का.नि.आ. 50.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , और सेना कैडेट कालंज खंड , भारतीय सैन्य अकादमी ( रीडर ) भर्ती नियम , 1989 को , उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, रक्षा मंत्रालय के अधीन सेना कैडेट कालेज खंड , भारतीय सैन्य अकादमी , देहरादून में सह आचार्य समृह ' क ' राजपत्रित , अननुसचिवीय के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:

1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का संक्षिप्त नाम सेना कैडेट कालेज खंड , भारतीय सैन्य अकादमी ( सह आचार्य ) पद भर्ती नियम , 2010 है ।

(2) ये राजपत्र में उनके प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. पद संख्या , वर्गीकरण , वेतन बैंड और ग्रेड वेतन या वेतनमान पद संख्या , उनका वर्गीकरण , और वेतन बैंड और ग्रेड वेतन या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

3. भर्ती की पद्धति , आयु- सीमा और अन्य अर्हताएं. उक्त पद पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उससे संबंधित अन्य बातें वे हांगी जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिदिष्ट हैं ।

4. निरर्हता.-वह व्यक्ति,

( क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या विवाह करने की संविदा की है ; या ( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है या विवाह करने की संविदा न्पी है उक्त पद पर नियुक्ति का पात्र नहीं होगा :

परंतु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं, तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जां कारण हैं उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।

6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , और अन्य पिछड़े वर्गों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

और/या रिसर्च या सूचीबद्ध नीतिपत्र या आई एस बी एन या आई एस एस एन संख्या वाली पुस्तकें या पत्रिकाएं प्रकाशित की गई हों और संबंधित विश्वविद्यालय की वेबसाइट में विश्वविद्यालय द्वारा तैयार आई एस बी एन या आई एस एस एन पत्रिकाओं की सूची दी गई हो , के प्रकाशन कार्य का प्रमाण ।

( iv ) शिक्षा के क्षेत्र में किए गए नवीन कार्यों , नवीन पाठ्यक्रम और कोर्स तैयार करने , और प्रौद्योगिकी मध्यस्थ शिक्षण प्रक्रिया तैयार करने में सहयोग और साथ ही पी . एच. डी. कर रहे अभ्यर्थियों और अनुसंधानरत विद्यार्थियों को मार्गदर्शान करने का अनुभव प्राप्त हो ।

( v ) इन विनियमों में विश्वविद्यालय अनुदान आयोग द्वारा तैयार की गई शैक्षिक निष्पादन सूचक ( ए पी आई ) के आधार पर कार्य निष्पादन मूल्यांकन प्रणाली ( पी बी एएस ) में निर्धारित न्यूनतम अंक ।

टिप्पणी 1 पद का विज्ञापन प्रकाशित करते समय विषय की सही- सही शाखा का उल्लेख किया जाएगा ।

टिप्पणी 2 : शिक्षण पदों पर सीधी भर्ती के लिए अच्छे शैक्षिक रिकार्ड का आकलन करने और पात्रता के उद्देश्य से अनुसूचित जाति या अनुसूचित जन जाति या अपंग ( शारीरिक रूप से विकलांग और नेत्रहीन ) श्रेणियों के उम्मीदवारों को स्नातक और स्नातकोत्तर स्तर पर अंकों में पांच प्रतिशत की छूट दी जाएगी । छूट लेने के लिए विश्वविद्यालय की भांति अनुग्रहांक ( ग्रेस अंक ) प्रक्रिया के अंतर्गत अंकों को 55 प्रतिशत या 50 प्रतिशत के पूर्णांक में बदलने की अनुमति नहीं है ।

टिप्पणी 3 : जिन पी. एच. डी. डिग्री धारकों ने अपनी स्नातकोत्तर परीक्षा 19 सितंबर 1991 से पहले उत्तीर्ण कर ली है उन्हें अंकों में पांच प्रतिशत के अर्थात् पचपन प्रतिशत से पचास प्रतिशत करने की छूट दी जाएगी ।

