2. समिति के कार्य , संविधान में यथाउल्लिखित राजभाषा संबंधी सिद्धांतों , राजभाषा अधिनियम, 1963 और तदधीन बनाए गए नियमों, केन्द्रीय हिन्दी समिति के नीति निर्णयों एवं गृह मंत्रालय ( राजभाषा विभाग ) द्वारा राजभाषा के संबंध में जारी किए गए निर्देशों के कार्यान्वयन के संबंध में विधि और न्याय मंत्रालय ( विधायी विभाग और विधि कार्य विभाग ) में हिन्दी के उत्तरोत्तर प्रयोग के बारे में केन्द्र सरकार को सलाह देना होगा ।
3. कार्यकाल
(i) समिति का कार्यकाल उसके गठन की तारीख से तीन वर्ष होगा परन्तु समिति में नाम निर्दिष्ट संसद सदस्य , संसद के सदस्य न रहने के समय से इस समिति के भी सदस्य नहीं रहेंगे ; और
(ii) अवधि समाप्त होने से पहले रिक्त स्थान पर नियुक्त सदस्य, समिति की शेष रही अवधि के लिए ही सदस्य होंगे । 4. सामान्य
(i) समिति का मुख्यालय नई दिल्ली में होगा परन्तु यह अपनी बैठक किसी अन्य स्थान पर भी आयोजित कर सकती है; और
(ii) गैर सरकारी सदस्यों को उनके निवास स्थान से बैठक के स्थान तक सबसे कम दूरी वाले रास्ते से उनकी पात्रता संबंधी दरों पर यात्रा भत्ता दिया जाएगा । उन्हें समिति की बैठक में शामिल होने के लिए उच्च शक्ति प्राप्त समिति के सदस्यों को देय दैनिक भत्ता भी दिया जाएगा ।
आदेश
आदेश दिया जाता है कि इस संकल्प की प्रति राष्ट्रपति सचिवालय/प्रधान मंत्री कार्यालय/मंत्रिमंडल सचिवालय/संसदीय कार्य मंत्रालय/लोक सभा सचिवालय/राज्य सभा सचिवालय / भारत के नियंत्रक एवं महालेखा परीक्षक/ संघ लोक सेवा आयोग /योजना आयोग / निदेशक, लेखा परीक्षा, केन्द्रीय राजस्व, नई दिल्ली और भारत सरकार के सभी मंत्रालयों और विभागों को भेजी जाए । यह भी आदेश दिया जाता है कि इस संकल्प को सर्वसाधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए और विभाग की वेबसाइट पर भी उपलब्ध करवाया जाए ।

2. समिति के कार्य :
समिति सरकारी कार्यों में हिन्दी के प्रगामी प्रयोग से संबंधित मामलों में वित्त मंत्रालय के राजस्व, व्यय एवं विनिवेश विभागों तथा भारत के नियंत्रक महालेखापरीक्षक के कार्यालय को सलाह देगी ।
3. समिति का कार्यकाल :
समिति का कार्यकाल उसके गठित किए जाने की तारीख से तीन वर्ष का होगा । संसद सदस्य जो इस समिति के सदस्य हैं , संसद भंग होने पर या कार्यकाल ( राज्य सभा ) समाप्त होने पर अथवा अन्यथा सदन के सदस्य न रहने पर समिति के सदस्य नहीं रहेंगे । समिति के कार्यकाल के दौरान रिक्त पदों पर नामित व्यक्ति समिति के कार्यकाल की शेष अवधि के लिए ही सदस्य रहेगा । 4. समिति का मुख्यालय :
समिति का मुख्यालय , नई दिल्ली में होगा लेकिन समिति अपनी बैठक किसी अन्य नगर में भी कर सकती है । 5. भत्ते :
गैर - सरकारी सदस्यों को समिति की बैठकों में भाग लेने हेतु भारत सरकार द्वारा उच्च स्तरीय समिति के लिए स्वीकार्य समय- समय पर निर्धारित दरों पर यात्रा भत्ता एवं दैनिक भत्ता दिया जाएगा ।

आदेश दिया जाता है कि संकल्प की प्रति समिति के सभी सदस्यों, राष्ट्रपति, सचिवालय , प्रधानमंत्री कार्यालय, मंत्रिमंडल सचिवालय, लोक सभा सचिवालय , राज्य सभा सचिवालय, योजना आयोग , भारत के नियंत्रक महालेखापरीक्षक, केन्द्रीय राजस्व लेखापरीक्षा निदेशक और भारत सरकार के सभी मंत्रालयों एवं विभागों को भेजी जाए ।

