में सुधार के लिए अध्ययन शुरू कराने के बारे में सलाह देना ताकिसरकार की नवीनतम नीतियों/ प्रयासों के प्रभाव का पता लगाया जा सके और विभिन्न संस्थागत क्षेत्रों के लिए लेखाओं काअनुक्रमविकसित किया जा सके ।
(iv) नई श्रृंखलाओं के अनुसार राष्ट्रीय लेखा सांख्यिकी के बारे में पद्धति संबंधी दस्तावेजों की प्रस्तुति; स्रोत एवं पद्धतियों के बारे में दिशा-निर्देश उपलब्ध कराना;
(v) राष्ट्रीय लेखाओं के संबंध में राष्ट्रीय सांख्यिकीय आयोग द्वारा समिति को भेजे गए किसी अन्य मामले के संबंध में सलाह देना ।
4. समिति के अध्यक्ष, यदि आवश्यक हो तो विशिष्ट मुद्दों और विभिन्न विषयों से संबंधित समस्याओं से निपटाने के लिए केन्द्र सरकार की पूर्व अनुमति से सदस्यों को सहयोजित कर सकते हैं ।
5. समिति के गैर - सरकारी सदस्य तत्संबंधी नियमों और लागू आदेशों के अनुसार बैठक में शामिल होने के लिए टीए/डीए, उपस्थिति शुल्क आदि प्राप्त करेंगे और यह व्यय केन्द्रीय सांख्यिकीय कार्यालय , सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय के बजट अनुदान से वहन किया जाएगा । 6. राष्ट्रीय लेखा प्रभाग , केन्द्रीय सांख्यिकीय कार्यालय , सांख्यिकी और कार्यक्रम कार्यान्वयन मंत्रालय समिति को सचिवालयी सहायता प्रदान करेगा । 7. समिति की बैठकों में भाग लेने के लिए सरकारी सदस्यों के टीए/डीए पर होने वाला व्यय उस मूल मंत्रालय/विभाग/संगठन द्वारा वहन किया जाएगा जिससे वे संबंधित हैं ।
8. इसे बजट एवं वित्त विभाग के दिनांक 30.09.2010 के डायरी सं. 5437 /ब. एवं वि. द्वारा प्राप्त वित्तीय सलाहकार ( सांख्यिकी ) की सहमति से जारी किया गया है ।

कारपोरेट कार्य मंत्रालय के कामकाज में हिन्दी के प्रगामी प्रयोग को बढ़ाने के लिए सलाह देना है ।
कार्यकाल
2. सामान्य तौर पर सीएसआर कारपोरेट्स द्वारा किए जाने वाले स्वैच्छिक क्रियाकलाप हैं , जो सामाजिक रूप से उत्तरदायी कंपनी अपनी छवि को अपने शेयरधारकों तथा अन्य हिस्सेदारों तथा उनके स्थानीय समुदाय दोनों में दर्शाना चाहती है । तथापि, सीएसआर प्रयासों का स्वरूप और सीमा काफी परिवर्तनीय रही है ।
समिति के सदस्यों का कार्यकाल सामान्य रूप से समिति के गठन संबंधी संकल्प के जारी होने की तारीख से तीन वर्ष होगा, बशर्ते कि: --
( 1) जो संसद सदस्य समिति के सदस्य हैं , वे संसद सदस्य न रहने पर इस समिति के सदस्य नहीं रहेंगे ।
(2) समिति के पदेन सदस्य अपने पद पर कार्य करते रहने तक की इस समिति के सदस्य रहेंगे ।
3. इसके अतिरिक्त, सार्वजनिक क्षेत्र उपक्रमों ( पीएसयू) के संदर्भ में सरकार, सी एस आर के लिए नीति निर्माता तथा मानदंड निर्धारक दोनों है तथा सार्वजनिक क्षेत्र उपक्रमों की स्वामी भी है, इसलिए पीएसयूके संबंध में इसके पास उच्चस्तरीय दायित्व है । तद्नुसार, सरकार द्वारा केन्द्रीय सार्वजनिक क्षेत्र के उद्यमों के लिए सी एस आर संबंधी दिशा-निर्देश जारी किए गए हैं । ( 3 ) यदि किसी सदस्य की मृत्यु हो जाने के कारण अथवा समिति कीसदस्यता से त्यागपत्र दे देने के कारण स्थान खाली होता है, तो इन स्थान पर नियुक्तसदस्य तीन वर्ष के कार्यकाल की शेष अवधिके लिए ही सदस्य होगा ।
4. खनन का अपनी प्रकृति के अनुसार अपेक्षाकृत उच्च प्रतिकूल सामाजिक तथा पर्यावरणीय प्रभाव है, तथा खान एवं खनिज ( विकास तथा विनियमन ) अधिनियम का नया मसौदा, सार्वजनिक प्रकटन के लिए न केवल सीएसआर योजनाएं अपितु सीएसआर व्यय का भी प्रावधान करता है।
यात्रा तथा दैनिक भत्ते
गैर - सरकारी सदस्यों को उनके निवास स्थान से बैठक के स्थान तक सबसे कम दूरी वाले रास्ते से उनकी पात्रता संबंधी दरों पर यात्रा भत्ता दिया जाएगा । उन्हें समिति की बैठक में शामिल होने के लिए भारत सरकार द्वारा समय- समय पर निर्धारित दरों पर दैनिक भत्ता दिया जाएगा ।
मुख्यालय
समिति का मुख्यालय दिल्ली में होगा , किन्तु समिति अपनी बैठकें आवश्यकता पड़ने पर किसी अन्य स्थान पर भी कर सकती है ।

