सं. 44- प्रेज़/2011-- राष्ट्रपति, गणतंत्र दिवस 2011 के अवसर पर कमांडेंट राज कुमार विश्वाकर्मा ( 0147 - जे ) को बहादुरी के लिए तटरक्षक पदक ( शौर्य ) प्रदान करती हैं ।
प्रशस्ति उल्लेख
कमांडेंट राज कुमार विश्वाकर्मा (0147 - जे ) जे 26 जनवरी 1986 को भारतीय तटरक्षक में सेवा आरम्भ की । 2.18 मई, 2010 को बंगाल की खाड़ी में ' लैला ' चक्रवात आया तथा पोर्टब्लेयर से लगभग 230 समुद्री मील की दूरी पर समुद्र की स्थिति में 03 भारतीय मछुवाही नौकाएं असहाय हो गईं थीं जिनको तुरंत बचाव व सहायता की आवश्यकता थी। सूचना प्राप्त होते ही, भारतीय तटरक्षक पोत वरद को सहायता उपलब्ध कराने के लिए तुरंत मौके पर पहुंचने का निर्देश दिया गया । अफसर के कमानाधीन पोत द्वारा सभी नौकाओं और कर्मियों का बचाव किया गया तथा उन्हें सुरक्षित पोर्टब्लेयर लाया गया । 01 जुलाई, 2010 को, भारतीय तटरक्षक पोत वरद को डूब रहे पोत धारा- III के 10 कर्मियों को बचाने के लिए तैनात किया गया । इनका बचाव नजदीक में संक्रिया कर रहे श्रीलंकाई मछुवाही पोत थरूसा- I द्वारा किया गया था । श्रीलंकाई मछुवाही पोत की अनुमानित स्थिति, पोर्टब्लेयर से 300 समुद्री मील पश्चिम में थी । पोत मध्य रात्रि को नौका के पास पहुंचा । अत्यंत प्रतिकूल समुद्री स्थिति में डूबे पोत धारा- III के सभी 10 कर्मियों को सुरक्षित पोत पर चढ़ा लिया गया तथा उनको तुरंत चिकित्सा उपलब्ध कराई गयी । 3. म्यांमारी अवैध मत्स्य शिकारियों की बढ़ती गतिविधियों के कारण पोत को उत्तरी - द्वीप समूह में अवैध मत्स्य शिकार- रोधी अभियान का कार्यभार सौंपा गया । अफसर ने बड़ी सावधानी से निविष्ट आसूचना का मूल्यांकन और विश्लेषण किया तथा अवैध मत्स्यशिकारियों को पकड़ने के लिए एक सुस्पष्ट योजना तैयार की । 27 सितम्बर, 2010 को 2150 बजे गश्त के दौरान पोत ने एक अप्रकाशित पोत को देखा । नजदीक जाने पर उसकी पहचान म्यांमारी अनधिकृत मत्स्य शिकार नौका के रूप में की गयी। 27 सितम्बर, 2010 को 2241 बजे नौका को 11 कर्मियों के साथ गिरफ्तार कर लिया गया इसके अलावा 2300 बजे पोत ने क्षेत्र में 2 और नौकाओं को देखा तथा पोत ने नौकाओं को अंतर्रोधन करने के लिए अपने मार्ग में परिवर्तन किया । इसी प्रकार 28 सितम्बर, 2010 को लगभग 0340 बजे दो और म्यांमारी नौकाओं को गिरफ्तार किया । 28 सितम्बर, 2010 को सभी 05 नौकाओं को 49 कर्मियों के साथ आगे की पूछताछ के लिए स्थानीय पुलिस के सुपर्द कर दिया गया । अफसर लगातार वहां पर डटे रहे तथा सभी अभियानों के दौरान मुख्य भूमिका निभाते रहे । इन सभी अभियानों में 2230 बजे से 0430 बजे तक चले एक मध्य रात्रि अभियान में 26 लोगों के प्राण बचाना तथा संकटग्रस्त नौसेना पोत को सहायता प्रदान कराना भी शामिल है ।
4. कमांडेंट राज कुमार विश्वाकर्मा (0147 - जे ) ने स्वयं को बखूबी प्रमाणित किया है, फलस्वरूप इन्हें तटरक्षक पदक (शौर्य ) प्रदान किया जाता है ।
5. तटरक्षक पदक प्रदान करने संबंधी नियम 11 ( i) के तहत तटरक्षक पदक ( शौर्य ) प्रदान किया जाता है तथा बाद में नियम 13 के अधीन तटरक्षक पदक ( शौर्य ) प्राप्त करने वाले तटरक्षक कार्मिकों को विशेष भत्ता स्वीकार्य होगा ।

