राष्ट्रपति सचिवालय नई दिल्ली, दिनांक 15 अगस्त 2012
सं. 89 - प्रेज/2012- राष्ट्रपति, आन्ध्र प्रदेश अग्निशमन सेवा के निम्नलिखित अधिकारी को वीरता के लिए राष्ट्रपति का अग्निशमन सेवा पदक सहर्ष प्रदान करते हैं: --

2. दिनांक 19.05.2012 को 21:15 बजे मधीरा अग्निशमन केन्द्र को सूचना मिली कि श्री लक्ष्मी वलभा कोल्ड स्टोरेज प्राईवेट लिमिटेड मधीरा , जिला - खम्माम में आग लग गयी है । सूचना मिलते ही मधीरा अग्निशमन केन्द्र से अग्निशमन बचाव दल घटनास्थल पर पहुंचा । घटना स्थल पहुंचने पर अग्निशमन बचाव दल ने देखा कि कोल्ड स्टोरेज बिल्डिंग के टॉप फ्लोर पर लाल मिर्च से भरे हुए बैगों में आग लगी हुई है । ड्राईवर ऑपरेटर श्री वी नरसिम्हा राव ने अपनी जान को जोखिम में डालते हुए फायर टेंडर को लपटों तथा घने धूए के बीच में से निकालते हुए आग बुझाने हेतु कोल्ड स्टोरेज बिल्डिंग के पीछे ले गया । फॉयर फाइटिंग की कार्यवाही के दौरान बिल्डिंग का मलबा गिरने लगा जिसमें वह दब गया ।
3. इस प्रकार ड्राईवर ऑपरेटर, स्वर्गीय वी. नरसिम्हा राव ने उत्कृष्ट वीरता , अदम्य साहस , व्यवसायिक कुशलता एवं उच्च कोटि की कर्त्तव्य परायणता का परिचय दिया ।
4. यह पुरस्कार वीरता के लिए राष्ट्रपति का अग्निशमन सेवा पदक पुरस्कार को शासित करने वाली नियमावली के नियम 3 ( i ) के तहत प्रदान किए जाते हैं और परिणामतः नियम 5 ( क ) के तहत अनुमेय विशेष भत्ता दिनांक 19.05.2012 से इसके साथ देय होगा ।

2. दिनांक 16.01.2012 को 00:50 बजे अग्निशमन केन्द्र के कन्ट्रोल रूम में सूचना मिली कि पुरातत्व भवन " खालसा महल " जिसमें महानिदेशालय उद्योग , वाणिज्य और सामाजिक कल्याण विभाग के कार्यालय जो कि एजिलागाम काम्पलेक्स में स्थित है, में आग लगी है। सूचना मिलते ही तुरंत ट्रिपलिकेन और ऐगमोर अग्नि एवं बचाव दमकल केन्द्र के सदस्य फॉयर टेंडर के साथ घटनास्थल पर पहुंचे । घटना स्थल पहुंचने पर उन्होंने देशा कि ग्राउंड फ्लोर और फर्स्ट फ्लोर पर आग लगी हुई है । मेलापोर, ऐसप्लाण्डे, किलपोक, तेनामपेट और विपेरी से भी बचाव दल सहायता के लिए घटना स्थल पर पहुंच गये। डिविजनल ऑफिसर, श्रीमती प्रिया रविचन्द्रन , स्टेशन ऑफिसर श्री रंगन मुर्गन और लीडिंग फायरमैन श्री कृष्णासामी अनबालागन के साथ अपनी जिंदगी की परवाह किये बगैर जलती हुई बिल्डिंग से निकल रही लपटों से होते हुए बिल्डिंग के दूसरी तरफ पहुंच कर आग को बुझाने की कोशिश करने लगे । आग को बुझाने के दौरान भवन की छत गिरने से सभी सदस्य मलबे में फंस गये जिन्हें गम्भीर जली हुई स्थिति में निकालकर उपचार के लिए अस्पताल में भर्ती कराया गया ।
3. इस प्रकार डिविजनल ऑफिसर श्रीमती प्रिया रविचन्द्रन, स्टेशन ऑफिसर श्री रंगन मुर्गन और लीडिंग फायरमैन श्री कृष्णासामी अनबालागन ने उत्कृष्ट वीरता , अदम्य साहस, कुशल नेत्त्व, व्यवसायिक कुशलता एवं उच्च कोटि की कर्त्तव्य परायणता का परिचय दिया ।
4. यह पुरस्कार वीरता के लिए अग्निशमन सेवा पदक पुरस्कार को शासित करने वाली नियमावली के नियम 3 ( i ) के तहत प्रदान किये जाते हैं और परिणामतः नियम 5 ( क ) के तहत अनुमेय विषेश भत्ता दिनांक 16.01.2012 से इसके साथ देय होगा ।