सं. 6/1 /सीएसआईआर- एएसआई आर/ 2010- पीपीडी विज्ञान एवं प्रौद्योगिकी के अग्रणी क्षेत्रों में शिक्षण और डिग्रियां प्रदान करने हेतु संस्थान के रूप में वैज्ञानिक एवं नवोन्मेषी अनुसंधान अकादमी ( एएसआईआर ) की स्थापना करने विषयक प्रस्ताव 1193 भाग I-खण्ड 1]
भारत का राजपत्र, जुलाई 17, 2010 ( आषाढ़ 26, 1932)
को सरकार ने 17 जून , 2010 को अनुमोदन प्रदान किया है । सरकार ने यह भी अनुमोदन प्रदान किया है कि इस अकादमी की स्थापना हेतु व्यापक विधान के अधिनियम से पहले अंतरिम अकादमी की स्थापना की जाए ताकि इसके अकादमिक सत्र को अगस्त- सितम्बर, 2010 तक प्रारंभ किया जा सके ।
जबकि केंद्रीय सरकार का यह समाधान हो गया है कि किसी व्यापक विधान के अधिनियमन के लंबित रहते हुए यह आवश्यक हो गया है कि प्रस्तावित संवैधानिक अकादमी के पूर्वगामी के रूप में एक अंतरिम अकादमी की स्थापना की जाए और उसे कार्यात्मक बनाया जाए, जिसमें अंततः अंतरिम अकादमी समामेलित होगी या पश्चातवर्ती के गठन पर उसमें संपरिवर्तित हो जाएगी;
अतः , अब, भारत सरकार विज्ञान और प्रौद्योगिकी मंत्रालय में इस संकल्प में यथा विनिर्दिष्ट शासी बोर्ड की संरचना, कृत्यों और शक्तियों वाली वैज्ञानिक और औद्योगिक अनुसंधान परिषद् के संपूर्ण प्रशासनिक नियंत्रण के अधीन एक अंतरिम वैज्ञानिक और नवीकृत अनुसंधान अकादमी का गठन करती है , अर्थात्:--
( 1 ) अकादमी का शासी बोर्ड निम्नलिखित से मिलकर बनेगा, अर्थात्: --
(क) बोर्ड का अध्यक्ष , जो केंद्रीय सरकार द्वारा नियुक्त किया जाएगा और उस समय तक, जब तक बोर्ड के अध्यक्ष की नियुक्ति की जाती है, वैज्ञानिक और औद्योगिक अनुसंधान परिषद् का महानिदेशक , जो पदेन उपाध्यक्ष है, अध्यक्ष के रूप में कार्य करेगा;
पदेन उपाध्यक्ष;
(ख ) वैज्ञानिक और अनुसंधान परिषद् का महानिदेशक
पदेन सदस्य;
(ग) भारतीय राष्ट्रीय विज्ञान अकादमी का अध्यक्ष
पदेन सदस्य;
(घ ) सभापति, परमाणु ऊर्जा आयोग, भारत सरकार
(ङ) सभापति , अंतरिक्ष आयोग , भारत सरकार
पदेन सदस्य;
पदेन सदस्य;
(च ) सभापति विश्वविद्यालय अनुदान आयोग , भारत सरकार
पदेन सदस्य;
(छ) वित्त मंत्रालय में वित्त सचिव, भारत सरकार
(ज) विज्ञान और प्रौद्योगिकी में शिक्षा प्रदान करने के क्षेत्र में तीन प्रमुख संस्थाओं के अध्यक्ष,
जिन्हें वैज्ञानिक और औद्योगिक अनुसंधान परिषद् के अध्यक्ष द्वारा नामनिर्देशित किया जाएगा ;
(झ ) चार सुभिन्न वैज्ञानिक या वैश्विक ख्याति के शिक्षाविद्, जिनमें से दो भारत के बाहर ख्यातिप्राप्त संस्थाओं से होने चाहिएं
जिन्हें वैज्ञानिक और औद्योगिक अनुसंधान परिषद् के अध्यक्ष द्वारा नामनिर्देशित किया जाएगा;
(ञ ) तीन प्रख्यात उद्योगपति या प्रौद्योगिकीविद्,
जिन्हें वैज्ञानिक और औद्योगिक अनुसंधान परिषद् के अध्यक्ष द्वारा नामनिर्देशित किया जाएगा;
(ट) चार सुभिन्न वैज्ञानिक या वैज्ञानिक और औद्योगिकी अनुसंधान परिषद् की प्रयोगशालाओं के उत्कृष्ट वैज्ञानिक या निदेशक
जिन्हें वैज्ञानिक और औद्योगिक. अनुसंधान परिषद् के शासी निकाय द्वारा नामनिर्देशित किया जाएगा;
पदेन सदस्य ।
(ठ) अकादमी का निदेशक ,
अधिवेशन :
अध्यक्ष साधारणतया बोर्ड के अधिवेशनों की अध्यक्षता करेगा । बोर्ड अपनी बैठकों के संचालन और उसमें कारबार का संव्यवहार करने के प्रयोजन के लिए अपनी स्वयं की प्रक्रिया तैयार कर सकेगा । अकादमी के प्रशासन का भारसाधक सहयुक्त निदेशक बोर्ड का सचिव होगा ।