संख्या 45 -प्रेज़/2011 - राष्ट्रपति, गणतंत्र दिवस 2011 के अवसर पर कमांडेंट (क.श्रे. ) सौम्य चन्दोला (0336 -एम) को बहादुरी के लिए तटरक्षक पदक (शौर्य) प्रदान करती हैं ।
कमांडेंट (क.श्रे. ) सौम्य चन्दोला (0336 -एम) ने 09 जनवरी 1993 को भारतीय तटरक्षक में सेवा आरम्भ की ।
2. वर्तमान में अफसर ने 08 मई, 2009 से भारतीय तटरक्षक पोत कमला देवी के कमान अफसर का पद संभाला हुआ है । 07 अगस्त, 2010 को मुंबई के पास पोत की तैनाती के दौरान, अफसर ने देखा कि मुंबई की ओर आने वाले एम वी खालाजिया-3 तथा मुंबई से जाने वाले पोत एम वी एम एस सी चित्रा खतरनाक ढंग से नजदीक आ गये तथा अंततः एक- दूसरे से टकरा गये। भिड़ंत के परिणामस्वरूप , पोत एम एस सी चित्रा से 03 कंटेनर समुद्र में गिर गये तथा आंशिक रूप से जलमग्न स्थिति में व्यस्ततम नौचालन चैनल के केंद्र में खतरनाक ढंग से बहने लगे । अफसर ने तटरक्षक संक्रिया केंद्र , पोर्ट प्राधिकारियों तथा सभी आने जाने वाले परिवहन को कंटेनरों की स्थिति के संबंध में चेता दिया ताकि दुर्घटना से बचा जा सके ।
3. भिडंत होने के कारण, पोत एम एस सी चित्रा को भारी क्षति हुई । एम एस सी चित्रा के मास्टर ने कर्मियों की निकासी के लिए अनुरोध किया। बोर्डिंग पार्टियों तथा पोत पर उपलब्ध सामान्य ड्यूटी अफसर को जेमिनियों के साथ रवाना किया गया । पोत के पास पहुंचने पर, एम एस सी चित्रा की जीवन-रक्षी चाटी पोत के झुकाव पक्ष की ओर खतरनाक ढंग से असहाय बहती दिखाई दी तथा उनके ऊपर कंटेनरों के गिरने का जोखिम आसन्न था तथा दो कर्मी समुद्र में थे, जोकि उथले पैच की ओर असहाय बह रहे थे। पोत की जेमिनी नौकाओं को पानी में बह रहे दो कर्मियों को बचाने का निर्देश दिया गया । इसी बीच में पोत जीवन रक्षी चाटी के पास आ गया और कर्मियों को बचा लिया गया । उसके बाद पोत को संकटग्रस्त पोत के लिए दायीं ओर कर लिया गया ताकि जंपिंग सीढ़ी से भाग्य के भरोसे झूल रहे दूसरे कर्मियों को बचाया जा सके। मानसिक घबराहट के कारण एक कर्मी समुद्र में गिर गया, जिसे तुरंत ही पोत ने बचा लिया । अफसर पोत को युक्तिपूर्वक ढंग से जंपिंग सीढ़ी के नजदीक ले गया ताकि सहायता के लिए चिल्ला रहे बाकी कर्मियों को बचाया जा सके । हाई फ्री- बोर्ड, संकटग्रस्त पोत के लगातार झुकाव तथा तीखी हवाओं के साथ प्रतिकूल समुद्री स्थिति के कारण यह अभियान बहुत हीं जोखिम भरा था ।
4. एम एस सी चित्रा के मास्टर द्वारा अनुरोध किए जाने के एक घंटे के भीतर 34 कर्मियों का सफलतापूर्वक बचाव कर लिया गया । मास्टर और 03 कर्मियों ने पोत पर रूकने का निर्णय लिया । अफसर ने संकटग्रस्त पोत के अधिक झुक जाने और कंटेनरों के गिरने पर 1910 बजे पोत के शेष कर्मियों और मास्टर का भी बचाव किया ।
5. कमांडेंट (क.श्रे. ) सौम्य चन्दोला (0336-एम) ने स्वयं को बखूबी प्रमाणित किया है, फलस्वरूप इन्हें तटरक्षक पदक (शौर्य) प्रदान किया जाता है ।
6. तटरक्षक पदक प्रदान करने संबंधी नियमों के नियम 11 (i ) के तहत तटरक्षक पदक (शौर्य) प्रदान किया जाता है तथा बाद में नियम 13 के अधीन तटरक्षक पदक (शौर्य) प्राप्त करने वाले तटरक्षक कार्मिकों को विशेष भत्ता स्वीकार्य होगा ।

