सदस्यसचिव , हिन्दी सलाहकार समिति सं.'पी-20030/1/2003- पीपी खंड- II ( भाग ) सक्षम प्राधिकारी एतद्वारा " पेट्रोलियम योजना और विश्लेषण प्रकोष्ठ " के सृजन के संबंध मेंदिनांक 30 मार्च, 2002 के संकल्प संख्या पी -20029/22/2001- पीपी में निम्नलिखित संशोधन करते हैं : --

नई दिल्ली-110003, दिनांक 18 जनवरी 2012 मोबाइल-शासन के लिए ढांचा
(क) दिनांक 30 मार्च, 2002 के उक्त संकल्प के अनुबंध , जिसमें प्रकोष्ठ की संरचना दर्शाई गई है, में पदनाम " निदेशक " को " महानिदेशक" से प्रतिस्थापित किया जाएगा ।
(ख ) दिनांक 30 मार्च, 2002 के उक्त संकल्प के अनुबंध , जिसमें प्रकोष्ठ की संरचना दर्शाई गई है, में " वित्त और लेखा " शीर्ष के तहत् पदनाम " अपर निदेशक " को " निदेशक ( वित्त ) " से प्रतिस्थापित किया जाएगा ।
2. उक्तसंकल्प में अन्य प्रविष्टियां पहले की तरह ही बनी रहेंगी ।
सं. 9 ( 6 ) /2010 - ईजी. II ( भाग . II) -जबकि सूचना प्रौद्योगिकी विभाग (डीआईटी ) , संचार और सूचना प्रौद्योगिकी मंत्रालय , भारत सरकार, राष्ट्रीय ई-शासन योजना ( एनईजीपी ) चला रही है जिसका उद्देश्य एनईजीपी के दृष्टिकोण वक्तव्य में कहे अनुसार सार्वजनिक सेवाओं को जनता के निकट लाना है : " आम आदमी को उसके इलाके में सभी सरकारी सेवाओं को सामान्य सेवा प्रदायगी केन्द्रों के जरिए उपलब्ध कराना और आम आदमी की बुनियादी आवश्यकताओं को पूरा करने के लिए कम मूल्य पर ऐसी सेवाओं की कार्य क्षमता, पारदर्शिता और विश्वनीयता सुनिश्चित करना " 3. ये संशोधन सरकारी राजपत्र में इस संकल्प के प्रकाशित होने की तारीख को प्रभावी होंगे ।

और जबकि, एनईजीपी दृष्टिकोण के विस्तार के रूप में तथा देश में व्यापक मोबाइल फोन उपभोक्ता आधार का संज्ञान रखते हुए, भारत सरकार नेमोबाइल उपकरणों के जरिए सार्वजनिक सेवाओं की उपलब्धता के प्रावधान का भी निर्णय किया है, इस प्रकार ई- शासन की प्रकृति के अंतर्गत नये प्रतिमान के रूप में मोबाइल- शासन ( एम - गवर्नेन्स) की स्थापना हुई है । नई दिल्ली-110001, दिनांक10 फरवरी 2012

और जबकि, मोबाइल शासन पर एक सुव्यवस्थित ढांचे से देश में शहरी तथा ग्रामीण जनता के लिए सार्वजनिक सेवाओं की पूर्ण प्रदायगी सुनिश्चित करने के लिए समयबद्ध रूप में एम - शासन के क्रमिक स्वीकरण और नियोजन में भारत सरकार महत्वपूर्ण भूमिका निभा पाएगी । सं. ई-11016/1/2009-हिंदी-कोयला मंत्रालय की हिन्दी सलाहकार समिति के गठन संबंधी दिनांक 23.03.2011 के समसंख्यक " संकल्प" में निम्नलिखित आंशिक संशोधन किया जाता है : --
और जबकि, सक्षम प्राधिकारी ने मोबाइल-शासन के लिए ढांचे को अनुमोदित कर दिया है ।
श्री जितेन्द्र सिंह, संसद सदस्य ( लोक सभा ) , सदस्य के स्थान पर श्री रघुवीर सिंह मीणा, संसद सदस्य ( लोक सभा ) को सदस्य के रूप में प्रतिस्थापित किया जाए ।