अकादमी के शासी बोर्ड के सदस्यों की पदावधि :
बोर्ड के अध्यक्ष या किसी नामनिर्दिष्ट सदस्य की पदावधि चार वर्ष या प्रस्तावित विधान के अधीन अध्यक्ष की नियुक्तिकिए जाने तक , इनमें से जो भी पूर्वतर हो , होगी और वे अध्यक्ष के रूप में पुनर्नियुक्ति या सदस्य के रूप में नामनिर्देशित किए जाने के लिए पात्र नहीं होंगे ।
अकादमी की शक्तियां और कृत्य:
अकादमी, अपने कृत्यों का निर्वहन और निम्नलिखित शक्तियों का प्रयोग करेगी, अर्थात्: --
( i ) विद्या की ऐसी शाखाओं में , जैसे प्राकृतिक विज्ञान , जीवन विज्ञान , गणितीय और संगणना संबंधी विज्ञान , इंजीनियरी , अनुप्रयोजित कला, मानविकी , सामाजिक विज्ञान , इन क्षेत्रों से संबंधित विधि और उनके अंतरा पृष्ठों वाले और विशेषकर उन शाखाओं के अंतर - विषयक और बहु विषयक क्षेत्रों में और सभी ऐसे क्षेत्रों में , जो भविष्य में उभर सकते हैं तथा अन्य उभरते हुए विद्या के क्षेत्रों में , जो अकादमी, समय - समय पर , अवधारित करे और ज्ञान की अभिवृद्धि और प्रसार के लिए उपबंध करे, ज्ञान की ऐसी शाखाओं में शिक्षा के लिए तथा अनुसंधान संचालित करने का उपबंध करना;
( ii ) भर्ती तथा प्रतिकर पैकेजों और संविदाजन्य व्यवस्थाओं का अवधारण करने के लिए पदों के सृजन और मानकों को अधिकथित करना और उनका विनिश्चय करनाः और
( iii ) डिप्लोमाओं या प्रमाणपत्रों को अनुदत्त करने के लिए उनकी पाठ्यचर्याओं और शिक्षा शास्त्र डिजाइन करना तथा ऐसी उपाधियों और अन्य शैक्षणिक विशेषताओं को , जो वह ठीक समझे, प्रदत्त करना;
( iv ) ऐसी शर्तों के अधीन रहते हुए, जो अकादमी अवधारित करे, डिप्लोमा और प्रमाणपत्र प्रदान करना और मूल्यांकन की ऐसी पद्धतियों के आधार पर, जो अकादमी , समय- समय पर , अवधारित करे, उपाधियां या अन्य शैक्षणिक विशिष्टताएं प्रदान करना और अपनी परीक्षाएं आयोजित करना, उचित और पर्याप्त हेतुक के लिए किसी ऐसे डिप्लोमा , प्रमाणपत्र, उपाधि या अन्य शैक्षणिक विशिष्टताओं को वापस लेना;