461 संख्या 46-प्रेज़/2011 - राष्ट्रपति, गणतंत्र दिवस 2011 के अवसर पर उप कमांडेंट किंषुक पाल (0586- ई) को बहादुरी के लिए तटरक्षक पदक (शौर्य) प्रदान करती हैं ।
उप कमांडेंट किंषुक पाल (0586-ई) ने 02 जुलाई, 2001 को भारतीय तटरक्षक में सेवा आरम्भकी।
2. 11 अप्रैल, 2010 को अफसर को एक हवाई उड़ान के लिए पायलट - इन- कमान का कार्य भार सौंपा गया । उड़ान भरने के दो मिनट बाद ही एक भारी गिद्ध विमान से टकरा गया, फलस्वरूप विमान का वायुरोधक तथा खिड़की चूर-चूर हो गई, जिससे निकट बैठा सहायक विमान चालक घायल हो गया । टूटा हुआ भारी मलबा विमान ढांचे के विमान भीत में वायुरोधक तथा सहायक विमान चालक के बीच बिखर गया ।
3. विमान को नियंत्रण में लेते हुए अफसर ने विमान की गति को कम कर दिया ताकि विमान सुरक्षित गति पर ही रहे । हवा का दबाव कुछ इस अनुपात में था कि जो मलबा विमान के ढांचे में पड़ा हुआ था वह अंदर की तरफ खिसक रहा था जिससे काकपिट के ऊपर कैनोपी को नुकसान होने का खतरा था । इससे कोलकाता हवाई यातायात नियंत्रण के साथ व्यावहारिक संपर्क मुश्किल हो गया । अफसर के कई निरर्थक प्रयासों के बाद अंततः हवाई यातायात नियंत्रण के साथ संचार संपर्क स्थापित हुआ और उन्होंने आपात स्थिति घोषित करते हुए प्राथमिकता के आधार पर विमान उतारने के लिए संकट संदेश भेजा ।
4. विमान को उतरते समय टूटे हुए हिस्से से शीशे के ऊन के रेशे हवा के दबाव के कारण घूमने लगे, जिसके कारण हवाई पट्टी पर विमान को उतारने में साफ- साफ नहीं दिखाई दे रहा था । एटीसी से संपर्क स्थापित करने में भी बाधा आ रही थी, क्योंकि शीशे के ऊन के रेशे हवा में फैल गए थे । इन समस्त प्रतिकूल स्थितियों के साथ- साथ आने पर भी अफसर ने विमान को सुरक्षित उतार लिया, जिससे विमान में सवार व्यक्तियों तथा सरकारी संपत्ति को होने वाले बड़े खतरे को टाला जा सका ।
5. उप कमांडेंट किंषुक पाल (0586 -ई) ने स्वयं को बखूबी प्रमाणित किया है, फलस्वरूप इन्हें तटरक्षक पदक (शौर्य) प्रदान किया जाता है ।
6. तटरक्षक पदक प्रदान करने संबंधी नियमों के नियम 11 (i ) के तहत तटरक्षक पदक (शौर्य) प्रदान किया जाता है तथा बाद में नियम 13 के अधीन तटरक्षक पदक (शौर्य) प्राप्त करने वाले तटरक्षक कार्मिकों को विशेष भत्ता स्वीकार्य होगा ।

संख्या 47-प्रेज़/2011 - राष्ट्रपति, गणतंत्र दिवस 2011 के अवसर पर पेरीआसामी धना बालन, अधिकारी (क्यूए) , 02093 -एम को को बहादुरी के लिए तटरक्षक पदक (शौर्य) प्रदान करती हैं । पेरीआसामी धना बालन, अधिकारी (क्यूए) , 02093-एम ने भारतीय तटरक्षक में 13 जनवरी, 1992 में सेवा आरम्भ की ।
2. 03 जून 2010 को भारतीय तटरक्षक पोत अरूणा आसफ अली ने आपरेशन टर्न राउण्ड के लिए दिग्लीपुर बंदरगाह में प्रवेश किया । पोत को साजो- सामान के साथ अवैध मत्स्य शिकार को रोकने के लिए भेजा गया था । सूचना मिलने पर चीफ बोसनमेट अधीनस्थ अधिकारी ने पोत को तत्काल आदेश पर नौचालन के लिए तैयार किया । मौके पर पहुँचकर वे अतिरिक्त निगरानी के लिए तैयार हुए ब्रिज पर सक्रिय रहे । इस आपरेशन के दौरान उन्हें अंधेरी रात में एक संदेहास्पद । छोटी नाव दिखाई दी और वे पुनः नौका पर सवार हाने के लिए तैयार हुए । तेज हवाओं एवं ऊँची लहरों के कारण समुद्र की स्थिति अत्यंत ही अशांत थी। नौका को बगल में लेना असंभव था, क्योंकि शिकारी अंधेरी रात का फायदा उठाकर भागने में कामयाब हो सकते थे ।
