सं. के-12012/5/4/2011- यो. एवं अनु./एआईएचबी--अखिल भारतीय हस्तशिल्प बोर्ड दिनांक 08 दिसम्बर, 2011 के समसंख्यक संकल्प के माध्यम से दो वर्ष की अवधि के लिए पुर्नगठित किया गया था । भारत सरकार ने अखिल भारतीय हस्तशिल्प बोर्ड में निम्नलिखितानुसार नये गैर- सरकारी सदस्यों को शामिल करने का निर्णय लिया है जबकि दिनांक 08 दिसम्बर , 2011 के संकल्प के अनुसार गठित मौजूदा अखिल भारतीय हस्तशिल्प बोर्ड के सभी पदाधिकारी एवं गैर- सरकारी सदस्य यथावत रहेंगे ।

तथापि, दिनांक 08 दिसम्बर, 2011 के संकल्प में अभिलिखित सभी अन्य निबन्धन और शर्तें यथावत और अपरिवर्तित रहेंगी ।

2. समितिके कार्य
यह भी आदेश दिया जाता है कि इस संकल्प को जन- साधारण की जानकारी के लिए भारत के राजपत्र में प्रकाशित कराया जाए ।
गिरीश शंकर संयुक्तसचिव इस समिति के कार्य उपभोक्ता मामले , खाद्य और सार्वजनिक वितरण मंत्रालय और उसके प्रशासनिक नियंत्रणाधीन सभी अधीनवर्ती कार्यालयों को सरकारी कामकाज में हिन्दी के प्रगामी प्रयोग से संबंधित विषयों तथा गृह मंत्रालय ( राजभाषा विभाग ) द्वारा निर्धारित नीति संबंधी ढांचे के अंतर्गत आने वाले मामलों पर सलाह देना होगा ।
3.कार्यकाल
मानव संसाधन विकास मंत्रालय (उच्चतर शिक्षा विभाग )
इस समिति का कार्यकाल इसके पुनर्गठन की तारीख से तीन वर्ष तक होगा,

(क) जो संसद सदस्य समिति के सदस्य हैं, वे संसद सदस्य न रहने पर इस समिति के सदस्य भी नहीं रहेंगे ।
सं. एफ. 9.54/2004- यू. 3 ए जबकि " रामाकृष्ण मिशन विवेकानन्द विश्वविद्यालय " बैलूर मठ, पश्चिम बंगाल को इस मंत्रालय की समसंख्यक अधिसूचना दिनांक 05 जनवरी , 2005 द्वारा विश्वविद्यालय अनुदान आयोग (यूजीसी) अधिनियम 1956 की धारा 3 के अंतर्गत, नए सिरे से वर्ग के तहत एक सम विश्वविद्यालय के रूप में घोषित किया गया था जिसमें कुछ शर्तें थीं जिनमें से एक थी पांच वर्ष बाद समीक्षा करना ।
(ख ) समिति के पदेन सदस्य उस समय तक सदस्य बने रहेंगे जब तक कि वे अपने- अपने उन पदों पर हैं जिनके कारण वे समिति के सदस्यहैं ।
2. और जबकि, विश्वविद्यालय अनुदान आयोग ने " रामकृष्ण मिशन विवेकानन्द विश्वविद्यालय " बैलूर मठ, पश्चिम बंगाल के कार्यकरण की इस प्रयोजन हेतु गठित एक विशेषज्ञ समिति के माध्यम से समीक्षा की है ।
(ग) यदि किसी सदस्य के त्याग - पत्र देने , मृत्यु आदि के कारण समिति मेंकोई स्थान रिक्त होता है तो उसके स्थान पर नियुक्त किया गया सदस्य तीन वर्ष के कार्यकाल की शेष अवधि के लिए सदस्य रहेगा ।

3. और जबकि, इस विशेषज्ञ समिति की रिपोर्ट के आधार पर यूजीसी ने , यूजीसी अधिनियम 1956 की धारा 3 के अंतर्गत " रामकृष्ण मिशन विवेकानन्द विश्वविद्यालय " बैलूर मठ, पश्चिम बंगाल को सम- विश्वविद्यालय का दर्जा जारी रखने की सिफारिश की है ।
समिति का प्रधान कार्यालय नई दिल्ली में होगा , किन्तु समिति अपनी बैठकें किसी अन्य स्थान पर भी कर सकती है ।
5. यात्रा भत्ता और अन्य भत्ते
समिति की बैठकों में भाग लेने के लिए गैर- सरकारी सदस्यों को राजभाषा विभाग के दिनांक 22 जनवरी , 1987 के का.ज्ञा. संख्या- II/20034/4/86- रा.भा. ( क-2 ) में निहित दिशा- निदेशों के अनुरूप और भारत सरकार द्वारा समय - समय पर यथासंशोधित निर्धारित दरों एवं नियमों के अनुसार यात्रा भत्ता और दैनिक भत्ता दिया जाएगा ।

