योजना आयोग

सं. ए-43011/05/2011-प्रशा.-I--मंत्रिमंडल की दिनांक 02 जून, 2011 को हुई बैठक के कार्यवृत्त के तहत् प्राप्त अनुमोदन के अनुसरण में स्वतंत्र मूल्यांकन कार्यालय ( आईईओ ) का एतद्वारा गठन किया जाता है और योजना आयोग के तत्वावधान में एक सम्बद्ध कार्यालय के रूप में अधिसूचित किया जाता है ताकि विकास मूल्यांकन सलाहकार समिति (डीईएसी ) अथवा भारत सरकार, जैसा भी मामला हो, द्वारा इसे समय - समय पर सौंपे जाने वाले विभिन्न प्रमुख कार्यक्रमों , स्कीमों आदि का स्वतंत्र मूल्यांकन किया जा सके ।

3. कार्य और कार्यप्रणाली :
( i ) आईईओ का मार्गदर्शन विकास मूल्यांकन सलाहकार समिति (डीईएसी ) द्वारा किया जाएगा, जो अनुसंधान के क्षेत्रों के मार्गदर्शन और प्राथमिकता - निर्धारण तथा अपनायी जाने वाली कार्य- प्रणालियों के लिए शीर्ष निकाय के रूप में कार्य करेगी । ( ii ) आईईओ का एक शासी मंडल होगा जिसकी अध्यक्षता योजना आयोग के उपाध्यक्ष द्वारा की जाएगी । महानिदेशक, आईईओ ; सदस्य- सचिव अथवा सचिव, योजना आयोग , प्रधान मंत्री कार्यालय का प्रतिनिधि; वित्त मंत्रालय का प्रतिनिधि; भारत के मुख्य सांख्यिकीविद् अथवा सचिव ( सांख्यिकी ) और दो विशेषज्ञ (जिनका चयन डीईएसी द्वारा किया जाएगा ) इस शासी मंडल के सदस्य होंगे ।
(iii ) आईईओ को अग्रणी सामाजिक विज्ञान अनुसंधान अथवा अन्य ज्ञान-संस्थानों की सेवाएं लेने , फ्लैगशिप कार्यक्रमों के प्रभाव का मूल्यांकन करने और इसे सार्वजनिक क्षेत्र में उपलब्ध कराने की अनुमति होगी ।
( iv ) डीईएसी द्वारा समय - समय पर निर्धारित आईईओ की मूल्यांकन कार्यसूची के अंतर्गत, निम्नलिखित फ्लैगशिप कार्यक्रम आईईओ के कार्यक्षेत्र में रहेंगे, नामतः :--
(क) महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी अधिनियम , 2005 ( एमजीएनआरईजीए );
(ख ) सर्व शिक्षा अभियान ( एसएसए, सीएमटीएम सहित) (ग) राष्ट्रीय ग्रामीण स्वास्थ्य मिशन ( एनआरएचएम) ( घ ) जवाहरलाल नेहरू राष्ट्रीय शहरी नवीकरण मिशन (जेएनएनयूआरएम);
(ङ) एकीकृत बाल विकास सेवाएं ( आईसीडीएस ) ;
(च ) राष्ट्रीय कृषि विकास योजना ( आरकेवीवाई ) ;
(छ) प्रधान मंत्री ग्राम सड़क योजना ( पीएमजीएसवाई);
(ज) इंदिरा आवास योजना ( आईएवाई ) ;
(झ ) त्वरित सिंचाई लाभ कार्यक्रम ( एआईबीपी ) ;
(ञ) जल एवं स्वच्छता मिशन नामतः राजीव गांधी राष्ट्रीय पेयजल मिशन और समग्र स्वच्छता अभियान;