3. अधीनस्थ अधिकारी अपनी सुरक्षा की परवाह न करते हुए समुद्र में कूद गया। वह नौका तक तैर कर पहुंचे तथा खतरनाक ढंग से घूमती हुई नाव पर चढ़कर मास्टर को बलपूर्वक अपने नियंत्रण में कर लिया। उन्होंने स्वयं कर्णधार के रूप में काम किया तथा नाव को पोत के पास सुरक्षित ले आए । इनके असाधारण साहस तथा त्वरित प्रतिक्रिया के कारण शिकारी भाग न सके । अधीनस्थ अधिकारी द्वारा बोर्डिंग दल के नेता के तौर पर प्रदर्शित साहस आपरेशन की सफलता में सहायक सिद्ध हुआ । अधीनस्थ अधिकारी ने समुद्री लुटेरों तथा लगभग 1500 कि.ग्रा. समुद्री सीप को पुलिस को सौंपने में भी समन्वय स्थापित किया ।
4. पी आर डी बालन ने दक्षिण- पश्चिम मानसून के दौरान पूर्वी द्वीप के पास मछुआरों के खोज एवं बचाव के लिए तैनात पोत पर अपने साहस एवं सामर्थ्य को साबित किया है । अधीनस्थ अधिकारी ने दल का नेतृत्व किया तथा दो संकटग्रस्त मछुवारों को लेइंग रॉक्स के पास उनकी टूटी हुई नौका के साथ बचा लिया । क्षेत्र में उठ रही ऊँची लहरों तथा अत्यधिक प्रतिकूल मौसम के बावजूद भी अधीनस्थ अफसर जान की परवाह न करते हुए चट्टान पर चढ़ गया और दो जाने बचायी ।

विषय : -- सामाजिक एवं मानव विकास सूचकों में हासिल प्रगति के माप हेतु समय पर गुणवत्ता आँकड़ा प्राप्त करने के लिए एक प्रभावी संस्थागत व्यवस्था तैयार करने हेतु सरकार को सलाह देने के लिए एक उच्च अधिकार प्राप्त समिति ( एचपीसी) का गठन ।
सं. एम -11022/1/2011- पीपी सरकार ने सामाजिक क्षेत्रक के विकास को उच्च प्राथमिकता प्रदान की है तथा इस उद्देश्य हेतु सामाजिक अवसंरचना तैयार करने हेतु विशेषकर स्वास्थ्य एवं शिक्षा के क्षेत्रों में, कई महत्वपूर्ण कार्यक्रम कार्यान्वित किए जा रहे हैं । तथापि, एक प्रभावी संस्थागत व्यवस्था के अभाव में , सरकार के इन पहलों के परिणाम संबंधी आंकड़े काफी समय के बाद ही तथा कई प्रतिबंधों सहित उपलब्ध हो पाए । इससे प्रभावी नीतिगत ढांचा तैयार करने में अवरोध उत्पन्न होता है । उपर्युक्त को देखते हुए, शिक्षा और स्वास्थ्य तथा मानव विकास हेतु प्रभाव वाले अन्य क्षेत्रकों सहित सामाजिक क्षेत्रक में हासिल प्रगति के संबंध में समय पर गुणवत्ता आंकड़ा प्राप्त करने हेतु प्रभावी संस्थागत प्रणाली विकसित करने के लिए सरकार को सलाह देने हेतु श्री बी. के. चतुर्वेदी, सदस्य, योजना आयोग की अध्यक्षता में एक उच्च अधिकार प्राप्त समिति ( एचपीसी ) गठित करने का निर्णय लिया गया है । उच्च अधिकार प्राप्त समिति का गठन निम्नानुसार है : --

(v) डाटा संग्रह मानक बनाए रखने हेतु सिफारिश करना ।
(vi) सामाजिक क्षेत्रक के मामले में प्रणाली तथा सूचना प्रवाह सुदृढ़ करने हेतु कोई अन्य क्षेत्र।
3. एचपीसी यदि आवश्यक हो, गैर सरकारी/विशेषज्ञों/ अन्य एजेंसियों के प्रतिनिधियों को सहयोजित कर सकती है तथा उनसे परामर्श ले सकती है ।