( v ) परिनियमों या अध्यादेशों को विरचित करना और उनको परिवर्धित, उपांतरित या विखंडित करना;
( vi ) बाह्य अध्ययनों , प्रशिक्षणों और विस्तार सेवाओं को आयोजित करना और उनको चलाना;
(vii ) मानद उपाधियां और अन्य विशिष्टताएं प्रदान करना;
( viii ) विद्या की ऐसी शाखाओं में और ऐसे व्यक्तियों को, जो वह अवधारित करें, दूर शिक्षा उपलब्ध कराना;
( ix ) आचार्य पद, सहयोजित आचार्य पद और सहायक आचार्य पद, जिसके अंतर्गत अकादमी आचार्य, प्रतिष्ठित आचार्य, प्रख्यात आचार्य, उत्कृष्ट आचार्य , ज्येष्ठ आचार्य, विख्यात आचार्य, आचार्य परिदर्शक पद भी हैं और अकादमी द्वारा अन्य शिक्षण या शैक्षणिक अथवा अन्य पद संस्थित करना और ऐसे पदों पर नियुक्तियां करना;
(x ) किसी विश्वविद्यालय या संस्था या उद्योग से व्यक्तियों को अथवा अध्ययन के समुचित क्षेत्र से प्रख्यात व्यक्ति को, जिसके अंतर्गत वे व्यक्ति भी हैं , जो देश के बाहर हैं अकादमी के संकाय के रूप में नियुक्त करना;
( xi ) प्रशासनिक , अनुसचिवीय और अन्य पद सृजित करना तथा उन पर नियुक्तियां करना;
(xii ) किसी निकाय के साथ जिसके अंतर्गत भारत में या भारत से बाहर अवस्थित कोई विश्वविद्यालय या संस्था या उद्योग भी है, सहयोग करना या समामेलन करना या सहयोजन करना;
(xiii ) अनुसंधान और शिक्षण के लिए ऐसे केन्द्र और विशेषित प्रयोगशालाएं और अन्य इकाइयां स्थापित करना, जो अपेक्षित हों;
(xiv ) विद्यालय, केन्द्र और कैम्पस स्थापित करना और वहां से कार्य करना या अपनी पसंद के किसी स्थान से, जिसके अंतर्गत वैज्ञानिक और अनुसंधान परिषद् की प्रयोगशालाओं और अन्य केन्द्रों के परिसर भी हैं, कक्षाएं चलाना;
( xv ) अध्येतांवृत्तियां , छात्रवृत्तियां, विद्यार्थी वृत्तियां, पदक और पुरस्कार संस्थित करना और उन्हें अनुदत्त करना;
( xvi ) किसी लोक या निजी इकाई के साथ या उसके लिए, चाहे वह भारत में हो या भारत से बाहर अनुसंधान, सलाह और परामर्श संबंधी ऐसी सेवाएं संचालित करना, जो अकादमी की भावना और उद्देश्य के अनुरूप हो;

