का.नि.आ. 4.-राष्ट्रीय कैडेट कोर अधिनियम, 1948 ( 1948 का 31 ) की धारा 12 की उपधारा ( 1 ) और ( 1 ए ) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए केन्द्रीय सरकार एतदद्वारा श्री हुसैन दलवई, संसद सदस्य ( राज्य सभा ) की नियुक्ति राष्ट्रीय कैडेट कोर की केन्द्रीय सलाहकार समिति के सदस्य के रूप में अधिसूचित करती है तथा इसके लिए भारत सरकार के रक्षा मंत्रालय की समय - समय पर यथासंशोधित अधिसूचना सं. का. नि.आ. 76- ई दिनांक 10 अक्तूबर , 1983 में निम्नलिखित संशोधन करती हैं; नामत :-
उक्त अधिसूचना में , " धारा 12 की उपधारा ( 1 ) के खण्ड ( 1 ) के तहत " शीर्षक के अधीन प्रविष्टि ( 13 ) , के लिए निम्नलिखित प्रविष्टिप्रतिस्थापित की जाएगी; नामतः
" ( 13) श्री हुसैन दलवई, संसद सदस्य ( राज्य सभा ) 17 दिसम्बर , 2012 से 16 दिसम्बर , 2013 तक की अवधि के लिए निर्वाचित । "

In exercise of powers conferred by sub- section ( 1 ) and ( 1A) of Section 12 of the National Cadet Corps Act, 1948 (31 of 1948 ), Central Government hereby notifies appointment of Shri Husain Dalwai , Member of Parliament ( Rajya Sabha) as member of the Central Advisory Committee for the National Cadet Corps and for that purpose amends notification of the Government of India in Ministry of Defence No. SRO 76 - E dated the 10th October, 1983 , as 85 G1/2013

का.नि.आ. 5. - राष्ट्रपति , संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, रक्षा लेखा विभाग (ज्येष्ठ निजी सचिव ) नियम , 2007 का संशोधन करने के लिए निम्नलिखित नियम बनाते हैं , अर्थात;
1. 1. इन नियमों का संक्षिप्त नाम रक्षा लेखा विभाग ( ज्येष्ठ निजी सचिव ) भर्ती ( संशोधन ) नियम , 2012 है ।
2. ये राजपत्र में प्रकाशन की तारीख से प्रवृत्त होंगे ।
2. रक्षा लेखा विभाग ( ज्येष्ठ निजि सचिव ) भर्ती नियम , 2007 में विद्यमान अनुसूची के स्थान पर निम्नलिखित अनुसूची रखी जाएगी , अर्थात्: -

प्रोन्नति द्वारा जिसके न हो सकने पर प्रतिनियुक्ति द्वारा प्रोन्नति: नियमित आधार पर नियुक्ति के पश्चात् ऐसे निजी सचिव जिन्होंने वेतन बैंड-2, वेतनमान , 9300-34800 रु. +ग्रेड वेतन 4600 रु. में 2 वर्ष नियमित सेवा की है और विभाग के अधीन कार्यरत विभिन्न क्षेत्रीय प्रशिक्षण केन्द्रों में प्रदान किए गए उच्चतर पद के कार्यों से संबंधित 2 सप्ताह का प्रशिक्षण सफलतापूर्वक पूरा किया है ।
टिप्पण 1 : जहाँ ऐसे कनिष्ठ व्यक्तियों के संबंध में, जिन्होंने अपनी अर्हक या पात्रता सेवा पूरी कर ली है , प्रोन्नति के लिए विचार किया जा रहा हो वहां उनसे ज्येष्ठ व्यक्तियों के संबंध में भी विचार किया जाएगा परन्तु यह तब जबकि उनके द्वारा की गई ऐसी अर्हक या पात्रता सेवा अपेक्षित अर्हक या पात्रता सेवा के आधे से अधिक से या दो वर्ष से , इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कनिष्ठ व्यक्तियों सहित , जिन्होंने ऐसी अर्हक या पात्रता सेवा पहले ही पूरी कर ली है , अगली उच्चतर श्रेणी में प्रोन्नति के लिए अपनी परिवीक्षा की अवधि सफलतापूर्वक पूरी कर लीहो ।
टिप्पण 2 : प्रोन्नति के लिए न्यूनतम अर्हक सेवा के संगणना करने के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी , 2006 से पहले या उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है , नियमित आधार पर की गई सेवा क़ो, वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।
प्रतिनियुक्ति:
केन्द्रीय सरकार के ऐसे अधिकारी
(क ) ( i ) जो मूल कैडर या विभाग में नियमित आधार पर सदृश पद धारण किए हुए हैं, या
( ii ) जिन्होंने मूल कैडर या विभाग में वेतन बैंड-2 , वेतनमान 9300-34800 रु. +ग्रेड वेतन 4600 रु. में या समतुल्य पदों पर नियमित आधार पर नियुक्ति के पश्चात् उस श्रेणी में 2 वर्ष सेवा कीहै और
(
ख) जिनके पास निम्नलिखित शैक्षिक अर्हता और कौशल परीक्षा के मानक हो :-
(i ) किसी मान्यता प्राप्त विश्वविद्यालय से स्नातक ।
(ii ) कौशल परीक्षा के मानक
(क) श्रुतलेख: 10 मिनट @ 80 शब्द प्रति मिनट
(ख) अनुलिपिकरण : 50 मिनट ( अंग्रेजी ) 65 मिनट (हिंदी) (कंम्प्यूटर पर )
टिप्पण 1 : पोषक प्रवर्ग के ऐसे विभागीय अधिकारी , जो प्रोन्नति की सीधी पंक्तिमें है , प्रतिनियुक्ति पर नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे । इसी प्रकार, प्रतिनियुक्त व्यक्ति प्रोन्नति द्वारा नियुक्ति के लिए विचार किए जाने के पात्र नहीं होंगे ।
टिप्पण 2 : प्रतिनियुक्ति अवधि, जिसके अंतर्गत केन्द्रीय सरकार के उसी या किसी अन्य संगठन या विभाग में इस नियुक्ति से ठीक पहले धारित अन्य कैडर - बाह्य पद पर प्रतिनियुक्ति की अवधि है , 8

