोधनों का अनुमोदन प्रदान कर दिया है । यह योजना 11 वीं पंचवर्षीय योजना के दौरान 303.63 करोड़ रुपये के कुल परिव्यय से कार्यान्वित की जाती रहेगी । योजना का उद्देश्य साफ्ट इंटरवेंशन ( तकनीकी सहायता, क्षमता निर्माण , एक्सपोसर दौरों , बाजार विकास, विश्वास निर्माण , आदि ) , हार्ड इंटरवेंशन ( परीक्षण, डिजाईन केन्द्र, उत्पादन केन्द्र, एफल्युऐन्ट ट्रीटमेंट प्लान्ट, प्रशिक्षण केन्द्र, अनुसंधान एवं विकास केन्द्र, कच्चा माल बैंक/ बिक्री केन्द्र, उत्पाद प्रदर्शन केन्द्र, सूचना केन्द्र आदि हेतु सामान्य सुविधा केन्द्रों की स्थापना ) तथा अवस्थापना विकास ( भूमि का विकास, जल आपूर्ति की व्यवस्था, निकासी , विद्युत वितरण , सामान्य कैपटिव उपयोग हेतु ऊर्जा के गैर - परम्परागत स्त्रोतों, सड़कों का निर्माण, भाग I-खण्ड 1 ]

समिति के कार्य

इस समिति का कार्य भारत के संविधान में राजभाषा संबंधी प्रावधानों , राजभाषा अधिनियम और नियम के उपबंधों, केन्द्रीय हिंदी समिति के निर्णयों तथा गृह मंत्रालय ( राजभाषा विभाग ) द्वारा जारी निदेशों के कार्यान्वयन और मंत्रालय के कामकाज में हिंदी के प्रगामी प्रयोग को बढ़ाने के बारे में सलाह देना होगा ।

कार्यकाल

1. समिति का कार्यकाल इसके गठन की तिथि से तीन वर्षों की अवधि का होगा ।

2. समिति के कार्यकाल के दौरान , यदि किसी व्यक्ति को समिति का सदस्य नामित किया जाता है, तो वह समिति के कार्यकाल की शेष अवधि के लिए ही सदस्य होगा ।

3. विशेष परिस्थितियों में मंत्रालय द्वारा समिति का कार्यकाल कम या ज्यादा किया जा सकता है ।

4. जो संसद सदस्य समिति के सदस्य हैं, वे संसद सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे । 5. समिति के पदेन सदस्य अपने पद पर कार्य करते रहने पर समिति के सदस्य होंगे ।

यात्रा भत्ता एवं अन्य भत्ते

समिति की बैठकों में भाग लेने के लिए गैर - सरकारी सदस्यों को राजभाषा विभाग के दिनांक 22 जनवरी , 1987 के कार्यालय ज्ञापन सं. 11/20034/4/86- रा.भा. ( क-2 ) में निहित निदेशों के अनुरूप और भारत सरकार द्वारा समय - समय पर यथा संशोधित निर्धारित दरों एवं नियमों के अनुसार यात्रा भत्ता और दैनिक भत्ता दिया जाएगा ।

आदेश

आदेश दिया जाता है कि संकल्प की प्रति राष्ट्रपति सचिवालय, उप राष्ट्रपति सचिवालय, प्रधानमंत्री कार्यालय , मंत्रिमंडल सचिवालय, लोक सभा सचिवालय , राज्य सभा सचिवालय , योजना आयोग , भारत के नियंत्रक एवं महालेखा परीक्षक, महालेखाकार, केन्द्रीय राजस्व और भारत सरकार के सभी मंत्रालयों तथा विभागों, सभी राज्य सरकारों और संघ शासित प्रशासनों आदि को भेजा जाए ।

अंकीय हस्ताक्षर प्रमाण- पत्र अन्तर प्रचालन के दिशा- निर्देश

सं. 2 ( 32 ) /2009-ई.जी.- II-- जबकि सूचना प्रौद्योगिकी विभाग ( डीआईटी ) , संचार और सूचना प्रौद्योगिकी मंत्रालय, भारत सरकार राष्ट्रीय ई - शासन योजना ( एनईजीपी ) चला रहा है जिसका उद्देश्य उचित शासन और संस्थागत तंत्र की स्थापना करना और केन्द्र एवं राज्य सरकार के स्तर पर कई मिशन मोड परियोजनाओं का कार्यान्वयन करना है, और जबकि एनईजीपी के अंतर्गत भारत सरकार किसी भी प्रकार के प्रौद्योगिकीय अवरोधों से बचने के लिए मुक्त मानदण्डों के इस्तेमाल को बढ़ावा दे रही है, और