( xvii ) अकादमी में शिक्षा देने और अनुसंधान संचालित करने में वैज्ञानिक और औद्योगिक अनुसंधान परिषद् के वैज्ञानिकों को संकाय के रूप में नियोजित करना;
( xviii ) विद्यार्थियों के आवास के लिए संस्थाओं और छात्रावासों को स्थापित करना , उनको चलाना और उनकी व्यवस्था करना या वैज्ञानिक और औद्योगिक अनुसंधान परिषद् या किसी अन्य निकाय की मार्फत् ऐसी संस्थाओं को स्थापित करना और उन्हें चलाना;
(xix ) फीस और अन्य प्रभारों को नियत करना, उनके संदाय की मांग करना और उन्हें प्राप्त करना;
(xx ) अकादमी में प्रवेश के मानकों को अवधारित करना, जिसमें परीक्षा, परीक्षण या मूल्यांकन के अन्य नवीकृत आदर्श सम्मिलित हो सकते हैं;
( xxi ) अकादमी के विद्यार्थियों के निवास स्थानों का पर्यवेक्षण करना और उनके स्वास्थ्य, सामान्य कल्याण और संस्कृति और निगमित जीवन के संवर्धन के लिए व्यवस्थाएं करना;
( xxii ) सभी प्रवर्गों के कर्मचारियों के लिए सेवा की शर्तें , जिसके अंतर्गत उनकी आचार संहिता भी है , अधिकथित करना;
(xxiii ) छात्रों और कर्मचारियों के बीच अनुशासन विनियमित करना और उसे लागू करना तथा इस संबंध में ऐसे अनुशासनात्मक उपाय करना जो आवश्यक हों;
( xxiv ) कर्मचारियों के स्वास्थ्य और साधारण कल्याण का संवर्धन करने के लिए व्यवस्था करना;
(xxv) अकादमी के प्रयोजनों के लिए अनुदान, उपकृति, संदान, उपहार, वसीयतें प्राप्त करना और किसी जंगम या स्थावर संपत्ति, जिसके अंतर्गत न्यास और पूर्त संपत्तियां भी हैं , को अंतरित और अर्जित करना, उसे धारण करना तथा उसका प्रबंध और व्ययन करना;
परन्तु यह कि अकादमी ऐसा कोई अनुदान, उपकृति, संदान, उपहार, वसीयतें और अंतरण स्वीकार नहीं करेगी, जिसमें बोर्ड की राय में प्रस्तावित विधान के विरुद्ध शर्तें या बाध्यताएं अंतर्वलित हैं :
(xxvi ) अकादमी के प्रयोजनों के लिए, अकादमी की संपत्ति की प्रतिभूति पर या अन्यथा धन उधार देना या उसकी संपत्ति का उपयोजन ऐसे प्रयोजनों के लिए करना , जो प्रस्तावित विधान के अनुरूप हों;
( xxvii ) अन्य सभी ऐसे कार्य या बातें करना, जो उसके सभी या किसी उद्देश्य की पूर्ति के लिए आवश्यक या आनुषंगिक या सहायक हों ।
अकादमी के शासी बोर्ड के सदस्यों को संदेय वेतन और भत्ते :--
बोर्ड के सदस्य अकादमी से ऐसे भत्तों के लिए, यदि कोई हो, हकदार होंगे जो उपबंधित किए जाएं, किंतु निदेशक से भिन्न कोई भी सदस्य किसी वेतन का हकदार नहीं होगा ।
व्यय, आय और वित्तपोषण : --
अकादमी की आय विभिन्न पाठ्यक्रमों के लिए प्रभारित की गई ट्यूशन फीस; अकादमी द्वारा आरंभ की गई परियोजनाओं से प्राप्त सभी अनुदानों, दानों, संदानों, हितलाभों तथा धनराशियों, वैज्ञानिक और औद्योगिक अनुसंधान परिषद् से प्राप्त निधियों से होगी । कमी को , यदि कोई हो , वैज्ञानिक और औद्योगिक अनुसंधान परिषद् द्वारा , अनुदान के रूप में, अपनी प्रयोगशाला आरक्षतियों से अपेक्षित सीमा तक पूरा किया जाएगा ।
आदेश
यह आदेश किया जाता है कि संकल्प की एक प्रति भारत सरकार के सभी मंत्रालयों/विभागों , सभी राज्य सरकारों और देश में वैज्ञानिक संस्थाओं को भेजी जाए ।
यह भी आदेश किया जाता है कि इस संकल्प को सर्वसाधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

