अधिकरण, प्रधान खण्डपीठ, नई दिल्ली के दिनांक 16 जुलाई, 2010 के आदेश के अनुपालन में, गृह मंत्रालय में अपर सचिव ( संघ राज्य क्षेत्र ) ने राष्ट्रीय राजधानी क्षेत्र दिल्ली, अंडमान एवं निकोबार द्वीप समूह, लक्षद्वीप , दमण एवं दीव तथा दादरा एवं नगर हवेली ( पुलिस सेवा ) नियम, 2003 के नियम-10 उप नियम ( 1 ) के साथ पठित नियम-7 के उप नियम (2) के खण्ड ( ग ) के अंतर्गत दिल्ली पुलिस के निरीक्षक ( डी-1/894 ) श्री बाबू लाल ( जन्म तिथि: 30.07.1953 ) को राष्ट्रीय राजधानी क्षेत्र दिल्ली, अंडमान एवं निकोबार द्वीप समूह, लक्षद्वीप , दमण एवं दीव तथा दादरा एवं नगर हवेली पुलिस सेवा ( दानिप्स ) के प्रविष्टि ग्रेड में 9,300--34,800/- रु. (ग्रेड- पे 4,800/- रु. ) के वेतनमान में 15 जुलाई, 2009 से अर्थात्, उनके एकदम कनिष्ठ व्यक्ति के दानिप्स के प्रविष्टि ग्रेड में नियुक्त होने की तारीख से दो वर्ष की अवधि के लिए परिवीक्षा पर नियुक्त किया है । उनकी 15 जुलाई, 2009 से आज तक की पदोन्नति केवल नोशनल होगी तथा वह पिछले वेतन के लिए पात्र नहीं होंगे । वह नियमों के अंतर्गत उन्हें देय अन्य परिणामी लाभों के भी हकदार होंगे । तथापि, उक्त आदेश को लागू करने से पूर्व दिल्ली पुलिस यह सुनिश्चित कर ले कि वह सतर्कता की दृष्टि से मुक्त रहें ।

2. उक्त नियुक्ति निम्नलिखित शर्तों के अध्यधीन है :-- ( i) इस तदर्थ नियुक्ति से श्री अंशुमाली शर्मा को अनिश्चित काल के लिए ग्रेड में बने रहने अथवा नियमित नियुक्तिके लिए अनुभाग अधिकारियों की चयन सूची में शामिल किए जाने या केन्द्रीय सचिवालय सेवा के अनुभाग अधिकारी के ग्रेड में वरिष्ठता का दावा करने का कोई अधिकार प्राप्त नहीं होगा । ( ii ) यह तदर्थ नियुक्ति अनुभाग अधिकारी के ग्रेड में वरीयता कोटा अथवा सीमित विभागीय प्रतियोगिता परीक्षा के जरिए नियमित अभ्यर्थियों के उपलब्ध होने तक जारी रहेगी । यदि तदर्थ आधार पर नियुक्त अधिकारी इन दो श्रेणियों में से किसी के लिए भी नियमित नियुक्ति के लिए अर्हयता प्राप्त नहीं करते तो उनको ऐसे नियमित अधिकारियों के उपलब्ध होने पर उस तारीख से सहायक ग्रेड में प्रत्यावर्तित कर दिया जाएगा जिस तारीख को वे ( नियमित अनुभाग अधिकारी ) कार्मिक और प्रशिक्षण विभाग द्वारा उनको आबंटित संवर्ग में कार्यभार ग्रहण करेंगे ।

(i) The adhoc promotion shall not confer any right to continue in the grade indefinitely or for inclusion in the Select List for regular appointment or to claim seniority in Grade- I of CSS;

2. The appointment of Shri Devinder Kumar shall be subject to outcome of Court Case W.P. (C) No. 13245-60/ 2005 filed by Kailash Chander Vs. Uol pending in Hon'ble High Court , Delhi and OA No. 1083/2007 & MA No. 1171 / 2007 filed by Shri Sauranshu Sinha Vs. Uol pending in the Hon'ble CAT Delhi .

(ii) Adhoc appointments may be terminated at any point of time without giving any reason therefor ;
