भारतीय चमड़ा विकास कार्यक्रम ( आईएलडीपी ) के अंतर्गत पूर्ववर्ती योजना " लेदरपार्क" का स्थान लेगी ।

संकल्प
2. यह योजना उच्च वृद्धि संभावना वाले उन औद्योगिक क्लस्टरों/अवस्थानों पर ध्यान देती है, जहां विश्व स्तरीय अवसंरचना सहायता उपलब्ध कराकर रणनीतिक हस्तक्षेप किए जाने अपेक्षित हैं । परियोजना लागत में मुख्य अवसंरचना, विशेष अवसंरचना, उत्पादन अवसंरचना, मानव संसाधन विकास तथा सामाजिक अवसंरचना , अनुसंधान एवं विकास अवसंरचना और निर्यात सेवाओं से संबंधित अवसंरचना जैसे विभिन्न अवसंरचना विकास शामिल होंगे ।
सं. 5 ( 1 ) -बी( पी.डी. )/2011--आम जानकारी के लिए यह घोषित किया जाता है कि वर्ष 2011-2012 के दौरान सामान्य भविष्य निधि तथा उसी प्रकार की अन्य निधियों के अभिदाताओं की कुल जमा रकमों पर दिए जाने वाले ब्याज की दर 8% ( आठ प्रतिशत ) 01.04.2011 से 30.11.2011 तक की अवधि के लिए तथा 01.12.2011 से 8.6% ( आठ दसमलव छः प्रतिशत ) रहेगी । संबंधित निधियां निम्नलिखित हैं :--
1. सामान्य भविष्य निधि ( केन्द्रीय सेवाएं ) ।
2. अंशदायी भविष्य निधि ( भारत ) ।
3. अखिल भारतीय सेवा भविष्य निधि ।
3. भारत सरकार 125 करोड़ रुपये प्रति क्लस्टर की अधिकतम सीमा के अध्यधीन, भूमि की लागत को छोड़कर, परियोजना के सभी संघटकों के लिए परियोजना लागत का 70 प्रतिशत सहायता अनुदान के रूप में उपलब्ध कराएगी । क्लस्टर में कम से कम 40 एकड़ भूमि होनी चाहिए । सरकारी अनुदान की क्रमिक संरचना क्लस्टर में भूमि के क्षेत्र के अनुसार उपलब्ध कराई जाएंगी , जो निम्नानुसार है : --
4. राज्य रेलवे भविष्य निधि ।
5. सामान्य भविष्य निधि ( रक्षा सेवाएं ) ।
(क) 40--60 एकड़ भूमि का एमएलसी - भारत सरकार की सहायता 50 करोड़ रुपये तक सीमित है ।
6. भारतीय आयुध विभाग भविष्य निधि।
7. भारतीय आयुध कारखाना कामगार भविष्य निधि ।
(ख ) 61--100 एकड़ भूमि का एमएलसी - भारत सरकार की सहायता 70करोड़ रुपये तक सीमित है ।
8. भारतीय नौसेना गोदी कामगार भविष्य निधि ।
9. रक्षा सेवा अधिकारी भविष्य निधि ।
(ग) 101--150 एकड़ भूमि का एमएलसी- भारत सरकार की सहायता 105 करोड़ रुपये तक सीमित है ।
10. सशस्त्रसेना कार्मिक भविष्य निधि ।
(घ) 151 एकड़ से अधिक भूमि का एमएलसी - भारत सरकार की सहायता 125 करोड़ रुपये तक सीमित है ।
2. आदेश दिया जाता है कि यह संकल्प भारत के राजपत्र में प्रकाशित कियाजाए ।

सं. 5/4/2011- चमड़ा केन्द्र सरकार ने 11 वीं योजना की बची हुई अवधि और 12वीं योजना अवधि के दौरान कार्यान्वित करने के लिए भारतीय चमड़ाविकास कार्यक्रम ( आईएलडीपी ) के तहत 600 करोड़ रुपये ( छः सौ करोड़ रुपये) के आवंटन के साथ " मेगा लेदर क्लस्टर " नामक उप - योजना को अनुमोदित कर दिया है । मेगा लेदर क्लस्टर ( एमएलसी ) उप - योजना
4.पार्कों के विकास और प्रबंधन के लिए उद्यमियों द्वारा विशेष प्रयोजन माध्यम ( एसपीवी ) की स्थापना करनी होगी । भारत सरकार योजना के अंतर्गत सहायता प्राप्त करने वाले एसपीवी द्वारा प्रस्तुत परियोजना को अनुमोदन देगी । एसपीवी को परियोजना का 30 प्रतिशत नकद अंशदान के रूप में लाना होगा, भूमि की लागत उसे स्वयं वहन करनी होगी , एसपीवी कंपनी अधिनियम, 1956 के तहत् पंजीकृत कंपनी होगी , जिसका गठन अंशधारकों, विशेषरूप से चमड़ा क्षेत्र में कार्य कर रहे इच्छुक उद्यमियों के समूह (कानूनी रूप से स्वतंत्र न्यूनतम 7 कंपनियों ) द्वारा किया जाएगा । प्रत्येक उद्यमी या कानूनी रूप से स्वतंत्र इकाइयों की शुद्ध मालियत कम- से- कम 1 करोड़ रुपये तथा एसपीवी का गठन करने वाले सात प्रवर्तकों की शुद्ध मालियत संयुक्त रूप से कम- से - कम 10 करोड़ रुपये होनी चाहिए । स्वामित्व की व्यापकता सुनिश्चित करने और प्रभुत्व को रोकने के लिए किसी 178

