योजना का नाम: ( अ) 400 केवी डी/ सी बोंगईगांव सिलीगुड़ी ट्रांसमिशन लाइन एवं ( ब) 400 केवी डी/ सी पूर्णिया बिहारशरीफ़ ट्रांसमिशन लाइन. उपरोक्त लगभग 455 कि.मी. 400 केवी डी/ सी ट्रांसमिशन लाइनें , जो बोंगईगांव से सिलीगुड़ी एवं पूर्णिया से बिहारशरीफ़ तक हैं , प्राथमिक तौर पर सेन्ट्रल इलेक्ट्रिसिटी अथोरिटी एवं सेन्ट्रल ट्रांसमिशन युटीलिटी द्वारा परिपूर्ण की गई योजना के अनुसार एवं ईएनआईसीएल तथा एलटीटीसीज़ के साथ अनुबंध के अनुसार उत्तरी क्षेत्र में एनईआर/ ईआर अतिरिक्त विद्युत आयात करने में सक्षम बनाने के लिए ओवरहेड ट्रांसमिशन लाइनें बिछाने हेतु ईएनआईसीएल द्वारा बूम ( बिल्ड अवन ऑपरेट एंड मेन्टेन) पर निर्मित होने के लिए प्रस्तावित हैं.
उपरोक्त पारेषण परियोजना को विद्युत अधिनियम 2003 के अनुच्छेद 68 के अंतर्गत विद्युत मंत्रालय , भारत सरकार द्वारा अनुमोदित किया गया है , देखें इसका पत्र क्र. 12/04/ 09- पीजी दिनांक 25 मार्च 2010. ईएनआईसीएल ने पहले ही उपरोक्त पारेषण तंत्र के निर्माण , संचालन एवं रख - रखाव ( बूम ) के लिए 15 अप्रैल 2010 को सेन्ट्रल इलेक्ट्रिसिटी रेग्युलेटरी कमीशन ( सीईआरसी ) को पारेषण लाइसेंस प्रदान करने के लिए आवेदन कर दिया है , देखें इसकी याचिका क्र. 131/2010. इस योजना के तहत आवरित पारेषण लाइनें निम्नांकित गांवों, कस्बों और शहरों से होकर , उनके ऊपर से, आसपास से और बीच से होकर गुज़रेगी

M/ S East North Interconnection Company limited ( ENICL ) having its registered office at Core - 6 , Scope office Complex , 2nd floor , C/o BALCO, 7 Lodhi Road , Delhi , 110003, intends to apply to the Government of India to confer upon him all the powers under Section 164 of the Electricity Act , 2003 for the placing of electric lines or electrical plant for the transmission of electricity or for the purpose of telephonic or telegraphic communications necessary for the proper coordination of works which telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained , by the Government or to be so established or maintained and will undertake the survey, construction, installation, inspection , erection and other works to be followedby commissioning , operation , maintenance and other works for the following transmission schemes .
Name of the Scheme : ( a)400 kV D/C Bongaigaon - Siliguri Transmission Line & (b )400 kV D/ C Purnia- Biharsharif Transmission Line
The above 400 KV D /C Transmission Lines of about 455 kms from Bongaigaon to Siliguri and from Purnia to Biharsharif are proposed to be constructed on BOOM (Build Own Operate & Maintain) by ENICI, for laying overhead transmission line primarily for enabling Import of NER/ER surplus power to Northern Region as per scheme finalized by Central Electricity Authority and Central Transmission Utility and as per TSA agreement with ENICL & LTTC's . The above transmission project has been accorded approval by the Government of India, Ministry of Power vide its letter No. 12/4/09-PG dated 25th March 2010 under section 68 of the Electricity Act 2003.ENICL has already applied to Central Electricity Regulatory Commission ( CERC) for grant of Transmission License vide its Petition No. 131/2010 on 15th April 2010 for the construction , Operation and maintenance (BOOM) of the above Transmission System.
