सा.का.नि. 72.-राष्ट्रपति, संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए राष्ट्रीय फिल्म संग्रहालय , सूचना और प्रसारण मंत्रालय में कनिष्ठ हिंदी अनुवादक के पद पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं, अर्थात्:-
1. संक्षिप्त नाम और प्रारंभ ( 1 ) इन नियमों का संक्षिप्त नाम सूचना और प्रसारण मंत्रालय , राष्ट्रीय फिल्म संग्रहालय ( कनिष्ठ हिंदी अनुवादक, समूह ' ख ' पद भर्ती ) नियम , 2012 है ।
(2) ये राजपत्र में प्रकाशन की तारीख को प्रवृत्त होंगे ।
2. पद संख्या, वर्गीकरण और वेतनमान, उक्त पद की संख्या , उसका वर्गीकरण और उसका वेतनमान वह होगा , जो इन नियमों से उपाबद्ध अनुसूची के स्तंभ ( 2 ) से स्तंभ ( 4 ) में विनिर्दिष्ट हैं ।
3. भर्ती की पद्धति, आयु- सीमा , अर्हताएं आदि. उक्त पद पर भर्ती की पद्धति , आयु सीमा, अर्हताएं और उससे संबंधित अन्य बातें वे होंगी जो पूर्वोक्त अनुसूची के स्तंभ ( 5 ) से स्तंभ ( 14 ) में विनिर्दिष्ट हैं ।
4. निरर्हता. वह व्यक्ति,
(क ) जिसने ऐसे व्यक्ति से जिसका पति या जिसकी पत्नी जीवित है , विवाह किया है , या

(ख ) जिसने अपने पति या अपनी पत्नी के जीवित रहते हुए किसी व्यक्ति से विवाह किया है ,
उक्त पद पर नियुक्ति का पात्र नहीं होगा :
परन्तु यदि केन्द्रीय सरकार का यह समाधान हो जाता है कि ऐसा विवाह , ऐसे व्यक्ति और विवाह के अन्य पक्षकार को लागू स्वीय विधि के अधीन अनुज्ञेय है और ऐसा करने के लिए अन्य आधार हैं तो वह किसी व्यक्ति को इस नियम के प्रवर्तन से छूट दे सकेगी ।
5. शिथिल करने की शक्ति, जहां केन्द्रीय सरकार की यह राय है कि ऐसा करना आवश्यक या समीचीन है , वहां वह उसके लिए जो कारण हैं , उन्हें लेखबद्ध करके तथा संघ लोक सेवा आयोग से परामर्श करके , इन नियमों के किसी उपबंध को किसी वर्ग या प्रवर्ग के व्यक्तियों की बाबत , आदेश द्वारा शिथिल कर सकेगी ।
6. व्यावृत्ति. इन नियमों की कोई बात , ऐसे आरक्षण, आयु- सीमा में छूट और अन्य रियायतों पर प्रभाव नहीं डालेगी , जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय- समय पर जारी किए गए आदेशों के अनुसार अनुसूचित जातियों , अनुसूचित जनजातियों और अन्य विशेष प्रवर्ग के व्यक्तियों के लिए उपबंध करना अपेक्षित है ।