जबकि ई - शासन में मानदण्ड उच्च प्राथमिकता वाला एक कार्यकलाप है , जिससे सूचना के आदान- प्रदान में और ई-शासन अनुप्रयोगों में डेटा के अविच्छिन्न अन्तर प्रचालन का सुनिश्चय होता है सूचना प्रौद्योगिकी विभाग , भारत सरकार ने ई-शासन के लिए मानदण्ड तैयार करने/अपनाने के लिए एक सांस्थानिक तंत्र का गठन किया है, और

जबकि अंकीय हस्ताक्षर प्रमाण- पत्रों ( डीएससी ) की आवश्यकता ई - शासन में अधिप्रमाणन के लिए होती है तथा प्रमाणन प्राधिकारी नियंत्रक ( सीसीए ) ने सूचना प्रौद्योगिकी अधिनियम 2000 के अंतर्गत आठ प्रमाणन प्राधिकारियों को लाइसेंस दिया है, और

जबकि प्रमाणन प्राधिकारी नियंत्रक ( सीसीए ) का कार्यालय , जिसकी स्थापना सूचना प्रौद्योगिकी ( आईटी ) अधिनियम 2000 के अंतर्गत की गई है तथा जो अंकीय हस्ताक्षर प्रमाण- पत्र के मानकीकरण के लिए उत्तरदायी है, ने अंकीय हस्ताक्षर प्रमाण- पत्र संबंधी दिशा- निर्देश विभिन्न प्रमाणन प्राधिकारियों द्वारा जारी किए गए अंकीय हस्ताक्षर प्रमाण- पत्रों में अंतर प्रचालन करने के लिए तैयार किए हैं, और

जबकि ये दिशा- निर्देश भारत में सभी लाइसेंस प्राप्त प्रमाणन प्राधिकारियों के लिए लागू हैं तथा जबकि ये दिशा- निर्देश एक समान रूप में प्रमाण- पत्र क्षेत्रों की व्याख्या करने और कार्यवाई करने के लिए ई- शासन अनुप्रयोगों के लिए सहायक पाए गए हैं इस प्रकार, अनुप्रयोगों में प्रमाण- पत्रों के अन्तर - प्रचालन में वृद्धि हुई है तथा प्रमाण पत्रों के सुरक्षित इस्तेमाल का सुनिश्चय हुआ है, और

No.6 -Pres/2010-The President is pleased on the occasion of the Independence Day, 2006 to award the Tatrakshak Medal for Gallantry to Commandant (Junior Grade ) Satish Kumar (0308 -Χ) .

CITATION

Commandant (Junior Grade) Satish Kumar (0308 - X) joined the Indian Coast Guard on 12 January, 1992 and reported on the 848 SQN ( ICG ) , the helicopter squadron based at Chennai , on 25 March 05. He has a total flying experience of 2405 hours and has been awarded the highest rating of Master Green ' A ' on Chetak type of aircraft. The officer has been meticulous in his job and has shown positive approach in all the tasks assigned to him since then .

2. At 12:30 hours on 03 December 05 , Commandant (Junior Grade ) Satish Kumar received a message indicating that five men were caught in the swirling waters of Adyar River at Tiruneermalai near Pallavaram . Without wasting a single moment, Commandant ( Junior Grade) Satish Kumar rushed to the squadron and got airborne, solo , in helicopter CG 811 along with one Air Crew Diver.

3. On reaching the area the officer witnessed the havoc created by the floods . The bridge near Tiruneermalai had given way. The water level was rising very rapidly and the currents were very strong . The entire area was inundated. Hutments , personnel belongs and vehicles were adrift . He immediately swung into action and initiated a search pattern . The search paid off as Commandant ( Junior Grade ) Satish Kumar located one survivor clinging on to a bush. The winch was promptly lowered and the survivor was rescued.

4. The survivor was immediately taken to Coast Guard Air Station (Chennai ) for medical aid and the helicopter CG 811 got airborne again to rescue the other survivors . On reaching the area , one lorry was seen drifting precariously in Adyar River with four men frantically waving for help . One by one all the four survivors were picked up and transferred safely to a nearby roof top . This daredevil act by Commandant (Junior Grade) Satish Kumar flying low and in adverse flying conditions resulted in saving five lives . This rescue by the Indian CoastGuard received wide publicity and was covered extensively in the print media as well as in all news channels .