Secretary 2. The functions of the Samiti will be to advise the Central Government on matters relating to implementation of the principles in respect of Official Language as given in the Constitution , the Official Languages Act, 1963 and the Rules made there under , the policy decisions of the Kendriya Hindi Samiti and instructions issued by the Ministry of Home Affairs (Department of Official Language) relating to Official Language and also in regard to the progressive use of Hindi in the Ministry of Law and Justice (Legislative Department and Department of Legal Affairs) .
3. TENURE : The term of the Samiti will be three years from the date of its reconstitution , provided that
(i) a Member of Parliament nominated to the Samiti shall cease to be a member of the Samiti as soon as he ceases to be a Member of Parliament ; and
(ii) the Members appointed against mid - term vacancies shall be Members for the remaining period of the tenure of the Samiti.
4. GENERAL : ( i ) The Headquarters of the Samiti shall be at New Delhi but it may hold the meetings at any other station also .
(ii ) The non - official Members will be paid travelling allowance by shortest route from their residence to the place of meeting as per their entitlement. They will also be paid daily allowance as admissible to members of a High Powered Committee for attending the meetings of the Samiti .

2. FUNCTIONS OF THE COMMITTEE :
TheSamiti shall advise the Ministry of Finance ( Departments of Revenue , Expenditure and Disinvestment & Office of the Comptroller and Auditor General of India) on matters relating to progressive use of Hindi for Official purposes .
3. TENURE OF THE COMMITTEE :
The term of Committee will be three years from the date of its formation . Members of Parliament who are members of this Committee shall cease to be its member if the Parliament is dissolved or the tenure of a particular member ( in Rajya Sabha ) ends or otherwise if he does not remain Member of Parliament due to one reason or the other . A person nominated for the vacant post during the tenure of Committee will be member only for the remaining tenure.
4. HEADQUARTERS OF THE COMMITTEE :
Theheadquarters of the Committee shall be at New Delhi , but it may hold its meetings at any other station .
5. ALLOWANCES:
The non- official members will be paid travelling and daily allowances for attending the meetings of the Committee at the rate fixed by the Government of India from time to time, as admissible to members of high powered committee .

Ordered that a copy of this Resolution be communicated to all the Members of the Committee, President's Secretariat , Prime Minister's Office, Cabinet Secretariat , Lok Sabha Secretariat , Rajya Sabha Secretariat , Planning Commission , Comptroller and Auditor General of India , Director of Audit Central Revenue and all Ministries and Departments of the Government of India.
It is also ordered that the resolution be published in the Gazette of India for general information .

Resolution
New Delhi dated July 01 , 2010
No: 6/1 / CSIR - ACSIR/ 2010- PPD : The Government approved on 17th June , 2010 the proposal for setting up the Academy of Scientific and Innovative Research ( AcSIR ) as an institution for imparting instruction and awarding degrees in frontier areas of science and technology. The Government has also approved that an interim Academy be established even before the enactment of the comprehensive legislation for setting up the Academy so as to initiate its academic session by August- September 2010 .
WHEREAS the Central Government are satisfied that pending the enactment of a comprehensive legislation it is necessary to establish and make operational an interim academy as a precursor to the proposed statutory Academy, with which the interim academy would be ultimately merged , or which it will be converted into when the latter is constituted;
NOW THEREFORE the Government of India do hereby constitute the interim Academy for Scientific and Innovative Research ( AcSIR ) under the overall administrative control of, the Council of Scientific and Industrial Research in the Ministry of Science and Technology with the composition of the Board of Governors , functions and powers as specified in this resolution , namely: -
Board of Governors :
(1) The Board of Governors of the Academy shall consist of the foliowing, namely: -
(a) the Chairperson of the Board , to be appointed by the Central Government and till such time the Chairperson of the Board is appointed , the Director- General of the Council of Scientific and industrial Research, being the ex officio Vice- Chairperson shall act as the Chairperson
(b) theDirector- General of the Council of Scientific and industrial Research , ex officio Vice- Chairperson;
ex officio member;

(d) the Chairman , Atomic Energy Commission , Government of india ,

(e) the Chairman , Space Commission , Government of India ,

(g) The Finance Secretary in the Ministry of Finance, Government of India,
ex officio member;
(h) the heads of three premier institutions in the field of imparting education in Scienceand Technology
to be nominated by the President of the CSIR as members;
( 1) four distinguished scientists or academicians of global eminence, ofwhich two should be from reputed institutions outside India , to be nominated by the President of the CSIR as members
(j) three eminent industrialists or technologists,
to be nominated by the President of the CSIR as members (k) four distinguished scientists or outstanding scientists or Directors of laboratories of CSIR ,
to be nominated by the Governing body of the CSIR
(1) the Director of the Academy,
ex officio member;
Meetings:
TheChairperson shall ordinarily preside over the meetings of the Board. The Board may evolve its own procedurefor the purpose of conducting its meetings and transacting business therein The Associate Director in charge of administration of the Academy shall be the Secretary of the Board .

