4. निदेशक ( पर्यटन एवं खानपान ) , रेलवे बोर्ड समिति के सचिव होंगे । सं. 1/1 ( 2 ) / 2010/बीएमएचआरसी /आर एंड डी- II/502--परमाणु ऊर्जा विभाग (पऊवि) ने दिनांक 03.09.2010 के संकल्प सं. 1/1 (2 )/2010- आर एंडडी- II /टीएमसी/8423 के द्वारा भोपाल स्मारक अस्पताल एवं अनुसंधान केन्द्र का प्रशासनिक नियंत्रण दिनांक 02.08.2010 से प्रभावी रूप में अपने अधिकार में लिया था । केन्द्रीय मंत्रिमंडल ने दिनांक 10.01.2012 की टिप्पणी सं. 1/सीएम/2012( i ) के द्वारा बीएमएचआरसी, भोपाल के प्रशासनिक नियंत्रण को परमाणु ऊर्जा विभाग द्वारा वर्ष 2011-12 के लिए किये गये बजट प्रावधानों के साथ , परमाणु ऊर्जा विभाग एवं जैव प्रौद्योगिकी विभाग से स्वास्थ्यअनुसंधान विभाग, स्वास्थ्य एवं परिवार कल्याण मंत्रालय को तुरंत प्रभाव से हस्तांतरित करने के लिए अनुमोदन प्रदान कर दिया है ।
5. समितिके विचारार्थ विषय नीचे दिए गए अनुसार हैं:--
तदनुसार, एतद्वारा बीएमएचआरसी, भोपाल का प्रशासनिक नियंत्रण स्वास्थ्यअनुसंधान विभाग , स्वास्थ्य एवं परिवार कल्याण मंत्रालय, भारत सरकार को हस्तांतरित किया जाता है बीएमएचआरसी , भोपाल से संबंधित सभी प्रशासनिक, वित्तीय , कानूनी तथा अन्य मामलों की देख - रेख एवं निपटान अब स्वास्थ्यअनुसंधान विभाग, स्वास्थ्यएवं पविार कल्याण मंत्रालय द्वारा किया जाएगा ।

(क) खानपान/वेंडिंग स्टॉलों ट्रॉलियों और अन्य सभी स्टॉलों- जैसे बुक स्टॉलों और अन्य विविध स्टॉलों, पीसीओ/आईएसडी/एसटीडी बूथों के आकार, डिजाइन और स्थल की पुनरीक्षा करना और डिजाइन, आकार तथा स्थल के मानकीकरण के लिए उपायों की सिफारिश करना ताकि यह सुनिश्चित किया जा सके कि वे न केवल स्टेशन के सौंदर्याकरण के अनुरूप हों बल्कि न्यूनतम स्थान घेरें और वे यात्रियों के चलने- फिरने में बाधा उत्पन्न न करें । वे इस प्रकार की सेवाओं के बढ़ने और उनके अव्यवस्थित तरीके से स्थापित होने के कारण महत्वपूर्ण स्टेशनों और प्लेटफार्मों पर भीड़ - भाड़ को कम करने के उपायों के बारे में विशिष्ट रूप से सिफारिश करेंगे ।

संकल्प
(ख ) समिति, स्टेशनों पर और गाड़ियों में अप्राधिकृत फेरी वालों/वेंडिंग कीसमस्याओं का अध्ययन करेगी, संवेदनशील स्थलों, सेक्शनों और गाड़ियों की पहचान करेगी और इस समस्या को दूर करने के लिए ठोस उपायों की सिफारिश करेगी ।
सं. ईआरबी-1/ 2012/ 23/2- रेल मंत्रालय ( रेलवे बोर्ड ) ने खानपान/वेंडिंग स्टॉलों/बुक स्टॉलों/पर्यटन सूचना केन्द्रों आदि के विभिन्न पहलुओं की जांच के लिए यात्री सेवा समिति का पुनर्गठन करने का विनिश्चय किया है ।
(ग) समिति उन वस्तुओं की भी पुनरीक्षा करेगी जिन्हें इस समय इन विभिन्न स्टॉलों पर बेचे जाने की अनुमति है और उनका मानकीकरण सुझाएगी । यह ऐसी वस्तुओं की सिफारिश भी करेगी जो स्वास्थ्यऔर स्वच्छता परबिना कोई प्रतिकूल प्रभाव डाले और किसी भी तरह से जनता की पसन्द और संवेदनशीलता को ठेस पहुंचाए जनता को बेचे जाने हेतु शामिल की जाएंगी ।

