सा.का.नि. 93.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, भारत के महारजिस्ट्रार का कार्यालय और राज्यों तथा संघ राज्यक्षेत्राों में निदेशक जनगणना कार्य का कार्यालय अवर श्रेणी लिपिक/टंकक भर्ती नियमावली, 2010 में संशोधन करने के लिए एतद्‌द्वारा निम्नलिखित नियम बनाते हैं, अर्थात्‌ :—

1. ;1द्ध इन नियमों को भारत के महारजिस्ट्रार का कार्यालय और राज्यों तथा संघ राज्यक्षेत्राों में निदेशक जनगणना कार्य का कार्यालय अवर श्रेणी लिपिक/टंकक भर्ती ;संशोध्नद्ध नियमावली, 2010 कहा जाएगा ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

G.S.R. 93.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Offices of the Registrar General, India and the Office of the Director of Census Operations in States and Union Territories, Lower Division Clerk/Typist Recruitment Rules, 2010, namely :—

1. (1) These rules may be called the Office of the Registrar General, India and the Offices of the Director of Census Operations in States and the Union Territories, Lower Division Clerk/Typist Recruitment (Amendment) Rules, 2011.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Offices of the Registrar General, India and the Office of the Director of Census Operations in States and the Union Territories, Lower Division Clerk/Typist Recruitment Rules, 2010,—

(a) in rule 1, in sub rule (1),—

(i) for the word "offices", the word "office" shall be substituted;

(ii) for the word "office", the word "offices" shall be substituted;

(b) in the Schedule,—

(i) in column (3) for the words "Non Ministerial", the word "Ministerial" shall be substituted;

(ii) in column (8) for the existing entries, the following entries shall be substituted, namely :—

"(i) 12th Class or equivalent qualification from a recognized Board or University.

(ii) Skill test norms only on computers :

(a) English Typing @ 35 words per minute;

Or

(b) Hindi Typing @ 30 words per minute.

(Time allowed 10 mts.)"

(35 words per minute and 30 words per minute correspond to 10500 key depressions per hour/9000 key depressions per hour on an average of 5 key depressions for each word)";

(c) in column (12), under the heading "Departmental qualifying examination", in the Note, for the word "dubsequent", the word "subsequent" shall be substituted.

सा.का.नि. 94.—राष्ट्रपति, संविधन के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और तत्कालीन पोत परिवहन, सड़क परिवहन और राजमार्ग मंत्राालय में ;समूह 'घ'द्ध पद भर्ती नियम, 2007 [भारत सरकार, पोत परिवहन, सड़क परिवहन और राजमार्ग मंत्राालय की अध्सिूचना सं. सा.का.नि. 48, तारीख 9 मार्च, 2007 द्वारा भारत के राजपत्रा, तारीख 17 मार्च, 2007 में प्रकाशित] को, उन बातों के सिवाय अध्क्रिांत करते हुए, जिन्हें ऐसे अध्क्रिमण से पहले किया गया है या करने का लोप किया गया है, सड़क परिवहन और राजमार्ग मंत्राालय तथा पोत परिवहन मंत्राालय में बहु कार्य कर्मचारिवृंद के पदों पर भर्ती की प(ति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्‌ :—

1. संक्षिप्त नाम और प्रारंभ.—;1द्ध इन नियमों का संक्षिप्त नाम सड़क परिवहन और राजमार्ग मंत्राालय तथा पोत परिवहन मंत्राालय बहु कार्य कर्मचारिवृृंद समूह 'ग' पद भर्ती नियम, 2011 है ।

;2द्ध ये राजपत्रा में प्रकाशन की तारीख को प्रवृत्त होंगे ।

2. लागू होना.—;1द्ध ये नियम इन नियमों से उपाब( अनुसूची के स्तंभ ;1द्ध में विनिदष्ट सड़क परिवहन और राजमार्ग मंत्राालय तथा पोत परिवहन मंत्राालय के पदों को लागू होंगे ।

3. पद संख्या, वर्गीकरण, वेतन बैंड और ग्रेड वेतन.—उक्त पदों की संख्या, उनका वर्गीकरण, वेतन बैंड और ग्रेड वेतन वे होंगे, जो उक्त अनुसूची के स्तंभ ;2द्ध से स्तंभ ;4द्ध में विनिदष्ट हैं ।

