सेबी ने अपने परिपत्र सं. क्रमशः एमआरडी/डीओपी/एसई/परिपत्र -08/2009 और एमआरडी/डीओपी /एसई/परिपत्र -07/2009 तारीख 17 व 21 जुलाई , 2009 द्वारा एक्सचेंज को नकद बाजार के लिए व्यापक जोखिम प्रबन्धन रूपरेखा से और कम्पनी कार्यों की सभी प्रकार की स्थिति में वितरण अवधि समाप्त करने संबंधित एक्सचेंज को उप- विधि में जरूरी संशोधन करने की सलाह दी है ।

SEBI vide its Circular No. MRD/DOP/SE/Cir- 08 /2009 & MRD/ DOP/SE/ Cir- 07/2009 dated 17 & 21 July, 2009 respectively (copy of circulars attached) , relating to Comprehensive Risk Management Framework for the cash market and Abolition of no -delivery period for all types of corporate actions respectively advised to make necessary changes in the Bye Laws the Exchange . Delhi Stock Exchange invites comments/ criticism on proposed amendment to the by -laws No. 69A and 119A from all persons who may be affected thereby. The comments /criticism must reach the office of the Company Secretary, Delhi Stock Exchange Limited, DSE House, 3/1 , Asaf Ali Road, New Delhi - 110002 within 15 days from the date of publication.

The liquid assets deposited by members with the DSE/ Clearing Corporation of DSE shall cover the following four requirements :-

Atall points of time , the liquid assets of the member shall be adequate to cover all the above four requirements and there are no other margins in the risk management system.
While calculating margins on buy transaction in cash market, VaR margins , Extreme loss margins and mark to market losses together shall not exceed the purchase value of the transaction .
But in case of a sale transaction in cash market, VaR margins and Extreme loss margins together shall not exceed the sale value of the transaction and mark to market losses shall also be levied .
At all points of time, the liquid assets of the member shall be adequate to cover all the above four requirements and there are no other margins in the risk management system.