Term of Members of the Board of Governors of the Academy :
Term of office of the Chairperson or any other nominated member of the Board shall be four years or till the Chairperson is appointed under the proposed legislation , whichever is earlier and they shall not be eligible to be reappointed as Chairperson or nominated as a member.
Powers and functions of the Academy :
The Academy shall , discharge its functions , and exercise , the following powers , namely: - ( i ) to provide for instructions and conduct research in such branches of learning like natural sciences, life sciences , mathematical and computational sciences , medical sciences , engineering, applied art , humanities , social sciences , law relating to these areas and interfaces thereof , and in particular, in inter- disciplinary and multi - disciplinary areas of these branches , and in all such areas as may emerge in future and other emerging areas of knowledge , as the Academy may from time to time determine and make provision for advancement and dissemination of knowledge;
( ii) to lay administrative standards and structures and decide on all matters of creation of posts , laying down standards for recruitment , determining compensation packages , and contractual arrangements;
(iii) to design its curriculum and pedagogy for award of diplomas or certificates and confer degrees or other academic distinctions as it may deem fit ;
( iv) to grant , subject to such conditions as the Academy may determine , diplomas or certificates and confer degrees or other academic distinctions on the basis of such methods of evaluation and to hold its examinations , as the Academy may, from time to time , determine and to withdraw any such diplomas , certificates , degrees or other academic distinctions for good and sufficient cause;
(v) to frame Statutes and Ordinances and to alter , modify or rescind the same;
( vi) to organize and undertake extramural studies , training and extension services ;
(vii) to confer honorary degrees or other distinctions;
( viii) to provide distance education in such branches of learning and to such persons as it may determine;
(ix) to institute professorships , associate professorships and assistant professorships including Academy Professors , Professor of Eminence , Distinguished Professor , Outstanding Professor , Senior professor , Emeritus Professors , Professor , or visiting positions and other teaching or academic or other positions , required by the Academy and to make appointments to such positions;
(x) to appoint persons from any other university, or institution , or industry, or person of eminence from appropriate field of studies , including those outside the country , as Faculty of the PART I -SEC . 1 ]

Academy;
(xi) to create administrative , ministerial and other posts and to make appointments thereto;
(xii) to co - operate or collaborate or associate with any body including , any university or institution , or industry , located in india or outside India ;
(xiii) to establish such centres and specialised laboratories or other units for research and instruction as may be required;
(xiv) to set up schools , centres and campuses and function therefrom or conduct classes from any place of its choice , including the premises of laboratories or other centres of the Council of Scientific and Industrial Research ;
(xv) to institute and award fellowships , scholarships , studentships , medals and prizes;
(xvi) to conduct research , advisory and consultancy services with or for any entity, public or private , whether in India or outside India , which are in conformity with the spirit and object of the Academy;
(xvii) to engage scientists of the Council of Scientific and Industrial Research or as Faculty in imparting instruction and conducting research in the Academy;
(xviii) to establish , maintain and manage institutions and hostels for residence of students or establish and maintain such institutions through the Council of Scientific and Industrial Research or any other body;
(xix) to fix, demand and receive payment of fees and other charges;
(xx) to determine standards of admission to the Academy, which may include examination , other innovative models of testing or evaluation ;
(xxi) to supervise the residences of the students of the Academy and to make arrangements for promoting their health , general welfare , cultural and corporate life;
(xxii) to lay down conditions of service for all categories of employees , including their code of conduct;
(xxiii) to regulate and enforce discipline , among the students and employees and to take such , disciplinary measures in this regard as may be necessary;
(xxiv) to make arrangements for promoting the health and general welfare of the employees ;
(xxv) to receive grants , benefactions , donations , gifts , bequests and transfer or acquire , hold and manage and dispose of any property movable or immovable , including trust and endowment properties for the purposes of the Academy:
Provided that no such grants , benefactions , donations , gifts , bequests and transfer shall be accepted by the Academy which in the opinion of the Board involves conditions or obligations 1206

opposed to the proposed legislation ,
( xxvi) to borrow , or the security of property of the Academy or otherwise , money for the purposes of the Academy or utilise its property for such purposes as are in conformity with the proposed legislation;
(xxvii) to do ali such other acts and things as may be necessary, to ensure immediate operationalization of the Academy on enactment of the proposed legislation including making appointments in the manner prescribed in the proposed legislation and such other actions incidental or conducive to the attainment of ali or any of the objects of the proposed legislation .
Salaries and aliowances payable to Members of the Board of Governors of the Academy:
Themembers of the Board shall be entitled to such allowances , if any, from the Academy, as may be provided for , but no member other than the Director of the , shall be entitled to any salary .
Expenditure , Income and Funding:
Theincome of the Academy will be from the tuition fees charged for various courses ; all grants, gifts , donations , benefactions , monies from projects undertaken by the Academy , and fund received from CSIR . Deficit , if any, will be metby CSIR from its laboratory reserves , as grant , to the extent required .

Ordered that a copy of the Resolution be communicated to all the Ministries/ Departments, Government of India , all the State Governments and Scientific institutions in the country .