5. चूंकि दीर्घावधिक परिप्रेक्ष्य से योजना की पूरी प्रक्रिया को खान मंत्रालय में सतत् विकास अवसंरचना ( एसडीएफ ) के साथ संबद्ध किया गयाहै, यह वांछनीय है कि मंत्रालय के पीएसयू सामान्य ढांचे को तैयार करने तथा इसे अपने विशेष मामलों में लागू करने में समर्थ हो । इस प्रक्रिया को सुकर बनाने के लिए यह निर्णय लिया गया है कि पूर्व सचिव, खान मंत्रालय श्रीमती शांता शीला नायर , जिनको इन विषयों के संबंध में विस्तृत ज्ञान है तथाजिन्होंने इस प्रबंधन में अपनी स्वीकृति दे दी है, को नेशनल एल्यूमीनियम कंपनी लिमिटेड ( नालको ) तथा हिन्दुस्तान कॉपर लिमिटेड ( एचसीएल ) के लिए सी एस आर कार्य योजनाओं में सुविधा देने के उद्देश्य से मंत्रालय के सी एस आर संबंधी परामर्शदाता के रूप में नियुक्त किया जाए । दोनों कंपनियां अपनी आवश्यकता के अनुसार उनसे परामर्श ले सकती हैं तथा उन्हें इन दो पीएसयू की सीएसआर संबंधी मंत्रालय/सी - टेम्पों की बैठकों तथा यदि आवश्यक हो तो मंत्रालय की एसडीएफ बैठकों में भी आमंत्रित किया जा सकता है । उनके बहुमूल्य इनपुटों की सुविधा के लिए इस विषय पर सभी दस्तावेज़ों को उन्हें उपलब्ध कराया जाएगा । आदेश दिया जाता है कि इस संकल्प की प्रति समिति के सभी सदस्यों, सभी राज्य सरकारों और संघ राज्य क्षेत्र प्रशासनों, प्रधानमंत्री कार्यालय, मंत्रिमंडल सचिवालय, राष्ट्रपति सचिवालय, संसदीय राजभाषा सामिति, नियंत्रक एवं महालेखा परीक्षक, केन्द्रीय राजस्व के महालेखाकार, लोक सभा सचिवालय , राज्य सभा सचिवालय तथा भारत सरकार के सभी मंत्रालयों और विभागों को भेजी जाएं ।
यह भी आदेश दिया जाता है कि इस संकल्प को जन साधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

(iv) अंतर- संथागत संबंधों तथा नेटवर्किंग के अवसर संबंधी कार्य निष्पादन ।
सं. 7-42/आईसीपीआर/ 2010 - यू- 5--भारतीय दार्शनिक अनुसंधान परिषद् की स्थापना सरकार द्वारा सोसायटी पंजीकरण अधिनियम, 1860 के तहत् पंजीकृत एक स्वायत्त सोसायटी के रूप में मार्च, 1977 को की गई थी । परिषद् के संगम ज्ञापन के अनुसार भारतीय दार्शनिक अनुसंधान परिषद् के मुख्य उद्देश्य तथा लक्ष्य निम्नलिखित हैं : --
(v) दार्शनिक अनुसंधान परिषद् अनुसंधान के क्षेत्र में समिति द्वारा यथानिर्धारित अन्य कोई मामला ।
(क) दर्शनशास्त्र अनुसंधान की प्रगति की समय- समय पर पुनरीक्षा करना ।
( ख ) दर्शनशास्त्र में अनुसंधान के कार्यक्रमों या परियोजनाओं को सहायता प्रदान करना या प्रायोजित करना ।
7. समितिअपनी कार्यविधि, जिसमें जहां वह आवश्यक समझें संस्थाओं के दौरे शामिल हैं, निर्धारित कर सकती है तथा इस अधिसूचना की तारीख से दो महीने की अवधि में भारतीय दार्शनिक अनुसंधान परिषद् की पुनरीक्षा कीअपनी रिपोर्ट प्रस्तुत करेगी ।
(ग) दर्शनशास्त्र में अनुसंधान के संचालन में लगे संस्थाओं और संगठनों को वित्तीय सहायता प्रदान करना ।
( घ ) दर्शनशास्त्र में अनुसंधान कार्यकलापों का समन्वय करना ।
8. भारतीय दार्शनिक अनुसंधान परिषद् के अध्यक्ष, सदस्य सचिव तथा सभी अधिकारी/कर्मचारी समिति को अपेक्षित रिकार्ड, दस्तावेज़, सूचना प्रदान करेंगे तथा पुनरीक्षा तथा रिपोर्ट को तैयार करने की प्रक्रिया के दौरान पूरी तरह से सहयोग करेंगे ।
2. भारतीय दार्शनिक अनुसंधान परिषद् को लोक राजकोष से सहायता अनुदान के रूप में सरकार द्वारा सहायता प्रदान की जाती है ।
9. भारतीय दार्शनिक अनुसंधान परिषद् ( आईसीपीआर ) , समिति को सभी प्रकार की सचिवालय सहायता तथा संभार तंत्रीय सहयोग प्रदान करेगी तथा समिति के सदस्यों के दौरे, यदि हों , की स्थिति में यात्रा तथा आवास संबंधी व्यय को परिषद्द्वारा वहन किया जाएगा ।

