सा.का.नि. 199. राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , भारत के महारजिस्ट्रार का कार्यालय में सांख्यिकीय अन्वेषक ग्रेड -1 ( प्रशिक्षण ) के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाते हैं, अर्थात्:--
1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का नाम भारत के महारजिस्ट्रार का कार्यालय सांख्यिकीय अन्वेषक ग्रेड -1 ( प्रशिक्षण ) भर्ती नियम , 2010 होगा ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पदों की संख्या , वर्गीकरण और पे बैण्ड तथा ग्रेड पे या वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका पे बैंड तथा ग्रेड पे या वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के कालम ( 2 ) से ( 4 ) में विनिर्दिष्ट हैं । 3. भर्ती की पद्धति , आयु सीमा , अर्हताएं आदि उक्त पद पर भर्ती की पद्धति, आयु सीमा , अर्हताएं और उक्त पद से संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के कालम ( 5 ) से ( 14 ) में विनिर्दिष्ट हैं ।

(क ) जिसने ऐसे व्यक्ति से जिसका पति या पत्नी जीवित है, विवाह किया है; या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित होते हुए किसी अन्य व्यक्ति से विवाह किया है , उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेंगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके और संघ लोक सेवा आयोग से परामर्श करके इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों के बारे में आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. इन नियमों की कोई भी बात ऐसे आरक्षणों, आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों , अन्य पिछड़े वर्गों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्गों के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

( क) ( i ) जो अपने मूल संवर्ग या विभाग में नियमित आधार पर सदृश पद धारण किए हों; अथवा
( ii ) जिन्होंने अपने मूल संवर्ग या विभाग में पे बैंड पी.बी. -2 , 9300-34800 रु. तथा 4200 रु. ग्रेड पे सहित या समकक्ष वेतनमान में पद पर नियमित आधार पर नियुक्ति के पश्चात् ग्रेड में पांच वर्ष की सेवा की हो; और
(ख ) जो निम्नलिखित शैक्षिक अर्हताएं तथा अनुभव रखते हों:-
( i ) किसी मान्यताप्राप्त विश्वविद्यालय से सांख्यिकी या गणित ( सांख्यिकी सहित ) या अर्थशास्त्र ( सांख्यिकी सहित ) या वाणिज्य ( सांख्यिकी सहित ) में स्नातकोत्तर डिग्री हो ।
( ii ) प्रशिक्षण कार्यक्रम का आयोजन करने या चलाने में दो वर्ष का अनुभव हो ।
( केन्द्रीय सरकार के उसी या किसी अन्य संगठन / विभाग में इस नियुक्ति से तुरंत पहले धारित किसी अन्य सवंर्ग * बाह्य पद पर प्रतिनियुक्ति की अवधि ( अल्पावधि संविदा सहित ) प्रतिनियुक्ति की अवधि सामान्यतः तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति ( अल्पावधि संविदा सहित ) द्वारा नियुक्ति के लिए अधिकतम आयु सीमा आवेदन पत्र प्राप्त होने की अंतिम तारीख को 56 वर्ष से अधिक नहीं होनी चाहिए ) ।
टिप्पणी : प्रतिनियुक्ति आधार पर नियुक्ति के लिए 1-1-2006 से पूर्व अधिकारी द्वारा नियमित आधार पर की गई सेवा अथवा वह तारीख जिससे छठे वेतन आयोग की अनुशंसाओं के आधार पर संशोधित वेतन ढांचे का विस्तार किया गया है , को वेतन आयोग की अनुशंसा के आधार पर विस्तारित तदनुरूपी ग्रेड पे / वेतनमान में की गई सेवा माना जाएगा । इसमें एक समान ग्रेड पे या वेतनमान में एक से अधिक संशोधन से पूर्व के वेतनमान का विलय शामिल नहीं है और यह लाभ केवल उन्हीं पदों पर मिलेगा जहां किसी उन्नयन के बगैर ग्रेड पे /वेतनमान को सामान्यतः प्रतिस्थापित किया गया है ।
यदि विभागीय प्रोन्नति समिति विद्यमान है तो उसकी संरचना क्या है
भर्ती करते समय किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

In exercise of the powers conferred by the proviso to article 309 of the Constitution , the President hereby makes the following rules regulating the method of recruitment to the post of Statistical Investigator Grade - 1 (Training) in the Office of the Registrar General , India , namely:-
1. Short title and commencement .---( 1 ) These rules may be called the Office of the Registrar General , India , Statistical Investigator Grade - 1 ( Training ) , Recruitment Rules , 2010 .