5. Commandant (Junior Grade ) Satish Kumar has exhibited exemplary courage, devotion to duty, supreme coordination, decisiveness , methodicity and flying skill which resulted in saving five lives in Adyar River. He has upheld the high traditions of the service and its motto "We Protect " and bought laurels to the service . Commandant (Junior Grade) Satish Kumar (0308 -X) is therefore awarded the Tatrakshak Medal (Gallantry) .

6. The Tatrakshak Medal (Gallantry) award is made under Rule 11 (i ) of the rules governing grant of Tatrakshak Medal and consequently carry with them the special allowance admissible under Rule 13 in respect of above mentioned Coast Guard personnel who have received the Tatrakshak Medal (Gallantry ) award .

CITATION

Commandant (Junior Grade) Praveen Gaur (0379 - L) joined the Indian Coast Guard on 02 January 1994 . The officer is a Chetak Helicopter pilot and was awarded wings on 20 June 1998. The officer has vast flying experience of 2060 Hrs to his credit . The officer reported to Port Blair Chetak Flight as Flight Commander PART I-SEC . 1 ]

on 02April 2005 and has since then , undertaken many mission with a positive approach which speaks of his foresight, leadership and maturity.

2. The Andaman and Nicobar Police approached the Indian Coast Guard on 10 Jun 05 and informed that a boat which had left Havelock Island on 8th June 05 for Port Blair was reported missing on its way to Port Blair. The Maritime rescue coordination center , Port Blair took over the mission and tasked Coast Guard Helicopter for Search and Rescue of the missing boat.

3. The conditions were hostile for flying as it was raining heavily and visibility was poor . Commandant Praveen Gaur ( Junior Grade) took the challenge and decided to fly the mission himself as the conditions demanded experience and skillful flying . Commandant (Junior Grade) Praveen Gaur took off amidst heavy downpour and set course to Havelock . After an extensive search in the hostile conditions he located the boat on the south west side of Havelock Island , around 20 Nautical Miles (NM) from Port Blair. Soon he located a person on the boat waving the help . Both the persons were injured and tired. Strong surface winds and sea state made the winching operation a difficult task but Commandant (Junior Grade) Praveen Gaur as pilot in command used his skills and experience to handle the situation and keeping all safety measures he picked up both the survivors. Despite bad weather, Commandant (Junior Grade) Praveen Gaur successfully rescued both the persons and won accolades for the Indian Coast Guard.

4. On 27 January 06 , the local police and Vandoor fishermen association informed the Indian Coast Guard authorities about a boat, which had gone missing with two fishermen on 26 January 2006. Immediately CG 803 was launched for Search and Rescue mission of the mission personnel . After carrying out the reconnaissance around North Sentinel Island, Commandant (Junior Grade) Praveen Gaur Finally located a boat with maching description on the North Eastern edge of the Island. It was a tough task to confirm the boat's identity as the boat was surrounded by the sentinelese tribals . Tribes of North Sentinel Island are well known for their hostility towards any outsider. As the helicopter closed in they all aimed their bows & arrows towards the helicopter. Commandant (Junior Grade) Praveen Gaur with a view to distract the tribals , maneuvered the chopper to other side of the island. All the tribes followed the aircraft thinking that it was landing . Commandant (Junior Grade) Praveen Gaur then quickly flew the helicopter to the place where the boat was around . On a closure look, two sand heaps were found next to the boat, which indicated that these tribals had buried the fishermen. Taking a calculated risk Commandant ( Junior Grade ) Praveen Gaur meneuvered the helicopter around the sand heaps . Meanwhile the aborigines of North Sentinel Island has started returning towards the boat. Commandant (Junior Grade) Praveen Gaur took the helicopter out of the range of their arrows and flying tactfully collected valuable information. This information was vital as till date no interaction could be held with these hostile aborigines . The aircraft was then flown back safely to the Port Blair.

5. Commandant (Junior Grade) Praveen Gaur (0379 - L) exhibited exemplary bravery, devotion to duty and mature outlook, which resulted in the saving of two precious lives at sea . He has upheld the high traditions ofthe Indian Coast Guard serivce and its motto " We Protect " . In view of his dedication to duty, compassion for people in distress , outstanding professionalism , unmatched courage and service before self attitude, Commandant (Junior Grade) Praveen Gaur (0379 - L) is awarding Tatrakshak Medal (Gallantry) .

CITATION

Deputy Commandant Sujeet Dwivedi (0448 - Q) joined the Indian Coast Guard on 16 July 1995 and joined Indian Coast Guard Ship (ICGS ) Annie Besant on 27 April 2004 as a Watch Keeping Officer. Since then he has carried out various duties assigned to him in the most sincere and professional manner .