4. भर्ती की प(ति, आयु-सीमा और अन्य अर्हताएं आदि.—उक्त पदों पर भर्ती की प(ति, आयु-सीमा, अर्हताएं और उनसे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ;5द्ध से स्तंभ ;14द्ध में विनिदष्ट हैं ।

5. निरर्हता.—वह व्यक्ति,—

;कद्ध जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है, विवाह किया है, या

;खद्ध जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है,

उक्त पद पर नियुक्ति का पात्रा नहीं होगा :

परन्तु यदि केन्द्रीय सरकार का यह समाधन हो जाता है कि ऐसा विवाह, ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विध्ि के अध्ीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधर हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी । 6. शिथिल करने की शक्ति.—जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है, वहां वह उसके लिए जो कारण हैं उन्हें लेखब( करके, इन नियमों के किसी उपबंध् को किसी वर्ग या प्रवर्ग के व्यक्तियों या पदों की बाबत, आदेश द्वारा शिथिल कर सकेगी । 7. व्यावृत्ति.—इन नियमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध् में समय-समय पर निकाले गए आदेशों के अनुसार अनुसूचित जातियों, अनुसूचित जनजातियों, भूतपूर्व सैनिकों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध् करना अपेक्षित है ।

जो असम, मेघालय, अरफणाचल प्रदेश, मिजोरम, मणिपुर, नागालैंड, त्रिापुरा, सिक्किम, जम्मू-कश्मीर राज्य के लद्‌दाख खंड, हिमाचल प्रदेश के लाहौल और स्पीति जिले तथा चम्बा जिले के पांगी उप-खंड, अंदमान और निकोबार द्वीप तथा लक्षद्वीप के अभ्यथयों के लिए विहित की गई हैद्ध । टिप्पण 2 : रोजगार कार्यालयों के माध्यम से की जाने वाली भर्ती की दशा में, आयु-सीमा अवधरित करने के लिए निर्णायक तारीख वह अंतिम तारीख होगी जिस पर रोजगार कार्यालयों से नाम भेजने के लिए कहा गया है ।

G.S.R. 94.—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of erstwhile Ministry of Shipping, Road Transport and Highways (Group 'D' posts) Recruitment Rules, 2007, [published vide Government of India, Ministry of Shipping, Road Transport and Highways, notification number GSR 48 dated 9th March, 2007 in the Gazette of India dated the 17th March, 2007] except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Multi-tasking Staff in the Ministry of Road Transport and Highways and Ministry of Shipping :—

1. Short title and commencement.—(1) These rules may be called the Ministry of Road Transport and Highways and Ministry of Shipping Multi Tasking Staff, Group 'C' posts Recruitment Rules, 2011.

(2) They shall come into force from the date of their publication in the Official Gazette.

2. Application.—These rules shall apply to the posts in the Ministry of Road Transport and Highways and Ministry of Shipping specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification, Pay Band and Grade pay.—The number of said posts, their classification, the grade pay and pay band attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age limit and other qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (14) of the aforesaid Schedule.

5. Disqualifications. —No person,—

(a) who, has entered into or contracted a marriage with a person having a spouse living; or

(b) who having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons or posts.

7. Savings.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G.S.R. 95.—In pursuance of DOPT's OM No. 7/3/2010-EO (MM-I), dated 23-2-2011 regarding M/o Statistics and PI's proposal of encadrement of four (4) posts of Deputy Advisor in the scale of Pay Band-3 (Rs. 15600—39100) attached grade pay of Rs. 7600 and one (1) post of Joint Advisor in the scale of Pay Band-4 (Rs. 37400—67000) attached grade pay of Rs. 8700 under the Ministry of Statistics and Programme Implementation (PI Wing), these posts will be filled under Central Staffing Scheme by DOPT in the scale of Pay Band-3 (Rs. 15600—39100) attached grade pay of Rs. 7600 and Pay Band-4 (Rs. 37400—67000) attached grade pay of Rs. 8700 respectively.

2. The Recruitment Rules notified vide Notification no. A-12018/4/89-Admn. under GSR No. 255 and 256 dated 27-3-1991 pertaining to the post of Deputy Advisor and Joint Advisor hereby stand withdrawn.
