सा.का.नि. 113.- राष्ट्रपति संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , पशुपालन और डेयरी विभाग मात्स्यिकी विकास आयुक्त समूह ' क ' भर्ती नियम , 2004 का संशोधन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्ः- 1. ( 1 ) इन नियमों को पशुपालन डेयरी और मत्स्यपालन विभाग , मात्स्यिकी विकास आयुक्त , समूह " क " भर्ती ( संशोधन ) नियम , 2010 के नाम से संबोधित किया जाएगा ।
(2 ) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पशुपालन डेयरी और मत्स्यपालन विभाग , मात्स्यिकी विकास आयुक्त भर्ती नियम , 2004 की अनुसूची में -

( i ) स्तंभ 4 में , शीर्ष और उसके अधीन प्रविष्टियों के स्थान पर निम्नलिखित रखी जाएगी , अर्थात्: -
" वेतन बैंड और ग्रेड वेतन/वेतनमान "
वेतन बैंड 4 ( 37400-67000 रु. ) + 8700 रुपए ग्रेड वेतन;
( ii ) स्तंभ 12 में तथा मात्स्यिकी विकास आयुक्त के पद से संबंधित प्रविष्टियों के स्थान पर निम्नलिखित पैराग्राफ रखा जाएगा, अर्थात्: -

प्रतिनियुक्ति ( जिसके अंतर्गत अल्पकालिक संविदा भी है ) :-
केन्द्रीय सरकार/ राज्य सरकार/ संघ राज्य क्षेत्र/ लोक उपक्रमों/कृषि विश्वविद्यालयों/सरकारी अनुसंधान संस्थानों या परिषदों/ स्वायत्तशासी या सांविधिक संगठनों के ऐसे अधिकारी:-
( क) ( i ) जिन्होंने मूल काडर/ विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं; या
( ii ) जिन्होंने मूल काडर/ विभाग में नियमित आधार पर 7600 रुपए ग्रेड वेतन या उसके समतुल्य के वेतनमान में उस पद पर नियुक्ति के बाद नियमित आधार पर उस श्रेणी में 5 वर्ष की सेवा की है ।
(ख) जिनके पास निम्नलिखित शैक्षिक अर्हताएं तथा अनुभव हो: -
(i ) किसी मान्यताप्राप्त विश्वविद्यालय से प्राणी विज्ञान में स्नातकोत्तर डिग्री ( मात्स्यिकी में विशेषज्ञता ) अथवा मात्स्यिकी/समुद्री जीव विज्ञान में स्नातकोत्तर डिग्री अथवा केन्द्रीय मात्स्यिकी शिक्षा संस्थान , मुम्बई से डिप्लोमा या समतुल्य।
( ii ) समुद्री तथा अंतर्देशीय मात्स्यिकी विकास दोनों के क्षेत्र में पन्द्रह वर्षों का अनुभव ।
[प्रतिनियुक्ति की अवधि ( अल्पकालिक संविदा सहित ) जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि है , साधारणतया चार वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति ( अल्पकालिक संविदा सहित ) पर नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी। ] "

(Department of Animal Husbandry , Dairying and Fisheries )
New Delhi , the 8th July , 2010
G.S.R. 113.- In exercise of the powers ' conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules to amend the Department of Animal Husbandry and Dairying , Fisheries Development Commissioner Group ' A ' Recruitment Rules , 2004 , namely :-
1. (i) These rules may be called the Department of Animal Husbandry , Dairying and Fisheries , Fisheries Development Commissioner Group ' A ' (Amendment ) Recruitment Rules , 2010.
(ii ) They shall come into force on the date of their publication in the Official Gazette .
2. In the Schedule to the Department of Animal Husbandry and Dairying , Fisheries Development Commissioner Recruitment Rules , 2004 ,-
(i ) in column 4 , for the heading and the entries relating thereto , the following shall be substituted , namely:-

" Pay Band and Grade Pay/Pay Scale "

Pay Band 4 (Rs . 37400-67000 ) + Grade Pay Rs . 8700 ;
(ii) in column 12 and the entries relating to the post of Fisheries Development Commissioner , the following shall be substituted , namly :-
"( 12)
Deputation ( including short- term contract) :--
Officers under the Central Government/State Governments /Union Territories /Public Undertakings /Agricultural Universities/Government Research Institutions or Councils / Autonomous or Statutory Organizations :----
(a) (i ) holding analogous post on regular basis in the parent cadre /Department ; or
(ii ) with five years ' service in the grade rendered after appointment thereto on regular basis in the grade pay of Rs . 7600 or equivalent in the parent cadre/Department .
(b) Possessing the following educational qualifications and experience ;
(i ) Master's Degree in Zoology (with specialization in fisheries ) or Master's Degree in Fisheries / Marine Biology from a recognized University or Diploma from the Central Institute of Fisheries Education , Bombay or equivalent ;
( ii ) Fifteen years ' experience in the field of fisheries development both marine and inland.
[period of deputation ( including short - term contract) including period of deputation ( including short -term contract) in another ex - cadre post held immediately preceding this appointment in the same or some other Organization or Department ofthe Central Government shall ordinarily not exceed five years . The maximum age limit for appointment by deputation (including short- term contract) shall be not exceeding 56 years as on the closing date of receipt of application. ] "
