सं. यू-13019/3/2010- एएनएल संघ राज्य क्षेत्र लक्षद्वीप के लिए गृह मंत्री की सलाहकार समिति के गठन से संबंधित इस मंत्रालय की दिनांक 4 जून, 2010 की अधिसूचना सं. यू-13019/ 5/ 2010 - एएनएल में निम्नलिखित संशोधन/परिवर्धन किए जाते हैं : --
( i ) पैरा 2 के मौजूदा उप- पैरा ( घ ) को उप- पैरा (ङ) के रूप में पुनः क्रमांकित किया जाता है ।
(ii ) पैरा 2 के उप- पैरा ( घ ) के रूप में निम्नलिखित अन्तःस्थापित किया जाता है:
(घ ) " जिला पंचायत से पांच सदस्य, लोक सभा सदस्य को छोड़कर, जिन्हें जिला पंचायत के सभी सदस्यों द्वारा निर्वाचित किया जाएगा । "
(iii) पैरा 3 में:
( क ) पंक्ति 1 में, मौजूदा " 2 (क ) से ( ग ) तक " शब्दों के स्थान पर " 2 (क ) से ( घ ) तक " शब्द प्रतिस्थापित किए जाते हैं; और
(ख ) पंक्ति2 में मौजूदा " 2 ( घ) " शब्दों के स्थान पर " 2 ( ङ) " शब्द प्रतिस्थापति किए जाते हैं ।
( iv) मौजूदा पैरा 6 के स्थान पर निम्नलिखित प्रतिस्थापित किया जाता है:

सं. 5/8/2008 - चमड़ा- केन्द्र सरकार ने 11 वीं पंचवर्षीय याजना के दौरान कार्यान्वयन हेतु भारतीय चमड़ा विकास कार्यक्रम ( आईएलडीपी ) के तहत एक उप- योजना " मिशन मोड " अनुमोदित की है । 2. मिशन मोड उप - योजना का उद्देश्य निम्नानुसार है: -- भारत को विदेशी बाजारों में निवेश गंतव्य के रूप में प्रस्तुत करते हुए प्रत्यक्ष विदेशी निवेश/संयुक्त उद्यम को आकर्षित करने के लिए भारत की विनिर्माण क्षमता, आर्थिक वृद्धि और भारतीय चमड़ा उद्योग की अवसर संभावना के बारे में अंतर्राष्ट्रीय बाजारों में जागरूकता पैदा करना ।
चमड़ क्षेत्र के अनुसंधान एवं अध्ययन के जरिए भविष्य की परियोजनाओं/योजनाओं के कार्यान्वयन, विकास और प्रतिपादन में मौजूदा समस्याओं का विश्लेषण ।
आईएलडीपी के तहत विभिन्न उप- योजनाओं के मूल्यांकन हेतु परामर्शदाताओं की नियुक्ति।
चमड़ा उद्योग से संबंधित विषयों व शीर्षकों के संबंध में अंतर्राष्ट्रीय सम्मेलनों , मेलों ( घरेलू व अंतर्राष्ट्रीय दोनों ) तथा सेमिनारों का आयोजन ।

संकल्प
2 उपर्युक्त सोसायटी बौद्ध और हिमालयी अध्ययनों में अवर स्नातक, स्नात्कोत्तर व डॉक्टरल कार्यक्रम शुरू करेगी और यह फीडर स्कूलों की स्थापना और उनका अनुरक्षण भी कर सकती है । अन्य बातों के साथ - साथ सोसायटी के उद्देश्य इस प्रकार हैं: --
(ii ) भारतीय संस्कृति में विभिन्न पाठ्यक्रमों की शिक्षा देने और बौद्ध दर्शन व सांस्कृतिक अध्ययन की विभिन्न शाखाओं में अध्ययन और अनुसंधान संचालित करने की व्यवस्था करना । सं. ई-11015/8/2008- हिन्दी- इस मंत्रालय के दिनांक 04.06.2010 के समसंख्यक संकल्प में आंशिक संशोधन करते हुए श्री पी.सी. मोहन, संसद सदस्य ( लोक सभा ) को श्रीमती यशोधरा राजे सिंधिया संसद सदस्य ( लोक सभा ) के स्थान पर इस मंत्रालय की हिन्दी सलाहकार समिति का गैर - सरकारी सदस्य नियुक्त किया जाता है । श्री पी.सी. मोहन का कार्यकाल वर्तमान समिति के कार्यकाल तक रहेगा ।
आदेश
(ii) आधुनिक अनुसंधान कार्यविधि तथा उच्च स्तरीय अद्यतन प्रौद्योगिकी के श्रान का इस्तेमाल करके शिक्षा शास्त्रीय पद्धतियों के साथ बौद्ध अध्ययनों, भोटी भाषा एवं साहित्य और हिमालयी अध्ययनों के क्षेत्रों में उच्च शिक्षण व अनुसंधान हेतु विद्यार्थियों को तैयार करना ।
( iii ) हिमालय क्षेत्र और भारत के पूर्वोत्तर क्षेत्र के विशेष संदर्भ में सांस्कृतिक लोकाचारों, पारिस्थितिकी संतुलन तथा प्राकृतिक संसाधनों के परिरक्षण के बारे में जागरूकता पैदा करना । आदेश दिया जाता है कि इस संकल्प की एक- एक प्रति राष्ट्रपति सचिवालय, प्रधान मंत्री कार्यालय, लोक सभा सचिवालय , राज्य सभा सचिवालय , मंत्रिमंडल सचिवालय, योजना आयोग , भारत सरकार के सभी मंत्रालयों/विभागों , भारत के नियंत्रक एवं महालेखा परीक्षक कार्यालय , समिति के सभी सदस्यों और सभी राज्य सरकारों एवं संघ शासित प्रशासनों को भेजी जाएं ।
यह भी आदेश दिया जाता है कि इस संकल्प को सर्वसाधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित किया जाए ।
(iv ) आर्थिक आत्म- निर्भरता, सतत् विकास व राष्ट्रीय अखण्डता के ढांचे के भीतर नृजातीय पहचान के परिरक्षण को सुकर बनाने के लिए पारपंरिक कलाओं एवं शिल्पों तथा आधुनिक तकनीकी कौशल के सेटों की शिक्षा देना ।