2. On 28 May 2006 , the Fisheries department and Administrative authorities of the Udupi District informed the Coast Guard District Headquarters No. 3 at New Mangalore that 200 fishing boats had been stranded off St. Marys Group of Islands , due to prevailing rough weather and requested for assistance . Indian Coast Guard Ship Annie Besant was directed to sail with despatch from New Mangalore to undertake the Search and Rescue operation . In the absence of the regular Commanding Officer who was on leave , the ship under the Command of Deputy Commandant Sujeet Dwivedi at that time immediately proceeded towards the area. He briefed all ship's personnel and made them understand the importance of the Search and Rescue mission and the expectations which the civil administration and the fishing community had from the Coast Guard. The ship arrived at the designated area on 29 May 06 and sanitized the area around St. Mary's Group of Islands . The ship was also joined by two merchant vessels which had been tasked by the Director General Shipping for the same purpose.

3. During the on- going search, the Malpe Port Control informed the ship about a Fishing Vessel 'Anupama ' with six fishermen on board, anchored off Malpe anchorage due to total engine failure since the last two days . The officer decided to throw two life - bouys tied along with heaving lines from the foxle of the ship towards the fishing boat . The Ship's engines had to be maneuvered so as to keep a safe distance from the boat and also to prevent banging of the ship into the boat due to heavy swell and winds. Two of the fishermen were non- swimmers and hence it became difficult to persuade them to jump into the sea. The officer then decided to utilize the fishing net floats of the boat for lowering and keeping the non - swimmers afloat. The other fishermen were advised to jump and told to securely hold to the life -bouys . Subsequently, they were manually towed one by one towards the ship where the ladder was rigged up alongwith the safety line. The rescue operation lasted for about one and half hours and all the six fishermen were safely brought on board.

4. Deputy Commandant Sujeet Dwivedi (0448 - Q) exhibited exemplary bravery, devotion to duty and mature outlook , which resulted in the saving of 10 precious lives at sea . He has upheld the high traditions of the Indian Coast Guard and its motto 'Vyam Rakshamaha' (We Protect) . His actions haved rought immense laurels to the Indian Coast Guard Service . Deputy Commandant Sujeet Dwivedi (0448 -Q) is therefore awarding Tatrakshak Medal (Gallantry) .

No. 9 - Pres / 2010--The President is pleased on the occasion of the Independance Day, 2006 to award the Tatrakshak Medal for Gallantry to Mandeep Singh, Pradhan Navik (Air Handler ) (02267 -H) .

CITATION

Mandeep Singh , Pradhan Navik (Air Handler ) (02267 - H) joined the Indian Coast Guard on 03 January 1991 and has served both afloat and ashore units for the past 15 years . He joined the Coast Guard Air Station Daman on 07 May 2001 and is also a qualified Advanced Motor transport driver . The Pradhan Navik is entrusted with the duties of Safety Services - in- Charge and in - charge Controller in the Air Traffic Control tower of the Air Station .

2. On 28 February 2006, Coast Guard Air Station, Daman received a telephonic call from the Local Police Station for providing fire - fighting assistance for major fire reported in the chemical godown of Maruti Petro Chemicals , Daman . The prime- facie reveals that the fire occurred on the tanker filled with industrial chemicals in drum and was parked near the chemical godown for unloading .

3. Rising to the occasion the air station responded immediately and fire tenders were despatched for providing assistance under the leadership of Mandeep Singh, Pradhan Navik . On reaching the site, he assessed the situation and found that it was an oil fire . The bursting of an oil tanker ignited the fire in the godown. The containers filled with highly inflammable chemicals rapidly started spreading vertically and laterally posing severe threat to the other industrial unit in proximity. The Pradhan Navik as a team leader took control of the situation and coordinated the operation utilising services of civil fire tenders , in an extremely professional manner. The operation continued for 4-5 hours and as the team leader he himself fought relentlessly holding the nose with donned protective clothing and entered the fire not caring the personal comfort high temperature and risk to his life , there displayed exemplary courage and sense of sacrifice in accomplishing the task assigned. The fire was finally extinguished. The dare devil act by the Pradhan Navik not only prevented colossal lose to the man and material to the adjacent factories but also brought kudos to the Coast Guard organisation .

4. The act of courage and the quality to put service before self displayed by Mandeep Singh, Pradhan Navik , was highly appreciated by the civil authorities and media thereby bringing laurels to the Indian Coast Guard. No. 12-Pres /2010.- The President is pleased on the occasion of the Republic Day , 2007 to award the President's Tatrakshak Medal for Gallantry to Commandant Ganti Mahapatra Sreenivas , TM (0205-P).