(घ ) इतिहास अनुसंधान के क्षेत्र में अनुसंधान कार्यकलापों को सहायता प्रदान करना ।
( iv ) अंतर- संस्थागत संबंधों तथा नेटवर्किंग के अवसर संबंधी कार्य निष्पादन ।
2. भारतीय इतिहास अनुसंधान परिषद् को लोक राजकोष से सहायता- अनुदान के रूप में सरकार द्वारा सहायता प्रदान की जाती है ।

7. समिति अपनी कार्यविधि, जिसमें जहां वह आवश्यक समझें संस्थाओं के दौरे शामित हैं , निर्धारित कर सकती है तथा इस अधिसूचना की तारीख से दो महीने की अवधि में भारतीय इतिहास अनुसंधान परिषद् की पुनरीक्षा संबंधी अपनी रिपोर्ट प्रस्तुत करेगी ।

CSR has been a voluntary activity in general , driven by corporates wanting to project the image of a socially responsive compay both to their shareholders and other stakeholders and to the local community. However, the nature and extent of CSR effort has been very variable .

In addition , in the context of Public Sector Undertaking (PSUs), Government, being both a policy maker and standard setter for CSR and also the owner of PSUs , has a higher level of responsibility with regard to PSUs . Accordingly, guidelines for CSRs by Central Public Sector Enterprises have been issued by the Government .

No. F - 7-42/ICPR/2010 - U.5-Whereas , the Indian Council ofPhilosophical Research ( ICPR) , established by the Government in March 1977 as autonomous society registered under the Registration of Societies Act , 1860, have the following aims and objectives as per the Council's Memorandum of Association :-
(a) To review the progress of research in Philosophy from time to time
(b) To sponsor or assist projects or programmes of research in Philosophy
5. Since the entire porcess of planning from a long- term perspective is linked in the Mines Ministry with the Sustainable Development Framework ( SDF ) , it is desirable that the Ministy's PSUs should be adequately able to draw on the general framework and apply it to their particular case. In order to facilitate this process , it has been decided thatformer Secretary, Ministry of Mines , Smt . Santha Sheela Nair , who has extensive knowledge in these matters , and who has agreed to the arrangement , may be designated as a ' Mentor ' or CSR for the Ministry for the purpose of facilitating the CSR Action Plans for National Aluminium Company Limited (NALCO) and Hindustan Copper Limited (HCL). The two companies will be free to consult her as per requirement , and she may be invited to Ministry/C -TEMPO meetings on CSR for the two PSUs and also , as and when necessary, to the SDF meetings in the Ministry. All documents on the subject will be shared with her in order to facilitate her valuable inputs .
(c) To given financial support to institutions and organisations engaged in the conduct of research inPhilosophy
(d) To coordinate research activities in Philosophy 6.This arrangement will be valid for a period of one year from the date of notification, or till withdrawn by the Government after mutual consultation , whichever is earlier . Smt. Nair would work in an honorary capacity . She would be eligible for actual expenses of travel and stay as permissible to her status , and these expenses shall be met

4. Now therefore , the Government hereby constitutes a Committee to Review the functioning of Indian Council of Philosophical Research ( ICPR) as per Rule 25 of the of Memorandum of Association and Rules of Indian Council ofPhilosophical Research (ICPR) .

5.The Review Committee will include the following persons :-

(b) To review the progress of historical research from time to time and indicate neglect or new areas where research needs to be specially promoted;
(c) To sponsor historical research programmes and assist institutions and organisations engaged in historical research;
(i) Review policies and programmes of ICPR, regional centres , research projects , seminars / conferences , fellowships , publications and support thereof and promotion of international collaborations , especially keeping in mind the relevance of transparency, interdisciplinary nature and research evalution - standards of research and impact factor in regard to publication by its scholars /researchers , who are recipients of grants from ICPR;
(d) To coordinate research activities in the field of historical research .
2. And Whereas , the ICHR is supported by the Government by way of grants - in-aid from the Public Exchequer;
(iii) Review structure and functioning of the Council , including the Regional Centre (s ) of the Council , so that the Council becomes a relevant catalyst towards improving the quality of research in philosophy;
(iv) Inter - Institutional relationships and opportunities of networking;
(v) Any other matter as decided by the Committee within the realm of research in philosophy.
