पर राज्य सभा सचिवालय में विधायी/समिति/न्यायाचार/अधिशासी अधिकारी के ग्रेड में स्थानापन्न रूप से कार्य करने के लिए नियुक्त किया गया था, को6 अगस्त, 2010 से उक्त ग्रेड में नियमित रिक्तियों के लिए समायोजित किया जाता है ।

2. उपर्युक्त नियुक्तियां रिट याचिका सं. 3025/88 के अंतिम निपटारे के समय दिल्ली उच्च न्यायालय के आदेशों के अध्यधीन होंगी ।

सं. ए-44011/4/2000-प्रशा. आर्थिक कार्य विभाग की फाईल सं. 13016/3/2010- आईईएस से दिनांक 07.07.2010 को जारी आदेश संख्या पी-3/2010 के अनुसरण में सुश्री ए. श्रीजा कनिष्ठ प्रशासनिक ग्रेड अधिकारी , आईईएस जो योजना आयोग में उप सलाहकार के पद पर कार्यरत हैं, को 01.06.2010 से वेतन बैंड-4 अर्थात रु. 37,400--67,000/- 8,700/- रु. ग्रेड वेतन में इस सेवा का नॉन-फंक्शनल चयन ग्रेड प्रदान किया जाता है ।

सं. ए-12025/9/2009- प्रशा .1 योजना आयोग के दिनांक 10 अगस्त, 2009 के समसंख्यक अधिसूचना के अनुक्रम में, राष्ट्रपति, डॉ. डी. भारद्वाज, नियमित उप सलाहकार ( एस. एंड टी. ) योजना आयोग को संयुक्त सलाहकार ( श्रम एवं रोजगार ) के पद पर पे बैंड-4, रु. 37,400--67,000/-+ ग्रेड वेतन रु. 8,700/- पर तदर्थ नियुक्ति की अवधि को अगले छह महीनों के लिए यानि दिनांक 03.02.2011 तक अथवा अगले आदेशों तक, इनमें से जो भी पहले हो, बढ़ाते हैं । 2. आईईएस के एनएफएसजी में नियुक्ति के परिणामस्वरूप, उनके उप सलाहकार के पद को अपग्रेड करके निदेशक के रूप में पदनामित किया जाता है ।

2. यह स्पष्ट किया जाता है कि यह तदर्थ नियुक्ति उपर्युक्त अधिकारी को संयुक्त सलाहकार के पद पर नियुक्ति का कोई अधिकार प्रदान नहीं करता और न ही संयुक्त सलाहकार के पद पर उनकी इस तदर्थ नियुक्ति की अवधि को संयुक्त सलाहकार ग्रेड में वरीयता के लिए अथवा उच्च स्तर पर प्रोन्नति के लिए गिना जायेगा ।

3. उपर्युक्त अधिकारी को एनएफएसजी की स्वीकृति माननीय उच्च न्यायालय दिल्ली में लम्बित सिविल रिट याचिका संख्या 5953/2002 के अंतिम परिणाम के अधीन है ।

12.06.2010 11.12.2010 2. यह स्पष्ट किया जाता है कि उक्त कथित नियुक्ति अधिकारियों को उप सलाहकार के ग्रेड में नियमित नियुक्ति हेतु दावे का अधिकार प्रदान नहीं करेगी और उनके द्वारा उपसलाहकार के ग्रेड में तदर्थ आधार पर दी गई सेवाएं भी न तो उप सलाहकार के ग्रेड में वरिष्ठता के प्रयोजनों हेतु और न ही अगले उच्च ग्रेड में पदोन्नित हेतु पात्रता के लिए गिनी जाएगी ।

2. यह तदर्थ नियुक्ति उक्त अधिकारियों को अनुसंधान अधिकारी के ग्रेड में नियमित नियुक्ति हेतु कोई दावा प्रदान नहीं करेगी और उनके द्वारा अनुसंधान अधिकारी के ग्रेड में तदर्थ आधार पर दी गई कोई सेवा न तो अनुसंधान अधिकारी के ग्रेड में वरिष्ठता के प्रयोजन हेतु न ही अगले उच्च ग्रेड में पदोन्नति के लिए पात्रता हेतु गिनी जाएगी ।