CITATION

Commandant Ganti Mahapatra Sreenivas (0205 -P) Tatrakshak Medal (TM) took over the command of 841 Squadron (Coast Guard) based at Indian Coast Guard Air Station Daman on 11 April , 06. The officer is an accomplished pilot with 2635 hours of accident/ incident free flying experience on Chetak and Dhruv (Advance Light Helicopter ) helicopters and is the First Qualified Flying Instructor in Coast Guard.

2. On 8 August, 06 , information was received about flooding of Surat town due to incessant rain and overflowing of Tapi River meandering through the Surat Town . He was tasked in a Chetak Helicopter, from AirStation Daman to assess the situation and assist in rescue and relief operations. During the reconnaissance ofthe inundated areas , he spotted 5 persons stranded in waist deep water over the roof of their hutments desperately clinging to a rope . To save themselves from being washed off. He immediately assessed the situation and decided to rescue them . An aircrew diver was lowered and all 5 persons were winched up and evacuated to safer place . During this operation , he exhibited skill in deft handling of helicopter in inclement weather and strong surface winds while operating in restricted area. Subsequently additional air effort from three services was pressed into service , which involved massive flood relief operation involving more than 30 helicopters . Under his command three Coast Guard Chetak Helicopters were pressed for flood relief operations from dawn to dust for six days .

3. The relief and rescue operation continued till 15 Aug 06 the squadron carried out more than 100 sorties for Surat town , dropped about 11 tons of relief material and saved 15 lives . He exhorted, motivated and led his unit from the front to provide much needed succor in the form of food, water and medical aid to the marooned population of Surat.

4. On 11 Aug 06, the Base Operation Centre at Surat informed him that few persons were trapped under high tension cable lattice mast , in the middle of Tapi River and no helicopter from other services was able to rescue them . Comdt . Sreenivas maneuvered his helicopter in close proximity of these high tension wires with just 3 feet clearance between rotor tip and the mast and directly under the high tension cable . The cable was live and carrying high voltage current at the time of rescue . His daring feat helped to save precious lives hanging for survival . Atotal number of 7 persons including 2 women and 3 children were rescued in this dare devil operation . The rescued people were later air lifted to Surat airfield for urgent medical attention.

5. Comdt . GM Sreenivas exhibited exemplary courage , supreme co - ordination and praiseworthy flying skills under adverse weather conditions , which resulted in saving seven lives in Surat . He has upheld the high traditions of services and its motto " We Protect " . Owing to his conspicuous act of bravery, devotion to duty, Comdt . GM Sreenivas (0205 - P ) is awarded President's Tatrakshak Medal (Gallantry) .

Rajesh Kumar, Pradhan Navik (QA ), Air Crew Diver (ACD) (02413 -P) is an immensely experienced Air Crew Diver with vast flying experience of over 1086 hours . A true professional , he has participated in various daring operations throughout his career and saved numerous valuable lives.

2. On 11 Jun 2005 , a small boat with 2 crew was reported missing on its way to Port Blair from Havelock . An immediate sortie was launched for Search & Rescue (SAR) of missing boat and crew R. Kumar P /Nvk (QA) was tasked during the mission as Air Crew Diver and winch operator. The conditions were not suitable for a search mission as it was raining heavily causing bad visibility. After an extensive search in challenging conditions , he located the boat on Western side of Havelock Islands . The survivors were located on the boat which was stuck in such a position that winching the persons became difficult. Strong surface winds and rough sea conditions made winching all the more difficult . In such challenging conditions , ACD R. Kumar rose to the occasion . Suggesting the pilot to keep the helo over the survivor, R. Kumar picked up the first survivor from the boat which was swaying badly due to heavy sea conditions .

3. Very soon he winched up the second survivor who was stuck up in the thick foliage nearby . He efficiently directed the pilot to keep the aircraft at safe distance from the trees and at the same time , maneuvered the rescue strop precisely over the survivor. R. Kumar's perseverance and dedication made this difficult operation a success and his commitment resulted in saving of two lives .

4. In addition , on 30 April 2006, during a routine sortie , crew of CG 803 sighted a Burmese boat with poachers . Though there was no gun fitted on the helicopter at that time and he was unarmed, R. Kumar managed to apprehend a poacher. R. Kumar has performed his duties with great determination and has been a key factor in various SAR and anti poaching operations .

5. Rajesh Kumar , P/Nvk(QA) (02413 -P ) exhibited exemplary courage and devotion to duty which resulted in saving two lives from the stranded boat under adverse weather conditions . He has upheld the high traditions of service and its motto " We Protect " . Rajesh Kumar, P/Nvk( QA) (02413-P) is therefore awarded Tatrakshak Medal (Gallantry).