टिप्पणी 4 : यदि मान्यताप्राप्त विश्वविद्यालय द्वारा ग्रेडिंग प्रणाली का पालन किया जा रहा है तो पचपन प्रतिशत के समकक्ष संगत ग्रेड प्राप्तकर्ता को पात्र माना जाएगा ।

टिप्पणी 5 : सह आचार्य की सीधी भर्ती के लिए आवेदन कर रहे सभी अभ्यर्थियों का पी एच डी डिग्री धारक होना अनिवार्य है ।

टिप्पणी 6 : शिक्षण पदों पर नियुक्ति के लिए, एम फिल और/ अथवा पी एच डी करने में अभ्यर्थी द्वारा लिये गये समय को अनुसंधान अनुभव की अवधि नहीं माना जाएगा ।

टिप्पणी 7 : अर्हताएं, अन्यथा सुअर्हित अभ्यर्थियों की दशा में कारणों को लेखबद्ध करके संघ लोक सेवा आयोग के विवेकानुसार शिथिल की जा सकती हैं ।

टिप्पणी 8 : अनुभव संबंधी अर्हता ( अर्हताएं ) संघ लोक सेवा आयोग के विवेकानुसार अनुसूचित जातियों और अनुसूचित जनजातियों के अभ्यर्थियों की दशा में कारणों को लेखबद्ध करके तब शिथिल की जा सकती है जब चयन के किसी प्रक्रम पर संघ लोक सेवा आयोग की यह राय है कि उनके लिए आरक्षित रिक्तियों को भरने के लिए अपेक्षित अनुभव रखने वाले उन समुदायों के अभ्यर्थियों की पर्याप्त संख्या में उपलब्द्ध होने की संभावना नहीं है । 232

प्रोन्नति या प्रतिनियुक्ति या आमेलन द्वारा भर्ती की दशा में वे श्रेणियां जिनसे प्रोन्नति या प्रतिनियुक्ति या आमेलन किया जाएगा भर्ती की पद्धति , भर्ती सीधे होगी या प्रोन्नति द्वारा या प्रतिनियुक्ति या आमेलन द्वारा तथा विभिन्न पद्धतियों द्वारा भरे जाने वाले पदों की प्रतिशतता

सीधी भर्ती :

लागू नहीं होता

पद्धारी के प्रतिनियुक्ति पर या लम्बी बीमारी या अध्ययन छूट्टी या किन्हीं अन्य परिस्थितियों में से एक वर्ष या इससे अधिक अवधि के लिए बाहर रहने के कारण हुई रिक्तियां , केन्द्रीय सरकार के ऐसे अधिकारियों में से , प्रतिनियुक्ति के आधार पर भरी जा

सकेंगी :-

( क) ( i ) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं ; या

( ii ) जिन्होंने मूल काडर या विभाग में वेतन बैंड -3 , 15600-39100 रुपए और ग्रेड वेतन 6600 रुपए या समतुल्य में नियमित आधार पर , नियुक्ति के पश्चात् उस श्रेणी में पांच वर्ष सेवा की है ; और

(ख ) जिनके पास स्तंभ 8 के अधीन सीधी भर्ती किए जाने वाले व्यक्तियों के लिए विहित शैक्षिक अर्हता है ।

टिप्पण : प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।

यदि विभागीय प्रोन्नति समिति है , तो उसकी संरचना

S.R.O. 50. In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Army Cadet College Wing, Indian Military Academy ( Reader ) Recruitment Rules , 1989 , the President hereby makes the following rules regulating the method of recruitment to the post of Associate Professor in Army Cadet College Wing , Indian Military Academy, Dehradun Group A Gazetted. Non - Ministerial under the Ministry of Defence , namely : -

1. Short title and commencement .-( 1 ) These rules may be called the Army Cadet College Wing. Indian Military Academy ( Associate Professor ) Recruitment Rules , 2010.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts , classification , pay band and grade pay or pay scale . The number of the posts , their classification and the pay band and grade pay or the pay scale attached thereto, shall be as specified in columns ( 2 ) to ( 4 ) of the Schedule annexed to these rules .

3. Method of recruitment , age limit and other qualifications . The method of recruitment , age limit , qualifications and other matters relating to the said post, shall be as specified in columns ( 5 ) to ( 14 ) of the said Schedule .