अनिवार्य:
( I ) किसी मान्यताप्राप्त विश्वविद्यालय से हिंदी या अंग्रेजी में मास्टर डिग्री तथा डिग्री स्तर पर परीक्षा के माध्यम के तौर पर अंग्रेजी या हिंदी एक अनिवार्य अथवा वैकल्पिक विषय के रूप में हो ।
अथवा
किसी मान्यताप्राप्त विश्वविद्यालय से हिंदी या अंग्रेजी के अलावा किसी अन्य विषय में मास्टर डिग्री साथ ही हिंदी या अंग्रेजी माध्यम के साथ तथा डिग्री स्तर पर अनिवार्य या वैकल्पिक विषय के रूप में या परीक्षा के माध्यम के रूप में अंग्रेजी या हिंदी ।
अथवा
किसी मान्यताप्राप्त विश्वविद्यालय से हिंदी या अंग्रेजी के अलावा किसी अन्य विषय में मास्टर डिग्री साथ ही डिग्री स्तर पर हिंदी और अंग्रेजी अनिवार्य या वैकल्पिक विषय के रूप में जिनमें से कोई एक विषय परीक्षा का माध्यम रहा हो और दूसरा अनिवार्य या वैकल्पिक विषय रहा हो ।
और
( II ) हिंदी से अंग्रेजी और अंग्रेजी से हिंदी अनुवाद में मान्यताप्राप्त डिप्लोमा अथवा प्रमाण- पत्र पाठ्यक्रम या भारत सरकार के उपक्रम सहित केंद्रीय या राज्य सरकार के कार्यालयों में हिंदी से अंग्रेजी और अंग्रेजी से हिंदी अनुवाद का दो वर्ष का अनुभव ।
वांछनीय:
( i ) मान्यताप्राप्त बोर्ड के मैट्रिक अथवा समतुल्य स्तर पर हिंदी से भिन्न संविधान की आठवीं अनुसूची में उल्लिखित भाषाओं में से किसी एक भाषा का ज्ञान ।
( ii ) किसी मान्यताप्राप्त विश्वविद्यालय से हिंदी से अंग्रेजी तथा अंग्रेजी से हिंदी अनुवाद में डिग्री या डिप्लोमा ।
टिप्पण 1 : प्रतिनियुक्ति की अवधि केंद्रीय सरकार के उसी या किसी अन्य संगठन/विभाग में इस नियुक्ति से ठीक पहले धारित किसी अन्य संवर्ग बाह्य पद में प्रतिनियुक्ति अवधि है , साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति पर नियुक्ति ( आईएसटीसी ) के लिए अधिकतम आयु- सीमा आवेदन प्राप्ति की अंतिम तारीख को 56 वर्ष से अधिक नहीं होगी ।
टिप्पण 2 : प्रतिनियुक्ति/आमेलन आधार पर नियुक्ति करने के प्रयोजन से किसी अधिकारी द्वारा तारीख1-1-2006 से पूर्व अर्थात् जिस तारीख से छठे केंद्रीय वेतन आयोग की सिफारिशों पर संशोधित वेतन संरचना लागू की गई है, नियमित आधार पर की गई सेवा को वेतन आयोग की सिफारिशों के आधार पर लागू तत्स्थानी ग्रेड वेतन/वेतनमान में की गई सेवा समझी जाएगी , सिवाय उन मामलों के जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान को एक सामान्य ग्रेड वेतन/वेतनमान के साथ एक ग्रेड में विलय किया गया है और जहां यह फायदा केवल उस पद ( पदों ) के लिए विस्तारित होगा जिसके लिए ग्रेड वेतन/वेतनमान बिना किसी उन्नयन के सामान्य प्रतिस्थापन ग्रेड है ।

GS.R. 72. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Junior Hindi Translator, National Film Archive of India, Ministry of Information and Broadcasting, namely:-
1. Short title and commencement .-( 1 ) These rules may be called the Ministry of Information and Broadcasting , National Film Archive of India , (Junior Hindi Translator, Group ' B ' post) Recruitment Rules , 2012 .
(2) They shall come into force on the date of their publication in the Official Gazette.
2.Number ofposts , classification Pay band, Grade Pay and scale of pay. The number of posts , their classification and pay band, grade pay and the scale of pay attached thereto shall be specified in columns (2 ) to (4) of the Schedule annexed to these rules .
3. Method of recruitment, age limit , qualifications , etc. The method of recruitment to the said posts , age- limit, qualifications and other matters connected therewith shall be as specified in columns (5 ) to ( 13 ) of the said Schedule .
4. Disqualification. No person ,-
(a) who has entered into or contracted a marriage with a person having a spouse living ; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person ,
shall be eligible for appointment to the said post:
Provided that the Central Government may , if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing , exempt any person from the operation of this rule .
5. Power to relax.---Where the Central Government is of the opinion that it is necessary or expedient so to do, itmay, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission , relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations , relaxation of age limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , the Other Backward Classes , Ex - Servicemen and other special categories ofpersons in accordance with the orders issued by the Central Government from time to time in this regard.