[भाग I-खण्ड 1 व्यक्ति/कंपनियों के समूह का हिस्सा एसपीवी की इक्विटी का 25 प्रतिशत से कम होना चाहिए।
में केन्द्र सरकार एतद्वारा श्री जफर आगा , सी -27 , प्रैस एन्क्लेव , साकेत दिल्लीको राष्ट्रीय अल्पसंख्यक शैक्षणिक संस्था आयोग अधिनियम , 2004 के अंतर्गत सदस्य के रूप में कार्य करने के लिए राष्ट्रीय अल्पसंख्यक शैक्षणिक संस्था आयोग ( एनसीएमईआई ) का सदस्य नियुक्त करती है । 5. सरकार परियोजना शुरू करने के लिए डीपीआर के अनुमोदन चरण से ही, पीएमसी के तौर पर ऐसी पेशेवर एजेंसी की सेवाएं लेगी जिसे योजना के कार्यान्वयन में औद्योगिक क्लस्टर अवसंरचना विकसित करने , वित्तीय मूल्य निरूपण करने और क्रियान्वयन का अनुभव प्राप्त होगा ।
राष्ट्रीय अल्पसंख्यक शैक्षिणिक संस्था आयोग के सदस्य के रूप में उपर्युक्त व्यक्ति की नियुक्ति की अवधि सदस्य के रूप में अपना कार्यभार ग्रहण करने की तारीख से पांच वर्ष की होगी और उनका वेतन तथा भत्ते राष्ट्रीय अल्पसंख्यक शैक्षणिक संस्था आयोग अधिनियम, 2004 की धारा 24(2) (क) के अधीन अध्यक्ष तथा अन्य सदस्यों के वेतन तथा भत्ते तथा सेवा की अन्य शर्तों, नियमों के अनुसार विनियमित होंगे । 6. यह उप - योजना समूचे भारत पर लागू है । योजना के दिशानिर्देश विभाग की वेबसाइट (www.dipp.nic.in) पर उपलब्ध हैं । इच्छुक चमड़ा उद्यमी योजना के तहत्प्रारंभिक प्रस्ताव दिशानिर्देशों में बताए अनुसार सीधे विभाग को अनुमोदन के लिए प्रस्तुत कर सकते हैं ।

(a) MLC of40-60 acres land-Gol Assistance limitedto Rs. 50 crore;
(b) MLC of 61-100 acres land-Gol assistance limited to Rs. 70 crore;
No. 5 ( 1 ) -B (PD)/2011-It is announced for general information that during the year 2011-2012 , accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8 % (Eight per cent) for the period from 01.04.2011 to 30.11.2011 and 8.6% (eight point six per cent ) with effect from 01.12.2011 . 4.ASpecial Purpose Vehicle (SPV) will have to be set up by entrepreneurs for development and management of park . The Government of India would approve the project submitted by SPV who would be the recipient of the assistance under the scheme . The SPV would have to bring in 30 % of the project as cash contribution apart from the land itself at its own cost. The SPV will be a company registered under the Companies Act, 1956 formed by the stakeholders , particularly a group of willing entrepreneurs (minimum being 7 legally independent companies) that are engaged in the leather sector. The net worth of each of the entrepreneurs or legally independent units has to be at least Rs . 1 crore and the combined net worth ofthe seven promoters forming the SPV should be at least Rs . 10 crore . The share of any individual/group of entities shall be less than 25% of equity of SPV to ensure widely spread ownership and to preclude domination.

5. The Government will engage the services of a professional agency as PMC, which has proven experience in developing, financing appraising and executing industrial cluster infrastructure in the implementation of the scheme , right from the stage of approval of DPR to commissioning of theproject.

6. The sub- scheme is applicable all over India . The guidelines of the scheme are available on the website of the Department (www.dipp.nic.in) . Interested leather entrepreneurs can submit preliminary proposal under the scheme as detailed in the guidelines directly to the Department for approval .
