2. चूंकि सीधी भर्ती और पदोन्नत सीमा शुल्क मूल्यांकनकर्ताओं के बीच, जो समूह ' क ' आईआरएस ( सीएंड सीई ) में पदोन्नति के लिए फीडर ग्रेडों में से एक है, वरिष्ठता विवाद के कारण समूह ' क ' आईआरएस (सीएंडसीई ) अधिकारियों की वरिष्ठता सूची को अंतिम रूप देना संभव नहीं हो पाया, अतः पात्र अधिकारियों को गैर - कार्यकारी प्रवर ग्रेड में रिक्तियों की उपलब्धता के अधीन गैर - कार्यकारी प्रवर ग्रेड भूतलक्षी प्रभाव से दिया जा रहा है । इस तथ्य को ध्यान में रखते हुए कि वरिष्ठता के विवाद से संबंधित मामला विभिन्न न्यायालयों में विचाराधीन है, गैर कार्यकारी प्रवर ग्रेड का दिया जाना ऐसे मामलों के परिणाम के अधीन होगा । इसके अलावा , अधिकारियों की वरिष्ठता के विवाद को ध्यान में रखते हुए, उपर्युक्त पैरा -1 में अधिकारियों के नाम वर्ण क्रम में व्यवस्थित किए गए हैं ।

2. चूंकि सीधी भर्ती और पदोन्नत सीमा शुल्क मूल्यांकनकर्ताओं के बीच, जो समूह ' क ' आईआरएस ( सी एंड सीई ) में पदोन्नति के लिए फीडर ग्रेडों में से एक है, वरिष्ठता विवाद के कारण समूह ' क' आईआरएस (सीएंडसीई ) अधिकारियों की वरिष्ठता सूची को अंतिम रूप देना संभव नहीं हो पाया, अतः पात्र अधिकारियों को गैर - कार्यकारी प्रवर ग्रेड में रिक्तियों की उपलब्धता के अधीन गैर - कार्यकारी प्रवर ग्रेड भूतलक्षी प्रभाव से दिया 'जा रहा है । इस तथ्य को ध्यान में रखते हुए कि वरिष्ठता के विवाद से संबंधित मामला विभिन्न न्यायालयों में विचाराधीन है , गैर कार्यकारी प्रवर ग्रेड का दिया जाना ऐसे मामलों के परिणाम के अधीन होगा । इसके अलावा, अधिकारियों की वरिष्ठता के विवाद को ध्यान में रखते हुए, उपर्युक्त पैरा -1 में अधिकारियों के नाम वर्ण क्रम में व्यवस्थित किए गए हैं ।