[PART II - SEC. 3 (i ) ] (2) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post , classification and pay band and grade pay or scale of pay. The number of the said post , its classification and the Pay Band and Grade Pay or Pay scale attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules .
3. Method of recruitment , age limit , qualifications , etc. The method of recruitment , age limit , qualifications and other matters relating to the said post shall be as specified in columns 5 to 14 of the aforesaid Schedule .
4. Disqualification . No person ,---
( a) who has entered into or contracted a marriage with a person , having a spouse living , or
(b) who , having a spouse living , has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post :
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing , exempt any person from the operation of this rule.
5. Power to relax .- Where the Central Government is of opinion that it is necessary or expedient so to do , it may . by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission . relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving -Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Other Backward Classes , the Ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Period of deputation ( including short term contract ) including period of deputation (including short term contract ) in another ex - cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinary not exceed three years . The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of the receipt of applications .
Note : For the purpose of appointment on deputation basis , the service rendered on a regular basis by an officer prior to the 1-1-2006 (date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended ) shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Pay Commission , except where there has been merger of more than one pre - revised scale of pay into one grade with a common grade pay or pay scale , and where this benefit will extend only for the post ( s ) for which that grade pay or pay scale is the normal replacement grade without any upgradation .

द्वारा की गई ऐसी अर्हक या पात्रता सेवा , अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो, कम न हो और उन्होने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर ली हो ।
टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा की संगणना करने के प्रयोजन के लिए 1-1-2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिश पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है , किसी अधिकारी द्वारा , नियमित आधार पर की गई सेवा को, सिवाय उसके जहाँ एक से अधिक पूर्व- पुनरीक्षित वेतनमानं का साधारण ग्रेड वेतन या वेतनमान वाले एक ग्रेड में विलय हो गया है और जहाँ यह लाभ केवल उस पद या उन पदों पर , जिसके लिए ग्रेड वेतन या वेतनमान किसी उन्नयन के बिना सामान्य प्रतिस्थापन ग्रेड है, विस्तारित होगा, वेतन आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।
प्रतिनियुक्ति:
( क) केन्द्रीय सरकार के ऐसे अधिकारी
( i ) जो मूल काडर या विभाग में नियमित आधार पर सदृश पद धारण किए गए हैं; या
( ii ) जिन्होंने मूल काडर या विभाग में वेतन बैंड- 2,9300-34800 रु. + ग्रेड वेतन 4600 रु. या समतुल्य वेतनमान वाले पदों पर, नियमित आधार पर , नियुक्तिके पश्चात्, उस श्रेणी में दो वर्ष नियमित सेवा की है ; या
(iii) जिन्होंने मूल काडर या विभाग में वेतन बैंड- 2 , 9300-34800 रु. + ग्रेड वेतन 4200 रु . या समतुल्य वेतनमान वाले पदों पर , नियुक्त के पश्चात्, उस श्रेणी में , छह वर्ष नियमित सेवा की है; और
(ख ) जिनके पास आशुलिपि ( अंग्रेजी या हिन्दी ) में 100 शब्द प्रति मिनट की गति है ।
टिप्पण 1 : प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए , 1 जनवरी , 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिश पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है , किसी अधिकारी द्वारा , नियमित आधार पर की गई सेवा को , सिवाय उसके जहाँ एक से अधिक पूर्व- पुनरीक्षित वेतनमान का साधारण ग्रेड वेतन या वेतनमान वाले एक ग्रेड में विलय हो गया है और जहाँ यह लाभ केवल उस पद या उन पदों पर , जिसके लिए ग्रेड वेतन या वेतनमान किसी उन्नयन के बिना सामान्य प्रतिस्थापन ग्रेड है , विस्तारित होगा , वेतन आयोग की सिफारिशों के आधार पर विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।
टिप्पण 2: पोषक प्रवर्ग के ऐसे अधिकारी , जो प्रोन्नति की सीधी पंक्ति में हैं, प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे और इसी प्रकार प्रतिनियुक्त व्यक्ति, प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होगें ।

1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय , पशुपालन, डेयरी और मत्स्यपालन विभाग , केन्द्रीय कुक्कुट विकास संगठन , अवर श्रेणी लिपिक ( समूह ' ग ' पद ) भर्ती नियम , 2010 होगा ।
(2) ये राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।

981 3. भर्ती की पद्धति , आयु- सीमा , अर्हताएं , आदि उक्त पद पर भर्ती की पद्धति, आयु सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो उक्त अनुसूची के स्तम्भ ( 5 ) से ( 14 ) में विनिर्दिष्ट हैं । 4. निरर्हता. वह व्यक्ति,-
( क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ; या
(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं, उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करकें , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बााबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण , आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

