विषय : -- टीईआरएम प्रकोष्ठों के शीर्षों की ' विभाग के शीर्ष' के रूप में घोषणा करना ।
सं. 1-50 ( 20 ) /2011 - स्थापना-- सीसीएस ( सीसीए ) नियमावली के नियम 2(i ) और सीसीएस पेंशन नियमावली के नियम 3 ( ट) , पी एंड टी एफएचबी खंड-1 के नियम 2 ( ज ) , एसआर-2 (10 ) एवं उसके तहत जीआईओ , जीएफआर के नियम 2 (XVI) के अंतर्गत , दूरसंचार प्रवर्तन, संसाधन एवं निगरानी ( टीईआरएम ) प्रकोष्ठों के शीर्षों की ' विभाग के शीर्ष ' के रूप में घोषणा करने के लिए सक्षम प्राधिकारी का अनुमोदन एतद्वारा सम्प्रेषित किया जाता है ।
2. ' विभाग के शीर्ष ' के रूप में शक्तियों का प्रयोग , प्रशासनिक एवं वित्तीय शक्तियों के बारे में पहले से जारी अनुदेशों और समय - समय पर यथासंशोधित तथा ऊपर उल्लिखित मैनुअल/ कोड पुस्तकों में निर्धारित शर्तों के मद्देनजर, किया जाएगा ।

4. यह आदेश इस कार्यालय ज्ञापन के जारी होने की तारीख से लागू होगा ।
5. इसे दूरसंचार विभाग के आंतरिक वित्त अनुभाग की डायरी संख्या 361- ए/एफ-12 दिनांक 05.03.2012 की सहमति से जारी किया गया है ।
आदेश
यह आदेश दिया जाता है कि उपर्युक्त संकल्प को आम सूचना के लिए भारत के राजपत्र में प्रकाशित किया जाए ।

Sub . :-Declaration of Heads of TERM Cells as 'Head of the Department' .
No. 1-50 (20)/2011-Estt.-Approval of the competent authority is hereby conveyed to declare the Heads of Telecom Enforcement , Resource and Monitoring ( TERM) Cells as 'Head of the Department ' under Rule 2( XVI) of GFR, Rule 2( h) of P & T FHB Vol . I , SR - 2 ( 10 ) & GIO there under, Rule 3(k) of CCS Pension Rules and Rule 2( i) of CCS (CCA) Rules .
2. The exercise of powers as 'Head of the Department' will be subject to the conditions as laid down in the Manuals/ Code Books as stated above and as amended from time to time and the instructions already issued relating to financial as well as administrative powers .
3. This applies to TERM Cells headed by officers of SAG & above .
4. This order will come into force from the date of issue of this O.M.
5. This issues with concurrence of Internal Finance of this department vide their Dy. No. 361 -A/ F - 12 dated 05.03.2012 .