अब यह विभाग एतद्वारा http://egovstandards.gov.in और www.mit.gov.in पर प्रकाशित मोबाइल - शासन के लिए ढांचे के इस्तेमाल को अधिसूचित करता है जिसमें ( क ) भारत सरकार का उद्देश्य मोबाइल फोन के व्यापक प्रसार का इस्तेमाल करना और विशेष रूप से ग्रामीण क्षेत्रों मेंसार्वजनिक सेवाओं की आसानी से हर समय उपलब्धता के लिए मोबाइल अनुप्रयोगों की क्षमता का इस्तेमाल करना है; तथा ( ख ) इस ढांचे का उद्देश्य देश में अधिसूचना की तारीख से एम- शासन के लिए अनूठी अवसंरचना तथा अनुप्रयोग विकास इकोसिस्टम की स्थापना करना है।
सतवीर सिंह संयुक्त निदेशक आदेश दिया जाता है कि " संकल्प " की एक - एक प्रति सभी राज्य सरकारों और संघ शासित क्षेत्रों के प्रशासकों, प्रधानमंत्री कार्यालय, राष्ट्रपति सचिवालय, मंत्रिमंडल सचिवालय , संसदीय कार्य मंत्रालय, योजना आयोग, लोक सभा सचिवालय, राज्य सभा सचिवालय, भारत के नियंत्रक और महालेखा परीक्षक, महालेखाकार और भारत सरकार के सभी मंत्रालयों/विभागों तथा कोयला मंत्रालय और इसके अधीन सभी कंपनियों/ अधीनस्थ कार्यालयों/उपक्रमों/स्वायत्तशासी निकायों को भेजी जाए ।.

No. P -20030/1 /2003 - PP Vol. II (Part) . The Competent Authority hereby makes the following amendments in the Resolution No. 20029/22/ 2001 - PP dated 30th March , 2002 in relation to the creation of " Petroleum Planning and Analysis Cell
(a) In the said Resolution dated 30th March , 2012 in the Annexure providing structure of the Cell , the designation "Director " shall be substituted by "Director General " .
(b) In the said Resolution dated 30th March , 2002 the Annexure providing structure of the Cell , the designation "Additional Director " under the heading "Finance and Accounts " shall be substituted by "Director (Finance) " .
2. Other entries in the said Resolution will continue to remain as such .
3. The amendments shall come into force on the date of publication ofthis Resolution in the Official Gazette .

Economic Adviser & Member Secy. , Hindi Salahakar Samiti MINISTRY OF COMMUNICATIONS AND INFORMATION TECHNOLOGY (DEPARTMENT OF INFORMATION TECHNOLOGY) NewDelhi- 110003 , the 18th January 2012 FRAMEWORK FOR MOBILE GOVERNANCE No. 9 (6)/2010 -EG - II ( Part - II )-WHEREAS Department of Information Technology (DIT) , Ministry of Communications & Information Technology, Government of India (GoI ) , is driving the National e - Governance Plan (NeGP) that aims to bring public services closer home to the populace , as articulated in the Vision Statement of NeGP : " Make all Government Services accessible to the common man in his locality, through common service delivery outlets , and ensure efficiency, transparency, and reliability of such services at affordable costs to realise the basic needs of the common man. "
AND WHEREAS , as an extension of the NeGP Vision , and in cognizance of the vast mobile phone subscriber base in the country, the Government of India has decided to also provision for access of public services through mobile devices , thereby establishing mobile Governance ( m-Governance) as a new paradigm within the ethos of e-Governance .
AND WHEREAS , a well laid Framework on Mobile Governancewould play a critical role in enabling Government of India to progressively adopt and deploy m -Governance in a time-bound manner to ensure inclusive delivery of public services to both the urban and rural populace in the country in accordance with the Framework .
AND WHEREAS , the Competent Authority has approved the Framework for Mobile Governance .
NOW, this Department hereby notifies the use of Framework for Mobile Governance published on http.:// egovstandards.gov.in and www.mit.gov.in wherein ( a) Government of India aims to utilize the massive reach of mobile phones and harness the potential of mobile applications to enable easy and round- the-clock access to public services , especially in the rural areas ; and (b) the Framework aims to create unique infrastructure as well as application development ecosystem for m-Governance in the country; w.e.f. the date of notification .