4. Disqualification . No person ,

( a) who has entered into or contracted a marriage with a person having a spouse living ; or (b) who having a spouse living , has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post :

Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .

5. Power to relax .- Where the Central Government is of the opinion that it is necessary or expedient so to do it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons .

6. Saving. Nothing in these rules shall affect reservation , relaxation of age - limit and other concessions requiredto be provided for the Scheduled Castes , the Scheduled Tribes , the Other Backward Classes , Ex - servicemen and other special categories of persons , in accordance with the orders issued by the Central Government from time to time in this regard .

(10) One year ( i) Good academic record with a Ph . D Degree in the concerned or allied or relevant disciplines .

(ii) Fifty- five per cent of the marks , or equivalent grade wherever grading system is followed at the Master's Degree level .

(iii) A minimum of five years of experience of teaching and/ or research in an academic research position equivalent to that of Assistant Professor in a university or college or accredited research Institution or Industry excluding the period of Ph . D Research with evidence of published work and a minimum of five publications as books and/ or research or policy papers indexed or ISBN or ISSN numbered books or journals and university developed ISBN or ISSN list of journals hosted in the website of the concerned university .

( iv) Contribution to educational innovation , design of new curricula and courses , and technology-mediated teaching learning process with evidence of having guided Doctoral candidates and research students .

(v) A minimum score as stipulated in the Academic Performance Indicator ( API ) based Performance Based Appraisal System ( PBAS) developed by University GrantsCommission in these regulations .

Note 1: Exactdiscipline of subject shall be indicated at the time of advertisement of the post .

Note 2: A relaxation of five per cent of marks may be provided atthe Graduate and Master's level for the Schedule Castes or Scheduled Tribes or differently - abled (Physically and Visually Handicapped) categories for the purpose of eligibility and for assessing good academic record during direct recruitment to teaching positions . Rounding off of marks to make it to 55 % or 50 % as the case may be through grace mark procedure etc. , by universities is not permissible for claiming relaxation .

Note 3 : A relaxation of 5 % may be provided, from 55 % to 50 % of the marks to the Ph. D Degree holders , who have passed their Master's Degree prior to 19 September , 1991 .

Note 4 : Relevant grade which is regarded as equivalent of 55 % wherever the grading system is followed by a recognized university shall also be considered eligible .

Note 5 : Ph . D shall be a compulsory requirement for all candidates applying for direct recruitment as Associate Professor.

Note 6: The period of time taken by candidates to acquire M. Phil and/ or Ph . D shall not be considered as research experience to be claimed for appointment to the teaching positions.

Note 7 : Qualifications are relaxable at the discretion of the Union Public Service Commission for reasons to be recorded in writing, in the case of candidates otherwise well qualified .

Note 8 : The qualification regarding experience are relaxable at thediscretion of the Union Public Service Commission for the reasons to be recorded in writing , in the case of candidates belonging to Scheduled Castes or Scheduled Tribes , if any at any stage of selection , the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them.