i. खोज- सह- चयन समिति प्राप्त आवेदनों पर विचार करेगी और तीन पात्र उम्मीदवारों का एक पैनल तैयार करेगी तथा इससे संबंधित निदेशक की सेवा अवधि की समाप्ति के न्यूनतम 2 महीने पहले संस्कृति मंत्रालय को भेजेगी ।
ii. खोज-सह- चयन समिति द्वारा संस्तुत पैनल को, उसमें से एक नाम के अनुमोदन के लिए संस्कृति मंत्रालय के समक्ष प्रस्तुत किया जाएगा । मंत्री के निर्णय से , शासी निकाय के विचारार्थ जेडसीसी के अध्यक्ष कोअवगत कराया जाएगा ।
iii. सांस्कृतिक विभूति के चयन के मामले में , निदेशक , जेडसीसी के रूप में उनका/उनकी नियुक्ति, किसी भी पक्ष से तीन माह पूर्व की नोटिस के बाद समाप्त की जा सकती है । प्रतिनियुक्ति पर निदेशक के संबंध में कार्मिक एवं प्रशिक्षण विभाग के दिशा-निर्देश लागू होंगे ।
iv. अल्पकालीन संविदा पर नियुक्त निदेशक , भारत सरकार में निदेशकों को देय वेतन और भत्ते का हकदार होगा, जैसा कि प्रत्येक मामले में केन्द्र सरकार द्वारा अनुमोदित होगा ।
v. निदेशक की सेवा अवधि ( प्रतिनियुक्ति और अल्पकालीन संविंदा दोनों पर) 3 वर्ष की होगी । अध्यक्ष, जेडसीसी के परामर्श से केन्द्र सरकार, कार्य निष्पादन के आधार पर उनकी सेवा अवधि 2 वर्ष तक बढ़ा सकती है । सेवा विस्तार के लिए, पिछले 3 वर्षों का एसीआर और अध्यक्ष जेडसीसी द्वारा विधिवत् संस्तुत इस सेवा अवधि के दौरान उनकी महत्वपूर्ण उपलब्धियों के आधार पर उनके कार्य निष्पादन का निर्धारण किया जाएगा ।
vi . चयन प्रक्रिया, इच्छुक उम्मीदवारों को सीधे संबंधित जेडसीसी के अध्यक्ष के कार्यालय में आवेदन के लिए सलाह देने के लिए एक विज्ञापन जारी करके संस्कृति मंत्रालय द्वारा वर्तमान निदेशक की सेवा अवधि समाप्त होने के दस माह पहले शुरू की जाएगी ।

On 19.05.2012 at 21.15 hours a fire call was received at Madhira Fire Station informing that a fire has broken out at Sri Lakshmi Valabha Cold Storage Private Ltd. , Madhira , Khammam District. On receipt ofcall fire tender from Madhira fire station rushed to the spot. On reaching the spot, fire service staff noticed that the top floor of the cold storage, with red chilly bags stored in it , is under fire. Without caring the risk to his life Driver Operator Sh. V. Narasimha Rao had taken the fire engine to the rear site of the cold storage in spite of huge flames and dense smoke allowing fire crew to fight the fire . During the fire fighting operation debris started falling from the upper floor of the building and he buried under the debris .

(a) Chairperson of ZCC - Chairperson of theCommittee .

The Director shall be appointed by the Executive Board of the respective ZCC with prior approval of Central Government .
(c) Two experts / eminent persons in the field of art & culture to be nominated by the Government of India-Members .
(d) Culture Secretaries of two Member- states on rotation basis-Members . (Thismembership will rotate among member - states with every vacancy and in alphabetical order) .
1. The Search- cum- Slection Committee will consider the applications received and finalize a panel of 3 eligible candidates and send the same to the Ministry of Culture at least 2 months before the end of the tenure of the Director concerned ,
ii. The panel recommended by the Search - cum- Selection Committee will be placed before Minister of Culture for approving one name out of the panel . Decision of the Minister will be conveyed to the Chairman of the ZCC for consideration of the Executive Board .
iii. In case a cultural personality is selected, his /her appointment as Director , ZCC may be terminated with a prior notice of three months from either side . In respect of Director on deputation, the guidelines of DoP & T regarding deputation willapply.
iv. The Director appointed on Short Term Contract shall be entitled to pay and allowances as admissible to Directors in the Government of India as may be approved by the Central Government in each case .
V. The tenure of Director (both on deputation as well as on short term contract) would be for a period of 3 years. The Central Government in consultation with the Chairperson of ZCC may extend the tenure upto 2 years based on the performance . For extension , the performance will be assessed on the basis of the ACRs of the last 3 years as well as significant achievements during this tenure duly recommended by the Chairperson of the ZCC .
vi . The process of selection will be initiated ten months before the expiry of the term ofthe sitting Director by the Ministry of Culture by issuing an advertisement advising the aspiring candidates to apply directly to the office of the Chairperson of the concerned ZCC.