2. On 11 August 2006 , Coast Guard Helicopter CG - 806 was tasked by Base Operation Surat Airfield, to locate and rescue some civilians stranded in overflowing Tapi River. On locating these stranded civilians , it was noticed that the cement platform was in middle of fast flowing river water and was supporting the mast for high tension electric wires . It was very difficult to maneuver the helicopter close to the cement platform , due to strong surface winds , rain , strong flow of water and high voltage power supply in cables on the mast . R. K. wires with helicopter rotor disc just a few feet from the mast. He approached the stranded civilians , and winched up three children, two ladies and two men, one by one . They were later evacuated to Surat Airfield where they were provided much needed medical aid.

3. R. K. Yadav U/Nvk was also involved in droping flood relief material from the helicopter, on roof tops for stranded civilians , for six days , from dawn to dusk.

4. R. K. Yadav U/Nvk (ACD ) ( 04379 -H) displayed exemplary courage under unfavourable weather conditions , which resulted in saving seven lives . Deputy Commandant Ameet Satish Korgaonkar (0567 -M) joined the Indian Coast Guard on 03 January, 2000 and Indian Coast Guard Ship Vajra flight on 30 March, 2005. The officer is a qualified pilot and has to his credit more than 850 hours of operational flying on Chetak Aircraft.

2. On 17 March, 2007, Deputy Commandant Ameet Satish Korgaonkar was detailed as Pilot-in -Command ofCoast Guard helicopter, which was tasked to undertake casualty evacuation of police constable , who was seriously injured in a landmine blast by extremists near Singanakota forest in East Godavari District ofAndhra Pradesh. The forest was quite dense and infested with extremists . With the great difficulty, the survivors could be located in the dense forest taking refuge adjacent to a huge jungle fire . The area was surrounded by the extremists who were firing continously.

3. The helicopter was brought down at about 100 feet over the casualty and it was handled at its extreme limits by Deputy Commandant Ameet Satish Korgaonkar . The casualty was winched up amidst heavy firing by the extremists in the area and was handed over to the police authorities for immediate medical assistance at Visakhapatnam.

Bhagaban Padhiari , Pradhan Navik (Air Electrical ) , (02153 -T) joined Indian Coast Guard on 06 July, 1990, and completed Ships Diving Course on 12 October , 1996 .

2. The sailor was the first to dive for the recovery of the Satellite Recovery Equipment capsule of Indian Space Research Organisation (ISRO ) , in the waters of Bay of Bengal on 22 January, 2007.

3. Bhagaban Padhiari undertook the blocking of the four holes on the body of the Satellite Recovery Equipment and thereafter captured the underwater video ofthe capsule. He took all risks by exposing his body to seawater, which was at risk of getting toxic due to possible leakage of the propellant from the capsule. He diligently photographed the contours of the spacecraft by remaining under water for prolonged duration which was handed over to the experts for further analysis and formulating the next move after the recovery. He was also responsible for making Satellite Recovery Equipment capsule ready for towing during the latching and towing operation.

4. Bhagaban Padhiari , Pradhan Navik (Air Electrical ) exhibited exemplary courage , devotion to duty, outstanding confidence and exceptional skill . The collection of first hand video graphic data by the sailor would go a long way in all future space mission.Bhagaban Padhiari , Pradhan Navik (Air Electrical ) (02153 - T) is therefore awarded Tatrakshak Medal (Gallantry) .

2. On 05 September, 2007 , Coast Guard District Headquarters No. 4directed ICGS Veera to launch its helicopter for Search and Rescue of stranded fishermen battling for their lives in sea, off Alleppey Coast after being hit by rough weather the previous night . There was incessant rain with low visibility and gusty winds . Comdt (JG) Narendra Singh as Captain of the aircraft undertook the mission despite difficult and discouraging weather conditions . After 30 minutes of search over sea admit winds exceeding 30 knots and patches or rain, he located and winched up six fishermen one by one safely.

3. The officer once again took off under difficult weather conditions after a quick refueling and located two more drowning fishermen and winched them up and brought them to the shore . The search was recommended again and this time five more fishermen were located and they were transported onboard to a nearby available trawler.

4. Commandant (Junior Grade) Narendra Singh displayed exemplary fortitude and courage in extremely adverse weather conditions and saved thirteen precious lives from death. Commandant (Junior Grade) Narendra Singh is therefore awarded Tatrakshak Medal (Gallantry) .