Master's degree of a recognised University in any subject other than Hindi or English , with Hindi or English medium and English or Hindi as a compulsory or elective subject or as a medium of examination at degree level .
Or
Master'sdegree of a recognised in any subject other than Hindi or English , with Hindi and English as a compulsory or elective subjects with either of the two as medium of examination and the other as a compulsory or elective subject at degree level .
and
(II ) Recognised Diploma or Certificate Course in translation from Hindi to English and vice -versa or two years experience oftranslation work from Hindi to English and vice-versa in Central or State Government offices , including Government of India Undertaking .
Desirable :
(i) Knowledge at the level of Matriculation of recognised Board or equivalent of one of the languages other than Hindi mentioned in the Eighth Schedule of the Constitution.
(ii) Degree or Diploma in translation from Hindi to English and vice- versa from a recognised University.

Note 1. Period of deputation including period of deputation in another ex- cadro post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years . The maximum age limit for appointment by deputation shall be not exceeding 56 years, as on the closing date of receipt of applications .
Note 2. For the purpose of appointment on deputation or absorption basis , the service rendered on a regular basis by an officer prior to 1-1-2006 . The date from which the revised pay structure based on the 6th CPC recommendation has been extended shall be deemed to be service rendered in the corresponding Grade Pay or Pay Scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre- revised scale of pay into one grade with a common Grade Pay or Pay Scale, and where this benefit will extend only for the post(s ) for which that Grade Pay or Pay Scale is the Normal replacement grade without any upgradation.

सा.का.नि. 74.- राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए और विद्युत मंत्रालय ( समूह ' घ ' पद ) भर्ती नियम , 2003 को उन बातों के सिवाय अधिक्रांत करते हुए जिन्हें ऐसे अधिक्रमण से पूर्व किया गया है या करने का लोप किया गया है । विद्युत मंत्रालय ( समूह ' घ ' पद ) पर भर्ती की पद्धति का विनियमन करने के लिए निम्नलिखित नियम बनाती हैं , अर्थात्:-

GS.R. 74. In exercise ofthe powers conferred by the proviso to article 309 ofthe Constitution and in supersession ofthe Ministry of Power (Group D' posts ) Recruitment Rules, 2003 , except as respects things done or omitted to be done before such supersession , the President hereby makes the following rules regulating the method of recruitment to the post ofMulti -Tasking Staff in the Ministry of Power, namely :-
1. Short title and commencement . ( 1 ) These rules may be called the Ministry of Power, Multi -Tasking Staff, Group 'C' Post, Recruitment Rarles, 20:12.

(2) They shall come into force on the date oftheir publication in the Official Gazette .
2.Number of post, classification , pay band and grade pay/pay scale . The number of the said post, its classifica- tion , pay band and grade pay or pay scale attached thereto shall be as specified in columns (2 ) to (4 ) of the Schedule annexed to these rules .
3.Method of recruitment, age - limit, qualifications , etc. The method of recruitment, age - limit, qualifications and other matters relating thereto shall be as specified in columns (5 ) to ( 13 ) of the said Schedule .
4. Disqualification .-No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living , or
(b) who, having a spouse living , has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so , to do it may, by order and for reasons to be recorded in writing , relax any of the provisions of these rules with respect to any class or category of persons .
6. Saving. Nothing in these rules shall affect reservations, relaxation of age - limit and other concessions required to be provided for the Scheduled Castes , the Scheduled Tribes , ex - servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2 : In the Union territory of the case of Recruitment made through the Employment Exchange, the crucial date of determining the age limit shall be the last date on which the Employment Exchange is asked to submit the names .