(ट) राजीव गांधी ग्रामीण विद्युतीकरण योजना;
(ठ) महत्वपूर्ण कौशल विकास कार्यक्रम;
( v ) डीईएसी उपर्युक्त सूची में समय - समय पर परिवर्धन, विलोपन, परिवर्तन अथवा संशोधन कर सकेगी ।
( vi ) इसकी पूर्ण रूप से स्थापना हो जाने के बाद, आईईओ प्रत्येक वर्ष 3 से 5 विश्व स्तरीय रिपोर्ट तैयार करेगा । ( vii ) आईईओ के निष्कर्षों को डीईएसी के समक्ष रखा जाएगा , जो कार्यान्वयन करने वाले मंत्रालय के साथ- साथ योजना आयोग की टिप्पणियां मंगवाएगी । योजना आयोग के उपाध्यक्ष द्वारा आईईओ की रिपोर्ट के साथ इन टिप्पणियों को प्रधान मंत्री कार्यालय भेजा जाएगा और इसकी एक प्रति संसद के पुस्तकालय में रखी जाएगी । रिपोर्ट के साथ - साथ इन टिप्पणियों को जनता के सूचनार्थ वेबसाइट पर भी रखा जाएगा । (viii ) मूल्यांकन संबंधी डेटा को सांकेतिक और युक्तिसंगत शुल्क पर छात्रों अथवा अनुसंधानकर्ताओं को उपलब्ध कराया जाएगा ताकि शैक्षिक संस्थानों और विचारकों द्वारा अनुसंधान को सुसाध्य बनाया जा सके ।
( ix ) आईईओ मूल्यांकन संबंधी उद्देश्यों के अनुरूप उचित प्रबंधन सूचना प्रणालियों का विकास करने में योजना आयोग और कार्यान्वयन करने वाले मंत्रालयों को सलाह भी देगा और कार्यान्वयन करने वाले ऐसे मंत्रालय का यह कर्त्तव्य होगा कि वह ऐसी प्रबंधन सूचना प्रणालियों की अभिकल्पना करने और इन्हें कार्यान्वित करने के लिए सभी युक्तिसंगत प्रयास करें । 4. आईईओ के कारण व्यय को योजना स्कीम के रूप में वहन किया जाएगा, जिसके लिए योजना आयोग के बजट अनुदान में बजट प्रावधान किया जाएगा ।
5. आईईओ की स्थापना हो जाने के बाद योजना आयोग इसके कार्यालय स्थल की व्यवस्था करने में इसकी मदद करेगा और इसे योजना आयोग से पृथक भवन में स्थापित किया जाएगा ।

(i) The IEO shall be guided by the Development Evaluation Advisory Committee (DEAC), which shall act as the Apex Body for guiding and prioritizing the areas of research and methodologies to be adopted.

(ii) The IEO shall have a Governing Board Chaired by the Deputy Chairman, Planning Commission . The Director General , IEO; Member-Secretary or Secretary, Planning Commission; Representative of the Prime Minister's Office; Representative of the Ministry of Finance ; Chief Statistician of India or Secretary ( Statistics) and two experts (to be selected by the DEAC) shall be the Members of the Governing Board .
(ix) The IEO will also advise the Planning Commission and the implementing Ministries in developing appropriate Management Information Systems consistent with the valuation objectives and it shall be the duty of such implementing Ministry to make all reasonable efforts to design and implement such Management Information Systems .

2. The appointment of the above named Assistants to the post of Section Officers on ad- hoc basis is subject to the following conditions :-
(a) The period of ad -hoc promotion would be upto 30.09.2011 or till the regular Section Officers are made available or until further orders , whichever isearlier.
(b) The ad -hoc appointment shall not confer on the appointee any right to continue in the grade indiefinitely or for inclusion in the Select List of Section Officers for regular appointment or to claim Seniority in the Section Officers Grade of CSS .
(c) Ad-hoc appointment would continue till regular candidates in Section Officer Grade are available either through Seniority Quota and/ or Limited Departmental Competitive Examination (LDCE) . In the event of the ad-hoc appointees not qualifying for regular appointment in either of these two categories , they shall be reverted to the Assistant's Grade on availability of such regular officers from the date they (regular Section Officers) join duty in their respective cadre units allotted to them by the DOP&T.