4. समिति की बैठकों में भाग लेने वाले सरकारी सदस्य का व्यय उनके मूल विभाग/ मंत्रालय/ संगठन द्वारा उनके लिए लागू नियमों के अनुसार वहन किया जाएगा। गैर सरकारी सदस्यों के मामले में व्यय , यदि कोई हो , योजना आयोग द्वारा भारत सरकार के ग्रेड -1 अधिकारी के लिए लागू टीए/डीए के नियमों और विनियमों के अनुसार वहन किया जाएगा।

No. 44--Pres /2011-The President is pleased on the occasion of the Republic Day, 2011 to award the TatrakshakMedal for Gallantry to Commandant Raj Kumar Vishwakarma (0147 -J) .
CITATION
Commandant Raj Kumar Vishwakarma (0147-J) joined the Indian Coast Guard on 26 January 1986.
2. On 18 May 2010 , the Bay of Bengal was hit by the cyclone ' Laila' and 3 Indian fishing boats were standed about 230 Nm from Port Blair in mid ocean requiring immediate rescue assistance . On receipt of information the Indian Coast Guard Ship Varad was directed to proceed fast and render the assistance .All boats alongwith their crew were rescued and brought safely to Port Blair by the ship under the command of the officer. On 1 July2010, ICGS Varad was deployed for recovery of 10 crew of the sinking vessel Dhara - III , rescued by another Sri LankanFishing Vessel Tharusha- I which was operating in the vicinity. The approximate position ofthe Sri Lankan fishing vessel was 300 Nm west of Port Blair. The sea conditions were very rought as the SW monsoon was at its peak . The ship arrived at the boat's position in the mid - night . In the extremely adverse sea conditions , all 10 crew of sunken vessel Dhara- III were safely taken onboard and were provided immediate medical assistance.
3.Due to increased poaching activity by Myanmarese poachers , the ship was tasked for anti poaching operation in theNorthern Group of Islands . The officer meticulously analysed and appreciated the intelligence inputs and made a foolproof plan to apprehend the poachers . While on patrol on 27 Sep 10 at 2150 hrs , the ship sighted on unlit vessel . On getting close , it was identified as a Myanmarese poaching boat. The boat alongwith 11 crew was apprehended at 2241 hrs on 27 Sep 10. Further, at 2300 hrs 02 more boats were sighted in the area and the ship changed its course to intercept the boats . In a similar fashion, two more Myanmarese boats were apprehended at about 0340 hrs on 28 Sep 10. All 05 boats alongwith 49 crew were handed over to the local Police for further investigation on 28 Sep 10. The officer constantly stood as a pillar of strength and acted as a role model during all operations which also included providing timely assistance for safe rescue of26 lives and a Naval ship in distress in a midnight operation which lasted from 2230-0430 hrs .