3. समिति के अन्य सदस्य नीचे दिए गए अनुसार होंगे :--
(घ) समिति परिवहन के अन्य साधनों , शहर के नक्शों आदि की उपलब्धता के संबंध में यात्रा कर रही जनता के मार्गनिर्देश के लिए पर्यटक सूचना बूथों और किऑस्कोंकी स्थापना की आवश्यकता की जांच करेगी और सिफारिश करेगी ।

(ङ) समिति, क्षेत्रीय और प्रादेशिक आवश्यकताओं पर आधारित पुस्तकों और प्रकाशनों की बिक्री और साथ ही राष्ट्रीय अखंडता, सामाजिक न्याय, साम्प्रदायिक सामंजस्य, ग्रामीण विकास आदि विषयों वाले साहित्य की बिक्री के संबंध में जांच करेगी और सिफारिश करेगी । समिति गाड़ियों में , रेलवे स्टेशनों पर बजाए जाने वाले संगीत और साथ ही स्टेशनों आदि पर दृश्य माध्यम जैसे क्लोज़ड सर्किट टेलीविज़नों ( सीसीटीवी ) के जरिए दिए जाने वाले संदेशों की भी जांच करेगी ।
6. समिति का कार्यकाल दो वर्ष की अवधि अथवा अगले आदेशों, जो भी पहले हो , तक होगा ।
7. पर्यटन एवं खानपान निदेशालय समिति के साथ संपर्क बनाए रखने और इसकी सिफारिशों का समय पर कार्यान्वयन करने के लिए नोडल निदेशालय होगा ।

2. समितिकेकार्य
समिति का काम , सरकारी कामकाज में हिन्दी के प्रयोग को बढ़ाने के साथ - साथ संविधान , राजभाषा अधिनियम और नियमों में उल्लिखित राजभाषा सेसंबंधित प्रावधानों, केन्द्रीय हिन्दी समिति के नीतिगत निर्णयों और राजभाषा 2-451GI /2011
विभाग द्वारा समय- समय पर जारी किए गए आदेशों के कार्यान्वयन के संबंध में सड़क परिवहन और राजमार्ग मंत्रालय को सलाह देना है । 3.कार्यकाल
समिति का कार्यकाल सामान्यतः समिति के गठन की तारीख से निम्नलिखित शर्तों के अधीन तीन वर्ष का होगा,
(क) जो सांसद इस समिति के सदस्य हैं, वे सांसद न रहने पर इस समिति के भी सदस्य नहीं रहेंगे ;
(ख) संसदीय राजभाषा समिति के जो प्रतिनिधि इस समिति के सदस्य हैं, वे संसद सदस्य न रहने पर इस समिति के भी सदस्य नहीं रहेंगे;
(ग) समिति के पदेन सदस्य उस समय तक सदस्य बने रहेंगे जब तक कि वे अपने पदों पर हैं, जिनके नाते वे इस समिति के सदस्यहैं; और
(घ) यदि किसी सदस्य के त्याग- पत्र देने, मृत्यु हो जाने आदि के कारण समिति में कोई स्थान रिक्त होता है तो उसके स्थान पर नियुक्तकिए गएसदस्य का कार्यकाल समिति की तीन वर्ष की शेष अवधितक ही होगा ।
4. सामान्य
समिति का मुख्यालय नई दिल्ली में होगा किन्तु इस समिति की बैठक दिल्ली से बाहर भी हो सकेगी ।
5. यात्रा भत्ते एवं अन्य भत्ते
राजभाषा विभाग के दिनांक 03.02.2006 के कार्यालय ज्ञापन सं.- II/ 20034/4/2005रा.भा. ( नीति-2 ) के अनुसार समिति के गैर- सरकारी सदस्यों को यात्रा भत्तों एवं अन्य भत्तों का भुगतान निम्नानुसार किया जाएगा: -- (क) समिति में नामित सांसदों को " संसद सदस्य ( वेतन, भत्ता एवं पेंशन ) अधिनियम , 1954 " के प्रावधानों एवं समय- समय पर जारी किए गए संशोधनों तथा उनके अधीन बनाए गए नियमों के अनुसार यात्रा भत्ता तथा दैनिक भत्ता दिया जाएगा । (ख) समिति के अन्य गैर - सरकारी सदस्यों को राजभाषा विभाग के दिनांक 22 जनवरी, 1987 के कार्यालय ज्ञापन सं.- II/22034/ 4/86- रा.भा. ( क-2 ) में निहित दिशा- निर्देशों के अनुरूप और भारत सरकार द्वारा समय - समय पर संशोधित निर्धारित दरों एवं नियमों के अनुसार यात्रा भत्ता तथा दैनिक भत्ता देय होगा ।