1. Short title and commencement . ( 1 ) These rules may be called the Ministry of Agriculture , Department of Animal Husbandry , Dairying and Fisheries , Central Poultry Development Organizations , Lower Division Clerk ( Group ' C ' Post) Recruitment Rules , 2010
(2) They shall come into force on the date of their publication in the Official Gazette .
2.Number of post, classification, pay band and grade pay or pay scale. The number of post , its classification , pay band and grade pay or pay scale attached thereto shall be as specified in columns (2 ) to ( 4) of the Schedule annexed to these rules .
3.Method of recruitment, age limit , qualifications , etc. The method of recruitmentto the said post , age limit , qualifications and other matters relating thereto shall be as specified in columns ( 5) to ( 14 ) of the said Schedule.
4. Disqualification . No person ,
(a) who has entered into or contracted a marriage with a person, having a spouse living, or
(b) who , having a spouse living , has entered into or contracted a marriage with any person , shall be eligible for appointment to the said posts:
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing , exempt any person from the operation of this rule.
5. Power to relax.--Where the Central Government is of the opinion that it is necessary or expedient so to do, it may , by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving . Nothing in these rules shall affect reservation , relaxation of age limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes , the Scheduled Tribes , Ex - servicemen , the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

सा.का.नि. 202. राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए , और केन्द्रीय भेड़ प्रजनन फार्म , हिसार ( समूह ' घ ' पद ) भर्ती नियम , 1976 और केन्द्रीय भेड़ प्रजनन फार्म , हिसार ( वर्ग 3 और वर्ग 4 पद ) नियम , 1977 को जहां तक उनका संबंध दफ्तरी , माली , झाडूकश , चपरासी और चौकीदार के पदों से है, उन बातों के सिवाय अधिक्रांत करते हुए , जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है , या करने का लोप किया गया है , कृषि मंत्रालय ( पशुपालन , डेयरी और मत्स्य पालन विभाग ) केन्द्रीय भेड़ प्रजनन फार्म , हिसार में बहु - कृतिक कर्मचारियों के पदों पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्: -- 1. संक्षिप्त नाम और प्रारंभ. ( 1 ) इन नियमों का संक्षिप्त नाम कृषि मंत्रालय ( पशुपालन , डेयरी और मत्स्य पालन विभाग ) केन्द्रीय भेड़ प्रजनन फार्म , हिसार, बहु - कृतिक कर्मचारी ( समूह ' ग ' पद ) भर्ती नियम , 2010 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या , वर्गीकरण और वेतन बैंड और ग्रेड वेतन या वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसके वेतनमान वे होंगे , जो अनुसूची के स्तम्भ ( 2 ) से स्तम्भ ( 4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति , आयु- सीमा , अर्हताएं , आदि-उक्त पद पर भर्ती की पद्धति , आयु सीमा , अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी , जो उक्त अनुसूची के स्तंभ ( 5 ) से स्तम्भ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता.-वह व्यक्ति ,-
( क ) जिसने ऐसे व्यक्ति से , जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है ; या
( ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पदों में से किसी पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 5. शिथिल करने की शक्ति. जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं , उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. इन नियमों की कोई भी बात , ऐसे आरक्षण , आयु सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय - समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों , भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है । THE GAZETTE OF INDIA : NOVEMBER 6 , 2010/ KARTIKA 15 , 1932

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession ofthe Central Sheep Breeding Farm , Hissar (Group D posts ) Recruitment Rules , 1976 , and Central Sheep Breeding Farm, Hissar (Class - III and Class - IV Posts ) Recruitment Rules , 1971 , in so far as they relate to the posts of Daftry , Mali , Sweeper , Peon and Chowkidar , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the posts of Multi Tasking Staff in the Central Sheep Breeding Farm , Hisar in the Ministry of Agriculture (Department of Animal Husbandry , Dairying and Fisheries) , namely:-
1. Short title and commencement .---( 1 ) These rules may be called the Ministry of Agriculture (Department of Animal Husbandry, Dairying and Fisheries ), Central Sheep Breeding Farm , Hissar, Multi Tasking Staff (Group C Post ) Recruitment Rules , 2010 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. Number of post , classification pay band and grade pay or pay scale. The number of post, its classification , pay band and grade pay or pay scale attached thereto , shall be as specified in coloumns (2) to (4 ) of the Schedule annexed to these rules.
3.Method of recruitment , age limit , qualifications , etc. The method of recruitment to the said post , age limit , qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 14 ) of the said Schedule.
4. Disqualification .---No person ,
(a) who has entered into or contracted a marriage with a person having a spouse living ; or .
(b) who , having a spouse living , has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing , exempt any person from the operation of this rule .
5. Power to relax .-Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .
