2. प्रधान निजी सचिव के ग्रेड में श्री मुरलीधरन की नियुक्ति विशुद्ध रूप से तदर्थ आधार पर है और यह उन्हें ग्रेड पर लगातार अनिश्चित काल तक बने रहने अथवा प्रधान निजी सचिव के ग्रेड में वरिष्ठतां का दावा करने का अधिकार प्रदान नहीं करेगी ।