Assistant Commandant Sidharth Bhandari (0610-L) joined the Indian Coast Guard on 11 January, 2003 . The officer is posted at Air Station Daman .

2. On 22 September, 2007, Assistant Commandant Sidharth Bhandari was tasked to undertake a 05 hours Maritime Reconnaissance (MR) air sortie on the western seaboard along the International maritime Boundary Line . The weather had been bad for many days and almost 20 sorties had been cancelled. The pilot faced heavy rainfall with gusting winds upto 40 km /hrs and zero visibility at air base on the return leg.

3. While landing at short finals , the windshield wiper of the Dornier aircraft malfunctioned. The right engine also failed . At this juncture , the runway was visible purely on pilot judgement . Suddenly, the aircraft viciously yawed towards the right alongwith unusual loss of altitude. It would have taken less than two seconds to crash . The officer maintained his calm , straightened the aircraft nose and undertook a controlled landing . As the aircraft landed , it started swinging towards the right . He skillfully maneuvered the aircraft on wet runway surface and brought it to a safe halt . Landing aircraft with port engine giving forward thrust and the starboard malfunctioning engine producing reverse thrust is a hair- raising situation very rare in a aviation history.

4. Assistant Commandant Sidharth Bhandari (0610 -L) is therefore awarded Tatrakshak Medal (Gallantry) for saving an aircraft in an emergent situation .

Roshan Singh Pal , Uttam Adhikari (Radar Plotter) (00782 -H) joined Indian Coast Guard on 03 January, 1986 and is working as skipper of an Interceptor Craft at Mandappam.

2. The Coast Guard Station Mandappam received intelligence on 02 March, 2008 about likely smuggling of explosives to Sri Lanka and Roshan Singh Pal Subordinate Officer (SO ) was directed to undertake the operation.

3. While at sea, the SO scanned the area for five hours in a pitch dark night and finally homed on to one suspicious boat. Sensing the presence of Coast Guard , the suspicious fishing boat carrying arms /explosives started running towards shallow waters . The SO chased the fishing boat forcing it to ultimately head towards the shores of Musaltivu in the Gulf of Mannar. Requesting for reinforcement , he meanwhile kept a constant watch . The re - enforcement in the form of a Hovercraft- 183 (H- 183 ) arrived at first light . The suspicious boat was found abandoned with 67 packages containing more than 50,000 dry cells and was apprehended. Based on the information of Roshan Singh Pal , the main accused was arrested by State Intelligence Bureau and charged under National Security Act . It was later revealed that the consignment of dry cells was meant for LTTE .

Commandant (Junior Grade ) Ashok Kumar Yadav (0333 - E ) joined Indian Coast Guard on 12 July, 1992 : -

2. On 09 April, 2009 , commandant (Junior Grade) Ashok Kumar Yadav was entrusted the responsibility ofundertaking a medical evacuation sortie concerning a foreign national from a cargo ship , Merchant Vassel Explore. The person to be evacuated was a 57 years old suffering from acute cerebral attach . But there was also on suitable landing space on the ship . Flying a single engine helicopter 15 Nautical Miles into the sea, where it was anchored amidst strong gusty winds , was also very risky. The ship was fully laden with containers with cables running diagonally and iron blocks protruding . The cable running from the mast was giving clearance ofnot even a half rotor disc . Landing on this platform was nearly impossible .

3. Commandant (Junior Grade ) Yadav made three attempts but had to abort. Finally, in the fourth attempt he brought the helicopter to the port edge of the ship . Then in a split of second he put the helicopter down. Thereafter the divers guided the casualty on a stretcher and the helicopter flew towards the land with the casualty onboard.

4. Commandant (Junior Grade) Ashok Kumar Yadav (0333 -E ) has accredited himself well and he is therefore awarded the Tatrakshak Medal ( Gallantry) .

No. 27 - Pres/2010-The President is pleased on the occasion of the Republic Day, 2009 to award the Tatrakshak Medal for Gallantry to Pradeep Kumar, Uttam Navik (EMP) (04893 - W).

CITATION

Pradeep Kumar , Uttarm Navik ( EMP ) , (04893 - W) joined Coast Guard Ship Vivek on 16 March, 2007 .