साधारणतया तीन वर्ष से अधिक नहीं होगी । प्रतिनियुक्ति द्वारा नियुक्तिके लिए अधिकतम आयु सीमा आवेदन प्राप्त करने की अंतिम तारीख को '56 वर्ष से अधिक नहीं होगी ' ।
टिप्पण 3 : प्रतिनियुक्ति के आधार पर नियुक्ति के प्रयोजन के लिए किसी अधिकारी द्वारा 1 जनवरी , 2006 से पहले ( उस तारीख से जिससे छठे केन्द्रीय वेतन आयोग की सिफारिशों पर आधारित पुनरीक्षित वेतन संरचना का विस्तार किया गया है) । नियमित आधार पर की गई सेवा को , सिवाय उस दशा के जहां एक से अधिक पूर्व पुनरीक्षित वेतनमान या साधारण ग्रेड वेतन या वेतनमान सहित एक श्रेणी में विलय हो गया है और वहां यह लाभ केवल उस पद ( उन पदों ) पर विस्तारित होगा जिसके लिए ग्रेड वेतन या वेतनमान बिना किसी उन्नयन का साधारण प्रतिस्थापन ग्रेड है , वेतन आयोग की सिफारिशों पर आधारित विस्तारित तत्स्थानी ग्रेड वेतन या वेतनमान पर की गई सेवा समझी जाएगी ।
यदिविभागीय प्रोन्नति समिति है , तो उसकी संरचना
भर्ती करने में किन परिस्थितियों में संघ लोक सेवा आयोग से परामर्श किया जाएगा

S.R.O. 5. In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to amend the Defence Accounts Department (Senior Rrivate Secretary) Recruitment Rules , 2007, namely :-
1. ( 1) These rules may be called the Defence Accounts Department ( Senior Private Secretary ) Recruitment (Amendment) Rules , 2012 .
(2) They shall come into force on the date of their publication in the Official Gazette .
2. In the Defence Accounts Department ( Senior Private Secretary ) Recruitment Rules , 2007 , for the existing Schedule the following Schedule , shall be substituted , namely: ----

Note 1.-Where Juniors who have completed their qualifying oreligibility service are being considered for promotion , their seniors would also be considered provided they are not short of the reuiqusite qualifying or eligibility Service by more than half of such qualifying or eligibility service or Two years , whichever is less , and have successfully completed their probation period for promotion to the next higher grade alongwith their Juniors who have already completed such Qualifying or Eligibility service .
Note 2.-For the purpose of computing minimum qualifying service for promotion , the service rendered on a regular basis by an officer prior to 1st January, 2006 or the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the pay commission .

Note 1. The departmental officers in the feeder category who are in the direct lime of promotion will not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.
Note 2. The period of deputation including the period of deputation in another ex - cadre post held immediately preceding this appointment in the same or some other organisation or department ofthe Central Government shall ordinarily not exceed three years . The Maximum age limit for appointment by deputation shallbe ' Not exceeding 56 years ' as on the closing date of receipt of applications.