का.नि.आ. 51 .-- राष्ट्रपति, संविधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, और सैनिक प्रशिक्षण निदेशालय समूह ' ग ' और समूह ' घ ' पद भर्ती नियम ( क ) , 2008 को , जहां तक उनका संबंध स्थल अधीक्षक श्रेणी-1 , स्थल अधीक्षक श्रेणी-2 , स्थल अधीक्षक श्रेणी -3 , तकनीकी प्रयोगशाला सहायक , प्रयोगशाला सहायक श्रेणी -1 , प्रयोगशाला सहायक श्रेणी-2, प्रयोगशाला परिचर , टिनकार या ताम्रकार , लोहार , कलाकार श्रेणी -1 , कलाकार श्रेणी-2 , सहायक कलाकार , कलाकार या माडल निर्माता या इश्तहार निर्माता , भंडारी श्रेणी-2 , संगीत पांडुलिपि लेखक , संगीत उपकरण यांत्रिक , भंडारी , मुद्रक श्रेणी-4 ( मुद्रणालय ) , बालू माडल निर्माता , माडल निर्माता, प्रूफ वाचक या मुद्रणालय पर्यवेक्षक , कम्पोजिटर , उपकरण यांत्रिक , बैंड मास्टर और हिंदी अनुदेशक के पदों से है , उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पहले किया गया है या करने का लोप किया गया है, सैनिक प्रशिक्षण निदेशालय में स्थल अधीक्षक श्रेणी-1 , स्थल अधीक्षक श्रेणी-2 , स्थल अधीक्षक श्रेणी-3 , तकनीकी प्रयोगशाला सहायक , प्रयोगशाला सहायक श्रेणी -1 , प्रयोगशाला सहायक श्रेणी-2 , प्रयोगशाला परिचर , टिनकार या ताम्रकार , लोहार , कलाकार श्रेणी -1 , कलाकार श्रेणी -2 , सहायक कलाकार , कलाकार या माडल निर्माता या इश्तहार निर्माता , भंडारी श्रेणी-2, संगीत पांडुलिपि लेखक , संगीत उपकरण यांत्रिक , भंडारी , मुद्रक श्रेणी-4 ( मुद्रणालय ) , बालू माडल निर्माता , माडल निर्माता , प्रूफ वाचक/मुद्रणालय पर्यवेक्षक , कम्पोजिटर , उपकरण यांत्रिक , बैंड मास्टर और हिंदी अनुदेशक ( समूह ' ग ' ) अराजपत्रित , अननुसचिवीय , गैर - औद्योगिक पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्: -

1. संक्षिप्त नाम और प्रारम्भ ( 1 ) इन नियमों का संक्षिप्त नाम रक्षा मंत्रालय, सैनिक प्रशिक्षण निदेशालय समूह ' ग ' पद भर्ती नियम ( क ) , 2010 है ।

(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना : ये नियम , इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 1 ) में विनिर्दिष्ट पदों पर लागू होंगे ।

3. पद संख्या , वर्गीकरण और वेतनमान-उक्त पदों की संख्या , उनका वर्गीकरण और उनके वेतनमान वे होंगे , जो इन नियमों म उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।

4. भर्ती की पद्धति , आयु- सीमा और अन्य अर्हताएं. उक्त पदों पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त उक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।

5. निरर्हता. वह व्यक्ति ,-

( क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,

उक्त पदों पर नियुक्ति का पात्र नहीं होगा :

परंतु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि कं अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं , तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेंगी । 6. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं उन्हें लेखबद्ध करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेंगी । 7. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों और भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है । [ भाग II-खण्ड 4 ]

(ख ) जिनके पास स्तंभ ( 8 ) में उपदर्शित यथा विहित शैक्षिक अर्हता और अनुभव हो ।

टिप्पण : प्रतिनियुक्ति की अवधि जिसके अंतर्गत केन्द्रीय सरकार या उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य काडर बाह्य पद पर प्रतिनियुक्ति की अवधि साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन प्राप्त की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी । यदि विभागीय प्रोन्नति समिति है , तो उसकी संरचना

प्रोन्नति द्वारा , जिसके न हो सकने पर आमेलन द्वारा और दोनों के न हो सकने पर सीधी भर्ती द्वारा ।

1. Short title and commencement . ( 1 ) These rules may be called Ministry of Defence , Military Training Directorate , Group ' C ' posts , Recruitment Rules (A) , 2010 .

2. Application . These rules shall apply to the posts specified in column ( 1 ) of the Schedule annexed to these rules .

3. Number of post , classification and scale of pay . The number of the posts , their classification and the scale of pay attached thereto , shall be as specified in columns ( 2 ) to (4 ) of the said Schedule .

4.Method of recruitment , age limit and other qualifications . The method of recruitment , age limit , qualification and other matters relating to the said posts , shall be as specified in columns ( 5 ) to ( 14 ) of the aforesaid Schedule .

5. Disqualification . No person ,

(a) who has entered into or contracted a marriage with a person having a spouse living , or

(b) who having a spouse living , has entered into or contracted marriage with any person ,

6. Power to relax . Where the Central Government is of the opinion that it is necessary or expedient to do so , it may , by order , for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons .
