सं. 36-प्रेज/2012 -- राष्ट्रपति, केरल अग्निशमन सेवा के निम्नलिखित अधिकारी को वीरता के लिए राष्ट्रपति का अग्निशमन सेवा पदक सहर्ष प्रदान करती हैं :--
श्री विनोद कुमार पि. ( मरणोपरांत ) फायरमैन ड्राईवर कम पम्प ऑपरेटर
सिन्ध नदी सोनमार्ग में पलट गई है । सूचना मिलते ही तुरन्त गन्ड और बल्टयल अग्निशमन केन्द्रों से श्री आर. टी. दुबे , ज्वाइंट डायरेक्टर बचाव दल के साथ घटनास्थल के लिए रवाना हुए । घटनास्थल पर पहुंचकर ज्ञात हुआ किफंसे हुए कुछ लोग अपनी जान बचाने में सफल हो गए हैं । दो महिलाओं की मृत्यु हो गई है । एक राफ्ट जॉयराइडर श्री हिलाल अहमद लोन जोकि लकड़ी के फट्टे में फंसा हुआ था वह नदी के बीच एक चिकने पत्थर पर पहुंचने में कामयाब हो गया । वह घबरा रहा था और खतरनाक बहते हुए पानी मेंफिसलने का महसूस कर रहा था ।
तुरन्त पुल्ली और रस्सों की सहायता से फंसे हुए व्यक्ति को बचाने का कार्य शुरूकिया गया । श्री आर. टी. दुबे, ज्वाइंट डायरेक्टर ने अपने शरीर के इर्द- गिर्द रस्सा बांधा और अपने बचाव दल में श्री मोहम्मद सईद, स्टेशन आफिसर, परमजीत सिंह और बशीर अहमद, लीडिंग फायरमैन को आदेश दिया कि रस्सा खींचते हुए मेरे पीछे आओ । अधिकारी खुद खतरनाक पानी के बहाव में चल पड़ा और नदी के बीच पहुंच गया । उसने फंसे हुए व्यक्ति को ढांढस बंधाया , साथ देने के लिए कहा और उसको रस्से की हारनैस थमा दी। फंसे हुए आदमी को सुरक्षित नदी के किनारे पर ले आया गया ।
2.दिनांक 23.02.2011 को पूर्वाह्न 11:07 बजे सूचना मिली कि एक लाइनमैन कोलंगटुकरा स्थित बिजली के खम्बे पर कार्य करते समय छाती में अचानक दर्द होने से गिरने की स्थिति में है । सूचना मिलते ही थिरूसर अग्निशमन केन्द्र से बचाव दल घटनास्थल के लिए रवाना हुआ । केरल स्टेट इलैक्ट्रिसिटी बोर्ड अथोरिटी जोकि घटनास्थल पर मौजूद थी के आश्वासन पर कि 11 किलोवोल्ट बिजली काट दी गई है , श्री विनोद कुमार पि. , फायरमैन ड्राइवर कम पम्प ऑपरेटर संख्या 9513 , लाइनमैन की जान बचाने के लिए बिजली के खम्बे पर चढ़ गया । बिजली का करंट लगने से वहअचानक नीचे गिर गया । उसको तुरन्त मेडिकल कालेज हास्पीटल थिरूसर में दाखिल कराया गया । बिजली का करंट लगने से उसकी मृत्यु हो गई ।
3. इस प्रकार ज्वाइंट डायरेक्टर , श्री आर. टी. दुबे, ने उत्कृष्ट वीरता, अदम्य साहस , कुशल नेतृत्व, व्यवसायिक कुशलता एवं उच्च कोटि की कर्त्तव्य परायणता का परिचय दिया ।
3. इस प्रकार फायरमैन ड्राईवर कम पम्प ऑपरेटर, संख्या 9513 , (स्वर्गीय ) श्री विनोद कुमार पि. ने उत्कृष्ट वीरता, अदम्य साहस, व्यवसायिक कुशलता एवं उच्च कोटि की कर्त्तव्य परायणता का परिचय दिया ।
4. यह पुरस्कार वीरता के लिए अग्निशमन सेवा पदक पुरस्कार को शासित करने वाली नियमावली के नियम 3 ( i) के तहत प्रदान किये जाते हैं और परिणामतः नियम 5 ( क ) के तहत अनुमेय विशेष भत्ता दिनांक 25.06.2011 से इसके साथ देय होगा ।
4. यह पुरस्कार वीरता के लिए राष्ट्रपति का अग्निशमन सेवा पदक पुरस्कार को शासित करने वाली नियमावली के नियम 3 ( i) के तहत प्रदान किये जाते हैं और परिणामतः नियम 5 ( क ) के तहत अनुमेय विशेष भत्ता दिनांक 23.02.2011 से इसके साथ देय होगा ।