(i) Existing sub -para (d) of Para 2 is re - numbered as sub -para ( e) .
(ii) Following is inserted as sub -para ( d) of Para 2 :-
"(d) Five Members from the District Panchayat, excluding the Members of the Lok Sabha, to be elected by all the Members of the District Panchayat . "
(iii) InPara 3 :-
(a) in line 1 , existing words " 2 ( a) to ( c) " are substituted by " 2 (a) to (d) " ; and (b) in line 2, existing words " 2 ( d) " are substituted by words " 2 ( e) " .
(iv) Existing para 6 is substituted as under :-
" 6. The term of Members referred to in sub -paras (d) and (e) of Para 2 shall be two years . "

Leather Development Programme ( ILDP) for implementation during the 11th Five Year Plan period.
2. The aims of the Mission Mode sub - scheme are as under
To create awareness in the Internation Markets about India's manufacturing capabalities , economic growth and opportuity potential of the Indian Leather Industry for attracting Foreign Direct Investment/ Joint Venture/ presenting India as an investment destination in the foreign markets .
Analysis of existing problems in implementation , development and formulation of projects/ schemes for the future by way of research and study of the leather sector.
Appointment of Consultants for evaluation of the various sub - scheme under ILDP.
Holding international conferences , fairs ( both domestic and international) and seminars in India on topics and themes of interest to the leather industry.
3. The guidelines of the scheme are available on the website of the Departmet ( www.dipp.nic.in/schemes-dipp.htm) .

No. E. 11015/8/2008- Hindi-In partial modification of this Ministry's resolution of even number dated 04.06.2010 Shri P. C. Mohan M.P. (Lok Sabha) is nomitated as non- official member of the Hindi Advisory Committee of this Ministry in place of Smt . Yasodhara Raje Scindia, M.P. (Lok Sabha). The tenure of Shri P. C. Mohan wouldbe till the tenure of the present committee .

MINISTRY OF CULTURE
New Delhi , the 2nd December 2010 No. F 9-2/2010-BTI- The Ministry of Culture has established " Central Institute of Himalayan Culture Studies " at Dahung in West Kameng District of Arunachal Pradesh under the Societies Registration Act , 1860 on 10th November , 2010.
2. The Society shall undertake Under Graduate , Post Graduate and Doctoral Programmes in Buddhist and Himalayan Studies and may also establish and maintain feeder Schools . The objectives of the Society, interalia , are :-
(i) To provide for instruction for various courses in Indian Culture and for study and research in different branches of Buddhist Philosophical and Cultural Studies ,
(ii) To prepare students for higher learning and research in the fields of Buddhist Studics , Bhoti language and literature and Himalayan Studies with pedagogic methods using knowledge of modern research methodology and advanced up -to-date technology,

(iii) To inculcate awareness of the Cultural ethos , ecological balance and preservation of natural resources with special reference to the Himalayan region and North East region of India, (iv) To teach traditional arts and crafts and modern technical skill sets for facilitating economic self- sufficiency and sustainable development and preservation of ethnic identity within the framework of national unity.
3. The Society will function through the Board of Governors which will have broad based represntation including representatives of the Central Government , State Government , Buddhist Scholars , etc.
4. The Secretary (Culture ) shall be the President (ex- officio) of the Society and the Joint Secretary dealing with Buddhist Teaching Institutions in the Ministry of Culture will be the Chairperson of the Board of Governors .
