2. यह भी स्पष्ट किया जाता है कि यह तदर्थ नियुक्ति श्री मीना को उप-सलाहकार के पद पर नियमित नियुक्ति का कोई अधिकार प्रदान नहीं करता है और न ही उप - सलाहकार के पद पर उनकी इस तदर्थ नियुक्ति की अवधि को उप - सलाहकार ग्रेड में वरीयता के लिए अथवा उच्च स्तर पर प्रोन्नति के लिए गिना जायेगा ।

2. यह तदर्थ नियुक्ति उपर्युक्त अधिकारियों को, किसी भी स्थिति में उप-विधायी परामर्शी ( भारतीय विधि सेवा का ग्रेड- III ) के ग्रेड में न तो नियमित नियुक्ति के लिए कोई दावा करने का अधिकार प्रदान करेगी और न ही उनके द्वारा प्रदत्त तदर्थ सेवाओं की गणना इस ग्रेड में वरिष्ठता के प्रयोजनार्थ अथवा अगले उच्चतर ग्रेड में उनकी प्रोन्नति के लिए की जाएगी ।

दिनांक 1 नवम्बर 2010 2. श्री महीपाल सिंह की उपर्युक्त नियुक्ति से वे न तो उप- संपादक के ग्रेड में अपनी ज्येष्ठता का कोई दावा कर पाएंगे और न ही उनके द्वारा उस पद पर की गई सेवा को उप - संपादक के पद पर उनकी नियमित आधार पर नियुक्ति के लिए गणना में लिया जाएगा ।

( झारखण्ड: 1994 ) को झारखण्ड से जम्मूएवं कश्मीर के भारतीय पुलिस सेवा संवर्ग में स्थानांतरित करती है और यह कि इस स्थानांतरण को अखिल भारतीय पुलिस सेवा के अधिकारियों के अंतर- संवर्ग स्थानांतरण संबंधी अनुरोधों पर विचार करते समय नजीर के रूप में नहीं माना जाएगा ।
