सं. ए--60011/05/2010- एस.एस. मंत्रिमंडल सचिवालय की दिनांक 25 मार्च, 2009 की अधिसूचना सं. 10/ 23/94 - एसएस के अनुक्रम में, विशेष सुरक्षा दल में विशेष हस्तक्षेप इकाईयों ( स्पेशल इंटरवेंशन यूनिट ) के सृजन के मद्देनजर विशेष सुरक्षा दल की संस्वीकृत स्टाफ क्षमता का आगे और पुनर्विलोकन किया गया । तदनुसार, विभिन्न रैंकों में 667 अतिरिक्त पदों के सृजन हेतु राष्ट्रपति की स्वीकृति एतद्वारा प्रदान की जाती है । परिणामस्वरूप, विशेष सुरक्षा दल में विभिन्न रैंकों में उपर्युक्त 667 अतिरिक्त पदों को, उनके वेतनमानों सहित, एतद्वारा तत्काल प्रभाव से अधिसूचित किया जाता है , जैसा कि संलग्न अनुलग्नक में दर्शाया गया सं. आरएस-3/6/1/2011/90- कार्मिक राज्य सभा के माननीय सभापति ने राज्य सभा सचिवालय में कार्यरत मुद्रण अधिकारी , श्री राम देव को 22 सितम्बर, 2011 के पूर्वाह्न से आगामी आदेशों तक इस सचिवालय में 15,600--39,100/- रु. के वेतन बैंड-3 + 6,600/- रु.

2. उपरोक्त नियुक्ति, अनुमोदित सेवा के उद्देश्य और कल्पित आधार (नोशनल बेसिस ) पर अवर सचिव के नाते वेतन के निर्धारण के लिए दिनांक 1.7.2003 से प्रभावी हुई मानी जाएगी । तथापि वास्तविक परिलाभ उसी तारीख से देय होंगे जिससे अधिकारियों को केन्द्रीय सचिवालय सेवा के अवर सचिव के ग्रेड में नियुक्त किया जाता है ।

3. उपरोक्त अधिकारी , अपने वेतन के पुनर्निधारण के कारण बकाया लेने के हकदार उसी तारीख से माने जाऐंगे जिस तारीख को उनकी अवर सचिव के पद पर वास्तविक नियुक्ति हुई है । इसके अतिरिक्त वे, एफ.आर. - 22 के प्रावधानों के अनुसार अपने वेतन के निर्धारण के लिए विकल्प चुनने का लाभ पाने के भी हकदार होंगे । तथापि ऐसे अधिकारी जिन्हें उनके चयन सूची वर्ष की 1 जुलाई से पहले तदर्थ अवर सचिव के रूप में प्रोन्नत कर दिया गया था और वे स्पलिट ऑप्शन का लाभ उठा चुके थे, वे इस विकल्प को पुनः चुनने के लिए योग्य नहीं माने जाऐं गे । यह नियुक्ति माननीय दिल्ली उच्च न्यायालय में सिविल रिट पिटिशन सं . 13352/2005 के अंतिम परिणाम के अध्ययधीन होंगी ।