No. 1/1 (2 )/2010/BMHRC/R & D - II/502-Vide Resolution No. 1/1 (2 )/2010 - R & D - II/ TMC/ 8423dt . 03.09.2010 , the Department of Atomic Energy (DAE) had taken over the administrative control of the Bhopal Memorial Hospital and Research Centre (BMHRC), Bhopal with effect from 02.08.2010. The Union Cabinet vide note 1 /CM/2012( i) dated 10.01.2012 has approved the transfer of administrative control of the BMHRC, Bhopal together with the budget provisions made bythe DAE for 2011-12, from the Department ofAtomic Energy and Department of Bio - Technology to the Department of Health Research, Ministry of Health and Family Welfare with immediate effect .
Accordingly, administrative control of the BMHRC, Bhopal is hereby transferred to the Department of Health Research , Ministry ofHealth and Family Welfare, Government of India. All Administrative , Financial , Legal and other matters pertaining to the BMHRC will henceforth be dealt by the Department ofHealth Research, Ministry of Health and Family Welfare.

5. The Terms of reference of the Committee are as under :-
(a) To review the size , design and location of catering/ vending stalls / trolleys and all other stalls like book stalls and other miscellaneous stalls , PCO/ISD/STD booths and recommend measures for standardization of the design, size as well as the location so as to ensure that they not only match with the aesthetics of the station , but also take up minimum space and do not create hindrance to movement and circulation of passengers . They would specifically recommend steps to reduce congestion at important stations and platforms caused due to proliferation of such services and their installation in a haphazard manner.
(b) The Committee would study the problems of unauthorized hawking /vending at stations and in trains , identify vulnerable locations , sections and trains , and recommend concrete measures to eliminate thismenace .
(c) The Committee would also review the items , which are presently permitted to be sold at these various stalls and suggest their standardization . They would recommend items , which would be included for sale to public without any risk to health and hygiene and in no way offend public taste and sensitivity.
(d) The Committee would examine and recommend on the requirement for setting up of tourist information booths as well as kiosks for guiding travelling public regarding availability of other modes oftransport, city maps etc.
(e) The Committee would examine and recommend regarding sale of books and publications depending on the regional and territorial requirements as also sale of literature for permitting themes of national integration , social justice , communal harmony, rural development etc. The Committee would also examine the kind of music to be played in trains at railway stations as also the messages given through the visual media like Closed Circuit Televisions ( CCTVs ) at stations etc.
6.The tenure of the Committee will be for a period oftwo years or till further orders , whichever is earlier.
7. The Tourism and Catering Directorate will be the nodal Directorate interacting with the Committee and processing its various recommendations for timely implementation.

2. Function ofCommittee
The functions of the Samiti will be to render advice to the Government with regard to the implementation of the provisions relating to Official Language contained in the Constitution, Official Languages Act and rules and policy decisions ofthe Kendriya Hindi Samiti and instructions issued bythe Deptt . ofOfficial Language and also with regard to the progressive use of Hindi in the Ministry of Road Transport & Highways.
3. Tenure
The tenure ofthe Samiti will normally be three years from the date of its constitution provided that:
(a) A member, who is a Member of Parliament, will cease to be a Member of Samiti as soon as he ceases to be a Member ofParliament;

(b) The representatives of the Committee of the Parliament onOfficial Language shall cease to be the Members of the Samiti as soon as they cease to be the Members of Parliament.
(c) Ex - officio members of the Samiti shall continue as members so long as they hold the office by virtue of whichthey are members of the Samiti ; and (d) A member nominated on a vacancy arising in the Samiti due to the death or resignation of any member, shall hold office for the residual term .
4. General
The Headquarters of the Samiti shall be at New Delhi but it may hold its meeting out of Delhi also , if necessary .
5. Travelling and Other Allowances
As per Department of Official Languages ' Office Memorandum No. II/20034/04/2005 - O.L . (Policy -2) dated 03.02.2006, Travelling Allowance and Daily Allowance toNon- Official Members ofthe Samiti will be paid as under :-- (a) The Members of Parliament will be paid Travelling Allowance andDaily Allowance for attending the meeting of the Samiti as per the provisions of the Members of Parliament (Salary, Allowance and Pension) Act, 1954 and rules made there-under and the amendments issued from time to time .
(b) Travelling Allowance and Daily Allowance to other Non Official Members of the Samiti will be paid as per guidelines contained in the Department of Official Languages ' Office Memorandum No. II/22034/04/86 -O.L . (A- 2) dated 22.01.1987 and in accordance with the prescribed rates and rules of the Government of India as amended from time to time.