2. On 11 August , 2008 , the ship was tasked to render assistance to a Ministry of Agriculture Vessel , Merchant Vessel Skipper- III , which due to uncontrollable flooding had been abandoned by 17 crew. On arrival of Vivek in the area and despite best efforts , boarding had to be called off as the weather was bad . A second attempt was made the next day and ship's boat dispatched amidst heavy swell . When it arrived alongside , Pradeep Kumar, without fearing for his safety, boarded the vessel knowing fully well that the vessel could sink at any time. Using good seamanship practice Pradeep Kumar then connected the tow. The boarding party was recalled and towing commended. But soon the tow rope parted. The boarding party was sent again and Pradeep Kumar, once again carried out all the heroic actions . The ship recommenced towing. Unfortunately the vessel sank despite best efforts . Deputy Director Central Institute of Fisheries, Nautical and Engineering training unit, Vishakhapatnam (Ministry of Agriculture ), the organization that owned the vessel, Appreciated the valiant efforts in a letter .

3. Pradeep Kumar, Uttam Navik (EMP) ( 04893 - W) has accredited himself well and he is therfore awarded the Tatrakshak Medal ( Gallantry) .

4. The Tatrakshak Medal ( Gallantry ) award is made under rule 11 (i) of the rules governing grant of Tatrakshak Medal and consequently carry with them the special allowance admissible under Rule 13 in respect ofCoast Guard personnel who have received the Tatrakshak Medal ( Gallantry) award.

The scheme aims at enhancing the competitiveness and productivity of Micro & Small Enterprises by undertaking soft interventions (Technical assistance, capacity building , exposure visits, market development, trust building, etc) , Hard Intervention [setting up of Common Facility Centers (CFCs ) for Testing, Design Centre , Production Centre , Effluent Treatment Plant, Training Centre, R& D Centre , Raw Material Bank/ Sales Depot, Product Display Centre , Information Centre, etc ] and Infrastructure Development (Development of land, provision of water supply, drainage , power distribution, non - conventional sources of Energy for common captive use , construction of roads, common facilities such as First Aid Centre, Canteen, etc).

Member Secretary FUNCTIONS OF THE SAMITI

The Functions of the Samiti will be to render advice in regard to the implementation of the provisions relating to Official Language as contained in the Constitution of India , Official Languages Act and Rules and Policy decisions of the Kendriya Hindi Samiti and directives issued by the Ministry of Home Affairs (Department of Official Language) relating to Official Language and also to advice this Ministry on the Progressive use ofHindi .

TENURE

1. The term of the Samiti will be for a period of three years from the date of its constitution .

2. Ifany member is nominated during the tenure of the Samiti , his/her tenure will be the remaining tenure of the Committee.

3. The tenure of the Samiti can be curtailed or extended in special circumstances .

4. Members of Parliament, who are Members of this Samiti will cease to be the Members as soon as they cease to be Member of Parliament.

5. Ex-officio Members of the Samiti shall continue as Members only so long as they hold the office by virtue of which they are Members of the Samiti .

TRAVELLING AND OTHER ALLOWANCES

TheNon-official Members will be paid travelling and daily allowances for attending the meetings of the Samiti as per the directives given in the Department of Official Language O.M. No. II/20034/4/86 -OL ( A- II) dated 22nd January, 1987 and as per the rules and rates fixed by the Govt . of India as amended from time totime.

No. 2(32)/2009 -EG- II-Whereas Department of Information Technology (DIT) , Ministry of Communications and Information Technology, Government of India (Gol) is driving the National e - Governance Plan (NeGP) which seeks to create the right Governance and institutional mechanism and implement a number of Mission Mode Projects at the Center and State Government and

Whereas under NeGP, Gol is promoting the usage of Open Standards to avoid any technology lock - ins and Whereas Standards in e -Governance are a high priority activity, which will help ensure sharing of information and seamless interoperability of data across e - Governance applications . DIT, Gol has set up an Institutional Mechanism under NeGP to evolve/ adopt Standards for e - Governance and Whereas Digital Signature Certificates (DSC) are needed for authentication in e - Governance and Controller ofCertifying Authorities (CCA) has licensed eight Certifying Authorities (CAs) to issue DSCs under the IT Act 2000 and Whereas the office of Controller of Certifying Authorities (CCA) , set up under the Information Technology (IT) Act 2000 and which is responsible for DSC Standardisation has evolved the Digital Signature Certificate Guidelines to achieve interoperability across DSCs issued by different CAs and Whereas these guidelines are applicable to all licensed certifying authorities in India and whereas these guidelines are found to help e - Governance applications to interpret and process the Certificate fileds in a uniform manner thus increasing the interoperability of the certificates across applications and ensuring secure usage of the certificates , and

Therefore DIT, Gol hereby notifies Digital Signature Certificate Guidelines and its future versions as the DSC Interoperability guidelines for e - Governance applications w.e.f. the date of this notification . The guidelines are published on http://egovstandards.gov.in .