2. दिनांक 25.06.2011 को समय 12:29 बजे अग्निशमन केन्द्र के कंट्रोल रूप में सूचना मिली कि एक राफ्ट राफ्टर्स और जॉयराइडर के साथ
2. दिनांक 28.06.2010 को लगभग 09:40 बजे पट्ट्टयमुंदेई फायर स्टेशन में टेलीफोन द्वारा सूचित किया गया कि दो व्यक्तिगांव-खादीअंता, केन्द्रापारा में कुंए में फंस गए हैं । उसी समय पट्ट्यमुंदेई फायर स्टेशन के आफिसर इंचार्ज के नेतृत्व में बचाव दल उस स्थान पर पहुंचा । घटनास्थल

कुशल नेतृत्व, अदम्य साहस , व्यवसायिक कुशलता एवं उच्च कोटि की कर्त्तव्य परायणता का परिचय दिया ।
4. यह पुरस्कार वीरता के लिए अग्निशमन सेवा पदक पुरस्कार को शासित करने वाली नियमावली के नियम 3 (i ) के तहत प्रदान किये जाते हैं और परिणामतः नियम 5 ( क) के तहत अनुमेय विशेष भत्ता दिनांक 27.07.2009 से इसके साथ देय होगा ।

संयुक्तसचिव पर पहुंचने के बाद मालूम हुआ कि श्री अजय बेहेरा आयु 26 वर्ष और श्री अभय बेहेरा आयु 25 वर्ष नाम के दो व्यक्ति कुंए के अंदर फंस गए हैं और अचेत अवस्थामें पड़े हुए हैं । बचाव दल के पहुंचने से पहले भीड़ में से किसी ने भी कुंए के अंदर जाकर उन दोनों को बचाने का साहस नहीं किया । तत्काल बचाने के लिए रस्सी कुंए के अंदर लटकाई गई और फायरमैन जितेन्द्रभोई नं . 456 ने उन दोनों को बचाने के लिए कुंए में उतरने का साहस किया । उन्होंने सावधानी से दोनों घायल व्यक्तियों को एक - एक करके अपने कंधों पर रखा और सुरक्षित बचाया । श्री भोई को कुंए की जहरीली गैसों के प्रभाव से बैचेनी तथा सांस लेने में परेशानी महसूस हुई । श्री भोई को दोनों घायलों के साथ वहां से प्राथमिक स्वास्थ्य केन्द्र, पट्यमुंदेई में आगे इलाज के लिए स्थानांतरित किया गया ।
सं. 40- प्रेज/2012-- राष्ट्रपति, तेल एवं प्राकृतिक गैस मंत्रालय अग्निशमन सेवा के निम्नलिखित अधिकारी को वीरता के लिए अग्निशमन सेवा पदक सहर्ष प्रदान करती हैं : --