4. Commandant Raj Kumar Vishwakarma (0147 -J) has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry) .
5. The Tatrakshak Medal (Gallantry) award is made under rule 11 ( i) of the rules governing grant ofTatrakshak Medal and consequently carry with them the special allowance admissible under Rule 13 in respect of Coast Guard personnel who have received the Tatrakshak Medal (Gallantry ) award.

No. 45--Pres/2011- The President is pleased on the occasion of the Republic Day, 2011 to award the Tatrakshak Medal for Gallantry to Commandant (Junior Grade ) Saumay Chandola (0336-M) .
1993. Commandant (Junior Grade) Saumay Chandola (0336-M) joined the Indian Coast Guard on 09 January 2. The officer presently holds the position of the commanding officer of the Indian Coast Guard Ship Kamla Devi since 08 May 2009. While ship's deployment on 07 August 10 off Mumbai , the officer observed inbound vessel MV Khalajia 3 and outbound MV MSC Chitra coming dangerously close and finally colliding with each other. As a result of the collision , 03 containers from MSC Chitra fell overboard and in a partially submersed condition starteddrifting dangerously in the centre of the busy navigation channel . The officer immediately warned PART I-SEC . 1 ]

the Coast Guard Operation Centre, the Port authorities and all inbound/outbound traffic about he position of containers to prevent mishap.
3.As a result ofthe collision, MSC Chitra sustained heavy damages . The master of MSC Chitra requested for evacuation ofthe crew. The boarding parties and the available General Duty officer onboard were sent alongwith the Geminies. On approaching the vessel, MSC Chitra's life raft was sighted drifting dangerously towards the listed side with risk of containers falling over them and 02 crew were in water drifting towards the shallow patch . The ship's Geminies were directed to rescue the 02 crew in water and in the mean time the ship closed in towards the life raft and saved the crew. Thereafter, the ship closed in towards the starboard side of the vessel to evacuate other crewwho were precariously swinging from the jumping ladder. Due to the shocked state of mind one crew fell overboard , who was promptly picked up by the ship. The officer manoeuvered the ship close to the jumping ladder to evacuate the rest of the crew who were shouting for help. The mission was very risky because ofhigh freeboard, gradual increase in list of distress vessel and treacherous sea condition with strong winds.
4. Within an hour of the request by the Master of MSC Chitra, the 34 crew were successfully rescued. However the Master and 03 crew decided to stay onboard. The officer decided to stay in the vicinity of the distressed vessel and at 1910 hrs with the significant increase in the list and falling of the containers, the Master and the remaining crew onboard the vessel were also rescued .
5.Commandant (Junior Grade ) Saumay Chandola (0336- M) has accredited himself well and therefore he is awarded the Tatrakshak Medal (Gallantry) .
6.TheTatrakshak Medal (Gallantry ) award is made under Rule 11 (i ) ofthe rules governing grant ofTatrakshak Medal and consequently carry with them the special allowance admissible under Rule 13 in respect ofCoast Guardpersonnel who have received the Tatrakshak Medal (Gallantry) award.

No. 46--Pres/2011-The President is pleased on the occasion of the Republic Day, 2011 to award the Tatrakshak Medal for Gallantry to Deputy Commandant Kinshuk Pal (0586-Ε).
Deputy Commandant Kinshuk Pal (0586-E) joined the Indian Coast Guard on 02 July 2001.
2. On 11 April 2010 , the officer was detailed as the pilot- in -command for an air task. On take off, barely02 minutes into the sortie, a full grown vulture impeded the flight path ofthe aircraft causing a collision which shattered thewindscreen and the window injuring the co -pilot who was closest to the point of impact. Ahuge chunk ofthe Carcass got embedded into the bulkhead of the airframe between the windscreen and the co-pilot window.
3.After having brought the aircraft under positive control , the officer reduced power in order to maintain a safer speed. The wind force was of such dynamic proportions that it shoved the carcass embedded on to the airframe further inwards , tearing the bulkhead with a likelihood of ripping apart the canopy over the cockpit and also made communication both intercom and with Kolkata Air Traffic Control (ATC) practically impossible. The officer after a couple of futile attempts , finally established communication with ATC and rendered a PAN call declaring the emergency and requesting for a priority landing.
