संचार और सूचना प्रौद्योगिकी मंत्रालय इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी विभाग नई दिल्ली-110003 , दिनांक 22 नवम्बर 2012 "इ- प्रमाण : इ- अधिप्रमाणन के लिए फ्रेमवर्क"
सं. 3 ( 23 ) /2011 - ईजी- II--जबकि इलेक्ट्रॉनिकी और सूचना प्रौद्योगिकी विभाग , संचार और सूचना प्रौद्योगिकी मंत्रालय भारत सरकार राष्ट्रीय इ- शासन योजना ( एनईजीपी ) का कार्यान्वयन कर रहा है जिसका उद्देश्य एनईजीपी के विजन वक्तव्य में सुस्पष्ट किए अनुसार लोगों को उनके घर के पास सार्वजनिक सेवाएं उपलब्ध करना है : " सभी सरकारी सेवाओं को एक आम आदमी के आस पास सामान्य सेवा प्रदायगी आउटलेट के माध्यम से उपलब्ध कराना और आम आदमी की मूलभूत जरूरतों को पूरा करने के लिए उक्त सेवाओं को दक्षता, पारदर्शिता और विश्वसनीयता के साथ वहनीय लागतों पर उपलब्ध कराना "
और यह कि भारत सरकार की आनलाइन और मोबाइल आधारित सेवा प्रदायगी व्यवस्थाओं को लागू करने से प्रयोगकर्ताओं की पहचान की इलेक्ट्रॉनिक अधिप्रमाणन की आवश्यकता महसूस की गई ताकि प्रत्येक सेवा या लाभ एक सुरक्षित रीति से वास्तविक प्राप्तकर्त्ता तक पहुंचे इसके अलावा उपयोगकर्ताओं में विश्वास बढ़ाने के लिए सरकारी वेबसाइटों के इलेक्ट्रॉनिक अधिप्रमाण की आवश्यकता भी महसूस की गई ।
और यह कि इस फ्रेमवर्क के अनुसार देश में सार्वजनिक सेवाओं की ऑनलाइन तथा मोबाइल आधारित सुरक्षित प्रदायगी सुनिश्चित करने के लिए समयबद्ध तरीके से इ - अधिप्रमाणन को क्रमिक रूप से अपनाने और उसके नियोजन के लिए भारत सरकार को समर्थ बनाने हेतु " इलेक्ट्रॉनिक अधिप्रमाणन (इ - प्रमाणन ) पर एक सुव्यवस्थित फ्रेमवर्क " अनिवार्य है ।
और यह कि, सक्षम प्राधिकारी ने इ - अधिप्रमाणन ( इ - प्रमाणन ) के लिए फ्रेमवर्क को अनुमोदित कर दिया है।
(i) अब यह विभाग एतद्वारा http://egovstandards.gov.in तथा www.mit.gov.in पर प्रकाशित इ- अधिप्रमाणन के लिए फ्रेमवर्क के उपयोग को अधिसूचित करता है जिसके तहत् भारत सरकार निम्नलिखित उद्देश्यों को पूरा करना चाहती है :
(क ) सार्वजनिक सेवाओं की सुरक्षित तरीके के प्रदायगी के लिए प्रयोगकर्ताओं का इलेक्ट्रॉनिक अधिप्रमाणन
(ख ) सरकारी वेबसाइटों का इलेक्ट्रानिक अधिप्रमाणन ताकि प्रयोक्ताओं में विश्वास बनाया जा सके; तथा
(ग) सभी केन्द्रीय मंत्रालयों और राज्य सरकारों द्वारा अपनी इलेक्ट्रॉनिकी सेवाओं की प्रदायगी के लिए एक साझा संरचना का उपयोग करना ताकि अधिप्रमाणन मूल संरचना की पुनरावृत्ति से बचा जा सके, लागत और प्रयास में कमी हो सके और सेवाओं की त्वरित प्रदायगी भी सुनिश्चित हो सके ।

"e-Pramaan : Framework for e-Authentication "
No. 3 (23 )/2011 - EG- II- WHEREAS Department of Electronics and Information Technology (DeitY) , Ministry of Communication & Information Technology, Government of India ( Gol), is implementing the National e -Governance Plan (NeGP) that aims to bring public services closer home to the people , as articulated in the Vision Statement of NeGP : " Make all Government Services accessible to the common man in his locality, through common service delivery outlets , an ensure efficiency, transparency, and reliability of such services at affordable costs to realise the basic needs of the common man "
AND WHEREAS , the online and mobile based service delivery mechanisms of Government of India have necessitated electronic authentication of the identity of the users so that each service or benefit reaches its intended recipient in a secured manner. It has also necessitated electronic authentication of Government websites in order to build trust among the users
AND WHEREAS , a well laid " Framework on electronic Authentication (e - Pramaan) " is essential for enabling the Government of India to progressively adopt and deploy e- Authentication in a time- bound manner to ensure secure online and mobile based delivery of public services in the country in accordance with this Framework.
AND WHEREAS , the Competent Authority has approved the Framework for e- Authentication ( e- Pramaan)
i. NOW, this Department hereby notifies the use of Framework for e - Authentication published on http://egovstandards.gov.in and www.mit.gov.in wherein the Government of India aims at
(a) Electronic authentication of users for the delivery of public services in a secured manner
(b) Electronic authentication of Government websites in order to build trust among the users ; and
(c) The use of a common infrastructure by all Central Ministries and State Governments for delivery of their electronic services in order to avoid duplication of authentication infrastructure, reduce costs and effort, and also ensure faster delivery of services .
With effect from the date of notification.