2. दिनांक 06.09.2011 को 01:53 बजे मुंबई हाई नॉर्थ फील्ड के एन.क्यू.जी. प्लेटफार्म में प्रोसेस गैस कम्प्रेशर- सी ( पी.जी.सी. सी. ) में आग की सूचना प्राप्त हुई । अलार्म सुनते ही तत्काल श्री राहुल. आर. जोशी, सीनियर फायर आफिसर ने इमरजैंसी रेसपोंस प्लान पर अमल किया और फायर फाइटिंग एवं कूलिंग ऑपरेशन आरंभ किया । उनकी शीघ्र फायर फाइटिंग एवं कूलिंग की कार्यवाही से न केवल करोड़ों रूपये मूल्य की ग्लाइकोल रीजनरेशन यूनिट ( जी.आर. यूस. ) , नॉक आउट डरम ( के.ओ.डीस ) , गैस मेनफोल्ड, जी.सी.आई. इर्जेक्टर आदि बल्कि प्लेटफार्म पर काम करने वालों के जीवन को बचाया ।
सं. 39 - प्रेज/2012-- राष्ट्रपति, उत्तर प्रदेश अग्निशमन सेवा के निम्नलिखित अधिकारियों को वीरता के लिए अग्निशमन सेवा पदक सहर्ष प्रदान करती है :--

3. इस प्रकार वरिष्ठ अग्निशमन अधिकारी, श्री राहुल रामकृष्ण जोशी ने उत्कृष्ट वीरता, कुशल नेतृत्व , अदम्य साहस, व्यवसायिक कुशलता एवं उच्चकोटि की कर्त्तव्य परायणता का परिचय दिया ।

4. यह पुरस्कार वीरता के लिए अग्निशमन सेवा पदक पुरस्कार को शासित करने वाली नियमावली के नियम 3 ( i) के तहत प्रदान किये जाते हैं और परिणामतः नियम 5 ( क ) के तहत अनुमेय विशेष भत्ता दिनांक 06.09.2011 से इसके साथ देय होगा ।

सं. 41- प्रेज/2012 -- राष्ट्रपति, गणतंत्र दिवस 2012 के अवसर पर निम्नलिखित अधिकारियों को उनकी विशिष्ट सेवा के लिए राष्ट्रपति का अग्निशमन सेवा पदक सहर्ष प्रदान करती हैं :--

2. दिनांक 27.07.2009 को 20:56 बजे फायर स्टेशन , सेक्टर -58 , नोएडा में पुलिस स्टेशन, सेक्टर -58 से टेलीफोन पर सूचना मिली कि झुग्गियों में रहने वाले कई व्यक्ति एक दीवार के नीचे दब गए हैं । उसी समय फायर स्टेशन आफिसर श्री सोमदत्त सोनकर अपनी टीम के साथ घटनास्थल के लिए रवाना हो गए । घटनास्थल पर पहुंचकर उन्होंने देखा कि 80 फीट लम्बी एवं 20 फीट ऊंची दीवार उनके खंबों एवं बीम सहित साथ की झुग्गियों के ऊपर गिर गई है और वहां के निवासी नीचे दब गए हैं । साथ में दूसरी 20 फीट लंबी दीवार की नींव हिल गई है और गिरने वाली अवस्था में है । अपनी सुरक्षा की परवाह न करते हुए श्री सोमदत्त सोनकर, फायर स्टेशन आफिसर, श्री प्रमोद कुमार, फायरमैन और श्री मोहम्मद इरफान ने अपने जीवन को खतरे में डालकर मलबे के नीचे दबे 22 व्यक्तियों को बाहर निकाला जिनमें से 11 व्यक्तियों को बचाया जा सका ।