4. अब, अतः केन्द्र सरकार धारा 3 द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए तथा इस मामले में यूजीसी की सलाह पर, उक्त अधिनियम के प्रयोजन के लिए" रामकृष्ण मिशन विवेकानन्द विश्वविद्यालय " को सम विश्वविद्यालय के रूप में दर्जा जारी रखने को एतद्वारा अनुमोदन प्रदान करती है जोकि पूर्णतया इस मंत्रालय की समसंख्यक अधिसूचना दिनांक 05 जनवरी, 2005 की शर्तों के अनुसार होगा और यह भी शर्तें होंगी कि वे समय - समय पर यूजीसी तथा अन्य सांविधिक निकायों द्वारा निर्धारित विनियमों एवं दिशानिर्देशों कापालन करेंगे जो यूजीसी अधिनियम 1956 की धारा 3 के तहत् घोषित सम-विश्वविद्यालय संस्थानों पर लागू होती हैं और यह कि वे भारत सरकार द्वारा समय - समय पर जारी निदेशों का भी पालन करेंगे ।

2. Permanent Invitees :
(a) Secretary, Additional Secretary, Joint Secretary (R) and Director in the Ministry of Petroleum & Natural Gaswill be the permanent invitees to the Committee meetings.
(b) R& D Heads of IOCL, BPCL, HPCL and EIL will also be the permanent invitees to the Committee meetings . The Chairman may also invite any other person (s) to attend the meeting of the Committee or to assist the Committee.
3. Duration of the SAC :
The Committee is expected to start functioning with effect from 16th October, 2010 and its term will be for three years i.e. 16th October, 2010 to 15th October, 2013. The Committee shall meet as often as necessary but at least once in a quarter and will make suitable recommendations to the Ministry of Petroleum & Natural Gas from time to time .
4. Terms & Conditions of the SAC :-
(a) The terms of reference of the Committee will be as under : -
" to advise on policies relating to Science and Technology and measures to ensure optimum processing of hydrocarbons for use as fuels and chemicals " .
(f) An honorarium of Rs . 4,000/ - (rupees four thousand) only willbe payable to the Chairman and non - official members of the SAC by CHT for participating in each SAC meeting .
(g) The Chairman- SAC may recommend payment of suitable/ nominal honorarium to professionals/ technical experts, who are :
Requested to review proposal submitted to SAC for giving their opinion on technical merit of the proposals;
Invited in the Committee's meeting to deliver technical talks or to provide important inputs on issues of relevance to the Oil Industry .
(h) The Secretarial assistance required to the Committee will be provided by the Centre for High Technology.

Ordered that a copy of the Resolution be communicated to all the State Governments , Union Territory Administrations , Lok Sabha and Rajya Sabha Secretariats and the concerned Ministries and Departments of the Government of India .

III . Tenure
The term of the Samiti will be three years from the date of its reconstitution provided that :

(c) if a vacancy arises on the Samiti due to resignation , death, etc. of a member, the member appointed in that capacity shall hold office for the residual term of three years .
IV. General
No. F -9-54/2004- U.3A-Whereas " Ramakrishna Mission Vivekananda University " Belur Math , West Bengal , was declared a deemed to be university under de -novo category under Section 3 of the University Grants Commission (UGC) Act, 1956 vide this Ministry's notification of even number dated the 5th January, 2005 subject to certain conditions that included a review after five years ;
The Headquarters of the Samiti shall be in New Delhi but it may hold its meetings at any other station also.
V. Travelling and Other Allowances
2.And whereas , the UGC has reviewed the functioning of the "Ramakrishna Mission Vivekananda University " Belur Math, West Bengal, through an Expert Committee constituted for this purpose;
3.And, whereas , on the basis of the report of the Expert Committee, the UGC has recommended continuation of the status of 'Deemed- to-be - University' to " Ramakrishna Mission Vivekananda University " Belur Math , West Bengal, under Section 3 of the UGC Act, 1956 ;
The non-official member will be paid travelling and daily allowance , for attending the meeting of the Samiti as contained in the guidelines issued by the Department of Official Language vide their O.M. No. II.20034/4/ 86 -OL( A -2) dated 22.01.1987 and as per prescribed rate and rule amended by Government of India from time to time.

Ordered that a copy of this Resolution be communicated to all the State Government , Union Territory Administration , Prime Minister's Office , Cabinet Secretariat , Ministry of Parliamentary Affairs , Lok Sabha Secretariat, Planning Commission , President's Secretariat , Comptroller & Auditor General of India , Controller of Accounts , Ministry of Consumer Affairs , Food & Public Distribution and all the Ministries and Departments of Government of India .
It is also ordered that the Resolution be published in the Gazette of India for general information .
4.Now, therefore, the Central Government , in exercise of the powers conferred by Section 3 and on the advice of the UGC in the matter, do hereby accord approval to the continuance of " Ramakrishna Mission Vivekananda University " Belur Math, West Bengal , as a deemed-to -be- university for the purpose of the aforesaid Act, strictly in terms of this Ministry's notification of even number dated the 5th January, 2005 subject to the conditions that they will adhere to the regulations and guidelines prescribed by the UGC and other statutory bodies , from time to time , ' as are applicable to the institutions declared as deemed- to -be- universities under Section 3 of the UGC Act, 1956 and that they will also abide by directions issued by Government of India from time to time .