4.During the descent, the glass wool fibers that found their way out of the ripped open bulkhead, began to swirl due to the change in pattern of the air ingress into the cockpit making it difficult for the pilot to make a steady approach for the runway as they distorted his vision. Communicating with the ATC was further disturbed with the glass wool badly filling the air. In spite of all these simultaneous adversities, the officer executed a safe landing, thereby averting an imminent danger to valuable lives onboard and government property.
5.Deputy Commandant Kinshuk Pal (0586 - E) has accredited himself well and therefore he is awarded the TatrakshakMedal (Gallantry).

1992 . Periasamy Dhana Balan, Adhikari (Quarter Armour ), 02093 -M joined the Indian Coast Guard on 13 January 2.On 03 June 2010, Indian Coast Guard Ship (ICGS ) ArunaAsafAli entered Diglipur Harbour for Operation Turn Round.However, the ship was sailed with dispatch for undertaking an anti poaching operation . As Chief Boatswainmate, the Subordinate Officer (SO) prepared the ship for sailing at immediate notice . On reaching the area, he volunteered for additional lookout duties and remained active on the bridge . During the conduct ofthis operation, he sighted a suspicious small boat in dark night and again volunteered for boarding the vessel . The sea was very rough and high wind was gusting creating mountainous waves. it was impossible to take the boat alongside as poachers could have taken advantage of dark night to flee the area.
3. The SO jumped into the sea disregarding his own safety. He swam across to the boat , embarked the dangerously rolling boat amid hostile behaviour of the Myanmarese poachers and thereafter overpowered the Master. He himself acted as Coxswain and brought the boat alongside the ship safely. Due to his extraordinary courage and quick reaction, the poachers could not escape . The courage shown by the SO as a boarding team leader was instrumental in the success of the operation. The SO further coordinated handing over of maritime defaulters and approx 1500 Kg of Sea Shells to the police .
4. PRD Balan also proved his courage and potential when the ship was deployed for Search & Rescue of two fishermen off East Island during South West monsoon . The SO led the team and retrieved the two fishermen found stranded " off Laying Rocks " with their badly damaged boat . Despite huge waves breaking in the area, the SO climbed the rocks disregarding great risk to his own life and saved two lives at sea in extremely adverse weather conditions .
5. Periasamy Dhana Balan , Adhikari (Quarter Armour), 02093 -M has accredited himselfwell and therefore he is awarded the Tatrakshak Medal (Gallantry).

Subject: Setting up of a High -Powered Committee (HPC) to advise the Government on evolving an effective institutional mechanism for obtaining timely and quality data for measuring progress achieved in social and human development indicators.
No. M- 11022/ 1 /2011 - PP-The Government has accorded high priority to the development of social sector and for this purpose a number of flagship programmes are being implemented to build the social infrastructure, especially in the areas of health and education. However, in the absence of an effective institutional mechanism, the statistics reflecting the outcomes of these initiatives of the Government become available only after a considerably time lag and with a number of limitations . This becomes an impediment in devising the effective policy framework. In view of the above , it has been decided to set up a High Powered Committee (HPC) under the chairmanship of Shri B. K. Chaturvedi , Member Planning Commission to advise the Goverment for evolving an effective institutional system to get the timely and quality data on the progress achieved in the social sector including education and health and other sectors having implications for human development. 2. The terms of Reference (ToR) of the HPC will be as under :-
(i) To review the system of collecting statistics by various agancies on the Social Sector from time to time;
(ii) To make recommendations to streamline and integrate the operations of the different agencies involved incollection of statistics for the Social Sector ;
(iii) To firm up the areas and the indicators for collection of data to meet the requirement of policy makers at the National Level;
(iv) To determine the priodicity of collection of data and to recommend the regular institutional system and time interval for dissemination of periodical data for Social Indicators;
(v) To make recommendations for maintaining the standards of data collection;
(vi) Any other area for strengthening the system and flow of information in respect of Social Sector .
3. The HPC may Co -opt and consult Non -officials/Experts/Representatives of other agencies etc. , ifrequired.
4. The expenditure of the Official Member for attending the meetings of the Committee will be borne by the respective parent Department/Ministry/Organizations as per the rules applicable to them . The expenditure , if any , in respect of Non - official members will be borne by the Planning Commission as per rules and regulations ofTA/DA applicable to Grade - I officers of the Government of India.