सं. एफ. 9-11/1999 - यू.3 यतः " केरल कला मण्डलम्" त्रिशूर, केरल में, इस मंत्रालय की 14 मार्च, 2006 की समसंख्यक अधिसूचना के तहत कतिपय शर्तों के अध्यधीन जिनमें पांच वर्षों के पश्चात् समीक्षा शामिल थी , विश्वविद्यालय अनुदान आयोग ( यूजीसी ) अधिनियम , 1956 की धारा 3 के अधीन मानित विश्वविद्यालय घोषित किया गया था;
2. और, यतः यूजीसी ने " केरल कला मण्डलम्", त्रिशूर के कार्यचालन की इस प्रयोजन के लिए गठित विशेषज्ञ समिति के माध्यम से समीक्षा की है;
3. और यतः विशेषज्ञ समिति की रिपोर्ट के आधार पर, यूजीसी ने, यूजीसी अधिनियम, 1956 की धारा 3 के अधीन " केरल कला मण्डलम्", त्रिशूर , केरल के लिए मानित विश्वविद्यालय का दर्जा जारी रखने की सिफारिश की है;
4. अब, अतः केन्द्रीय सरकार, यूजीसी की सलाह पर मामले में उपर्युक्त अधिनियम की धारा 3 के अन्तर्गत प्रदत्त शक्तियों का प्रयोग करते हुए, " केरल कला मण्डलम्", त्रिशूर, केरल को, उपर्युक्त अधिनियम के प्रयोजन के लिए एतद्वारा, इस मंत्रालय की 14मार्च, 2006 की समसंख्यक अधिसूचना के अनुसार, इन शर्तों के अध्यधीन कि वे यूजीसी और अन्य सांविधिक निकायों द्वारा समय - समय पर निर्धारित विनियमों और मार्गदर्शनों का कड़ाई से अनुपालन करेंगे, जो यूजीसी अधिनियम, 1956 की धारा 3 के अधीन मानित विश्वविद्यालयों के रूप में घोषित संस्थाओं पर लागू हैं, और यह कि वे भारत सरकार द्वारा समय- समय पर जारी निर्देशों का भी पालन करेंगे ।

No. 36-Pres /2012-The President is pleased to award the President's Fire Service Medal for Gallantry to the under- mentioned Officer of Kerala Fire Service :-
Shri Vinod Kumar P. ( Posthumous) Fireman Driver Cum Pump Operator
Immediately a rescue operation was started with the assistance of Police by using ropes and pulleys to rescue the trapped person . Shri R. T. Dubey , Joint Director under a heroic role efficiently got a rope tied around his body and directed the rest of the crew lead by Mohammad Sayeed Station officer, Paramjeet Singh and Bashir Ahmad leading Fireman to follow him by holding the rope for safety . The officer himself went inside the dangerous stream and reached in the middle of the river . He encouraged the trapped person to co -operate and then provided him the harness . The trapped person was pulled out safely to the river bank .
3. Joint Director Shri R. T. Dubey thus displayed conspicuous gallantry, leadership , exemplary courage , professional expertise and devotion to duty of a very high order.
4. These awards are made for gallantry under Rule 3 (i ) ofthe Rules governing the award of Fire Service Medal for Gallantry and consequently carries with it special allowance admissible under rule 5(a) w.e.f. 25.06.2011 .
2. On 23.02.2011 at 11.07 hrs . a call was received that one lineman working on the top of the electric post , Kolangattukara is in danger of collapse due to sudden chest pain . On getting information the crew from Fire & Rescue Station, Thrissur rushed to the spot . After being assured from the Kerala State Electricity Board authorities who were present on the spot that the power supply in the 11 KV electric Lines would be switched off, Shri Vinod Kumar P. , Fireman Driver Cum Pump Operator No. 9513 climbed the electric post to rescue the lineman . He suddenly fell down from the electric post due to electric shock . He was immediately admitted at the Medical College Hospital , Thrissur. He was dead due to electrocution .

No. 37 -Pres/2012- The President is pleased to award the Fire Service Medal for Gallantry to the under - mentioned Officer of Jammu & Kashmir Fire & Emergency Services :--

2. On 28.06.2010 at about 09.40 hrs . a call was received at Pattamundei Fire Station informing that two men are trapped inside a well in Vill . Khadianta , Kendrapara . Immediately a rescue team headed by the Officer in - charge , Pattamundei Fire Station rushed to the spot. On reaching at the scene of incident it was observed that two persons namely Shri Ajaya Behera (26) and Shri Abhaya Behera (25) got trapped inside the well and lying unconscious . Nobody in the crowd dared to go inside to rescue them before the arrival of Fire Service . Immediately a rescue rope with chair knot was dropped inside the well and Fireman Jitendra Bhoi No. 456 took courage to enter the well to rescue them . He carefully put both the victims on his shoulder one by one and rescued them safely. Shri Bhoi felt uneasy and breathless due to the effect of poisonous gases . Shri Bhoi along with two victims were then removed to Primary Health Centre, Pattamundei for further treatment.
3. Fireman Shri Jitendra Bhoi thus displayed conspicuous gallantry, exemplary courage , professional expertise and devotion to duty of a very high order.
4.This award is made for gallantry under Rule 3 (i) of the Rules governing the award of Fire Service Medal for 2. On 25.06.2011 at 12.29 hrs . a call was received in the Fire Control Room of Fire Service stating that one raft with rafters and joy riders have capsized in the river Sindh at Sonamarg. Immediately, on receipt of call rescue teams were rushed to the spot from Gund and Baltal Fire Stations headed by Shri R. T. Dubey, Joint Director . After reaching the scene of incident it was informed that some of the trapped persons have managed to save their lives . Two females died in the incident . Shri Hilal Ahmad Lone a raft joy rider struck with a wooden plank and managed to land on a slippery stone in the middle of the river. He was becoming restless and about to slip into the running dangerous water.

2. On 27.07.2009 at 20.56 hrs . a call was received from Police Station, Sector - 58 , Noida at Fire Station, Sector - 58 Noida informing that many people living in Jhuggies have been trapped under a wall . Immediately Shri Som Dutt Sonkar Fire Station Officer along with his team rushed to the scene of incident . On reaching to the spot he found that a 80 - feet long and 20 - feet wide wall with its pillar and beams had fallen over the nearby Jhuggies trapping many residents . Another nearby wall of 20 feet long lost the foundation and was in precarious condition. Ignoring personal safety and danger to their lives Fire Station Officer Shri Som Dutt Sonkar , Fireman Shri Pramod Kumar and Fireman Shri Mohammad Irfan retrieved 22 persons from underneath the debris out of which 11 could be saved.
3. Fire Station Officer Shri Som Dutt Sonkar , Fireman Shri Pramod Kumar and Fireman Shri Mohammad Irfan thus displayed conspicuous gallantry, exemplary courage , leadership , professional expertise and devotion to duty of a very high order.
4. These awards are made for gallantry under Rule 3 ( i) ofthe Rules governing the award of Fire Service Medal for Gallantry and consequently carries with it special allowance admissible under rule 5 (a) w.e.f. 27.07.2009 .

Mumbai High north field. Immediately after hearing the alarm Shri Rahul R. Joshi, Senior Fire Officer activated the emergency response plan and started fire fighting and cooling operations . His prompt fire fighting and cooling action not only saved property worth crores of rupees comprising number of process units like Glycol Regeneration Units (GRUs ) , Knock Out Drums (KODs ) , gas manifold, GCI injector etc. but also many lives working on the platform.
3. Senior Fire Officer, Shri Rahul Ramkrishna Joshi thus displayed conspicuous gallantry, exemplary courage , leadership , professional expertise and devotion to duty of a very high order .
4. This award is made for gallantry under Rule 3 ( i) of the Rules governing the award of Fire Service Medal for Gallantry and consequently carries with it special allowance admissible under rule 5(a) w.e.f. 06.09.2011 .

2. And whereas , the UGC has reviewed the functioning ofthe " Kerala Kalamandalam " Thrissur, Kerala, through an Expert Committee constituted forthis purpose;
3. And whereas, on the basis of the report ofthe Expert Committee , the UGC has recommended continuation of the status of ' Deemed-to-be- University' to "Kerala Kalamandalam " Thrissur, Kerala, under Section 3 of the UGC Act, 1956;

4. Now, therefore , the Central Government , in exercise ofthe powers conferred under Section 3 and on the advice of the UGC in the matter, do hereby accord approval to the continuance of " Kerala Kalamandalam , " Thrissur , Kerala , as a deemed-to- be-university for the purpose of the aforesaid Act, strictly in terms of this Ministry's notification of evennumber dated the 14th March , 2006 subject to the conditions that they will adhere to the regulations and guidelines prescribed by the UGC and other statutory bodies , from time to time , as are applicable to the institutions declared as deemed- to-be-universities under Section 3 of the UGC Act , 1956 and that they will also abide by directions issued by Government of India from time to time .
